Legal sports gambling is officially coming to Kansas.

Democratic Gov. Laura Kelly on Thursday signed <a href="http://www.kslegislature.org/li/b2021_22/measures/sb84/" target="_blank">a sports wagering bill</a> into law, setting the stage for fans to place bets on teams like the Chiefs, Royals and Jayhawks as soon as this summer.

It
 will also bring in some money to the state government. The Kansas 
Lottery estimates taxes on legal sports betting would bring in up to $10
 million a year by 2025.

“Legalizing sports betting will bring 
more revenue to our state and grow our economy,” Kelly said in a news 
release. “This is another mechanism that casinos, restaurants and other 
entertainment venues can now utilize to attract Kansans to their 
establishments.”

The law comes as dozens of other states had 
previously made betting on sports legal ever since the U.S. Supreme 
Court in 2018 struck down a federal law banning sports gambling in most 
states.

Kansas lawmakers just narrowly approved the bill this year
 after close, late-night votes in both the House and Senate last month.

Republican Sen. Rob Olson said he was excited to finally legalize it because many Kansans wanted it.

“It’s
 something that Kansans are already doing, and it will bring additional 
tax revenue to our state to help with our needs,” Olson said. “My 
constituents have pushed for this legislation for years, and now, the 
next time we have a significant sporting event in our state, Kansans 
will be able to bet on their hometown team."

However, Kansans 
won’t be able to place bets for some time. Here are some things you may 
may want to know about legal sports gambling:

When can Kansans start placing bets?

The law goes into effect on July 1. However, whether casinos will have their sports books up and running by then is unclear.

The
 law states that the Kansas Lottery will need to create a specific 
process for casinos to apply to offer sports gambling in certain ways, 
such as through a smartphone app. One of the deadlines for creating 
those rules is Sept. 1, 2022.

But it appears the processes all 
need to be in place by the fall — possibly just in time for bettors to 
put some money on the Kansas Chiefs to win their home opener.

Is there an age restriction to place a bet?

How will Kansans be able to place bets?

The
 Kansas Lottery will outsource the sports gambling operations to the 
casinos in Kansas. Those casinos will be allowed to launch online and 
in-person betting operations.

Bettors will need to be within the 
state of Kansas to place a wager. Republican Rep. John Barker, who 
carried the bill in the Kansas House this spring, said at one point that
 the apps will use geo-monitoring, which prohibits bets being placed 
when users cross state lines.

Sports teams and events may also 
allow for gambling at stadiums if they enter a marketing agreement with 
the casinos. Lawmakers specifically noted Sporting Kansas City’s 
Children's Mercy Park and the Kansas Speedway — which are both located 
near Hollywood Casino, one of the four state-approved casinos — as 
candidates.

In her news release, Kelly noted even restaurants would be able to offer sports gambling.

Sports betting is coming to Kansas. What gamblers need to know

CHILLICOTHE, Mo. (AP) — A former respiratory therapist charged with first-degree murder in the death of a patient in Missouri 20 years ago has been arrested in northeastern Kansas, authorities said.

Jennifer Hall, 41, was arrested in Johnson County, Kansas, on Thursday evening under the name Jennifer Semaboye, of Overland Park, Kansas, the Livingston County Sheriff’s Office said. The discrepancy in her last name wasn't immediately clear, but a worker with the Johnson County jail said booking documents showed she was divorced and that she also went by the name Jennifer Hall. Online records indicate she is being held without bond.

She was&nbsp;<a href="https://apnews.com/article/business-franco-missouri-e1b5b5d9b9341349bc921776c169c1ab">charged this month in the 2002 death</a>&nbsp;of Fern Franco — one of nine people who died at Hedrick Medical Center in Chillicothe over several months in 2002 amid a series of “medically suspicious” events at the hospital, according to court documents in Hall’s case.

Hall worked as a respiratory therapist at the hospital when the patients all died from cardiac collapse, officials have said. Matthew O’Connor, who has represented Hall in the past, said earlier this week that no evidence exists to connect Hall to the deaths. Hall has previously denied any involvement.

