TOPEKA — A Kansas sex offender was sentenced Wednesday to 37 months in prison for directing a third party to illegally purchase a firearm for him.

According to court documents, Jonathan Lee Hunt, 34, of Hiawatha pleaded guilty to one count of aiding and abetting another in providing false statements in the acquisition of a firearm.

In April 2021, Hunt instructed another person to submit false information in order to purchase a Taurus, Model G3, 9mm pistol on his behalf. Hunt is prohibited from possessing firearms due to a prior qualifying felony conviction.

Hunt has previous felony convictions for theft, burglary, drugs and has been listed as a registered sex offender since 2010 for an attempted indecent liberties with a child conviction in Leavenworth County.

LEWISTON, Maine (AP) — Maine’s governor says 18 people were killed and 13 were injured in shootings in Maine. Gov. Janet Mills made the remarks at a press conference Thursday.

A man shot and killed the victims at a bowling alley and restaurant in Lewiston and then fled into the night, sparking a massive search by hundreds of officers while frightened residents stayed locked in their homes Thursday under a shelter-in-place advisory.

Mills said the shooting suspect, Robert Card, is considered armed and dangerous, warns people not to approach him.

A police bulletin identified Card, 40, as a person of interest in&nbsp;<a href="https://apnews.com/article/maine-shooting-what-we-know-40e373f7f2f0e0fb012ad4b26f4b78cd">the attack in Lewiston that sent panicked bowlers scrambling</a>&nbsp;behind pins, into corners and a back room when shots rang out around 7 p.m. Wednesday. Card was described as a firearms instructor believed to be in the U.S. Army Reserve and assigned to a training facility in Saco, Maine.

The document, circulated to law enforcement officials, said Card had been committed to a mental health facility for two weeks in the summer of 2023. It did not provide details about his treatment or condition but said Card had reported “hearing voices and threats to shoot up” the military base. A telephone number listed for Card in public records was not in service.

Maine State Police spokesperson Shannon Moss said the bowling alley shooting happened first.

Earlier, Lewiston Police said that they were dealing with an active shooter incident at Schemengees Bar and Grille and at Sparetime Recreation, a bowling alley about 4 miles (6.4 kilometers) away. A number of parents and children were at Sparetime as part of a children's bowling league.

One bowler, who identified himself only as Brandon, said he heard about 10 shots, thinking the first was a balloon popping.

“I had my back turned to the door. And as soon as I turned and saw it was not a balloon — he was holding a weapon — I just booked it,” he told The Associated Press.

Brandon said he scrambled down the length of the alley, sliding into the pin area and climbing up to hide in the machinery.

“I was putting on my bowling shoes when when it started. I’ve been barefoot for five hours,” he said.

The bowling alley is home to traditional tenpin bowling as well as candlepin, a variant of bowling found in New England. It’s located about 2 miles (3.2 kilometers) north of the Bates College campus, on the outskirts of downtown. The alley has a small bar and is popular for local bowling leagues and children’s parties.

Wednesday was “industry night” at Schemengees Bar and Grille, with 25% discounts offered to customers who work in the bar or restaurant industry.

“In a split second your world gets turn upside down for no good reason,” the business posted online, saying “great people in this community” were lost.

After the shooting, police, many armed with rifles, took up positions while the city descended into eerie quiet — punctuated by occasional sirens — as people hunkered down at home. Schools as far away as Kennebunk, more than 50 miles (80 kilometers) from Lewiston, closed out of caution on Thursday. And schools and public buildings were closed in Portland, the state’s largest city.

Bates and Bowdoin colleges canceled classes, as did the Gorham and Portland campuses of the University of Southern Maine.

Diana Florence said her son, a sophomore at Bates College, stayed in his dorm with his roommate with the blinds closed. Her daughter is a senior at the University of North Carolina at Chapel Hill, which was locked down twice last month, once when a professor was killed and again two weeks later when a man brandished a gun in the student union building.

“I could not believe it – that this is happening again. It’s happening to my son after it just happened to my daughter,” she said in a phone interview Thursday.

