SHAWNEE COUNTY —Law enforcement authorities are investigating a fire and have made an arrest.

Just before 11:30 a.m. Wednesday, the Topeka Fire Department responded to the report of a person squirting lighter fluid all over an apartment in a domestic situation at the Jackson Towers Apartments, 1122 SW Jackson Street, according to department spokesman Alan Stahl.

Upon arrival, fire crews found the apartment evacuated, but no fire. The incident commander requested an investigator, and the Office of the Kansas State Fire Marshall responded to the scene.

After interviewing the victim and collecting evidence at the scene, it was determined there was enough probable cause to arrest the suspect identified as 53-year-old Carl Lester for the crime of Attempted Aggravated Arson and Aggravated Assault.

Police located Lester&nbsp; later in the day and arrested him without incident. He was booked into the Shawnee County Department of Corrections.

Adam was born to Wilmer and Alvera (Classen) Thiessen on March 3, 1986, in Newton, Kansas.&nbsp;

He graduated from Berean Academy in 2005 and attended one year at Frontier School of the&nbsp;Bible in LaGrange, Wyoming. There he met Jenna Eliza Nageotte and they were married on July 21, 2007 in Guysmills, Pennsylvania.

Adam enjoyed the outdoors, working with cattle, and&nbsp;riding horses. His dream from little on was to have a ranch someday. Beyond the normal duties of&nbsp;operating a ranch, he enjoyed woodworking, welding, and being a member of the NRA. 

Living&nbsp;and working on the ranch provided him with one of his greatest joys: spending time with his wife&nbsp;and kids. He trusted Jesus as his Savior when he was five years old and was baptized at Emmaus&nbsp;Church as a youth. As an adult, he and his family attended Hope Community Church.

His loving family includes his wife Jenna; children Wyatt (12), Daniel (9), Cole (8), and&nbsp;Jeannette (5) Thiessen all of the home; parents Wilmer and Alvera Thiessen, brothers and their&nbsp;wives Doug and Crystal Thiessen, Joe and Charisa Thiessen all of the Whitewater area; sister&nbsp;and her husband, Karen and Chad Williams of Atlantic, Iowa and many nieces, nephews and&nbsp;cousins. Adam passed away Tuesday, June 15, 2021 at the age of 35 years old.

His family will gather to greet friends on Tuesday, June 22 from 9:30-10:30 a.m. with a&nbsp;memorial service following at 11:00 a.m. This celebration of life will be held at Hope&nbsp;Community Church, 1831 E, 21st Street, Andover, Kansas 67002.

SEDGWICK COUNTY — Two teens accused in the&nbsp;sexual assault of a 17-year-old girl, which they allegedly recorded and posted on Snapchat are due in court Friday morning, according to the Sedgwick County District Attorney.

&nbsp;David Clark, 18, is being held on requested charges of rape and&nbsp; aggravated sexual battery.

Ethan Garrett, 19, is being held on requested charges of aggravated sexual battery and sexual exploitation of a child.&nbsp;

On May 28, police contacted a 17-year-old girl at a Wichita area hospital regarding a sexual assault report.&nbsp; 

The victim reported being sexually assaulted while at a friend’s home in an incoherent state and the incident being videoed and put on the social media platform Snapchat, according to Officer Charley Davidson.

Wichita Police Domestic violence/sex crimes detectives, crime linkage unit detectives and officers from the Domestic Intervention Violence Reduction Team (DIVRT) collaborated and followed up on the case, identifying Garrett and Clark both of Wichita being involved in the assault.

On June 3, the suspects were booked into the Sedgwick County Jail and released the following day after posting bond.

Lynn Rogers wants to help you find money that belongs to you.

The state treasurer was in Salina Thursday to promote his office's program to reunite citizens with unclaimed funds. He was at Ad Astra Books &amp; Coffee House, 141 N. Santa Fe Avenue Thursday afternoon to help people determine whether they had unclaimed funds. 

According to Rogers, his office is safeguarding more than $400 million in lost property.

Rogers said that just in Salina there are about 40,500 claims. He explained that some of those may be multiple claims for a single person.

"That's a lot of claims for about $6.3 million that's just for the Salina zip code," Rogers said. "So that's one of the reasons why we're here. We're wanting to encourage people to find it and get it back." 

Rogers said the state has returned almost $8.8 million to people since Jan. 4 with the average claim being over $200.

People interested in checking for unclaimed funds that belong to them can do so by going to <a href="http://kansascash.ks.gov">kansascash.ks.gov</a> or by calling 785-296-4165. Rogers said that checking is easy, fast, and free. If people are asked to pay to check for money, they are not on the state treasurer's website, he said.

Rogers suggested that people check once a year for unclaimed funds. 

Earlier in the day, Rogers returned a check for $16,000 to the City of Salina and one for $6,300 to the Smoky Hill Education Service Center.

Rogers said that some people may wonder why entities such as the City of Salina were not aware of such a large amount of money sitting there waiting to be claimed.

"They never know if a check doesn't get mailed to them, if the mail turns it back. But even more importantly, often times, the reason they don't get it is because the name is funky," Rogers said.