The case was revived after an analysis of Franco’s tissue samples found morphine and a powerful muscle relaxant used in anesthesia in her system. Neither drug was prescribed or ordered for her by her doctors, investigators said.

Some staff at the hospital&nbsp;<a href="https://apnews.com/article/lawsuits-missouri-eb1f83b41c6749218dc02ecad99a295a">believed Hall was responsible</a>&nbsp;because of her proximity to the stricken patients, her access to deadly pharmaceuticals, and because she notified staff of every patient’s cardiac emergency, according to court documents.

Hall was placed on administrative leave three days after Franco’s death.

LIVINGSTON COUNTY, Missouri—Law enforcement authorities in Kansas have arrested a former respiratory therapist who worked at a hospital in Missouri where nine people died under suspicions circumstances twenty years ago.

According to a social media report from the Livingston County Sheriff's office, Jennifer Anne Hall, 41, was arrested by authorities in Kansas on a Livingston County arrest warrant for alleged 1st degree Murder. Extradition process will begin at the earliest opportunity, according to the report.

&nbsp;Hall was charged last week with first-degree murder in the 2002 death of Fern Franco, who was one of nine people who died of cardiac collapse between Dec. 16, 2001, and May 18, 2002, at Hedrick Medical Center in Chillicothe, Missouri.

The Livingston County Sheriff's office said Tuesday authorities were&nbsp; searching for Hall, who might be using the name Semaboye.

Hall worked as a respiratory therapist at the 49-bed hospital when the patients died. Doctors and nurses at the hospital viewed the numbers of deaths as “medically suspicious,” according to a law enforcement record supporting the probable cause for her arrest.

The case was revived after an analysis of Franco’s tissue samples found succinylcholine and morphine, which were not prescribed or ordered for her by her doctors, according to a probable cause statement by Chillicothe Police Officer Brian Schmidt.

Some staff at the hospital&nbsp;<a href="https://apnews.com/article/lawsuits-missouri-eb1f83b41c6749218dc02ecad99a295a">believed Hall was responsible&nbsp;</a>because of her proximity to the stricken patients, her access to deadly pharmaceuticals, and because she notified staff of every patient's cardiac emergency, according to the probable cause.

She was placed on administrative leave on May 21, 2002, three days after Franco’s death.

An overdose of succinylcholine causes slow suffocation. At least nine suspicious deaths and 18 suspicious medical emergencies at Hedrick Medical Center during that time period were suspected overdoses of succinylcholine or other drugs.

Hall denied involvement in the deaths during an interview with the Kansas City Star in 2015.

Matthew O’Connor, a Kansas City attorney who represented Hall in the past, said the murder charge was based on “conjecture and speculation.”

“This isn’t lawyer talk — there aren’t facts in support of it because Ms. Hall did not commit these acts,” he said.

Before she worked at Hedrick Medical Center, Hall was convicted of setting fire to Cass Medical Center in Harrisonville, Missouri, where she was hired as a respiratory therapist. She spent a year in prison before an appeals court vacated her conviction because she received ineffective counsel at trial. A jury acquitted her at a subsequent retrial.

The families of five of the nine patients who died during that period filed wrongful death lawsuits against the hospital in 2010, claiming the hospital covered up possible foul play in their relatives' deaths. An appeal filed in 2013 alleged that employees at the hospital believed they would be fired if they raised suspicions about the deaths.

In 2019, the Missouri Supreme Court&nbsp;<a href="https://apnews.com/article/statutes-missouri-b55d384d0cac46919c3734c855354da6">threw out the lawsuits</a>, ruling that the families had filed their actions after the statute of limitations had run out.

Therapist charged in hospital death held without bond in Kansas

SHAWNEE COUNTY —Law enforcement authorities are investigating a Kansas man after a standoff in Topeka.

Just after 9 a.m., Thursday detectives with the Topeka Police Department went to 1286 SW Lane on an attempt to locate 33-year-old Bruce A. Teel of Topeka, on an original charge of Aggravated Assault, according to Police Lt. Manuel Munoz.

Teel was wanted from an incident on March 23.

Upon arrival, detectives determined that Teel was in the residence and had gone up to a room in the attic. Detectives made verbal contact through the door with Teel who refused to open the door and barricaded himself. 

