Utilities in Kansas and Missouri would have to pull&nbsp;<a target="_blank" href="https://missouriindependent.com/2022/06/20/time-bomb-lead-pipes-set-to-be-removed-but-first-water-utilities-have-to-find-them/">hundreds of thousands of lead pipes</a>&nbsp;out of the ground within 10 years under a proposed rule the Environmental Protection Agency announced Thursday.

The EPA announced a proposed update to the lead and copper rule strengthening President Joe Biden’s earlier goal of eradicating lead pipes. The proposed rule also would lower the limit on lead in water by one-third.

“Lead in drinking water is a generational public health issue, and EPA’s proposal will accelerate progress towards President Biden’s goal of replacing every lead pipe across America once and for all,” EPA administrator Michael Regan said in a news release.

For much of the 20th Century, utilities were permitted to install lead service lines, the pipes that carry water from water mains under the street into homes. The EPA banned them in 1986, but utilities have never been required to remove existing pipes.

In fact, some utility companies don’t know where the remaining lead service lines are.

Estimates as to how many remain vary widely. The&nbsp;<a target="_blank" href="https://missouriindependent.com/2023/04/06/epa-estimates-more-than-200000-lead-pipes-remain-in-missouri/">EPA estimates Missouri</a>&nbsp;has 202,112 remaining lead service lines while the environmental nonprofit the Natural Resources Defense Council estimates more than 330,000.

In&nbsp;<a target="_blank" href="https://missouriindependent.com/2022/04/11/known-to-be-toxic-for-a-century-lead-still-poisons-thousands-of-midwestern-kids/">Kansas, the EPA estimates</a>&nbsp;54,107 lead pipes remain while the NRDC believes there are more than 160,000.

Lead is a neurotoxin that in high doses can be fatal. It was in pipes, gasoline and household paint for most of the last century, exposing generations of children to its effects.

Even at low levels, exposure to lead can hinder children’s brain development and cause behavioral problems and learning difficulties. Lead-poisoned children can have trouble with language processing, memory, attention and impulsivity. Later in life, it raises the risk of death from cardiovascular disease.

While the rate of lead poisoning has plummeted compared to the mid-20th century when leaded gasoline fumes exposed children in droves, thousands of children in Kansas and Missouri are&nbsp;<a target="_blank" href="https://missouriindependent.com/2022/04/11/known-to-be-toxic-for-a-century-lead-still-poisons-thousands-of-midwestern-kids/">found with elevated blood lead levels every year</a>.

For older children, water makes up about 20% of lead exposure, but for bottle-fed infants, it’s the primary source of poisoning.

The NRDC estimated replacing lead service lines would lead to hundreds of billions of dollars in avoided health expenses, primarily from reduced cardiovascular disease.

“This is an urgent public health crisis, as tens of millions of people essentially drink water from a lead straw, unaware of the big risk to their health,” said Erik Olson, the NRDC’s senior strategic director for health.

The EPA will hold&nbsp;<a target="_blank" href="https://www.epa.gov/ground-water-and-drinking-water/proposed-lead-and-copper-rule-improvements?utm_source=utm_source%3Dpressrelease&amp;utm_medium=utm_medium%3Demail&amp;utm_campaign=utm_campaign%3Deparegion7">public information and listening sessions</a>&nbsp;and accept comments into the new year. NEW YORK (AP) — Denny Laine, a British singer, songwriter and guitarist who performed in an early, pop-oriented version of the Moody Blues and was later Paul McCartney's longtime sideman in the ex-Beatle's solo band Wings, has died at age 79.

Laine, inducted five years ago into the Rock and Roll Hall of Fame as a member of the Moody Blues, died Tuesday in Naples, Florida. The cause was interstitial lung disease, according to an announcement on Laine's Instagram page by his wife, Elizabeth Hines.

His death comes almost exactly 50 years after the release of McCartney's acclaimed “Band On the Run” album, on which Laine played guitar and provided backing vocals. On Tuesday, McCartney posted a tribute to Laine on Instagram, calling him a “great talent with a fine sense of humor.”

“We had drifted apart but in recent years managed to reestablish our friendship and share memories of our times together,” McCartney wrote.

Laine was born Brian Frederick Arthur Hines, and changed his professional name in his early teens, in part in homage to the singer Frankie Laine.

In 1964, around the time he turned 20, he joined Ray Thomas and Mike Pinder in forming the Moody Blues and sang lead on the group's breakthrough hit, “Go Now.” But the Moody Blues struggled to match their initial success, and by 1967 Laine had left, replaced by Justin Hayward. The Moody Blues then turned to the ambitious, classically influenced sounds of “Nights in White Satin" and other songs.

