Many items were brought up and discussed during the legislative process according to&nbsp;<a href="https://www.kslegislature.gov/li/b2025_26/members/sen_hill_scott_1/">Sen. Scott Hill (R-Kansas, 24th district)</a>.

Hill provided legislative updates as to what is happening in Topeka, which included items such as:

- Property tax appraisal cap being discussed.

- House voted to codify that the World Health Organization has no standing in KS.

- Hearing to require 30 minutes of recess in schools.

- Hearing to standardize post-secondary classes in secondary schools.

- Limiting the power of Pharmacy Benefit Managers.

- Improving pre-authorization for medical insurance.

- Replacing property tax with a transaction fee.

Hill stated he has consistently supported the idea of a Convention of States to reign in the growth of the Federal government, as well as establish term limits for federal delegation.&nbsp;

Convention of States allows state legislatures, not Congress to propose constitutional amendments, as per <a href="https://www.archives.gov/federal-register/constitution/article-v.html">Article V of the U.S. Constitution</a>.

According to Hill, the Kansas House voted to call for a Convention, joining 19 other states to discuss issues within the federal government. In order for it to pass, it requires 34 states to pass resolutions .

"It is my desire that 14 more states will join and Kansas will be the jumping point for other states," said Hill.

One of the big items and topics of discussions in the legislature is banning cell phone usage during instructional time in public schools.

Hill thinks <a href="https://kslegislature.gov/li/b2025_26/measures/sb302/">Senate Bill 302 (SB 302)</a>, will pass and that the support is "overwhelming" among the legislative body.

SB 302 states, "requiring school districts to prohibit the use of personal electronic communication devices during instructional time and prohibiting any employee of a school district from using social media to directly communicate with any student for official school purposes."

Many reasons for the push of this ban is for the concerns of mental health and learning capabilities within students.

"Local school districts know this is destructive to mental health and to the learning aspect for students," said Hill.&nbsp;

Hill added cell phones with the access to social media, are one of the many reasons of high suicide rates in Kansas.

According to the <a href="https://www.kdhe.ks.gov/DocumentCenter/View/15947/2021-Kansas-Data-and-Statistics-Presentation-PDF">Kansas Department of Health and Environment</a> (KDHE), the suicide death rate increased 75% from 2001 to 2018. In&nbsp;2015-2019, suicide was the 2nd leading cause of death among people aged 10-44 in Kansas.

He further stated there is a decline in student performance with the usage of cell phones during instructional time as well.

<a href="https://www.tandfonline.com/doi/full/10.1080/03634523.2013.767917?scroll=top&amp;needAccess=true">Researchers from Ohio University</a>, indicated U.S. students who were not using their mobile phones wrote down 62% more information in their notes, took more detailed notes, were able to recall more detailed information from the lecture and scored a full letter grade and a half higher on a multiple choice test than those students who were actively using their mobile phones.&nbsp;

"There is damage being done to students by social media," Hill said.

Lastly, Hill said he spoke with Law Enforcement Officers (LEO) about about cell phone usage if there were to ever be a lockdown for an emergency situation. According to Hill, he stated LEO told him that it would make operations better for them if cell phones were not used during that time.

Some main points LEO told Hill were that it would "clog up cell phone towers" as well as students "would not be listening to instructions from their administrators or teachers, because they would be too busy calling their parents."

During the time Salina Post had with Hill, he also went over property tax appraisal caps and limiting the power Pharmacy Benefit Managers (PBMs) have when establishing prices for prescription drugs.&nbsp;

With the appraisal caps, Hill said he has spoken with many people who have stated their property taxes have "skyrocketed," as some have seen even a 400% increase in property tax.

Hill called it "unfair marketing" when PBMs initiate the pricing for prescription drugs. The big three PBMs include&nbsp;CVS Caremark, Express Scripts (Cigna), and OptumRx (UnitedHealth), as they control roughly 80-90% of of U.S. prescription drug claims.

He would like to see more of a fair market for local independent pharmacies.