Ten-year-old Zoey Levesque, who was at the bowling alley with her mother, told WMTW-TV she was grazed by a bullet.

“It’s scary,” she said. “I had never thought I’d grow up and get a bullet in my leg. And it’s just like, why? Why do people do this?”

The Androscoggin County Sheriff’s Office released two photos of the suspect on its Facebook page that showed the shooter walking into an establishment with a weapon raised to his shoulder.

Two law enforcement officials told the AP that at least 16 people were killed and the toll was expected to rise. However, Michael Sauschuck, commissioner of the Maine Department of Public Safety, declined to provide a specific estimate at a news conference.

It's the 36th&nbsp;<a href="https://apnews.com/article/mass-killings-united-states-list-8eea3427796229eb127e052b3c66c691">mass killing</a>&nbsp;in the United States this year, according to a&nbsp;<a href="https://www.usatoday.com/in-depth/graphics/2022/08/18/mass-killings-database-us-events-since-2006/9705311002/">database</a>&nbsp;maintained by The Associated Press and USA Today in partnership with Northeastern University.

The two law enforcement officials said dozens of people also had been wounded. The officials were not authorized to publicly discuss details of the ongoing investigation and spoke to AP on condition of anonymity.

On its website, Central Maine Medical Center said staff were “reacting to a mass casualty, mass shooter event” and were coordinating with area hospitals to take in patients. The hospital was locked down and police, some armed with rifles, stood by the entrances.

Meanwhile, hospitals as far away as Portland, about 35 miles (56 kilometers) to the south, were on alert to potentially receive victims.

Lewiston, the second largest city in Maine with a population of 37,000, emerged as a major center for African immigration into Maine. The Somali population, which numbers in the thousands, has changed the demographics of the once overwhelmingly white mill city into one of the most diverse in northern New England.

A shelter-in-place advisory was issued Wednesday night for Androscoggin County. That included the community of Lisbon, about 8 miles (13 kilometers) away, after a “vehicle of interest” was found there, authorities said. It was extended Thursday to Bowdoin, which is in Sagadahoc County.

Mills earlier released a statement echoing instructions for people to shelter. President Joe Biden spoke by phone to Mills and the state's Senate and House members, offering “full federal support in the wake of this horrific attack,” a White House statement said.

Wednesday's death toll was staggering for a state that in 2022 had 29 homicides the entire year.

Author Stephen King responded to the shootings Thursday morning in a pair of posts on X, formerly known as Twitter.

“The shootings occurred less than 50 miles from where I live. I went to high school in Lisbon. It’s the rapid-fire killing machines, people. This is madness in the name of freedom. Stop electing apologists for murder,” he wrote.

Maine doesn't require permits to carry guns, and the state has a longstanding culture of gun ownership that is tied to its traditions of hunting and sport shooting.

Florence, of New York, said she and her son at Bates College spoke and texted late into the night, and that he was shaken up but OK. Meanwhile, she was left angry.

“I think this is about our laws, frankly. That we cannot seem to pass any sort of sensible gun laws or attack mental health in the way we should,” she said. “And our kids are paying the price. And even if they’re not killed or injured, the trauma that is going to linger long past the semester is palpable.”

Some recent attempts by gun control advocates to tighten the state’s gun laws have failed. Proposals to require background checks for private gun sales and create a 72-hour waiting period for gun purchases failed earlier this year. Proposals that focused on school security and banning bump stocks failed in 2019.

State residents have also voted down some attempts to tighten gun laws in Maine. A proposal to require background checks for gun sales failed in a 2016 public vote.

While officers were on the way they received several more 911 calls for sound of gunshots. On arrival officers located evidence of gunfire at the location. Minutes later Central Patrol officers were dispatched to University Health for a shooting victim later identified as Crawford who showed up by private vehicle. 

The shooting was reported to have happened at the 4200 block of Benton location. That shooting victim, an adult male, was declared deceased at the hospital.

