SEDGWICK COUNTY —A woman accused in connection with the&nbsp;August 2020 deadly shooting outside a nightclub in Wichita made her first court appearance Tuesday.

Autumn Metcalf, 31 of Wichita, is charged with solicitation to commit murder in the 1st&nbsp;degree, according to the Sedgwick County District Attorney's office.

Just before 7p.m. Monday, police booked Metcalf into the Sedgwick County jail, according to<a href="https://ssc.sedgwickcounty.org/sheriffinmates/SheriffInmateDetail.aspx?nameId=422189"> online booking records.</a>

Just after 9p.m. August 24, 2020 police responded to a shooting at Baby Dolls in the 4900 Block of North Arkansas in Wichita, according to Wichita Police Captain Jason Stephens.

At the scene, police found&nbsp; 33-year-old Joe Wheeler III dead of a gunshot wound in a vehicle.

Investigators learned there was a disturbance in the club that spilled out into the parking lot.&nbsp; Wheeler was shot while inside his car which was parked in the back business parking area, according to Stephens.&nbsp;

Attorneys are scheduled to discuss the case on Oct. 11. <a href="https://ssc.sedgwickcounty.org/sheriffinmates/SheriffInmateDetail.aspx?nameId=422189">She is being held</a> on a $250,000 bond.

FINNEY COUNTY —Law enforcement authorities are investigating three suspects after a large drug investigation in southwest Kansas.

Just after 1a.m. Saturday, police and members of the Garden City/Finney County Joint Drug Task Force conducted a traffic stop in the 4100 block of E U.S. Highway 50 in Garden City, according to a media release.

After further investigation, a search of the vehicle was conducted, where officers located counterfeit oxycodone pills mixed with fentanyl and drug paraphernalia.

The driver, identified as 29-year-old Cheyenne McGahan and two passengers 53-year-old April Williams and&nbsp; 46-year-old Steven Calhoun both from Garden City were taken into custody following the traffic stop.  

The Garden City/Finney County Joint Drug Task Force served a search warrant at Calhoun’s residence at 2914 N Fleming Street #210.

Through the entire investigation, officers seized as evidence from the traffic stop and Calhoun’s residence 991 counterfeit oxycodone pills that contained fentanyl, 38.1 grams of Methamphetamine , 40 units of liquid Methamphetamine/Fentanyl, 22 units of Fentanyl&nbsp; and items indicative of the distribution and consumption of illegal narcotics

Calhoun and Williams were booking on requested charges of Distribution of Opiates/Fentanyl, Distribution of Methamphetamine, Possession of Stimulant, and Possession of Drug Paraphernalia. 

McGahan is being held on requested charges of Possession of Opiates, Possession of Stimulants, Possession of Drug Paraphernalia and two out of County Warrants.

Jean Estelle Peters, the daughter of Robert Bouchard and Phyllis Estelle (Brandon) Bouchard was born August 15, 1948 in Canyon City, Colorado and passed away on September 9, 2022 at Republic County Hospital, Belleville, KS at the age of 74 years, and 24 days.

Jean grew up in the Penrose, Florence, and the Westcliffe, Colorado area.&nbsp;&nbsp; She completed her schooling and later attended Business College for one year. Jean lived in Pueblo, Co for several years, working as a secretary for the Firestone Tire Company. 

She met Eugene Peters in 1968.&nbsp; They were united in marriage in 1969 and they moved to the family farm in the Cuba, KS area where they lived for 21 years.

She later worked for Region V Adult Services in Fairbury, NE for 20 years, working as an in house caregiver and later as an administrative med aide. She retired to Munden, KS and recently had moved to Belleville, KS.

Jean was a member of the Eastern Star for several years.

She was preceded in death by her parents Robert and Phyllis Bouchard;&nbsp; brother Pat; sister Yvonne Piquette, and granddaughter Raelene Henderson.