Detectives contacted the Response Team and Negotiators to try to get Teel to surrender. After several hours of negotiations, Teel surrendered without further incident.

Teel was transported to the Shawnee County Department of Corrections on the original requested charge of Aggravated Assault. He was also booked in for an additional requested charge of Felony Obstruction, according to Munoz.

LAWRENCE — The Spencer Museum of Art at the University of Kansas has announced the 2022 recipients of the Jack &amp; Lavon Brosseau Creativity Awards. Established by benefactor Lavon Brosseau in 2011, the awards honor innovative and risk-taking creative work in the categories of writing and diverse media from KU undergraduate students in any area of study.

Submissions included glass work, installations, textiles, photography, poetry, printmaking and textiles. They represented a range of disciplines, including English, visual art, classical humanities, art history, religious studies and creative writing.

In the writing category, Joshua Rubino, of Salina, was recognized for his poetry collection “small significant things,” which is part of his departmental honors thesis. Rubino’s poems consider the mystery of small things while connecting with nature and using evocative language and experiential metaphors. Rubino said he hoped the poems “show that existence is much messier than one might admit, and that it is precisely this messiness that makes it beautiful.” Rubino is a senior in English with a minor in religious studies.

In the diverse media category, MJ Johnson, of McLouth, and Emma Hug, of Lenexa, were recognized for their experiential artwork “Fast.” This immersive installation explores the lived experience and lasting impact of trauma and sexism. Johnson said a goal of the work was to “remove the weight off of the shoulders of survivors.” Johnson is a junior in visual arts, and Hug is a senior in fine arts; both are minoring in the history of art.

An honorable mention in the diverse media category went to a collaborative work by Rubino and Connor O’Neill, of Overland Park, for their book “Since I Was A Boy,” which combines poetic explorations of masculinity with conceptual bookmaking. O’Neill is a junior in visual communication.

Salina's Rubino receives Spencer Museum's Brosseau Award

BARTON COUNTY—Law enforcement authorities are investigating a Kansas man on multiple charges after a high-speed chase.

Just before 10a.m. Wednesday, a Sheriff’s Detective came in contact with a 2002 Honda Civic and driver that were wanted for outstanding felony warrants and fleeing from at least two other local law enforcement agencies, according to Barton County Sheriff Brian Bellendir.

The Honda was&nbsp; northbound at the NW 50th Road and NW 10th Avenue and refused to stop for the deputy.&nbsp;The pursuit continued for 37 miles at speeds over 120 miles per hour in Barton and Rush Counties.

During the last few miles of the pursuit, the Honda Civic, blew a tire, but continued to flee. &nbsp;

The vehicle entered a pasture several miles northwest of Bison. The driver, the only occupant, exited the vehicle and attempted to flee on foot. He was quickly captured by several officers who had been in pursuit. It was at this time officers discovered the suspect was in possession of methamphetamine.

The suspect was identified as Trenton Berens,&nbsp; 30 of Russell. Berens was transported to the Barton County Jail after his capture without incident. He was booked for two warrants, one for failure to appear with no bond from Barton County District Court, a felony “attempt to flee and elude” warrant from Reno County District Court with a $9,000 bond and requested charges of interference with law enforcement officer, possession of methamphetamine, possession of drug paraphernalia and numerous other traffic violations, according to Bellendir.

A teen connected to two vehicle thefts and the double burglary at an east-Salina convenience store was booked into the Saline County Jail late Tuesday afternoon.

Salina Police Captain Gary Hanus said this morning that the store manager at Kwik Shop, 657 Fairdale Road, told police that he thought he recognized a former employee on surveillance video from the times the store was burglarized early Tuesday morning.

Surveillance video showed a white pickup pull up to the doors at approximately 12:40 a.m. Tuesday. A chain was hooked to the pickup and the store door and the doors were pulled open. Three males were seen on the video entering the store. They left and then returned a few minutes later.

Hanus said that during the two entries to the store, an undetermined amount of cash and more than $100 worth of tobacco were stolen.