HUTCHINSON, Kan. — Kansas First District Congressman Tracey Mann voted for new Speaker of the House, Mike Johnson on Wednesday, saying, "I like Mike!" He told Hutch Post why.

"He is a fantastic guy," Mann said. "He's a good friend. He is from Shreveport, Louisiana. I think if folks have a word to describe Mike Johnson, it would be humble. His faith is very important to him. He's humble. He's a servant leader, very conservative. What you see is what you get. I think he's exactly what our caucus, the Congress and the country need right now, and I'm really excited to have him as our new Speaker."

There is a looming deadline next month to pay the country's bills, but Mann believes there is time to do things the right way.

"I think we're going to keep working through the budget process," Mann said. "On the House side, the appropriations bills, the ones that have been done so far account for 70% of federal spending. Those are over on the Senate side. It's way past time, in my view, that Chuck Schumer chooses to take up those bills. Meanwhile, we're going to churn through more House appropriations bills today and next week, with an eye on this deadline that's coming up next month."

Mann said that even though floor work had to stop until they had a Speaker, other work has been going on.

"Committees are still in place," Mann said. "Committees have been meeting over the last three weeks. When you don't have a Speaker, business on the floor stops. However, that didn't stop committees continued to have met, work continues to be done. It's not a full restart for everybody or other bills that have passed this year. It's significant changes for Congressman Johnson, but everyone else, it's full steam ahead."

Mann does not know what effect, if any, the stoppage may have on the Farm Bill process, as they do not have the final language on that, yet.

SHAWNEE COUNTY—Law enforcement and military officials worked to safely dispose of war memorabilia found at a Kansas home.&nbsp;

Just after 8:30a.m. Wednesday, police responded to a past burglary in the 2500 block of SE Virginia Avenue in Topeka, according to police spokesperson Rosie Nichols

First responders located historic war memorabilia that caused concern and the Topeka Police bomb squad was called to the scene.

Due to the potential of military ordinance, per protocol, Topeka Police hazardous device technicians requested the expertise of the Explosive Ordinance Disposal (EOD) unit from Ft. Riley. The EOD is currently investigating the memorabilia to render it safe.

On Wednesday afternoon the Ft. Riley EOD safely removed all ordinances from the residence. TPD’s investigation into the burglary is still ongoing

BOURBON COUNTY—One person died in an accident just before 7p.m. Wednesday in Bourbon County.

The Kansas Highway Patrol reported a 2019 Toyota Rav4 driven by Rebecca L. Shinn, 75, Uniontown, was eastbound on U.S. 54 Highway at the Kansas 3 Junction..

The driver failed to yield to a westbound 2016 Jeep Wrangler driven by&nbsp; Heath A. Baker,&nbsp; 35, Nevada, Missouri, while making a left turn south onto K3 Highway.&nbsp; The Jeep struck the&nbsp; Toyota.

A passenger in the Jeep identified as Nathaniel N.&nbsp;Morehead, 44, Milan, Missouri, was pronounced dead at the scene and was transported to&nbsp;Cheney WItt Funeral Home.

EMS transported Shinn to Via Christi in Pittsburg and Baker to St. Luke's Hospital. One juvenile was present in the Jeep; juvenile record protected data. Baker and Morehead were not wearing seat belts, according to the KHP.

Man dead, Kan. woman injured after SUV, Jeep crash

WICHITA —<a href="https://newmanu.edu/" target="_blank">Newman University</a>&nbsp;announced Wednesday a continuation of restructuring its academic offerings for fall 2024 which began last year with the launch of 10 new academic programs.

&nbsp;In a strategic effort to realign educational offerings with changing student trends, market forces and emerging industry demands, Newman University has taken the necessary step to discontinue eight undergraduate majors for the 2024-25 academic year. The&nbsp;<a href="https://newmanu.edu/academics" target="_blank">list of majors</a>&nbsp;includes English, finance, history, marketing, math, philosophy, social work and theater, according to a media release from the school.

This decision follows a comprehensive review process involving faculty, administrative personnel, board members and external educational consultants. Despite the rich history and contributions of these programs, the realignment is essential to maintain a commitment to academic excellence and to ensure the sustainability and relevance of Newman’s academic portfolio.