Sen. Hill provides legislative updates and stances surrounding cell phone ban, Convention of States and much more

WASHINGTON (AP) — National Transportation Safety Board members were deeply troubled Tuesday over years of ignored warnings about helicopter traffic dangers and other problems, long before last year's&nbsp;<a href="https://apnews.com/article/dc-crash-investigation-american-airlines-helicopter-ntsb-acc8bf751427eb6824d9d1fad30895b8">midair collision</a>&nbsp;between an American Airlines jet from Wichita and an Army Black Hawk, which killed 67 people near Washington, D.C.

The board heard hours of testimony from investigators who outlined their findings in the collision and subsequent crash near Reagan National Airport a year ago. Key themes emerged, including “overwhelmed” air traffic control, a failure to alert the jet's pilot about the other aircraft and a history of missed opportunities to reroute helicopter traffic.

“I’m sorry for you, as these pages of these reports are written in your family members' blood,” board member Todd Inman told the audience. “I’m sorry that we have to be here.”

Family members listened intently during the hearing. Some were escorted out, including two in tears, as an animation of the flights was displayed on video screens. Others wore black shirts bearing the names of crash victims.

“The negligence of not fixing things that needed to be fixed killed my brother and 66 other people. So I’m not very happy,” Kristen Miller-Zahn, who watched from the front row, said during a break.

The NTSB's job at this point is to determine the&nbsp;<a href="https://apnews.com/article/dc-plane-crash-army-helicopter-ntsb-cause-f2e87b625583c077acfca694700de37f">biggest factors</a>&nbsp;in the crash and make recommendations. Victims' families say they hope there’s meaningful change.

Before hearing from investigators, Inman said “systemic issues across multiple organizations,” not an error by any individual, caused the tragedy.

The Federal Aviation Administration last week&nbsp;<a href="https://apnews.com/article/aviation-safety-dc-plane-crash-faa-helicopters-07ea495a557b8a2767d0eca4277e8be1">made a permanent change</a>&nbsp;to ensure helicopters and planes no longer share the same airspace around the airport.

NTSB chairwoman Jennifer Homendy said she couldn’t believe the FAA didn’t realize the helicopter route in use during the crash didn’t provide adequate separation from planes landing on Reagan’s secondary runway. She noted that the FAA had refused to add detailed information about helicopter routes to pilots' charts so they could better understand the risks.

“We know over time concerns were raised repeatedly, went unheard, squashed — however you want to put it — stuck in red tape and bureaucracy of a very large organization,” Homendy said. “Repeated recommendations over the years.”

NTSB investigators said the Army and FAA weren’t sharing all safety data with each other before the crash, and that Army helicopter pilots often weren’t even aware when they were involved in a near-miss around Reagan.

NTSB human performance investigator Katherine Wilson said an air traffic controller felt a “little overwhelmed” when traffic volume increased to 10 aircraft about 10 to 15 minutes before the collision, but then “felt the volume was manageable when one or two helicopters left the airspace.”

Yet about 90 seconds before the collision, Wilson said, “traffic volume increased to a maximum of 12 aircraft consisting of seven airplanes and five helicopters. Radio communication showed that the local controller was shifting focus between airborne, ground and transiting aircraft.”

The workload “reduced his situational awareness,” Wilson said.

Details were difficult for families to hear

NTSB investigators showed a video animation to demonstrate how difficult it would have been for the pilots in both aircraft to spot the other amid the lights of Washington. The animation also showed how the windshields of both aircraft and the helicopter crew’s night vision goggles restricted views.

Ahead of the hearing, Rachel Feres, who lost her cousin Peter Livingston and his wife and two young daughters, said she was hoping for “clarity and urgency” from the NTSB process.

No one else, she said, should have to “wake up to hear that an entire branch of their family tree is gone, or their wife is gone or the child is gone.”

Whether that happens depends on how Congress, the Army and the Trump administration respond after the hearing. A pending bill would require all aircraft to have advanced locator systems to help avoid collisions.

Even before Tuesday, the NTSB had already spelled out many key factors that contributed to the crash. Investigators said controllers in the Reagan tower had been overly reliant on asking pilots to spot other aircraft and maintain visual separation.

The night of the crash, the controller approved the Black Hawk's request to do that twice. However, the investigation has shown that the helicopter pilots likely never spotted the American Airlines plane as the jet circled to land on the little-used secondary runway.

In a statement, the FAA said it has reduced hourly plane arrivals at Reagan airport from 36 to 30 and increased staff. The agency said it has 22 certified controllers in the tower and eight more in training.

