Today in History - Sept. 18

SHAWNEE COUNTY—Law enforcement authorities are investigating two suspects on multiple charges after an unusual traffic stop.

Just before 6 p.m. Sept. 15, a deputy conducted a traffic stop on a dark green 2004 GMC Envoy without a license plate in the 3900 block of NW Rochester Road, according to Deputy Abigail Christian.

During the investigation, it was discovered that the male passenger had a warrant for his arrest. The deputies with the assistance of a K9 Unit also located illegal narcotics in the vehicle.

Deputies arrested the driver, Latosha L. Mahkuk (32) of Mayetta, was booked her on requested charges of possession of methamphetamine and driving a vehicle without a license plate.

The passenger, Gino V. Vicchiullo (28) of Topeka, was booked into the Shawnee County Department of Corrections for a warrant out of the City of Topeka.

Betty Ann (Downs) Chapman, 84, passed away at Mitchell County Hospital, Beloit on September 15, 2021. Betty Ann was born to James Louis Downs and Mary Catherine (Burns) Downs in Bardstown, KY.&nbsp; Betty's mother passed away in 1948, when Betty was just 10 years old.&nbsp; Louis married Vivian Downs who became a kind and tenderhearted mother to Betty. Ronnie Joseph was later born to this union.&nbsp; 

Betty attended college at Nelson County Community College in Bardstown earning her teaching degree.

Betty met Fred Leroy Chapman during his training for the United States Army while stationed at Ft. Knox, Kentucky.&nbsp; They were married in Bardstown on July 18, 1959 and made their home on the family farm in Beloit.&nbsp; Fred and Betty had three daughters, Debbie, Catherine and Susan, and thus the adventures began!&nbsp; There was lots of RV travel, camping, boating, birthday parties, harvests and festivals, reunions, and following their daughters' many interests.&nbsp; 

Betty worked for many local companies throughout Beloit including&nbsp; municipal airport, the Beloit Daily Call, Beloit Elementary School, and as she is best remembered, one of the best cooks at Mitchell Co. Hospital.&nbsp; The job she loved the most was being a loving wife and nurturing mother.

After retirement, Betty and Fred travelled by RV to many places including Michigan, Pennsylvania, Canada, the Dakotas, Colorado, New York, Kentucky and Tennessee.&nbsp; They lived many winters in Arizona, then throughout the Rio Grande Valley in Texas, finally settling in their beloved home at Wagon City in Mission, Texas.&nbsp; There they participated in talent shows, jams, entertainment, dancing, potluck dinners (Mom's famous meatloaf was always a hit), swimming, shuffleboard, golf cart parades and her favorite, bingo!

Mom will always be remembered for her kind and patient spirit, her devotion to Fred and her pure love for her children and grandchildren.&nbsp;&nbsp;

God says, "Well done, my good and faithful servant.” Godspeed, Mom. Tell everyone&nbsp;in heaven hello from us.

Betty was preceded in death by her parents and in-laws Amos and Alma Chapman; her brothers Donnie Downs and Jimmie Downs; nephew Jimmie Downs; her son-in-law Richie Wallace; her twin stillborn granddaughters&nbsp;and many aunts and uncles who provided love and guidance over the years.

Betty is survived by her loving husband Fred of the home, Beloit; brother and wife Sue and Ron Downs of Boston, KY; sister-in-law Shirley (Roger) Boucek and nephew Troy Boucek; daughters Deb (Brian) Scofield of Mission, TX, Cathy Wallace, Mission, TX, and Sue (Gary) Bouley Clifton, KS; grandchildren Brittney Bouley McAllen, TX and Brady Bouley, Sabetha, KS.&nbsp; Betty also has a large Kentucky and Tennessee family filled with many devoted nieces and nephews -&nbsp; Donnie Downs, Kenny Downs, Donna Casey, Bobby Downs, Matthew Downs and Rebecca Downs, and numerous cousins and Beloit friends.&nbsp; Betty was well loved by everyone she touched.&nbsp; She is one of God's special chosen angels.