While Newman remains steadfast in its purpose to deliver high-quality education and to prepare students for dynamic career paths, these updates reflect a continued proactive approach to meet the evolving needs of our students and community.

“It is never easy to make these decisions, but we can’t responsibly ignore market forces,”&nbsp;<a href="https://newmanu.edu/administration/presidents-office" target="_blank">President Kathleen S. Major academic changes announced at Newman University 

WASHINGTON (AP) — Democratic Rep. Jamaal Bowman was charged Wednesday with a misdemeanor for&nbsp;<a href="https://apnews.com/article/congress-fire-alarm-jamaal-bowman-house-bc9c1cca01fa918999621e0f7eb27165">triggering a fire alarm as lawmakers scrambled to pass a funding bill</a>&nbsp;before a government shutdown deadline in September.

He is expected to plead guilty, formally apologize and pay a $1,000 fine. The false fire alarm charge would then be dropped if he successfully completes 3 months of probation.

The alarm forced the evacuation of a House office building for over an hour. The New York lawmaker has acknowledged pulling the alarm and said it was a mistake. He was in a rush to go to vote, tried to go through a door that was unexpectedly closed and wrongly thought pulling the fire alarm lever would help him open it, he said.

At the time of the evacuation, House Democrats were working to delay a vote on a funding bill to keep federal agencies open. They had said they needed time to review a bill that Republicans abruptly released to avoid a shutdown. The&nbsp;<a href="https://apnews.com/article/government-shutdown-mccarthy-congress-republicans-732baaa19c91f981e492fd0e6a76aba8">funding package was ultimately approved</a>&nbsp;with most Republicans and almost all Democrats, including Bowman, supporting the bill.

Republicans criticized Bowman after the alarm, and on Wednesday introduced a motion to censure him. Rep. Bryan Steil, the chairman of the Committee on House Administration, referred the case to Capitol police. He called Bowman’s explanation an “excuse."

He pointed out that Bowman passed several police officers after pulling the alarm without alerting them about it. Bowman, for his part, has said he was urgently trying to get to the vote and said Republicans would “attempt to distract everyone” with the case.

Prosecutors said Bowman was “treated like anyone else who violates the law” and has agreed to pay the maximum fine, according to a spokesperson for the District of Columbia attorney general’s office.

Bowman told police at the time he didn’t mean to disrupt any congressional proceeding, according to court documents. He said he didn’t immediately tell anyone about the alarm going off because he was in a hurry to vote.

Under an agreement with the D.C. attorney general, the charge will be withdrawn in three months if the congressman provides a formal apology to Capitol police and pays a $1,000 fine.

Bowman said he was grateful for the quick resolution in the case, and looking forward to putting it behind him. “I am responsible for activating a fire alarm, I will be paying the fine issued, and look forward to these charges being ultimately dropped," he said.

The Ford deal could set the pattern for agreements with the other two automakers, although no other agreements were announced.

The United Auto Workers union is expected to announce a tentative contract agreement with Ford Wednesday night that could be a breakthrough toward ending the nearly 6-week-old strikes against Detroit automakers.

Two people with knowledge of the bargaining said the company and union are working on the final details of the contract and could announce it Wednesday evening in a video appearance with UAW President Shawn Fain. The people asked not to be identified because they’re not authorized to speak publicly about the bargaining.

Terms of the deal weren’t immediately available, but both sides have been discussing a four-year contract. It would have to be approved by 57,000 union members at Ford.

The Ford deal could set the pattern for agreements with the other two automakers.

The people said the union made a counter-offer to Ford that proposes a 25% general wage increase over the life of a new contract and said that negotiations on Tuesday extended well into Wednesday. Previously Ford, Stellantis and General Motors had all offered 23% pay increases.

A Ford deal would include cost-of-living pay increases that could lift the total pay raises above 30%, said the people. In addition, workers would still receive annual profit-sharing checks.

