Saline County Jail Activity, Oct. 8, 9

SHAWNEE COUNTY —Law enforcement authorities are investigating a suspect on drug allegations.

On Oct. 6, members of the Topeka Police Department Narcotics Unit served a search warrant in the 1900 Block of SE 24th Street related to an ongoing investigation, according to Police Lt. Ronnie Connell.

While conducting the search warrants, officers located methamphetamine, marijuana, and drug paraphernalia. As a result, Baileah Flynn, 25, was transported to the Shawnee County Department and booked into jail on requested charges Possession of methamphetamines and Possession of drug paraphernalia.

Police found meth and marijuana at Kansas home

SEDGWICK COUNTY — A man from Texas is going to prison for a deadly Memorial Day weekend crash in 2021 that killed a Kansas woman.

A judge sentenced 37-year-old Scott Cabrales to 24 months with 36 months post-release supervision, according to the Sedgwick County District Attorney's office.

In July, Cabrales he pleaded guilty to involuntary manslaughter while driving under the influence and no proof of insurance, according to the district attorney's office.

In May of 2021, police responded to an injury accident with a driver pinned in a vehicle at Maple and Martinson, according to Officer Charley Davidson.

Upon arrival, officer’s located 80-year-old Frankie Baxter pinned inside of a vehicle. Police with the assistance of the Wichita Fire Department removed her from the vehicle and she pronounced deceased on the scene, according to Davidson.

The investigation revealed that Baxter was driving a 2015 Hyundai Tucson northbound on Elizabeth Street in Wichita. She turned to travel eastbound on Maple.

A 2008 Maxda Six driven by Cabrales, who lived in Wichita at the time, was eastbound on Maple at a high rate of speed and believed to be under the influence of alcohol.&nbsp; The Mazda struck the rear driver's side of the Hyundai. The impact caused the Hyundai to strike the curb and a tree.

EMS transported Cabrales to an area hospital for medical treatment of minor injuries and then booked him into jail.

Banned Books Week, Oct. 1-7, has been held annually for over 40 years to celebrate individuals’ freedom to choose what they read, despite past, current, and future attempts to censor books in various institutions such as libraries and schools. 

Each year, the American Library Association’s Office for Intellectual Freedom tracks and documents reports of book censorship/challenges in libraries, compiling lists of the most challenged books nationwide. 

In 2022, the ALA recorded a record-breaking number of challenges to over 2,500 individual titles, with preliminary data showing a continued rise in challenges in 2023. Most books are challenged on the grounds of being written by or containing content about LGBTQ+ persons and Black, Indigenous, and people of color.&nbsp;

By drawing attention to the negative effects of censorship on communities, Banned Books Week helps to inspire readers everywhere to defend their right to read. 

Most of these challenges fail to take hold thanks to the continued efforts of teachers, students, community members, and librarians. If you want more information regarding book challenges and the fight against censorship, visit the American Library Association’s website or ask your local librarians.

The Salina Post sent questionnaires to the candidates asking for biographical information, initiatives they hope to champion as a board member, and why they chose to run for school board.

The general election will be Nov. 7. The deadline to register for the 2023 Election is Oct. 17 before 8 p.m.&nbsp;

What is your age?&nbsp; 55, but Oct. 6 finds me turning 56 What is your profession?&nbsp; I've served in various administrative ways at six private colleges over the last 35 years. Currently, I am in my seventh year at Bethany College. I also worked at Bethany from 1991-1995 so 11th year overall. My title is Dean of Academic Innovation, College Registrar, and Director of Financial Aid. Are you an incumbent? Yes. I am presently serving in my fourth year on the USD 305 School Board.&nbsp; Give a brief bio on yourself in 100 words or less: My wife and I are the parents of two grown sons both of whom completed a portion of their educations in Salina. We've lived here ten years and try to serve the community in a variety of ways. I hold a Doctor of Education in Educational leadership and highly value the difference education makes in each of our lives.

As a school board member, what specific initiatives or policies would you prioritize in order to improve educational outcomes and support the overall well-being of public school students in our community?

USD 305 is an extremely important part of our community for a variety of reasons. Certainly outcomes from the educational process that help students become confident, competent contributors to society is high on the list of what makes the school system crucial. Very important for facilitating this educational process is the sense of safety and security that students, teachers, and staff feel when at school. Learning and development happens when students and teachers are able to focus on the academic topics at hand without worrying about all the myriad societal and daily life realities that each of us carry.

The school board and administration help facilitate such an environment by being good stewards of the budget and facilities, communicating with federal and state legislators about pertinent issues and needs, and diligently monitoring overall progress. 

Should voters choose to re-elect me as a school board member, I intend to increase efforts to work with federal and state legislators so that policies and budgets from on high are realistic and in keeping with best educational practices.

I also hope to improve partnerships with other community entities to make an impact on the effects of poverty in Salina as students coming from fiscal insecurity are much less able to focus on learning and personal growth.