Memorial services will be at 10:30 a.m. Tuesday, September 21 at the Roberts Family Funeral Home. Cremation has taken place. Friends may sign the register book from 9 a.m. to 5 p.m. Monday, September 20 at the funeral home. 

Memorials may be given to the Beloit First United Methodist Church.

ATHENS, Greece (AP) — The top U.S. military officer said Friday that&nbsp;<a href="https://apnews.com/article/donald-trump-china-united-states-michael-pence-joint-chiefs-of-staff-caba520490ba574393f1cb6d1e961dba">calls he made to his Chinese counterpart</a>&nbsp;in the final stormy months of Donald Trump’s presidency were “perfectly within the duties and responsibilities” of his job.

In his first public comments on the conversations, Gen. Mark Milley such said calls are “routine” and were done “to reassure both allies and adversaries in this case in order to ensure strategic stability.” The chairman of the Joint Chiefs of Staff spoke to The Associated Press and another reporter traveling with him to Europe.

Milley has been at the center of a firestorm amid reports he made two calls to Gen. Li Zuocheng of the People’s Liberation Army to assure him that the United States was not going to suddenly go to war with or attack China.

Descriptions of the calls made last October and in January were first aired in excerpts from the forthcoming book “Peril” by Washington Post journalists Bob Woodward and Robert Costa. The book says Milley told Li that he would warn Li in the event of an attack.

Milley on Friday offered only a brief defense of his calls, saying he plans a deeper discussion about the matter for Congress when he testifies at a hearing later in September.

“I think it’s best that I reserve my comments on the record until I do that in front of the lawmakers who have the lawful responsibility to oversee the U.S. military,” Milley said. “I’ll go into any level of detail Congress wants to go into in a couple of weeks.”

Milley and U.S. Defense Secretary Lloyd Austin are scheduled to testify Sept. 28 before the Senate Armed Services Committee, in what initially was going to be a hearing on the U.S. military withdrawal from Afghanistan and the chaotic evacuation of Americans, Afghans and others from that country.

Now, however, Milley is expected to face tough questioning on the telephone calls, which came during Trump’s turbulent last months in office as he challenged the results of the 2020 election. The second call, on Jan. 8, came two days after a violent mob attacked the U.S. Capitol in an effort to prevent Congress from certifying Joe Biden’s White House victory.

A special House committee that is investigating the Jan. 6 riot at the Capitol&nbsp;<a href="https://apnews.com/article/donald-trump-china-capitol-siege-election-2020-liz-cheney-48e0a042ec141d558a6df5fab0ce5909">has asked for details about Milley’s calls.</a>&nbsp;U.S. Reps. Bennie Thompson, D-Miss., and Liz Cheney, R-Wyo., leaders of the committee, have also sought records related to the November election, the transfer of power from Trump to Biden and the riot.

Milley was appointed Joint Chiefs chairman by Trump in 2019 and has remained in that post in the Biden administration. As chairman, Milley is the top military adviser to the president and to the defense secretary.

The White House and the Pentagon chief have said they continue to have full trust and confidence in Milley.

The new book says Milley, fearful of Trump’s actions late in his term, twice called his Chinese counterpart to assure him that the U.S. was not going to attack China. One call took place on Oct. 30, four days before the American election. The second call was on Jan. 8, less than two weeks before Biden’s inauguration and two days after the insurrection at the Capitol by supporters of Trump.

Some U.S. lawmakers have said Milley overstepped his authority, and they have called for Biden to fire him. Trump blasted Milley as treasonous, called him “a complete nutjob” and said Milley “never told me about calls being made to China.”

Biden told reporters after the disclosures in the book that “I have great confidence in Gen. Milley.”

Milley’s office, in a statement this week, said the calls were intended to convey “reassurance” to the Chinese military and were in line with his responsibilities as Joint Chiefs chairman.

The statement from Milley spokesman Col. Dave Butler also said that the calls were “staffed, coordinated and communicated” with the Pentagon and other federal agencies.

According to the book, which the AP obtained, Milley assured his Chinese counterpart in the first call that “the American government is stable and everything is going to be okay.” It said he told Li, “We are not going to attack or conduct any kinetic operations against you.”