Typically, during past auto strikes, a UAW deal with one automaker has led the other companies to match it with their own settlements.

One of the people said there also was progress in the union’s talks with GM. But it was unclear whether any of the automakers had accepted the UAW’s counter-offer of 25% pay increases over four years.

The progress in the negotiations came after the union this week walked out at three factories that produce highly profitable&nbsp;<a href="https://apnews.com/article/general-motors-strike-united-auto-workers-uaw-f16005a7b20a6f1772947957854d1017">pickup trucks and SUVs,</a>&nbsp;adding them to the list of plants already on strike in a strategy to intensify pressure on the companies.

On Tuesday, about 5,000 workers at GM’s assembly plant in Arlington, Texas, walked out, halting production of truck-based SUVs that are huge profit makers for the company. A day earlier, the UAW’s president,&nbsp;<a href="https://apnews.com/article/auto-workers-strike-union-uaw-shawn-fain-0e3e71f44f075fda066f499bb2165b48">Shawn Fain</a>, had added 6,800 employees at Stellantis’ Ram pickup plant in Sterling Heights, Michigan.

Two weeks ago the union struck Ford’s largest and most profitable factory, the Kentucky Truck Plant in Louisville, where 8,700 workers make heavy-duty F-Series pickups and two large SUVs.

In all, about 46,000 workers have walked out at factories owned by the three companies in a series of targeted strikes that began Sept. 15. About 32% of the union’s 146,000 members at the automakers are now on strike and getting by on $500 per week in strike pay. The automakers have been laying off workers at other plants as parts shortages have cascaded through their manufacturing systems.

Todd Dunn, president of the UAW local at Ford's Kentucky Truck Plant, said he was told by people within the union's leadership that the company is nearing an agreement.

“I've heard they are moving the needle as aggressively as possible,” Dunn said in an interview Wednesday. “It's very positive.”

The prospect of a breakthrough, he said, has raised the spirits of workers who are willing to stay out on strike to reach a deal despite hardships for some.

Dunn said he thinks the strike at his plant had nudged Ford along in the talks and could help yield the best contract he's seen in 29 years with the company.

Neither the companies nor the union would comment on the talks Wednesday. The union’s counter-offer of a 25% wage increase over four years was reported earlier by Bloomberg News and the trade publication Automotive News.

One key issue is whether to extend the national UAW contract to 11 U.S. electric vehicle battery factories. This would essentially ensure that workers there would be represented by the union.

All but one of these plants are joint ventures with South Korean battery makers. GM has agreed to this, but the other companies have balked, saying their joint venture partners must also agree.

GM CEO Mary Barra said Tuesday that the offer to bring the battery plants into the master union agreement was still open but that they would have to meet what she called “benchmark economics and also operating flexibility.”

Having union representation at the battery factories is a vital issue for the union because these plants will house many of the jobs of the future as the industry&nbsp;<a href="https://apnews.com/article/auto-workers-battery-plants-strike-contract-3e5b9a970cdf9b0de9c79fcebe315694">transitions away from gasoline vehicles</a>. Workers who now make engines and transmissions at all three companies will need places to work as their plants are phased out.

All three companies have said they don’t want to absorb labor costs that are so high that they would force price increases and make their vehicles more expensive than those made by nonunion companies such as Tesla and Toyota.

A study this month by Moody's Investor Service found that annual labor costs could rise by $1.1 billion for Stellantis, $1.2 billion for GM and $1.4 billion for Ford in the fourth year of the contract. The study assumed a 20% increase in hourly labor costs.

SEDGWICK COUNTY —A Kansas woman found guilty of a road-rage crash that injured a motorcyclist has been sentenced.

On Monday, Judge Bruce Brown sentenced 27-year-old Tkeyah Hurd of&nbsp; Wichita to 24 months probation, according to the Sedgwick County District Attorney's office.

In April, police were&nbsp;patrolling near Harry and McLean in Wichita when they came upon a 62-year-old man sitting on the side of the road in pain next to his blue 2006 Harley Davidson motorcycle that had rear-end damage, according to Officer Chad Ditch.