Video from the return visit showed that the pickup had "APAC" on it. Officers went to APAC Kansas Shears Division, 1633 Sunflower Road, where they found the gate to the fenced in area had been forced open. An APAC employee arrived and told officers that a white 2007 Dodge Ram 2500, valued at $25,000, was missing.

At approximately 11 a.m. Tuesday, an officer in the 100 block of S. Eighth Street located the pickup in a city parking lot, Hanus said. Additionally, a short time later, the officer located the named suspect in the case, who was identified as Isaiah T. Robertson, 18, of Salina. Hanus said Robertson had in his possession the keys to the pickup.

Hanus said Robertson confirmed his participation in the two burglaries at the Kwik Shop and the removal of the pickup from APAC. Additionally, he confirmed his participation in the theft of a Dodge Ram 2500, valued at $27,000, from APAC on April 30, Hanus said. That pickup was recovered the next morning.

Robertson faces a number of requested charges including multiple counts of felony theft, multiple counts of damage to property, and multiple counts of contributing to the misconduct of a juvenile.

Hanus said the other two people involved in the incidents were juveniles.

Fern Louise (Adams) Flores passed away on May 8, 2022, at 84 years of age. Fern was preceded in death by her parents, Fay and Cleo (Ball) Adams. She is survived by her children, Cathy, Craig, Taffy, Jeff, Sean, Faye, and Jimmy, and many extended family members including grandchildren, great-grandchildren, and great-great-grandchildren.

Fern was born on September 27, 1937, in Tryon, Oklahoma at the family farm. She spent most of her childhood in Belleville, and graduated from Belleville High School in 1956. Fern loved to travel and spent many years as a traveling minister where she touched countless lives. Until her recent return to Belleville, Fern spent many years in New Mexico where she leaves behind many treasured friends and family.

Fern enjoyed friends, family, and good gospel music. She was happiest when all were combined. Memories of Fern will be shared by those she left behind through the music that she loved.

Carol Jane Billen (Thompson) was born in Mankato, Kansas on October 1, 1941, to Lawrence and Juanita Thompson. She was raised in the heartland farming community of Mankato until 1963, when she met her soon-to-be husband, Bobby Billen, to whom she was married for 57 years.

They settled in Denver, Colorado, where together they raised two boys while enjoying and appreciating the natural beauty of the mountain west. 

In Denver, Carol Jane became a registered nurse and worked in a family medical practice for years, where she loved helping others in need. She then joined husband Bobby in forming their own family business, Billen Motor Company. The small car dealership in Wheat Ridge, Colorado thrived for over 30 years almost entirely on repeat customers whose loyalty was earned through unyielding honesty and integrity.

First and foremost, Carol Jane loved to spend time with her beloved family. She was a dedicated wife, mother, grandmother, sister, and daughter whose uncommon love and companionship contributed immeasurably to the lives of everybody who knew her. In her spare time, she loved to read books, take care of her beautiful home in Golden, Colorado, and go shopping since she had an impeccable sense of fashion. She loved traveling with Bobby, often to Las Vegas where she loved to shop and take in the shows. She was known for her spontaneous sense of humor, her heartwarming laughter, and loving kindness to all.

Carol Jane is survived by her children Troy (Dana), and Justin (Stacy), brother Larry Thompson (Karen) of Oberlin, Kansas and two grandchildren, Jared and Aubren. 

She is preceded in death by her parents, husband Bobby, and infant son Matthew.&nbsp; &nbsp;

A service will be held on Saturday, May 28th at 10:00 a.m. at Mt. Hope Cemetery in Mankato, Kansas, with Pastor Jim Rice officiating.&nbsp;

Alice Le Rice was born on January 20, 1928 on the family farm near Mankato, Kansas, the daughter of Floyd and Mary Sweet May. She died Saturday, May 7, 2022 at the Mitchell County Hospital in Beloit, Kansas at the age of 94.

Alice grew up and attended schools in Mankato, where she traveled with her father on a wagon, and later graduated from Mankato High School.

On February 2, 1945, she was united in marriage with Ernest “Ernie” Rice in Beloit. Two daughters, Sharon and Charlene, were born to this union. They were privileged to spend nearly 58 years of marriage together when he died in January 2003.