“If we’re going to attack, I’m going to call you ahead of time. It’s not going to be a surprise,” Milley reportedly said.

Milley spoke with a number of other military leaders around the world after the Jan. 6 riot; they included leaders from the United Kingdom, Russia and Pakistan. A description of those calls in January referred to “several” other counterparts that Milley spoke to with similar messages of reassurance that the U.S. government was strong and in control.

The second call was meant to placate Chinese fears about the events of Jan. 6. But the book reports that Li wasn’t as easily assuaged, even after Milley promised him: “We are 100 percent steady. Everything’s fine. But democracy can be sloppy sometimes.”

In response to the book, U.S. Sen. Marco Rubio, R-Fla., urged Biden to fire Milley, saying the general worked to “actively undermine” the American commander in chief, Trump.

Kan. leaders want answers from top U.S. military officer on calls to China

SHAWNEE COUNTY —Law enforcement authorities are investigating two suspects in connection with a stolen vehicle.

Just after 7p.m. Wednesday, officers located a stolen vehicle near 6th and SW Fairlawn, according to Police Lt. Ron Ekis.

During the course of their investigation, officers were able to determine two suspects were connected to the stolen vehicle. Officers located the two suspects walking in the&nbsp; 4300 block of SW 6th Avenue in Topeka. Both&nbsp; attempted to elude officers on foot and one of the suspects was immediately captured. 

Law enforcement officers with the Kansas Highway Patrol, Shawnee County Sheriff’s Office and Topeka Police Department quickly enclosed an area that encompassed the 4300 block of SW 6th Avenue and the 600 block of SW Westchester and were able to keep the second suspect confined to that neighborhood. Officers found him hiding in a residential area. Both suspects were taken to the LEC for questioning.&nbsp;

Marcus M. Solomon, 18, of Junction City,&nbsp; was booked into the Shawnee County Department on requested charges of&nbsp;Attempted Aggravated Burglary, Criminal Carrying of a Weapon, Interference with Law Enforcement Officer and Possession of Stolen Property

A 17-year-old boy was also booked into the Shawnee County Department of Corrections on requested charges of Criminal Use of Weapons and Interference with Law Enforcement Officer.

PRATT COUNTY —Law enforcement authorities are investigating a police officer for alleged child abuse..

Just before 6:30 p.m. Thursday, KBI agents arrested 33-year-old Tate M. Rosenbaum at his residence in Pratt, Kansas, according to a media release from the Kansas Bureau of Investigation.

 He was arrested on requested charges abuse of a child, and one count of battery. The charges are connected to an incident that occurred on July 22.

After his arrest, Rosenbaum was booked into the Pratt County Jail.

The KBI initiated this investigation on July 23, after the Pratt Police Department requested KBI assistance. The Pratt County Attorney is expected to prosecute the case.&nbsp;

Today in History Sept. 16

SEDGWICK COUNTY— A Kansas man accused in a fatal drive-by shooting made his first court appearance Tuesday.

Jesus Manzano-Legarda, 21 of Wichita, is charged with 1st degree murder and criminal discharge of a firearm, according to the Sedgwick County District Attorney's office.

Just after 12a.m. Friday, police booked&nbsp;<a href="https://ssc.sedgwickcounty.org/sheriffinmates/SheriffInmateDetail.aspx?nameId=20064105">&nbsp;Manzano-Legarda</a> into the Sedgwick County Jail on requested charges first degree murder in connection with the&nbsp; fatal shooting of 23-year-old Jacquez Carter of Wichita.

Just after 5:30 p.m. Sept. 15 police responded to an injury accident at Harry and Washington regarding a vehicle that hit a pole, according to Office Trevor Macy.

Upon arrival, officers located a white Chevy Monte Carlo that was wrecked and occupied by 23-year-old Jacquez Carter of Wichita who had been shot.

First responders removed Carter from the vehicle, performed life-saving measures were but he was pronounced deceased on the scene.

Investigators learned Carter was driving eastbound on Harry Street stopped at Topeka Street in the inside lane at the red light. While stopped, a white SUV pulled into the oncoming lanes beside Carter and a passenger believed to be&nbsp;Manzano-Legarda fired multiple times at Carter, striking him and his vehicle.