The victim stated that&nbsp; Tkeyah Hurd of Wichita intentionally hit him and then fled in her maroon 2013 Chrysler 200. EMS transported the man to a local hospital with non-life-threatening injuries for treatment.

The investigation revealed that Hurd driving her Chrysler 200 and the victim on a motorcycle were westbound on Pawnee Street when the motorcycle turned northbound onto Broadway from the inside lane and Hurd turned Northbound onto Broadway from the outside lane almost striking the motorcycle.&nbsp; A verbal exchange occurred between Hurd and the victim and they continued northbound onto Broadway. 

Several minutes later the victim was approaching Harry and McLean when he glanced into his rear-view mirror and noticed a vehicle approaching him quickly. The vehicle then struck the victim and as he fell off the motorcycle, he was able to see it was the maroon Chrysler 200 driven by Hurd.

Several witnesses saw the collision and followed Hurd until she parked the vehicle and walked away from it at the intersection of Boston and Wichita Streets.

Police took her into custody.&nbsp; &nbsp;According to the district attorney's office Hurd has an underlying sentence of 11-months.

The vehicle then struck the victim and as he fell off the motorcycle, he was able to see it was the maroon Chrysler 200 driven by Hurd.Several witnesses saw the collision and followed Hurd until she parked the vehicle and walked away from it at the intersection of Boston and Wichita Streets.Police took her into custody.&nbsp; &nbsp;According to the district attorney's office Hurd has an underlying sentence of 11-months.

Road Rage sentencing: Kan. woman struck motorcyclist with car

WICHITA, KAN. – A Kansas man pleaded guilty Tuesday&nbsp; &nbsp;to one count of distribution of a controlled substance which resulted in death.

According to court documents, on July 31, 2019, Tyler Ralls, 35, of Wichita gave Michael Marsalla, 35, an M30 pill while the two men were working together at a company in Park City. 

Ralls admits that he knew the pill contained fentanyl and knew that Marsalla didn’t have a tolerance for fentanyl.

When Marsalla didn’t arrive at work the next day and couldn’t be reached, Ralls drove to Marsalla’s house in Valley Center and found him unresponsive. 

After calling 911, Ralls phoned his source for fentanyl pills to discuss whether anyone had ever died after taking them. Emergency responders pronounced Marsalla deceased at the scene. A subsequent autopsy determined the victim died of fentanyl toxicity.

“Because of the enormous influx of counterfeit pills into our communities, anytime a person ingests pills that they didn’t get directly from a medical professional, they are at great risk of dying of fentanyl overdose,” said U.S. Attorney Kate E. Brubacher. “Michael Marsalla accepted a pill from someone he thought he could trust. Unfortunately, that trust was misplaced, and it cost Mr. Marsalla his life.”

Ralls is scheduled to be sentenced on January 17, 2024, and faces a maximum penalty of life in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

The Drug Enforcement Administration (DEA) and the Valley Center Police Department are investigating the case.

Long was pronounced dead at the scene and was transported to Frontier Forensics. Two juveniles were present in the Kia; juvenile record protected data, according to the KHP.

EMS transported&nbsp;Prince and Hockett to Sedan City Hospital. Long was not wearing a seat belt, according to the KHP.

TOPEKA, Kan. (AP) — Kansas officials are calling a massive computer outage that’s kept most of the state’s courts offline for two weeks a “security incident” and, while they have provided no explanation, experts say it has all the hallmarks of a ransomware attack.

The disruption has left attorneys unable to search online records and forced them to file motions the old fashioned way — on paper. Courts are limping along, although the growing piles of paper are a mess that will have to be sorted and scanned eventually.

“It's really just slowed the whole system down," said Chris Joseph, a Lawrence-based criminal defense attorney.

Since 2019, ransomware groups have targeted 18 state, city or municipal court systems, said analyst Allan Liska of the cybersecurity firm Recorded Future. That includes one in&nbsp;<a href="https://apnews.com/article/dallas-ransomware-attack-32e4213465e4532616179c94a79ac706">Dallas</a>, where some jury trials had to be canceled this year.