While Ernie owned and operated the Rice Standard Service Station in Beloit, she served those years as the bookkeeper. She also worked many years in the dietary department at the Mitchell County Hospital.

In her spare time, Alice loved working in her yard, as well as camping with family. She also enjoyed doing her word search books, and reading until her eyesight wouldn’t let her do so. She greatly loved her family, and followed all of her grandchildren’s activities.

In addition to her husband Ernie, she was preceded in death by her parents; brothers Tom, John, and Harold May; her sister Margaret Ketterer; and her grandson, Travis Bourbina.

Alice is survived by her two daughters, Sharon Kadel and her husband Larry of Beloit, and Charlene Bourbina and her husband Kenneth of Abilene; her sister Mary Sue Elsey of Glenwood, Iowa; grandchildren Barry Kadel and his wife Melinda, and Buffy True and her husband Mark; great-grandchildren Kade True and his wife McKenzie, Kyle True and his wife Heather, Kray True, Kaylyn Kadel, and Karington Kadel; and a host of other relatives and friends.

Funeral services will be at 2 p.m. Wednesday, May 11 at the Roberts Family Funeral Home. Visitation will be from 1-7 p.m. with family present from 5-6 p.m. Tuesday at the funeral home.

Sandra “Susie” (Wiens) Ulbrich was born on December 18, 1946, in Newton, KS to Gilbert and Eunice (Hash) Wiens. Susie was the eighth of eleven children. Susie was part of the first graduating class from Remington High School in 1964. She went on to earn her certificate in tax accounting and payroll. She also sold airplane components.

 Along the way, on August 31, 1968, in Furley, KS, Susie married David Ulbrich and became a military spouse and enjoyed becoming a loving mom to her beautiful children.

Susie loved camping, boating, playing pitch, and sewing. She never turned down a good cup of coffee. Family, especially her grandkids, were very important to Susie. She loved spending time with them and attending their sporting events. Not only did Susie enjoy watching the kids play basketball, but she also loved watching KU basketball!

Susie’s loving family includes her husband David, children Derick Ulbrich, Dawn (Dave) Haymond, Deandra (Tom) Sommers, bonus son Todd Pomeroy,&nbsp; grandchildren Daniel (Becky) Ulbrich, Amber Dyllan) Ulbrich, Shelby Ulbrich, Josh Ulbrich, Alyssia (Caleb) Haymond, Devin (Samantha) Haymond, Jarrett Sommers, Jacob Sommers, and Kara Sommers, great-grandchildren, Daelynn, Dustin, Hudson, Emerson, siblings, Mert, Bev, Charlie, Icky, Barbara, Shirley,Gayle, Teresa, Jodi, Randy, and many nieces and nephews.

Susie passed away on Monday, May 09, 2022, in Newton, KS. 

Family will greet friends on Thursday, May 12, 2022, from 6:00 – 8:00 p.m. at Lamb Funeral Home, Whitewater, KS. Funeral service for Susie will be held at 11:00 a.m. on Friday May 13, 2022, at Federated Church, Whitewater, KS. Burial to follow at Green Valley Cemetery, Furley, KS.

Susie was the eighth of eleven children. Susie was part of the first graduating class from Remington High School in 1964. She went on to earn her certificate in tax accounting and payroll. She also sold airplane components. Along the way, on August 31, 1968, in Furley, KS, Susie married David Ulbrich and became a military spouse and enjoyed becoming a loving mom to her beautiful children.Susie loved camping, boating, playing pitch, and sewing. She never turned down a good cup of coffee. Family, especially her grandkids, were very important to Susie. She loved spending time with them and attending their sporting events. Danny Lee Kirkpatrick, age 49, was born November 30, 1972 in El Dorado, KS.&nbsp; He passed&nbsp;away unexpectedly at home on May 7, 2022 in Chapman, KS. 

Dan was the son of Willis and&nbsp;Betty (Kimball) Kirkpatrick. His early years were spent in Whitewater, KS where he had fond&nbsp;memories of small town life. 