The white SUV then fled the scene. Carter began driving eastbound on Harry and lost control of the vehicle at Harry and Meade, struck a light pole and a utility pole at Harry and Washington.

Police arrested and booked Manzano-Legarda Friday. He is scheduled for court again Sept. 23.&nbsp; He is being held on a bond of $500,000, according to the district attorney's office.

Just after 5:30 p.m. Wednesday, police responded to an injury accident at Harry and Washington regarding a vehicle that hit a pole, according to Office Trevor Macy.

Upon arrival, officers located a white Chevy Monte Carlo that was wrecked and occupied by Carter who had been shot.

Investigators learned Carter was driving eastbound on Harry Street stopped at Topeka Street in the inside lane at the red light. While stopped, a white SUV pulled into the oncoming lanes beside Carter and a passenger fired multiple times at Carter, striking him and his vehicle.

This is not believed to be a random incident, according to Macy. Police have not identified a suspect.

While stopped, a white SUV pulled into the oncoming lanes beside Carter and a passenger fired multiple times at Carter, striking him and his vehicle.The white SUV then fled the scene. Carter began driving eastbound on Harry and lost control of the vehicle at Harry and Meade, struck a light pole and a utility pole at Harry and Washington.This is not believed to be a random incident, according to Macy. Police have not identified a suspect.

Lois (Meyer) Swiercinsky&nbsp;was born January 21, 1951 to Rev. A.L. and Arlene Meyer in Tracy, Minnesota. She passed away September 8, 2021 at her home after a brave battle with cancer.

She graduated from high school in 1969 and from nursing school in 1972 with an LPN degree and worked at the Republic County Hospital. 

She married John Swiercinsky on August 4, 1973. They were blessed with three children, Steven Edmond, Michael John, and Thomas James.

She was an active leader and camp director for 12 years in Girl Scouts and a den mother and cubmaster for Cub Scouts. Hobbies were scrap booking, quilting, genealogy, antiques and landscaping. She was a very talented artist of canvas paintings and a variety of crafts. She had a knack for interior design and enjoyed remodeling the homes she lived in. She was an active member of First United Methodist Church in Salina, Kansas, a member of United Methodist Women and involved in a number of activities throughout the church.

Lois was preceded in death by her son Steven in 1976, her husband John in 2013, her father Albert Meyer in 2004, and sister Bernice Meyer in 2015.

Survivors include her son Michael, his wife Stephanie, grandchildren Paige and Cove of Leonardville, KS; son Thomas of Ackley, IA; mother Arlene Meyer of Loveland, CO; sister Ruth Orth (Bob) of Diller, NE; brother Paul Meyer (Connie) of Deshler, NE; brother James Meyer of Norfolk, NE; sister Mary Meyer of Seattle, WA; sister Karen Fischer (Mike) of Ord, NE; brother-in-law Kenneth Swiercinsky of Maple Hill, KS; plus many nieces and nephews and great-nieces and nephews.

A Celebration of Life will be held at 10 a.m. Saturday, October 23 at First United Methodist Church in Salina, KS.

Memorials may be given to the St. Jude Children’s Research Hospital.

Today in History - Sept. 15

BARTON COUNTY—Law enforcement authorities are investigating two suspects as part of an arson investigation.

On Monday, police were conducting surveillance in the 1500 block of 11th Street in Great Bend regarding the arson investigation. They conducted a traffic stop on a 2003 maroon Honda passenger car near the intersection of 11th and Kansas and made contact with the driver, 54-year-old Sean Flagg.

Officers arrested Flagg on requrested charges of an arrest warrant for probation violation, driving while suspended, no proof of insurance, illegal license plates, possession of methamphetamine, possession of drug paraphernalia, no drug tax stamp. 

Flagg was transported to the Barton County Detention Center and booked in lieu of bond.

During the course of this investigation, detectives and officers obtained an executed a search warrant at 1102 Hubbard Street in Great Bend. During a search of the residence residence, officers seized items of illegal drug paraphernalia, methamphetamine and marijuana.