Laine worked as a solo artist and with such group's as Electric String Band and Ginger Baker's Air Force before he was brought into Wings by McCartney, whom he had known during his time with the Moody Blues.

Founded in 1971, the year after the Beatles broke up, Wings went through various personnel changes over the following decade, with Laine, McCartney and McCartney's wife, Linda. the only ones remaining throughout. The band's No. 1 singles, most of them written by McCartney, included “My Love,” “Listen to What the Man Said” and the title track to “Band On the Run.” Laine helped write the million-selling “Mull of Kintyre.”

McCartney disbanded Wings soon after Laine left in the early 1980s, but Laine contributed to McCartney's “Tug of War” and “Pipes of Peace” albums and added backing vocals to "All Those Years Ago," George Harrison's tribute to the late John Lennon.

Backed by anti-regulatory and business interests, they contend that the tax violates the 16th Amendment, which allows the federal government to impose an income tax on Americans. Moore said in a sworn statement that he never received any money from the company, KisanKraft Machine Tools Private Limited.

The 2017 tax law that was passed by a Republican Congress and signed by then-President Donald Trump includes a provision that applies to companies that are owned by Americans, but do their business in foreign countries. It imposes a one-time tax on investors’ shares of profits that have not been passed along to them, in order to offset other tax benefits.

The provision is expected to generate $340 billion, mainly from the foreign subsidiaries of domestic corporations that parked money abroad to shield it from U.S. taxes.

The case attracted outsize attention because some groups allied with the Moores argue that the challenged provision is similar to a wealth tax, which would apply not to the incomes of the very richest Americans but to their assets, like stock holdings, that now only get taxed when they are sold.

Paul Ryan, the Wisconsin Republican who was speaker of the House when the tax bill was passed by a Republican Congress and signed into law by then-President Donald Trump, has called the challenge misguided and has said “a lot of the tax code would be unconstitutional if that thing prevailed.”

Democratic Sen. Ron Wyden of Oregon said a court ruling for the Moores could stymie legislation like the Billionaires Income Tax he introduced last week. “The Moore case could make it impossible to close those loopholes,” Wyden said.

Walk into any kindergarten classroom in the middle of winter and you are bound to find a little person fighting off a cold. In much the same way, young calves are also prone to respiratory disease and pneumonia after they are weaned, say the veterinarians at the Kansas State Univeristy Beef Cattle Institute.

Speaking on a recent Cattle Chat podcast, K-State veterinarians Brian Lubbers, Bob Larson and Brad White share why now is the time to stock the medicine cabinet and make a treatment plan with the local veterinarian so that producers are prepared when illness hits the herd.

“That plan should include a case definition that would indicate when the animal would need treatment and what those steps would be,” Lubbers said.

In the case of a respiratory illness in calves, some of those signs would be difficulty breathing and/or coughing, a reduced appetite and depressed behavior among others, Lubbers said.

If those signs are observed, the second stage of the plan might include bringing the calf into the chute for a closer inspection in which the person evaluating them could take their temperature, listen to their breathing through a stethoscope and perhaps run other tests.

“Whatever the protocol is, the important thing is that it is consistent across the operation,” Lubbers said. “That consistency will allow producers to monitor treatment outcomes in the best way.”

He added: “If the case definition is changing over time, then it will confound and confuse the assessment of treatment outcomes.”

Regarding treatment, Larson said ideally producers will want to have medicine at the ranch ahead of when sickness hits.

“We have a lot of effective treatment options for respiratory illness, so it is good to have those on hand and know the dose and route of administration for the products you will need to use when that sickness arises,” Larson said. “Most cattle will respond to treatment and show improvement. but some will not, so it is important to talk to the veterinarian ahead of time to plan that next step.”

Lubbers said this conversation also establishes the veterinary client patient relationship (VCPR) contract that is legally needed for producers to administer treatment to the animals without the veterinarian performing an exam first.

“Along with having a valid VCPR, producers will also need to keep an accurate record of when treatments were administered,” Lubbers said. “All products have a withdrawal time that must be adhered to and so we don’t want to send them on for sale or processing if they have residues in their systems.”

White agreed and said he recommends producers hold the calves on the property until they’ve cleared the withdrawal time.

“I don’t always know what happens to the calf once they leave my place so I always make sure the calves are out of the withdrawal time before they leave the ranch,” White said.

Lubbers also recommended that producers share those health records with the calf’s next owner.

Also, along with antibiotic treatment, Larson said it is important to include comfort care in the illness plan.