“We will diligently consider any additional recommendations” from the NTSB, the FAA said.

Several&nbsp;<a href="https://apnews.com/article/air-india-crash-aviation-safety-76215f9d429274f3b5089e81baa97d6a">high-profile crashes and close calls</a>&nbsp;followed the D.C. collision, alarming the flying public. But NTSB statistics show that the total number of crashes last year was the lowest since the COVID-19 pandemic hit in 2020, with 1,405 nationwide.

It’s good to get him back in the building, and I think we all know how – the energy that Eric brings and what he gives to a football team. He’s coming off of a heck of a season with the Chicago Bears. My hat goes off to the Bears and the great job that they did there. On the other hand, we had another great coordinator, too, with (Former Offensive Coordinator) Matt Nagy, and this gives Matt an opportunity to go out and run his show there and do what he does best, taking two Super Bowl Championships with him and three Super Bowl appearances and a top ten offense that he was working with this past year. Q:&nbsp;Why does this hire fire you up?

Smartphone weather apps that summarize their forecasts with eye-popping numbers and bright icons may be handy during mild weather, but meteorologists say it’s better to listen to human expertise during multi-faceted,&nbsp;<a href="https://apnews.com/article/winter-storm-power-outages-0fe4d9defd16e2beeebd42692f8c12c9">dangerous winter storms</a>&nbsp;like the one blowing through the U.S.

The&nbsp;<a href="https://apnews.com/article/winter-storm-polar-vortex-snow-ice-freezing-06beb5eef46fba3fc81ac3213e5568e0">multistate storm’s</a>&nbsp;combination of heavy snow, treacherous ice and subzero temperatures shows why it’s best to seek out forecasters who can explain its nuances via local TV or radio newscasts, online livestreams or detailed websites, said meteorologists interviewed by The Associated Press. The data is changing rapidly before and during the storm, and the distance of a few miles can mean the difference between snow, sleet or dangerous freezing rain.

“Weather apps are really bad at storms that have&nbsp;<a href="https://apnews.com/article/freezing-rain-cold-snow-winter-weather-storm-e0cb4200052f586b892f23ef05bec13a">multiple types of precipitation</a>&nbsp;and it really makes messaging hard,” said University of Georgia meteorology professor Marshall Shepherd, a past president of the American Meteorological Society. “Apps don’t understand the details of why snow, sleet or freezing rain happens.”

This type of storm is where apps are weakest because they don’t get nuances, he said.

Weather apps are good for forecasting nice warm summer days, but not days like much of the country is facing now, said Steven DiMartino of NY NJ PA Weather. The paid online subscription service touts its human expertise with the slogan “Meteorology Not Modelology.”

“The problem with the weather app is that it just provides data, but not explanation,” DiMartino said. “Anyone can look at data, but you need a meteorologist, you need that human touch to look at it and say, ‘Hmm, that looks like an error; we’re gonna tweak this.’”

Cory Mottice, a National Weather Service meteorologist since 2014, developed the app EverythingWeather, which uses weather service data, as an easy place for the public to find the latest weather forecasts for their area without navigating the agency’s website. He said it’s “just for fun” and not affiliated with the weather service.

The strength of his app, he said, is that the information comes from professional meteorologists at the more than 125 weather service offices. Many apps just use raw computer modeling data – which aren’t always reliable in extreme events — with no human oversight, “which can really lead to some very misleading numbers or graphics depending on what you’re at,” he said.

With his approach, “you have actual meteorologists that are experts in their field at different places all over the country for that specific area, looking at the data, adjusting it, making the forecast as needed,” Mottice said.

Mixing decades of experience, 100 meteorologists and AI

The popular Weather Channel app uses information from many sources, including the weather service and more than 100 weather models, including those from the U.S. and Europe and their own distinct model. They augment it with input from over 100,000 citizens to help forecast weather events, said The Weather Company’s Belanger. And it’s all synthesized by artificial intelligence to come up with a forecast, he said.

That’s more accurate than relying on a single model or provider, he said, because AI is able to learn which models are the most accurate in different conditions to help “create that optimal forecast.”

Even so, humans, including a team of more than 100 meteorologists, always have the final say about what goes on the app, Belanger said.