Jean is survived by two sons, Matthew (Rachel) Peters of Belleville, KS and&nbsp;Shawn (Karen) Woolsey of Belleville, KS; three grandchildren: &nbsp;Taylor Peters, Trevon Peters, and Tess Woolsey;&nbsp; three great-grandchildren:&nbsp; Trenton Zenger, Elora Henderson, and Brock Henderson;&nbsp; three brothers,&nbsp; Mike (Patty) Bouchard of Pueblo, CO,&nbsp; Jerry (Marsha) Bouchard and Tom (Vashaun) Bouchard all of Canyon City, CO;&nbsp; other relatives and friends.

Cremation was selected and a Memorial Gathering will be held from 4 p.m. until 6 p.m., Saturday, October 8, 2022 at the Bachelor-Surber Funeral Home, Belleville, Kansas. Friends may sign the register book and greet the family at this time.&nbsp;

UPDATE 4:11 p.m. Tuesday: The Salina Police Department this afternoon announced that an arrest has been made in connection to a threatening statement written on a women's bathroom wall at Salina South High School.

Following is the statement issued this afternoon by the Salina Police Department.

On September 26, 2022, a School Resource Officer was made aware of a threatening statement written on one of the women’s bathroom walls at Salina South High School. The statement indicated that a school shooting would take place on September 27, 2022, at 8:30 am.

USD 305 Staff notified parents of the threat via email correspondence. Please know that the Salina Police Department worked hand in hand with USD305 school officials to investigate this incident and ensure that local schools were safe. On September 27th, the police department had an increased law enforcement presence at Salina South High School.

On September 27, 2022, a citizen contacted the Police Department with information that led to the arrest of a 14-year-old female student of Salina South High School. The 14-year-old will be booked into juvenile detention, and the Salina Police Department is requesting charges of Criminal Threat and misdemeanor Criminal Damage to Property.

The Salina Police Department takes these threats seriously and will work to identify suspect(s) and make an arrest when probable cause exists. The Salina Police Department would like to remind the public that citizen tips are often instrumental in helping clear criminal cases.

Salina South students and staff will have an increased police presence Tuesday morning after a reported threats via graffiti.

In a text to parents and guardians Monday, Salina South Principal Charles Kipp wrote:

Increased conversations about school safety are occurring nationwide. Our goal is to partner with you to ensure our schools are safe.

Today there was a report of graffiti in a girl's restroom stall that included the statements, "School shooting tmrw 8:30 a.m." and "Get ready! Bring yo guns to school and let the fun begin!"

We have been working with the Salina Police Department on this matter. Unfortunately, in this instance we have been unable to identify the individual(s) who were responsible for the statements.

As always, our goal is to ensure the safety of students and staff. There will be increased police presence tomorrow morning at our school, and our staff will be monitoring the hallways and the school.

If your student shares any information with you about this threat, please let me know. Many times students have access to information that we do not.

UPDATE: Salina South student arrested in latest threat case

SEDGWICK&nbsp; —A jury on Friday convicted a Kansas felon for the murder of a woman at a Wichita motel.&nbsp;

The jury found 42-year-old Ricky Hollins guilty of first-degree murder in the death of 33-year-old Stephanie Duran, according to the Sedgwick County District Attorney’s office. Hollins was also originally charged with buying sexual relations, according the district attorney's office.

Just after 10a.m. October 22, 2020, police responded to a call of an unresponsive woman in a room at the Budget Motel in the 1300 Block of South Broad in Wichita, according to officer Charley Davidson.&nbsp;&nbsp;A staff member of the motel located Duran in the room and called the police.

She was pronounced dead at the scene. The following evening, police arrested and booked Hollins into the Sedgwick County Jail, according to online jail records. He remains jailed on $200,000 bond.&nbsp;

&nbsp;Hollins has two previous drug convictions in Sedgwick County, according to the Kansas Department of Corrections.

Kansas man convicted of rape accused of soliciting minor online

CAPE CANAVERAL, Fla. (AP) — A NASA spacecraft rammed an asteroid at blistering speed Monday in an unprecedented dress rehearsal for the day a killer rock menaces Earth.