In recent years many books have been removed from the shelves of public libraries due to their alleged "inappropriate content." As a school board member where do you stand on this issue? I am unequivocally opposed to removing books from library shelves. The ability to read and discern content is a crucial part of becoming a contributing member of the community and it should not be up to me or any individual to prevent others from having access to a book. For Salina school libraries, a policy and procedure is in place that enables parents to restrict access for their student which is completely appropriate.. Parental engagement and community involvement are crucial for the success of any school district.

What strategies would you implement to increase collaboration between parents, citizens, and educators?

In the time I've served on the school board, not a single complaint has come to me about collaboration between parents, citizens, and educators. 

USD 305 administration, bolstered by board policy, does a tremendous job helping facilitate appropriate communication and involvement in the educational process and I see nothing on the horizon that would detract from this statement. 

Certainly disagreements will exist along the way, but I find USD 305 collectively does a really nice job collaborating with all entities and taking appropriate steps to satisfactorily resolve issues that do appear. 

I look forward to all opportunities to discuss what takes place in Salina public schools and believe together we can continue making sure USD 305 is the best place to learn and work

I seek re-election to the USD 305 school board in hopes of using my skills and knowledge to make a difference for others. Many, many things are going well in Salina and I would be honored to continue representing the electorate in this important way.&nbsp;

Saline County Jail Activity, Oct. 5

SHAWNEE COUNTY—Law enforcement authorities are investigating two suspect in connection with a business burglary.

Just after 2 p.m. Oct. 1, police&nbsp;responded to report of a business burglary at Berry's Arctic Ice 200 N. Kansas Avenue in Topeka, according to&nbsp; Berry’s Arctic Ice, in reference to a burglary to Police Lt. Edward Stanley.

At the scene, officers located two individuals at the business that were believed to be involved with the burglary. These individuals were found to have items in their possession that were related to the burglary and they were taken into custody.

As a result of the investigation, Dawn M. Gilley, 38, and Shannon D. Maness, 39 were booked into the Shawnee County Department of Corrections on requested charges of Burglary, Criminal Damage to Property and Theft from building.

Saline County Jail Activity, Oct. 4

SHAWNEE COUNTY —Law enforcement authorities are investigating a suspect on multiple allegations after a traffic stop.

Just after 2a.m. September 30, a sheriff's deputy conducted a traffic stop on a black 2009 Mercury Milan without an operable tag lamp and with an obscured license plate in the 3800 block of NE Seward Avenue, according to Deputy Abigail Christian.

During the investigation, illegal narcotics and open containers of alcohol were located. The driver, Jessica D. Orange, 42, of Topeka, was arrested, booked into the Shawnee County Department of Corrections on requested charges of possession of a stimulant, possession of drug paraphernalia, aggravated endangering a child, driving under the influence while child present, driving while license revoked, transporting an open container of liquor, license plate cover clear or opaque and defective tag lamps.

Saline County Jail Activity, Oct. 3

SHAWNEE COUNTY —Law enforcement authorities are investigating a carjacking and have a suspect in custody.

Just after 3:30 p.m. Sunday, police responded to the 4000 block SE Adams Street on a report of an aggravated robbery, according to Police Lt. Kerry Connell. It was reported a man with a firearm threatened an individual and stole the victim's vehicle.

At 5:3o p.m., police observed the stolen vehicle near SW 37th Street and SW Topeka Blvd.&nbsp; and attempted a traffic stop. The driver fled from officers, initiating a brief vehicle pursuit that lasted approximately 1 minute before being terminated. 

The driver of the stolen vehicle continued to drive at a high rate of speed and struck a vehicle near SW 57th and SW Topeka Blvd. 

The driver of struck vehicle was transported to a local area hospital with non-life-threatening injuries. 

A short time later, the suspect&nbsp;identified as 27-year-old Kareem L. Evans,  was taken into custody and transported to a local area hospital with non-life-threatening injuries.

On Monday afternoon, doctors released Evans and he was booked into jail&nbsp;was booked into jail on requested charges of Aggravated Robbery, Burglary to vehicle, Aggravated Assault,&nbsp;&nbsp;Aggravated Battery,&nbsp;&nbsp;Criminal threat, Theft, Interference with a Law Enforcement and multiple traffic violations, according to Police Lt. Edward Stanley.

Kansas carjacking suspect moved from hospital to jail

MCPHERSON COUNTY —Law enforcement authorities investigating a fatal hit-and-run that occurred just after 8p.m. Saturday in McPherson County have identified the driver who fled.

The Kansas Highway Patrol reported a 2004 Chevy Colorado driven by 25-year-old Brice Nolan Kasting of McPherson was southbound on 17th Avenue&nbsp;at Mohawk Road one mile east of Interstate 135 and struck a pedestrian identified as 59-year-old Pedro Amezcua-Cabrera of McPherson. Kastin then fled from the scene.

Amezcua-Cabrera was pronounced dead at the scene and was transported to the&nbsp;Sedgwick County Forensic Science Center.