“One of the things that has been a lesson and a principle that we’ve adopted is that it’s the combination of advancements in technology with the human oversight,” that allows the company to provide the best forecasts — especially in situations like the current winter storm, Belanger said.

Forecasters also warn against another quick fix for weather information: social media, where hype, misinformation and short takes can spread quickly.

While social media can help amplify official sources like the weather service, “it’s also where misinformation spreads fastest,” Gensini wrote in an email.

“Weather is complex, and social media tends to reward confidence and drama, not nuance,” Gensini said. “That mismatch is a real challenge during major events like this.”

Kim Klockow McClain, an extreme weather social scientist at the University Corporation for Atmospheric Research, said people are “getting misled by hyped forecasts.”

“When people are continually exposed to only worst-case forecasts, research suggests they will lose trust over time,” she said.

Elijah Nathaniel Collins, 40, of McPherson, KS passed away in his home on Wednesday, January 14, 2026, after a sudden illness. Elijah was born on September 30, 1985, at Memorial Hospital in McPherson, KS, the son of Troy Dee Collins, Sr. and Lori Lynn Lyons. Elijah had multiple hobbies including: working on his car, upgrading his computer and electronics, creating artwork with his 3D printer, riding his motorcycle, going for a walk on the trails around Lakeside or Wall Park, and enjoying the scenery around Coronado Heights.

He is survived by his mother, Lori Lyons; sister, Holly Collins of Wichita, KS; brother, Andrew Collins of Hastings, NE; brother, Troy Collins II of McPherson, KS; two nieces; multiple aunts and uncles; and other family and several friends.

Governor Laura Kelly&nbsp;issued a state of disaster emergency proclamation at 7:30 a.m. Friday due to winter weather forecast to impact the state this weekend, according to a statement from the Adjutant General’s Department. This declaration allows resources to be used to provide state assistance, specifically the waiver of hours of service for transportation, fuel, hours of service, and propane providers.&nbsp;

A significant winter storm is forecast to impact a large portion of the country. An arctic front will usher in frigid temperatures and strong, gusty winds, creating dangerous wind chills. Snowfall amounts will vary across Kansas, ranging from light accumulations to several inches.

“The current forecast for much of the state calls for frigid temperatures accompanied by snow and wind gusts,”&nbsp;Governor Laura Kelly&nbsp;said. “I urge everyone to be prepared. Stay inside as much as possible and avoid travel if you can. Make sure your home emergency kit is stocked and if you must travel, be sure your car emergency kit is ready.”

A home emergency kit should include a battery-operated radio, flashlight and extra batteries, extra blankets and warm clothing, nonperishable food, high-energy snacks, and drinking water, at least one gallon per person per day, for a minimum of seven days. Three day weather forecast Salina, January 23 - January 25

MINNEAPOLIS (AP) — A prominent civil rights attorney and at least two other people involved in an anti-immigration enforcement protest that&nbsp;<a href="https://apnews.com/article/ice-protest-church-minneapolis-fcc97a29b9c4434c665d76d4811c5a3e">disrupted a service</a>&nbsp;at a Minnesota church have been arrested, Trump administration officials said Thursday, even as a judge rebuffed related charges against journalist Don Lemon.

The developments unfolded as&nbsp;<a href="https://apnews.com/article/vance-ice-minneapolis-deportations-trump-economy-002f1d1acf05c00aeee289ec192100e7">Vice President JD Vance</a>&nbsp;arrived in the state. Speaking in Minneapolis, he urged state and local law enforcement to collaborate with federal officials and said protesters must stop getting in their way.

Attorney General Pam Bondi announced the arrest of Nekima Levy Armstrong in a post on X. On Sunday, protesters entered the Cities Church in St. Paul, where a local official with U.S. Immigration and Customs Enforcement serves as a pastor. Bondi later posted on X that a second person had been arrested, followed by a third arrest announced by FBI Director Kash Patel.

The Justice Department quickly opened a civil rights investigation after the group interrupted services by chanting “ICE out” and “Justice for Renee Good," referring to the&nbsp;<a href="https://apnews.com/article/ice-shooting-minneapolis-minnesota-9aa822670b705c89906f2c699f1d16c5">37-year-old mother of three</a>&nbsp;who was fatally shot by an ICE officer in Minneapolis earlier this month.