The galactic grand slam occurred at a harmless asteroid 7 million miles (9.6 million kilometers) away, with the spacecraft named Dart plowing into the small space rock at 14,000 mph (22,500 kph). Scientists expected the impact to carve out a crater, hurl streams of rocks and dirt into space and, most importantly, alter the asteroid’s orbit.

Telescopes around the world and in space aimed at the same point in the sky to capture the spectacle. Though the impact was immediately obvious — Dart’s radio signal abruptly ceased — it will be days or even weeks to determine how much the asteroid’s path was changed.

<a href="https://apnews.com/article/astronomy-space-exploration-science-asteroids-ee5f1594906d9666d0bee18209666102">The $325 million mission</a>&nbsp;was the first attempt to shift the position of an asteroid or any other natural object in space.

“No, this is not a movie plot,” NASA Administrator Bill Nelson tweeted earlier in the day. ”We’ve all seen it on movies like ‘Armageddon,’ but the real-life stakes are high,” he said in a prerecorded video.

Monday’s target: a 525-foot (160-meter) asteroid named Dimorphos. It’s actually a moonlet of Didymos, Greek for twin, a fast-spinning asteroid five times bigger that flung off the material that formed the junior partner.

The pair have been orbiting the sun for eons without threatening Earth, making them ideal save-the-world test candidates.

<a href="https://apnews.com/article/nasa-dart-spacecraft-asteroid-1f351c9ce5890c275f1f9b2c884a0278">Launched last November</a>, the vending machine-size Dart — short for Double Asteroid Redirection Test — navigated to its target using new technology developed by Johns Hopkins University’s Applied Physics Laboratory, the spacecraft builder and mission manager.

Dart’s on-board camera, a key part of this smart navigation system, caught sight of Dimorphos barely an hour before impact.

“Woo hoo,” exclaimed Johns Hopkins mission systems engineer Elena Adams. "We’re seeing Dimorphos, so wonderful, wonderful.”

With an image beaming back to Earth every second, Adams and other ground controllers in Laurel, Maryland, watched with growing excitement as Dimorphos loomed larger and larger in the field of view alongside its bigger companion.

A mini satellite followed a few minutes behind to take photos of the impact. The Italian Cubesat was released from Dart two weeks ago.

Scientists insisted Dart would not shatter Dimorphos. The spacecraft packed a scant 1,260 pounds (570 kilograms), compared with the asteroid’s 11 billion pounds (5 billion kilograms). But that should be plenty to shrink its 11-hour, 55-minute orbit around Didymos.

The impact should pare 10 minutes off that, but telescopes will need anywhere from a few days to nearly a month to verify the new orbit. The anticipated orbital shift of 1% might not sound like much, scientists noted. But they stressed it would amount to a significant change over years.

Planetary defense experts prefer nudging a threatening asteroid or comet out of the way, given enough lead time, rather than blowing it up and creating multiple pieces that could rain down on Earth. Multiple impactors might be needed for big space rocks or a combination of impactors and so-called gravity tractors, not-yet-invented devices that would use their own gravity to pull an asteroid into a safer orbit.

“The dinosaurs didn’t have a space program to help them know what was coming, but we do,” NASA’s senior climate adviser Katherine Calvin said, referring to the mass extinction 66 million years ago believed to have been caused by a major asteroid impact, volcanic eruptions or both.

The non-profit B612 Foundation, dedicated to protecting Earth from asteroid strikes, has been pushing for impact tests like Dart since its founding by astronauts and physicists 20 years ago. Monday’s feat aside, the world must do a better job of identifying the countless space rocks lurking out there, warned the foundation’s executive director, Ed Lu, a former astronaut.

Significantly less than half of the estimated 25,000 near-Earth objects in the deadly 460-foot (140-meter) range have been discovered, according to NASA. And fewer than 1% of the millions of smaller asteroids, capable of widespread injuries, are known.

The Vera Rubin Observatory, nearing completion in Chile by the National Science Foundation and U.S. Energy Department, promises to revolutionize the field of asteroid discovery, Lu noted.

