Salina Police Captain Paul Forrester said this morning that a newspaper delivery person found the car in the 100 block of River Place and reported it to police. It appeared that whoever was driving the vehicle had tried to back it down the flood control dike along the Smoky Hill River and ended up flipping the car on its top.
The car, valued at $1,025, was returned to Hogan, Forrester said.