“Listen loud and clear: WE DO NOT TOLERATE ATTACKS ON PLACES OF WORSHIP," the attorney general wrote on X.

Cities Church belongs to the Southern Baptist Convention and lists one of its pastors as David Easterwood, who leads the local ICE field office. Many Baptist churches have pastors who also work other jobs.

Prominent leaders of the Southern Baptist Convention have come to&nbsp;<a href="https://apnews.com/article/ice-protest-church-minneapolis-fcc97a29b9c4434c665d76d4811c5a3e">the church’s defense</a>, arguing that compassion for migrant families affected by the crackdown cannot justify violating a sacred space during worship.

Attorneys representing the church hailed the arrests.

“The U.S. Department of Justice acted decisively by arresting those who coordinated and carried out the terrible crime,” said Doug Wardlow, director of litigation for True North Legal, which calls itself a public interest civil rights firm, in a statement.

Levy Armstrong, an attorney and prominent local activist, had called for the pastor affiliated with ICE to resign, saying his dual role poses a “fundamental moral conflict.”

“You cannot lead a congregation while directing an agency whose actions have cost lives and inflicted fear in our communities,” she said Tuesday. “When officials protect armed agents, repeatedly refuse meaningful investigation into killings like Renee Good’s, and signal they may pursue peaceful protesters and journalists, that is not justice — it is intimidation.”

Vance wants local law enforcement to assist federal officers

Vance, a Republican, arrived amid tense interactions between federal immigration law enforcement authorities and residents. State and local elected officials&nbsp;<a href="https://apnews.com/article/minneapolis-renee-good-immigration-sweeps-6ae64be5a0d6a718b658a938fb56e567">have opposed the crackdown</a>&nbsp;that has become a major focus of Department of Homeland Security sweeps.

His visit comes less than a month after&nbsp;<a href="https://apnews.com/article/minnesota-immigration-enforcement-crackdown-woman-shot-5158ce0838305b491c95db97b970cd03">Renee Good was killed</a>. Speaking in Toledo, Ohio, before his Minnesota visit, Vance warned the church protesters: “Those people are going to be sent to prison so long as we have the power to do so. We’re going to do everything we can to enforce the law."

Later in Minneapolis, he urged state and city law enforcement to help the federal immigration officers.

Homeland Security Secretary Kristi Noem posted a photo on X of Levy Armstrong with her arms behind her back next to a person wearing a badge. Noem said she faces a charge under a statute that bars threatening or intimidating someone exercising a right.

Patel posted on X that Chauntyll Louisa Allen, the second person Bondi said was arrested, is charged under the Freedom of Access to Clinic Entrances Act, which prohibits physically obstructing or using the threat of force to intimidate or interfere with a person seeking reproductive health services or seeking to participate in a service at a house of worship. Patel said William Kelly has also been arrested.

It's unclear which attorneys would represent Allen and Kelly.

Saint Paul Public Schools, where Allen is a member of the board of education, is aware of her arrest but will not comment on pending legal matters, according to district spokesperson Erica Wacker.

Allen and Levy Armstrong are part of a community of Black Minnesota activists who have protested the deaths of African Americans at the hands of police.

Kelly defended the protest during a news conference Tuesday, criticizing the church for its association with a pastor who works for ICE.

In court Thursday, federal magistrate judge Doug Micko granted the women bond and restricted them from traveling outside Minnesota or from going near the church. The government said it would appeal.

Levy-Armstrong’s attorney said he offered for her to turn herself in peacefully, but the Trump administration insisted on arresting her.

“They wanted a spectacle,” Levy-Armstrong’s husband Marques Armstrong said, recalling around 50 agents came to detain his wife.

Arrests follow a DOJ civil rights investigation

The Justice Department’s swift investigation into the church protest stands in contrast to its decision not to open a civil rights investigation into the killing of Good. Deputy Attorney General Todd Blanche said last week there was “no basis” for a civil rights investigation into her death.