Finding and tracking asteroids, “That’s still the name of the game here. That’s the thing that has to happen in order to protect the Earth,” he said.

A spacecraft named Dart will zero in on the asteroid Monday, intent on slamming it head-on at 14,000 mph (22,500 kph). The impact should be just enough to nudge the asteroid into a slightly tighter orbit around its companion space rock — demonstrating that if a killer asteroid ever heads our way, we’d stand a fighting chance of diverting it.

“This is stuff of science-fiction books and really corny episodes of “StarTrek” from when I was a kid, and now it's real,” NASA program scientist Tom Statler said Thursday.

Cameras and telescopes will watch the crash, but it will take days or even weeks to find out if it actually changed the orbit.

The $325 million planetary defense test began with&nbsp;<a href="https://apnews.com/article/nasa-dart-spacecraft-asteroid-1f351c9ce5890c275f1f9b2c884a0278">Dart’s launch last fall</a>.

The asteroid with the bull’s-eye on it is Dimorphos, about 7 million miles (9.6 million kilometers) from Earth. It is actually the puny sidekick of a 2,500-foot (780-meter) asteroid named Didymos, Greek for twin. Discovered in 1996, Didymos is spinning so fast that scientists believe it flung off material that eventually formed a moonlet. Dimorphos — roughly 525 feet (160 meters) across — orbits its parent body at a distance of less than a mile (1.2 kilometers).

“This really is about asteroid deflection, not disruption," said Nancy Chabot, a planetary scientist and mission team leader at Johns Hopkins University's Applied Physics Laboratory, which is managing the effort. "This isn’t going to blow up the asteroid. It isn’t going to put it into lots of pieces.” Rather, the impact will dig out a crater tens of yards (meters) in size and hurl some 2 million pounds (1 million kilograms) of rocks and dirt into space.

NASA insists there’s a zero chance either asteroid will threaten Earth — now or in the future. That’s why the pair was picked.

The Johns Hopkins lab took a minimalist approach in developing Dart — short for Double Asteroid Redirection Test — given that it’s essentially a battering ram and faces sure destruction. It has a single instrument: a camera used for navigating, targeting and chronicling the final action. Believed to be essentially a rubble pile, Dimorphos will emerge as a point of light an hour before impact, looming larger and larger in the camera images beamed back to Earth. Managers are confident Dart won’t smash into the larger Didymos by mistake. The spacecraft’s navigation is designed to distinguish between the two asteroids and, in the final 50 minutes, target the smaller one.

The size of a small vending machine at 1,260 pounds (570 kilograms), the spacecraft will slam into roughly 11 billion pounds (5 billion kilograms) of asteroid. “Sometimes we describe it as running a golf cart into a Great Pyramid,” said Chabot.

Unless Dart misses — NASA puts the odds of that happening at less than 10% — it will be the end of the road for Dart. If it goes screaming past both space rocks, it will encounter them again in a couple years for Take 2.

Little Dimorphos completes a lap around big Didymos every 11 hours and 55 minutes. The impact by Dart should shave about 10 minutes off that. Although the strike itself should be immediately apparent, it could take a few weeks or more to verify the moonlet’s tweaked orbit. Cameras on Dart and a mini tagalong satellite will capture the collision up close. Telescopes on all seven continents, along with the Hubble and Webb space telescopes and NASA’s asteroid-hunting Lucy spacecraft, may see a bright flash as Dart smacks Dimorphos and sends streams of rock and dirt cascading into space. The observatories will track the pair of asteroids as they circle the sun, to see if Dart altered Dimorphos’ orbit. In 2024, a European spacecraft named Hera will retrace Dart’s journey to measure the impact results.

Although the intended nudge should change the moonlet’s position only slightly, that will add up to a major shift over time, according to Chabot. "So if you were going to do this for planetary defense, you would do it five, 10, 15, 20 years in advance in order for this technique to work,” she said. Even if Dart misses, the experiment still will provide valuable insight, said NASA program executive Andrea Riley. “This is why we test. We want to do it now rather than when there’s an actual need,” she said.