As an example, he talked about money that recently was given back to the Wichita School District. He said there were multiple checks with varying names such as "Wichita Schools," "Wichita Public," "Wichita Public Schools," "USD 259," "259 Schools," etc.

He said there were about a dozen different names that the checks, such as vendor checks and refunds, were made out to, and so they were returned.

Another factor that has played into entities missing out on checks is if they have moved and the checks are not forwarded from the old addresses.

Rogers' office also deals with unclaimed contents from safe deposit boxes. 

Items from safe deposit boxes that are turned over to the state treasurer's office are stored in a vault for approximately two years. If during that time the contents are not claimed, they are sold and the money from the sale goes into an account that the rightful owner can claim at a later date, Rogers said.

"I think that's probably sometimes the saddest part of this job when there's family heirlooms that are in those safe deposit boxes and they don't go back to the family," he said.

He was at Ad Astra Books &amp; Coffee House, 141 N. Santa Fe Avenue Thursday afternoon to help people determine whether they had unclaimed funds. According to Rogers, his office is safeguarding more than $400 million in lost property.Rogers said that just in Salina there are about 40,500 claims. He explained that some of those may be multiple claims for a single person."That's a lot of claims for about $6.3 million that's just for the Salina zip code," Rogers said. "So that's one of the reasons why we're here. We're wanting to encourage people to find it and get it back." Rogers said the state has returned almost $8.8 million to people since Jan. 4 with the average claim being over $200.People interested in checking for unclaimed funds that belong to them can do so by going to <a href="http://kansascash.ks.gov">kansascash.ks.gov</a> or by calling 785-296-4165. Rogers said that checking is easy, fast, and free. If people are asked to pay to check for money, they are not on the state treasurer's website, he said.Rogers suggested that people check once a year for unclaimed funds. Earlier in the day, Rogers returned a check for $16,000 to the City of Salina and one for $6,300 to the Smoky Hill Education Service Center.Rogers said that some people may wonder why entities such as the City of Salina were not aware of such a large amount of money sitting there waiting to be claimed."They never know if a check doesn't get mailed to them, if the mail turns it back. But even more importantly, often times, the reason they don't get it is because the name is funky," Rogers said.As an example, he talked about money that recently was given back to the Wichita School District. He said there were multiple checks with varying names such as "Wichita Schools," "Wichita Public," "Wichita Public Schools," "USD 259," "259 Schools," etc.He said there were about a dozen different names that the checks, such as vendor checks and refunds, were made out to, and so they were returned.Another factor that has played into entities missing out on checks is if they have moved and the checks are not forwarded from the old addresses.Rogers' office also deals with unclaimed contents from safe deposit boxes. Items from safe deposit boxes that are turned over to the state treasurer's office are stored in a vault for approximately two years. If during that time the contents are not claimed, they are sold and the money from the sale goes into an account that the rightful owner can claim at a later date, Rogers said."I think that's probably sometimes the saddest part of this job when there's family heirlooms that are in those safe deposit boxes and they don't go back to the family," he said.

SEDGWICK COUNTY—Law enforcement authorities are investigating a wanted Kansas felon after a 2-hour standoff with police.

Just after noon Wednesday, police were conducting a follow-up investigation to locate 36-year-old Justin Galvan in the 1900 block of South Hillside in Wichita, according to Officer Trevor Macy. 

During their investigation, officers observed Galvan at a residence on that block and attempted to take him into custody, but he was able to get inside the home.

Galvan refused to exit the house and the Wichita Police Department Special Weapons and Tactics Team (SWAT) was called in to assist.

SWAT and WPD Crisis Negotiators were able to make contact with him and after two hours on scene he surrendered peacefully. 

Galvan was transported to the Sedgwick County Adult Detention Facility and booked on outstanding warrants for aggravated weapons&nbsp;possession of meth, probation violations, felon in possession of a firearm, domestic violence, child support, intimidation and new charges from a recent police pursuit, according to Macy.&nbsp; &nbsp;Galvan was due in court Thursday, according to the Sedgwick County District Attorney's office.

He preceded her in death on Sept. 8, 2014.&nbsp; She and Stanley lived in Lawndale, CA until Stanley’s retirement in 1996 and they returned to Concordia, KS.&nbsp; Rosalie worked for See’s Candy as a line worker.&nbsp; She was a member of the First United Methodist Church and the Red Hat Society in Concordia.&nbsp;

GENEVA (AP) —Presidents Joe Biden and Vladimir Putin of Russia spent more than three hours discussing issues Wednesday at their summit in Geneva. They ticked through their respective lists so quickly and in such “excruciating detail,” Biden says, that they looked at each other and thought, “OK, what next?”

The most pressing issues the leaders discussed:

Biden and Putin agreed to return their respective ambassadors to Washington and Moscow in a bid to improve badly deteriorated diplomatic relations between their countries.

Russia’s ambassador to the United States, Anatoly Antonov, left Washington in March amid a row after Biden called Putin a killer in a television interview and imposed new sanctions on Russia over its treatment of opposition figure Alexei Navalny.

John Sullivan, the U.S. ambassador to Russia, flew out of Moscow in April after public suggestions from Russian officials that he should leave to mirror Antonov’s departure.