Administration officials&nbsp;<a href="https://apnews.com/article/minnesota-immigration-enforcement-crackdown-woman-shot-5158ce0838305b491c95db97b970cd03">have said the officer acted in self-defense</a>&nbsp;and that the driver of the Honda was engaging in&nbsp;<a href="https://apnews.com/article/vance-minnesota-immigration-enforcement-06b23b428edcc8498362be4ac656f201">“an act of domestic terrorism”</a>&nbsp;when she pulled toward him. But the decision not to have the department’s Civil Rights Division investigate marked a sharp departure from past administrations, which have moved quickly to probe shootings of civilians by law enforcement officials.

The Justice Department has separately&nbsp;<a href="https://apnews.com/article/minnesota-immigration-crackdown-trump-5e2f40582b62687fd9bc70640382f034">opened an investigation</a>&nbsp;into whether Minnesota officials impeded or obstructed federal immigration enforcement though their public statements. Prosecutors this week&nbsp;<a href="https://apnews.com/article/minnesota-immigration-crackdown-trump-5e2f40582b62687fd9bc70640382f034">sent subpoenas</a>&nbsp;to the offices of Gov. Tim Walz, Attorney General Keith Ellison, Minneapolis Mayor Jacob Frey, St. Paul Mayor Kaohly Her and officials in Ramsey and Hennepin counties, according to a person familiar with the matter.

A magistrate judge rejected federal prosecutors’ bid to charge journalist Don Lemon related to the church protest, a person familiar with the matter said Thursday.

The person spoke on the condition of anonymity because they were not authorized to publicly discuss the ongoing investigation.

Lemon was among those on who entered the church. Lemon has said he is not affiliated with the protest organizers and was there chronicling as a journalist.

“Once the protest started in the church we did an act of journalism which was report on it and talk to the people involved, including the pastor, members of the church and members of the organization,” Lemon said in a video posted on social media. “That’s it. That’s called journalism.”

It wasn’t immediately clear what the Justice Department would do after the judge’s decision. Authorities could return to a magistrate judge to again seek a criminal complaint or an indictment against Lemon before a grand jury.

CNN, which fired Lemon in 2023, first reported the ruling.

DAVOS, Switzerland (AP) — President&nbsp;<a href="https://apnews.com/hub/donald-trump">Donald Trump</a>&nbsp;announced Wednesday that he was canceling his planned tariff on U.S. allies in Europe over US control of Greenland after he and the leader of NATO agreed to a ‘framework of a future deal’ on Arctic security.

The abrupt about-face emerged hours after Trump had insisted that he wants to “get Greenland, including right, title and ownership,” but said he would not use force to do so while deriding European allies and vowing that NATO should not try to block U.S. expansionism.

In an extraordinary speech at&nbsp;<a href="https://apnews.com/hub/world-economic-forum">the World Economic Forum</a>, the president said he was asking for territory that was “cold and poorly located.” He said the U.S. had effectively saved Europe during World War II and even declared of NATO: “It’s a very small ask compared to what we have given them for many, many decades.”

“We probably won’t get anything unless I decide to use excessive strength and force, where we would be frankly unstoppable. But I won’t do that, OK?” Trump said, later adding, “I don’t have to” and “I don’t want to use force.”

Trump often tries to increase pressure on the other side when he believes it can lead to a favorable deal, and he seemed happy to do so ahead of the forum in Davos.

The implications of his remarks were enormous, potentially rupturing an alliance that has held firm since the dawn of the Cold War and seemed among the globe’s most unshakable pacts.

NATO was founded by leading European nations, the U.S. and Canada to form a bloc to counter the Soviet Union. Its other members have been steadfast in saying Greenland is not for sale and cannot be wrested from Denmark, meaning Trump’s comments could yet mark the beginning of a larger geopolitical standoff.

The president has long said the U.S. will get control of Greenland no matter what it takes, arguing that Washington needs the world’s largest island to counter threats in the surrounding Arctic Ocean from Russia and China. That’s despite America already having a large military base there.

A Danish government official told The Associated Press after Trump’s speech that Copenhagen is ready to discuss U.S. security concerns. But the official, who was not authorized to comment publicly and spoke on condition of anonymity, underscored the government’s position that “red lines”— namely Denmark’s sovereignty — must be respected.

Greenland’s government responded by telling its citizens to be prepared. It has published a handbook in English and Greenlandic on what to do in a crisis that urges residents to ensure they have sufficient food, water, fuel and supplies at home to survive for five days.