Planet Earth is on an asteroid-chasing roll. NASA has close to a pound (450 grams) of&nbsp;<a href="https://apnews.com/article/az-state-wire-asteroids-business-science-3210a89afa93601b008a3df1fe8a2608">rubble collected from asteroid Bennu</a>&nbsp;headed to Earth. The stash should arrive next September. Japan was the first to retrieve asteroid samples, accomplishing the feat twice. China hopes to follow suit with a mission launching in 2025.&nbsp;<a href="https://apnews.com/article/science-business-asteroids-solar-system-0c6eebb11448dd42329e7f77bee13e76">NASA’s Lucy spacecraft</a>, meanwhile, is headed to asteroids near Jupiter, after launching last year. Hollywood has churned out dozens of killer-space-rock movies over the decades, including 1998′s “Armageddon” which brought Bruce Willis to Cape Canaveral for filming, and last year's “Don’t Look Up” with Leonardo DiCaprio leading an all-star cast. NASA’s planetary defense officer, Lindley Johnson, figures he’s seen them all since 1979′s “Meteor,” his personal favorite “since Sean Connery played me.” While some of the sci-fi films are more accurate than others, he noted, entertainment always wins out. The good news is that the coast seems clear for the next century, with no known threats. Otherwise, “it would be like the movies, right?” said NASA’s science mission chief Thomas Zurbuchen. What’s worrisome, though, are the unknown threats. That’s why the pair was picked.DART, THE IMPACTORThe Johns Hopkins lab took a minimalist approach in developing Dart — short for Double Asteroid Redirection Test — given that it’s essentially a battering ram and faces sure destruction. It has a single instrument: a camera used for navigating, targeting and chronicling the final action. Believed to be essentially a rubble pile, Dimorphos will emerge as a point of light an hour before impact, looming larger and larger in the camera images beamed back to Earth. Managers are confident Dart won’t smash into the larger Didymos by mistake. The spacecraft’s navigation is designed to distinguish between the two asteroids and, in the final 50 minutes, target the smaller one.The size of a small vending machine at 1,260 pounds (570 kilograms), the spacecraft will slam into roughly 11 billion pounds (5 billion kilograms) of asteroid. “Sometimes we describe it as running a golf cart into a Great Pyramid,” said Chabot.Unless Dart misses — NASA puts the odds of that happening at less than 10% — it will be the end of the road for Dart. If it goes screaming past both space rocks, it will encounter them again in a couple years for Take 2.SAVING EARTHLittle Dimorphos completes a lap around big Didymos every 11 hours and 55 minutes. The impact by Dart should shave about 10 minutes off that. Although the strike itself should be immediately apparent, it could take a few weeks or more to verify the moonlet’s tweaked orbit. Cameras on Dart and a mini tagalong satellite will capture the collision up close. Telescopes on all seven continents, along with the Hubble and Webb space telescopes and NASA’s asteroid-hunting Lucy spacecraft, may see a bright flash as Dart smacks Dimorphos and sends streams of rock and dirt cascading into space. The observatories will track the pair of asteroids as they circle the sun, to see if Dart altered Dimorphos’ orbit. In 2024, a European spacecraft named Hera will retrace Dart’s journey to measure the impact results.Although the intended nudge should change the moonlet’s position only slightly, that will add up to a major shift over time, according to Chabot. "So if you were going to do this for planetary defense, you would do it five, 10, 15, 20 years in advance in order for this technique to work,” she said. Even if Dart misses, the experiment still will provide valuable insight, said NASA program executive Andrea Riley. “This is why we test. We want to do it now rather than when there’s an actual need,” she said.ASTEROID MISSIONS GALOREPlanet Earth is on an asteroid-chasing roll. Joey graduated from Granby (Virginia) High School in 2010, and then went on to receive his social sciences degree at Tidewater Community College, graduating with honors earning his AS degree.