Kasting was booked into the Mcpherson County jail Sunday night and is being held on requested charges of attempted 2nd-degree murder; unintentional but reckless, accident involving death or personal injury, DUI, reckless driving and improper passing, according to online jail records.

After a pursuit with law enforcement in Ray County, Missouri, 33-year-old Jonathan Eugene Schmidt O 'Dell was located just west of Kansas City and taken into custody just after 5 p.m.,&nbsp; according to a social media report from the FBI. The stolen vehicle from Phelps County was also recovered.

O'Dell is facing federal charges. According to a federal indictment O'Dell planned to travel to Texas to shoot at illegal immigrants who crossed into the U.S. from Mexico. The indictment also alleges he planned to murder officers and employees of U.S. Border Patrol who attempted to stop him.

PHELPS COUNTY—Inmates Steven Timothy Scott and Jonathan Eugene Schmidt O'Dell both managed to escape from the jail in Phelps County, according to the FBI in Kansas City. Scott later turning himself to authorities.

Law enforcement continue to search for 33-year-old Schmidt O'Dell. He is described as a white male, 6-feet-1 inches tall and weighs approximately 200 pounds with brown hair, blue eyes and a full beard at the time of his booking.

He may have shaved his beard to disguise his identity. He was last seen wearing a maroon-colored shirt with a Phelps County logo and brown slacks with a tan stripe.

Just after 11p.m. Friday two inmates at the Phelps County Jail escaped by comprising the structural integrity of the cell and exiting the building.

FBI: Search continues for escapee from county jail in Missouri

Artwork of famous children's books and seasonal literature cover Oakdale Elementary School's library this year — Amy Pihl, Oakdale's new librarian, put up the decorations for the incoming students.

The school's library sees children of all ages, and Pihl said her main goal this year was to connect with students and help them along their education journies. 

"I'm going to see them grow for the next five years, so I'm going to get to know them," Pihl said. "I can go up to their kindergarten teacher and say, 'You remember how so and so was really tricky? Well, the work you did paid off because in four years, this is what he's doing now.'"

Pihl didn't begin her librarian career in education but at the Salina Public Library before taking a break to raise her children for the last seven years.

At Salina Public Library, Pihl worked with adults daily, with no plans to switch to elementary education.

"Before I had my own children, it was hard for me to envision working with kids," Pihl said. "My kids are in elementary school, so this sort of clicks."

Now, she enjoys seeing all elementary grades of children, impacting their lives with stories, literature education and digital literacy for the older students.

"One of my absolute favorite things, honestly, is just storytime on the rug," Pihl said. "I love helping with digital literacy, and helping especially with fifth graders who are about to go to middle school, to have digital citizenship."

The switch to elementary education was a shift for Pihl, especially being out of the workforce to spend more time with her young kids.

 </figure>By OLIVIA BERGMEIER Salina PostArtwork of famous children's books and seasonal literature cover Oakdale Elementary School's library this year — Amy Pihl, Oakdale's new librarian, put up the decorations for the incoming students.The school's library sees children of all ages, and Pihl said her main goal this year was to connect with students and help them along their education journies. "I'm going to see them grow for the next five years, so I'm going to get to know them," Pihl said. "I can go up to their kindergarten teacher and say, 'You remember how so and so was really tricky? Well, the work you did paid off because in four years, this is what he's doing now.'"<figure>

 </figure>Pihl didn't begin her librarian career in education but at the Salina Public Library before taking a break to raise her children for the last seven years.At Salina Public Library, Pihl worked with adults daily, with no plans to switch to elementary education."Before I had my own children, it was hard for me to envision working with kids," Pihl said. "My kids are in elementary school, so this sort of clicks."Now, she enjoys seeing all elementary grades of children, impacting their lives with stories, literature education and digital literacy for the older students.<figure>

 </figure>"One of my absolute favorite things, honestly, is just storytime on the rug," Pihl said. "I love helping with digital literacy, and helping especially with fifth graders who are about to go to middle school, to have digital citizenship."The switch to elementary education was a shift for Pihl, especially being out of the workforce to spend more time with her young kids.Read More: <a href="https://salinapost.com/posts/f3f1d073-c287-4d8e-8879-e621f9340dc6">Salina Central Theatre to present, "Noises Off" Oct. 6-8</a>Now that her youngest enrolled in Kindergarten, she wanted to return to the workforce, and the years with her kids inspired her to pursue elementary education."This is a shift, but ultimately, it's my dream job," Pihl said. "Man, they sure smile, and they sure love you, and once you take the time to connect with them, it's totally amazing and worth it."The new position faced challenges since Pihl would be the third person in the school's library in the last four years, and this sometimes made connecting with the older students in fourth or fifth grade difficult.<figure>

 </figure>Even through the role's challenges, Pihl said she remained determined to connect with the older children and teach them as much as she can this year."I'm hoping by next year, the fourth graders and I can establish some of those relationships," Pihl said. "Make me love you, make me cry at your fifth-grade clapout — just make me invested and let's get invested in each other."