But state-focused attacks have been much less frequent, and have not yet rivaled what is happening in Kansas.

Liska noted Tuesday that a short-lived attack in 2019 in&nbsp;<a href="https://apnews.com/b591a908451e4af99bfb486b5da3d037">Georgia</a>&nbsp;shut down some court&nbsp;<a href="https://apnews.com/b591a908451e4af99bfb486b5da3d037">websites</a>&nbsp;and forced some court dates to be rescheduled. A cybersecurity threat forced&nbsp;<a href="https://apnews.com/article/alaska-technology-courts-government-and-politics-e9094a1cf900effcbe6f64db7a7b8e66">Alaska’s courts</a>&nbsp;offline for about a week in 2021.&nbsp;<a href="https://apnews.com/article/hacking-tx-state-wire-technology-us-news-courts-474453285863aebab0a2fe239f493548">Texas’</a>&nbsp;top criminal and civil courts were hit with a ransomware attack in 2020 but the filing system remained operational and trial courts weren't affected.

In Kansas,&nbsp;<a href="https://apnews.com/article/kansas-courts-cybersecurity-problem-network-offline-4b6df97e1563c86e03ce531f4e12e80a">the first sign of trouble</a>&nbsp;came on Oct. 12 when the state's Judicial Branch announced a pause in electronic filings because of a “security incident." The details released since have been sparse.

Judicial branch spokesperson Lisa Taylor declined to answer questions including whether the courts had determined that this was a malicious attack, whether there’s been a demand for a ransom or when the systems will be back up.

The Kansas Bureau of Investigation said only that is is “engaged” in examining the problems, along with “federal partners,” said spokesperson Melissa Underwood.

No ransomware group has come forward to claim credit for the prolonged outage, analysts said. But Liska said it is “highly unlikely” that this is anything but a ransomware attack.

“The fact that they’re calling it a cyber incident says that it’s nefarious,” Liska said.

Notably spared was Johnson County in the Kansas City area, the state’s most populous county. It operates its own computer systems and had not yet switched over to the state's new online court system.

The effort to switch to a single, statewide system for tracking and managing cases started in 2018 under a 10-year, $11.5 million contract with Dallas-based Tyler Technologies. Tyler, which has similar contracts in around a dozen other states, referred questions to state court officials.

States have been moving toward statewide systems for more than a decades. On the security front, there are pros and cons, said analyst Brett Callow of the cybersecurity firm Emsisoft.

“On the pro side, economies of scale mean more resources should be able to be committed to protecting and securing that system," he said. "On the con side, when an attack does succeed ... it’s going to knock out the entire state system rather than simply an individual county or municipality.”

Additionally, if security is not adequately built in during the rollout, systems can be more vulnerable, Liska said.

A risk assessment of the state's court system, issued last year, is kept “permanently confidential” under state law. But two recent audits of other state agencies identified weaknesses. The most recent one, released in July, said that “agency leaders don’t know or sufficiently prioritize their IT security responsibilities.”

With the system down, courts haven’t been able to accept electronic filings, process payments, manage cases, grant public access to records, allow people to file electronically for protection-from-abuse orders and to apply electronically for marriage licenses.

In Sedgwick County, home to the state’s largest city of Wichita, Judge Phil Journey said Wednesday that although he is known as a “techie” judge, he’s still maintained extensive paper files. That's allowing him to move forward with his family law cases. But, he said, other judges who were more reliant on digital files are faced with postponing trials.

“All I know is that we’re on paper for at least another week,” he said. “We’ll be killing a lot of trees.”

A massive ransomware attack last year in the county crippled key services, including the court system. Whether that is related to what is happening now is unclear.Meanwhile, older attorneys are finding their skills in high demand, as they teach younger attorneys to use faxes and file with paper, said Karla Whitaker, interim executive director of the Kansas Bar Association.“The wheels of justice are turning,” she said Wednesday. “But I think it’s just happening in a different way at a different pace right now.”