Joey was an avid musician who could play almost any musical instrument; he especially liked to play the acoustic guitar. Besides music, he enjoyed piecing together PCs.&nbsp; He also loved theosophical writing, being surrounded by nature, reading passages in his favorite book titled "The Book of the Way" by Lao Tzu and mentoring others in healing and humanity. His other passions included various gaming with many friends and family.&nbsp;

Joey was a kind and loving man, was gentle and very spiritual, meditating often in natural surroundings.

Nearly 4,000 tires were collected during a North Salina Community Development (NSCD) event Saturday.

NSCD's Barb Young told Salina Post Sunday that a tally of all the sign-in sheets shows that 3,973 tires were collected. That total was more than four times the number collected in 2019, she noted.

"Despite the fact there were many events happening Saturday, we had a steady stream of trucks, trailers and cars bringing tires, helping North Salina Community Development's goal of sprucing up Saline County," Young said.

Twenty-six student volunteers and coaches from Kansas Wesleyan University helped with sign-in, unloading and stacking the tires. Additionally, some of those volunteers also filled 11 Little Libraries around town with books, Young said.

"The attitudes and the work ethics of our students never cease to amaze me. They showed up, worked hard and made a huge impact in the Salina community," said Michelle Case, chair of the Department of Business and Accounting at Kansas Wesleyan, who recruited the student volunteers.

The mound of tires will be picked up and recycled by Champlin Tire Recycling, Inc., of Concordia. The recycled tires are used to produce such items as picnic tables and benches.

Young said the Dry Creek cleanup that was scheduled in conjunction with the tire collection had to be postponed to next spring due to wet conditions from recent rains.

Thousands of tires collected during North Salina Community Development event

Valerie Linenberger believes that no one should experience what her daughter, Morgan, experienced recently.

Morgan, 22, and her service dog, Tikiu, went to the Salina Public Library Sept. 17 so that Morgan could get some books. She and Tikiu left a short while later, forced out by a security guard who she noted did not have an accurate grasp of federal law concerning persons with disabilities and who so upset her that she began to cry as soon as she and Tikiu walked out the door. Because she was so shaken by the incident, Morgan, who is autistic, wrote out her comments rather than provide verbal responses to an interview with Salina Post.

"We walked into the library, no issues. But unbeknownst to me, a security guard had swooped in to follow me," Morgan wrote in her comments to Salina Post. "I was looking through the aisles for the books I had wanted, and he speed walked right in front of me. Tikiu did accidently hop up, seeing it as a greeting, but with a small correction, he settled back into a heel at my side."

At that point, the security guard asked Morgan whether Tikiu was an ADA-certified service dog. ADA refers to federal the Americans with Disabilities Act.

"And I tell him that yes, he is. And that there's no such thing as 'ADA-certified,' but that yes indeed he meets the federal requirements for a service dog as laid out by the ADA," Morgan wrote.

"He gets a bit snippy with me and says 'ADA certified service dogs don't jump,'" she continued. "I explained that that's true, but he's in training, was corrected for it, and he did not do it again."

Morgan and the security guard went back and forth concerning ADA and service dogs.

"I tell him Tikiu's tasks and that there's only two questions a business is allowed to ask, and he said, 'Well, to be ADA certified, we can ask more," Morgan wrote.

In fact, according to the Service Animals section of the ADA requirements, only limited inquiries are allowed.

"Staff may ask two questions: (1) is the dog a service animal required because of a disability, and (2) what work or task has the dog been trained to perform. Staff cannot ask about the person’s disability, require medical documentation, require a special identification card or training documentation for the dog, or ask that the dog demonstrate its ability to perform the work or task," the <a href="https://www.ada.gov/service_animals_2010.htm">ADA Service Animals section</a> notes.

Morgan continued, "At one point he said, 'You look nervous.' And I didn't have it in me to say 'I'm autistic, I stutter, and I wasn't prepared to be denied access going into a library, which is government funded and should be following federal law.' But I couldn't. I said that I haven't been in this situation before. Because truly, I haven't. I've been asked the two questions before (which I appreciate) but I do not appreciate someone misinformed about the laws trying to insist that I am wrong."

Morgan then asked whether there was a library official she could contact. 