Both ambassadors were present at Wednesday’s summit.

Putin also said the Russian foreign ministry and the U.S. State Department would begin consultations on other vexing diplomatic issues, including the closures of consulates in both countries and the employment status of Russian citizens working for U.S. missions in Russia.

A senior Biden administration official said Sullivan is likely to return to Moscow next week. A different senior administration official said both governments had begun discussing consulate and local staff issues and the hope was an agreement could be reached in the next two months.

Neither administration official was authorized to comment publicly by name and both spoke on condition of anonymity.

No breakthroughs on this issue were announced, but the leaders agreed to at least talk about what has become a major source of conflict between the U.S. and Russia.

Biden said he and Putin agreed to have their experts work out an understanding about what types of critical infrastructure would be off-limits to cyberattacks. He said the U.S. presented Russia with&nbsp;<a href="https://www.cisa.gov/critical-infrastructure-sectors" target="_blank">16 specific types of infrastructure,</a>&nbsp;including energy, elections, banking and water systems, and the defense industry.

The agreement comes amid a flood of ransomware attacks against U.S. businesses and government agencies, including one in May that disrupted fuel supplies along the East Coast for nearly a week. The disruption was blamed on a criminal gang operating out of Russia, which does not extradite suspects to the U.S.

Other serious incidents include the SolarWinds intrusion discovered last year in which hackers, believed by U.S. authorities to be Russian, penetrated multiple U.S. government networks and prompted Biden to impose additional U.S. sanctions against Russia.

Biden said the U.S. and Russian governments would follow up on certain criminal cases, an apparent reference to cybercriminals operating with impunity from Russian territory.

Putin agreed there is mutual interest in the subject.

Biden also made an implicit threat against Russia, saying the U.S. has “significant cyber capability” it could use against Russia if it were to interfere with U.S. critical infrastructure.

Biden and Putin instructed their diplomats to begin laying the groundwork for a new phase of arms control.

The&nbsp;<a href="https://www.whitehouse.gov/briefing-room/statements-releases/2021/06/16/u-s-russia-presidential-joint-statement-on-strategic-stability/" target="_blank">“strategic stability dialogue”&nbsp;</a>would be a series of discussions designed to set the table for a negotiation by sorting out what exactly should be negotiated. More broadly, it would aim to reduce the risk of war between the world’s two largest nuclear powers.

Biden said the goal is to work with Russia on “a mechanism that can lead to control of new and dangerous and sophisticated weapons that are coming on the scene now, that reduce the time for response, that raise the prospect of accidental war.” He said this was discussed in detail.

No date was announced for the start of talks.

The basic idea is to identify and sort out the many areas of disagreement over what a future arms control treaty should address. It also would address ways to avoid unintended or accidental moves that could trigger war.

Shortly after Biden took office in January, he and Putin agreed to extend until 2026 the New START treaty that limits long-range nuclear weapons. The challenge now is to work out what a potential follow-on pact would include.

The Russians insist it include defensive weapons, such as U.S. missile defense systems. The Americans argue that it should include so-called tactical nuclear weapons, which are not covered by New START and of which the Russians have a far larger number deployed. It might also include new and emerging technologies such as hypersonic missiles and space weaponry.

Biden said he raised with Putin the plight of two Americans detained in Russia.

Putin had opened the door to possible discussions about a prisoner swap with the U.S. and said those conversations would continue. Biden said he would follow up, too.

The U.S. is holding two prisoners whose release Russia has sought for more than a decade, including arms trader Viktor Bout. The other is Konstantin Yaroshenko, a pilot who was extradited from Liberia in 2010 and convicted the next year of conspiracy to smuggle cocaine into the U.S.

Biden said Americans Paul Whelan and Trevor Reed are being “wrongfully imprisoned” in Russia.

Whelan, who also holds Canadian, Irish and British citizenship, was arrested in Moscow in 2018, convicted of espionage and sentenced to 16 years. Whelan says he was just visiting Moscow.

Reed was convicted of assaulting a police officer while intoxicated and sentenced to nine years. Putin, in a recent interview with NBC News, called Reed a “drunk and a troublemaker.”

Biden said he’ll continue to air with Putin concerns about basic human rights because it is a core tenet of what the United States stands for.

Biden said he couldn’t be president of the United States and not raise human rights issues during the summit with Putin. He mentioned the internationally publicized case of jailed Russian opposition leader Alexei Navalny.

 </figure>GENEVA (AP) — President Joe Biden and Russian President Vladimir Putin concluded their summit on Wednesday with an agreement to return their nations' ambassadors to their posts in Washington and Moscow and a plan to begin work toward replacing the last remaining treaty between the two countries limiting nuclear weapons.But the two leaders offered starkly different views on difficult simmering issues including cyber and ransomware attacks originating from Russia.Putin insisted anew that his country has nothing to do with such attacks, despite U..S. intelligence that indicates otherwise. Biden, meanwhile, said that he made clear to Putin that if Russia crossed certain red lines — including going after major American infrastructure — his administration would respond and “the consequences of that would be devastating,”Will Putin change his behavior?