“A good nursing care plan includes offering the sick calves dry bedding to lay on, providing them palatable feed and moving them away from others in the herd so they don’t have to compete with their penmates,” Larson said. “Those attentions to detail are important in the recovery of that animal.”

On Saturday Salina Downtown businesses and eateries will have promotions and discounts, encouraging consumers to shop local and make a difference beyond the retailers' doors.

According to recent reports, 58.1 million consumers are expected to participate in "Shop Small Saturday" this year. The personalized experience, unique products, and exceptional service offered by small businesses are the primary reasons why 96% of consumers choose to shop small.

Small businesses play a crucial role in the US workforce, employing approximately 61.7 million people, which accounts for nearly half of the entire workforce.

 Leslie Bishop, executive director of Salina Downtown Inc., emphasized the importance of shopping small and supporting local businesses.

"The best gift you can give is to shop small and support our local businesses in downtown Salina," Bishop said.&nbsp;

During a recent Salina City Commission meeting&nbsp;<a href="http://weblink.salina.org/WebLink/DocView.aspx?id=522032&amp;dbid=0&amp;repo=Salina">Bishop read a proclamation</a>, proclaiming Nov. 25 (now as "Shop Small Saturday." Salina Mayor Mike Hoppock signed the proclamation.

"Thank you for all that you and your staff do downtown," Hoppock said. "Downtown looks wonderful and thank you to the merchants that have decorated their windows. I myself, love this time of year."

After reading the proclamation Bishop informed commissioners that Salina Downtown merchants are having successful year.&nbsp;

"Our merchants are happy, and in fact, we had one store last week tell us [Salina Downtown] that they reached their 2022 sales in October of this year," Bishop said.

Another part of the re-do includes an incentive program on the Choose Saline County mobile application.

Saline County Public Information Officer Melissa McCoy described the incentive as a cash-back program, rewarding local shoppers for spending money at community businesses. The cash comes from the county's American Rescue Plan Act, or ARPA, fund.

"There are currently $79,734 stars sitting in people's wallets that they can only redeem at Redeeming Choose Saline County merchants," McCoy said.&nbsp; "This Saturday for every $50 they redeem, they will receive 10 back."

Each star represents a dollar so local shoppers can get $10 back for every $50 spent.

Salina Downtown merchants invite and encourage you to support local businesses not just this Saturday but throughout the entire year.

UPDATE: Salina 'Shop Small Saturday Do Over' set for Dec. 2

Governor Laura Kelly and Transportation Secretary Calvin Reed announced Tuesday that more than $12 million state dollars will be awarded to 16 transportation construction projects across Kansas through the Kansas Department of Transportation’s Cost Share Program for fall 2023.

This investment will leverage $7.2 million in community matching dollars for a total investment of over $19 million.

“No one can better pinpoint a community’s transportation needs than the people who actually live and work there,” Governor Laura Kelly said. “That’s why we’ve partnered with local communities to invest a total of $19 million in projects that will improve safety, support job retention, relieve congestion, and make it easier to travel across the state.”

The Cost Share Program was created as part of the Kelly administration’s Eisenhower Legacy Transportation Program, or IKE.

Joining Governor Kelly and Secretary Reed for the announcement were representatives from Atchinson and Pottawatomie counties and the City of Baldwin City, all among the funding recipients in this round of Cost Share awards. Each spoke of the program’s benefits to their respective communities.

Enhancements supported in this ninth round of Cost Share included county road improvements, bridge repairs, and safety improvements for roadways and walkways. With financial assistance from KDOT’s Kansas Active Transportation Enhancement (KATE), Cost Share was able to fund extra bike/ped projects and extend the reach of the program.

“It was very much evident during KDOT’s recent Local Consult listening tour how much the Cost Share program is appreciated across the state,” said Secretary Reed. “Kansans acknowledge how much Cost Share has resulted in much-needed and impactful community-based improvement projects.”

Secretary Reed noted the Cost Share Program has invested nearly $140 million in state funding toward 165 projects since the program was founded in the fall of 2019. An additional $100 million in matching local funds has been contributed.

After Governor Kelly announced the recipients of the Cost Share Funds, Salina Post spoke with Salina Area Chamber of Commerce President/CEO Renee Duxler to learn more about the Magnolia Road project. Duxler said the total cost of the project, and all the proposed phases, would cost $10 million. 

"It was on our legislative agenda last year and it will be on our agenda when we release it for 2024," Duxler said. "Due to the continued economic growth, improving the roadway would benefit the airport industrial complex, the housing developments that are going on in that area, and then certainly to Kansas State University Salina."&nbsp;

Duxler said Phase One will receive funding allocated via the Cost Share Program, but the project plans for more phases.