"I told him, 'I understand that you've been told that things are one way, and you're doing what you're told, but what you've been told is not correct,'" Morgan wrote.

So, I told Tikiu to go forward, and he settled into a gentle, yet reassuring walk, and we left," she wrote."Once we went through the doors, the tears started to flow. I just wanted to enjoy the library like everyone else. I've been working like hell over the past year to be part of everyday life, just like everyone else gets to be. I just need Tikiu's help to do it. We are inseparable."A discussion with the library directorValerie Linenberger said that on Monday she "had a nice discussion" with Salina Public Library Director Melanie Hedgespeth, who assured her that Morgan and Tikiu were welcome in the library. She also talked with the library's security manager. Valarie said she garnered from the discussion that security personnel have been confronting all patrons with service dogs."I understand from Melanie they have had problems with people bringing pets into the library. I can appreciate trying to protect the environment for all patrons, however, profiling and confronting all disabled people with animals is illegal in addition to being morally wrong," Valerie told Salina Post.When asked to comment on the incident, Hedgespeth responded, "The Library serves an important role in our community to help connect everyone with needed resources. We value serving our diverse community, and everyone is welcome at the Library. We regularly review the Library’s policies, procedures, and training to ensure compliance with the applicable laws, and we are reviewing Ms. Linenberger’s concerns to determine if additional training is needed."Hedgespeth also provided a copy of the library's policy concerning patrons with service animals. The policy is as follows.PATRON-005: SERVICE ANIMALSService animals are welcome on library property.● Service animals are individually trained to do work or perform tasks for persons with disabilities.● The work or tasks performed by a service animal must be directly related to the individual’s disability.● Service animals must be on a leash or harness at all times, unless the use of a leash or harness interferes with the animal’s effective performance of its task.● Service animals are limited to the animals defined under the ADA and does not include any other species of animals, wild or domestic, trained or untrained.● The service animal’s handler is responsible for any damage to Library or personal property and any injuries to individuals caused by the service animal. Anyone using a service animal on Library property will hold the Library harmless and indemnify the Library from any such damages.● Animals relied upon for crime deterrence or companionship are not service animals.● Comfort or emotional support animals are not service animals and cannot be on Library property.● No pets are permitted on Library property.Library staff has the right to ask the animal’s handler:● Is the animal required because of a disability?● What work or task has the animal been trained to perform?The Library retains discretion to exclude or remove a service animal from Library property if:● The service animal is out of control and/or the service animal’s handler does not effectively control the service animal’s behavior.● The service animal is not housebroken or creates an unsanitary condition.● The service animal poses a direct threat to the health or safety of others that cannot be eliminated by reasonable modifications.● Permitting the service animal would fundamentally alter the nature of the service, program or activity.Animals invited for special library sponsored programs are allowed on Library property.A need to feel welcomeValerie said she and her daughter want to be instruments of change."We are more interested in rectifying the library's policies and procedures as opposed to filing a discrimination lawsuit with the DOJ. Disabled people need to feel welcomed and not targeted by any government office or business in Salina, Kansas," she noted.Meanwhile, Morgan continues to deal with fallout from the incident."It hurts more than anything else to essentially be told, 'You're not allowed here,' by made-up rules that hold no weight federally. I have just been getting to a point where I go out more into the rest of the world, only to be shoved back inside of my box that I've been trying to escape my whole life," Morgan wrote."Because she's autistic, she has been ruminating over this whole situation, causing fears about going into other government offices and buildings. It doesn't make sense to neuro typical people, but it makes perfect sense to non-neuro typical people. Her whole life she's been excluded from activities, social gatherings, and now a government agency because of her special needs," Valerie told Salina Post."We have been working for years to get her to this current level of independence, and Saturday was a huge setback," Valerie continued. "I'm looking forward to hearing the change in policies and procedures to be more welcoming to disabled people in our community. Lest we forget, there are many more unseen disabilities than seen ones, and people with medical devices and service animals shouldn't be made to feel lesser by their reliance on these tools."