His family moved to Scott City, KS when Dan was a sophomore.&nbsp;This was a difficult move for him, but he made lifelong friends, was part of three state championship&nbsp;football teams, and fell in love with his future wife before he graduated from Scott Community High School with the class of 1991. Dan continued his education at Bethany College while also&nbsp;playing basketball and baseball, graduating in 1995. He later obtained his master's in&nbsp;educational psychology from Kansas State University in 2007. Dan was a true “helper” whose mission in life was to spread kindness and encouragement to&nbsp;everyone he met. He was blessed with a career that allowed him to do this, working as the&nbsp;counselor for Manhattan Area Technical College for many years before moving on to a position at Junction City High School in 2019. Most recently, he was the counselor for Chapman&nbsp;Elementary School, while also coaching middle school basketball. For many years, he taught&nbsp;Sunday school and bible quizzing at his beloved church, JCNaz. Dan loved sports of all kinds, playing multiple sports in his younger years, always cheering on&nbsp;his favorite teams, and coaching his kids in local youth leagues as often as possible. He was a&nbsp;comedian always, and could make almost anyone laugh. He loved a great bass line, cooking his famous chili and Dan-a-ritos, having the greenest grass on the block, American history, and&nbsp;reading five books at one time. Most importantly, he had a deep and abiding faith and was&nbsp;devoted to his family and his Savior above all. On July 25, 1998 he was united in marriage to Jennifer Ann Gruver, in Scott City, KS. She&nbsp;survives of the home. Other survivors include his loving daughters McKenna (20), Maya (17),&nbsp;Adelynn (14), his son Sawyer (10), all of the home; his parents Willis and Betty Kirkpatrick of Peabody, KS; brother Darren Kirkpatrick and wife Missy of El Dorado, KS; sister Leanna&nbsp;Wohlgemuth and husband Kevin of Phoenix, AZ; along with nine nephews andfive nieces. Services will be 2:00 p.m., Monday, May 23, 2022 at the Junction City Church of the Nazarene in Junction City, KS with Pastor Mark Hatcher. Other survivors include his loving daughters McKenna (20), Maya (17),&nbsp;Adelynn (14), his son Sawyer (10), all of the home; his parents Willis and Betty Kirkpatrick of Peabody, KS; brother Darren Kirkpatrick and wife Missy of El Dorado, KS; sister Leanna&nbsp;Wohlgemuth and husband Kevin of Phoenix, AZ; along with nine nephews andfive nieces. Services will be 2:00 p.m., Monday, May 23, 2022 at the Junction City Church of the Nazarene in Junction City, KS with Pastor Mark Hatcher. Family will receive friends at the church after the service. Memorial contributions will be used for the benefit of his children’s education and for&nbsp;scholarships for local children to attend church camp/mission trips. TOPEKA —Law enforcement authorities investigating a motorcycle crash that critically injured a woman have made an arrest.

Just before&nbsp;10:30 p.m. May 1, police attempted to stop a motorcycle for traffic infractions in the area of the 3500 block of SW 29th Terrace in Topeka, according to Lt. Manuel Munoz. The operator of the motorcycle later identified as 31-year-old Austen T. Burris of Topeka failed to stop and took off at a high rate of speed. 

The officers did not pursue and they lost sight of the motorcyle.

Just before 2a.m. May 2, officers saw the motorcycle again and this time Burris had a passenger. They attempted to conduct a traffic stop in the area of 17th and SW Western but the Burris again failed to stop and took off at a high rate of speed. Officers did not pursue and they last saw the motorcycle traveling westbound on SW 17th Street, according to Munoz.

. Approximately 10 minutes later, officers were in the area of SW 16th and SW College where they located the motorcycle after it had been involved in an accident.

She was transported to a local hospital where she remains in critical condition. On May 9, police arrested Burris&nbsp;at 3513 SW 29th Street in Topeka following an attempt to locate issued by officers of the Accident Reconstruction Unit. Burris&nbsp;was booked into Shawnee County Department of Corrections on requested charges of Aggravated Battery, Failed to stop at accident; result in Great Bodily Injury, Felony Elude, Reckless Driving and Driving with Suspended Driver's License.