Future phases of the Magnolia Road Improvement Project would upgrade the roadway to a three laned road with medians and turn lanes. The project also plans to add a 10 foot wide hike and bike trail on the south side of the road and a sidewalk on the north side.

"That also includes street lighting, landscaping, and public art as well as bridge and culvert replacements and widening the railroad crossing," Duxler said.&nbsp;

Public Works Director for the City of Salina, Jim Teutsch said Phase One extends approximately half a mile west from the southbound Interstate 135 ramps and includes just beyond Virginia Drive.&nbsp;

We're extremely pleased with this latest opportunity. It's a $1.5 million award from KDOT," Teutsch said. "The city will be contributing another million dollars for a total of $2.5 million. It's a huge project that is one of the largest transportation connections that we need to make."

Magnolia Road serves as an important transportation artery that many residents use daily to get to work, school, or Interstate 135.

"More than 100 businesses and organizations are currently operating within that connecting area," Teutsch said. "I think it's vitally important to be able to connect that part of Salina with the downtown retail area and other businesses."

City of Salina awarded funds for phase one of Magnolia Road improvements

During its Monday meeting, Salina City Commissioners agreed to issue a multi-million dollar incentive package to Overland Park-based housing developer Salina Destination Development LLC.

The package consists of industrial revenue bonds, or IRBs, which exempt Salina Destination Development (SDD) from paying Saline County property taxes on the land used for Phase One of the multi-family apartment project.

The property tax exemption would be in effect for a decade. According to an IRB fiscal impact model provided by Wichita State's Center for Economic Development and Business Research, SDD will be free from paying the following city, county, and state taxes:&nbsp;

Assistant City Manager Shawn Henessee said during the meeting that the incentive package would also exempt SDD from paying sales tax for construction materials during Phase One.&nbsp;

"The goal of the IRBs is to further incentivize and make sure we get this housing that is needed,"&nbsp;Henessee said.

Phase One, which will soon add 250 one and two-bedroom apartments near Dry Creek, just west of Menards, is expected to cost approximately $35 million to build.&nbsp;

As an additional incentive to the project, the State of Kansas awarded the City of Salina a $25 million grant that was issued to provide housing to support other jobs in the community.

"We're not saying this is a panacea all of a sudden, and we have snapped our fingers, and all of Salina's housing problems are gone," Henesse said. "This really is an enormous step that is nearly impossible to quantify — to be in a position to deliver this many units to support expanding businesses."

According to SDD, Phase One of the project will create seven permanent jobs at the apartment complex. These jobs will be general grounds laborers, property managers, and leasing agents.&nbsp;

During time for public comment, Salina resident Rosemary Mai told commissioners she and others in the community did not support the sizeable incentive package.&nbsp;

"Everybody's property taxes are going up this year, but yet we're giving them free property tax?" Mai said. "I listened to the radio this morning and a lot of people are complaining about their property tax going up."&nbsp;

Mayor Hoppock responded to Mai's comment and said he understands the community's concerns.

"We do have a housing shortage, and we don't really have the local expertise to build a 250-unit apartment complex," Hoppock said. "We looked at the IRBs, we also looked at the property tax abatement for 10 years, because we said, 'We need rents that people can afford, and so by using these tools, that's how we were able to get the rents to market rate. It's a catch-22."

Project developers are eager to begin work on the project, but the land is not inside Salina City limits. The land is categorized as "unincorporated county land." The land is also zoned for agricultural use.

Henessee said the City of Salina does plan to annex and rezone part of the land for the project, but he does not expect that process to be concluded before mid to late December.

State statute (K.S.A. 12-1741a) requires consent of the Board of County Commissioners before IRB's can be issued because the property is currently outside city limits.

The City of Salina's Development Agreement with Salina Destination Development LLC requires approval of the IRBs within 45 days of closing on the property. 

Due to uncertainties in the timeline of the annexation process and to ensure compliance with the agreement, the County Commission needs to consent to the IRBs.

City Commissioners passed the IRBs by a 5-0 vote.

Other city affairs discussed at the meeting:

Mayor Hoopock signed a letter to the Department of Transportation recommending SkyWest to continue to serve as Salina's preferred airline.

Approve Resolution No. 23-8169 declaring the necessity to acquire firefighting equipment, providing for the issuance of general obligation bonds of the City of Salina to pay for such equipment, and authorizing the publication of the Notice of Intent.

Approve Resolution No. 23-8168 authorizing the City Manager to execute an agreement with Jennifer Dahlstrom to provide indigent counsel services for the Salina Municipal Court.

Authorize City staff preparation of a special assessment engineering feasibility report for phase II of Lakeview Estates Additions No. 2 and 3.
