TOPEKA ⁠— Lawmakers are fast-tracking a push
 to amend the state constitution and undo a Kansas Supreme Court ruling 
that said women have the right to abortion.

The goal, with 
voters’ approval in August, is to add a line to the state bill of rights
 saying abortion isn’t constitutionally protected ⁠— and that 
legislators can regulate abortions, including when a pregnancy results 
from rape or incest or threatens a woman’s life.

The proposal already is awaiting floor votes in both chambers, just over a week after the 2020 session began.&nbsp;

“It’s very important that we allow the citizens of Kansas a say in this,” House Speaker Ron Ryckman said.

<a href="http://kslegislature.org/li/b2019_20/measures/documents/hcr5019_00_0000.pdf" target="_blank">The bill</a>,
 he said, will be among the first to get a floor debate this session. 
House and Senate committees held a joint hearing Tuesday to speed the 
process, and the next day ⁠— the anniversary of Roe v. Wade ⁠— both 
passed the bill to their respective floors.

Critics are crying 
foul over Republicans’ move for a vote in August, which will see a 
competitive GOP primary for a U.S. Senate seat, rather than November, 
when the presidential election will draw far bigger crowds to the polls.

“They
 want to put it out when the lowest amount of people vote,” Democratic 
Rep. Stephanie Clayton said. “The rights of Kansans are not subject to a
 vote of the people.”

University of Kansas political scientist 
Patrick Miller said the August primary will see a “much smaller, much 
more skewed electorate” that could boost the amendment’s chances of 
passing.

That’s because middle-of-the-road voters tend to vote 
less in primaries, he said, and though polling on abortion isn’t 
extensive in Kansas, it suggests most residents have mixed feelings on 
the topic.

To be enshrined in
 the constitution, the proposal needs two-thirds majorities in the House
 and Senate, and more than half the ballots cast by the public.

In April, <a href="https://www.kcur.org/post/kansas-supreme-court-state-constitution-protects-abortion-rights">the Kansas Supreme Court concluded</a> women have the right to terminate a pregnancy under the state constitution, which says everyone has “<a href="https://kslib.info/826/Kansas-Bill-of-Rights">inalienable natural rights</a>.” Those include having control over our bodies and decisions about having a family, the justices wrote.

Kansas’
 abortion restrictions range from banning the procedure after 22 weeks 
of pregnancy for most women to blocking insurance companies from 
covering abortion unless a patient purchases a special policy rider.

Anti-abortion
 lawmakers and activists fear those restrictions, won over the course of
 years, will fall like dominoes if litigated under the April court 
ruling.

Passing the proposed amendment would prevent that from 
happening, said Chuck Weber, a lobbyist for the Kansas Catholic 
Conference, which represents the state’s four bishops and their 
dioceses.

“It's very, very reasonable — almost innocuous,” Weber 
said of the amendment. “I use the word ‘innocuous’ and I realize that 
that probably doesn't fly with some people, but really this just brings 
us back to what we were in Kansas prior to the ruling. So, it does not 
ban abortion.”

Rachel Sweet, a lobbyist for Planned Parenthood Great Plains Votes, 
argued that anti-abortion groups won’t stop at the amendment.

Currently,
 Kansas abortion restrictions often include exceptions to save a 
mother's life, but generally not for rape or incest victims. Planned 
Parenthood argues the proposed Kansas amendment paves the way to make 
the procedure illegal in all circumstances.

“Kansans do not want 
politicians interfering in their personal medical decisions,” Sweet 
said. “If this (amendment) does get to the ballot, I'm confident that 
the voters of Kansas would reject this.”

A <a href="https://www.fhsu.edu/docking/Kansas-Speaks/kansas-speaks-2016-final-report.-with-bz-correction-to-fig-8-and-9" target="_blank">2016 survey by Fort Hays State University</a>
 found nearly half of Kansans were somewhere in the middle on abortion 
rights, saying it should be legal for most or at least some situations.

Two years later, a <a href="https://www.foxnews.com/midterms-2018/voter-analysis?filter=KS&amp;type=G" target="_blank">Fox News analysis</a>
 found a similarly complex picture. Four in five Kansans supported some 
level of legal abortion access, and four in five wanted some level of 
restrictions. As in the 2016 survey, Kansans were slightly more likely 
to believe abortion should be legal in all or most cases than illegal in
 all or most cases.

This complex picture means the messaging and 
campaigning for and against the constitutional amendment — and how 
Kansans ultimately interpret its implications — will determine whether 
it passes.

Kansas has four abortion clinics, two in Overland Park
 and two in Wichita. About 7,000 people got abortions in Kansas in 2018,
 about half came from other states. Neighboring Missouri’s only abortion
 clinic is in St. Louis.&nbsp;&nbsp;

President Donald Trump has 
appointed two conservative-leaning justices to the U.S. Supreme Court. 
Abortion rights activists say that could lead to justices overturning 
critical decisions like Roe v. Wade, which legalized abortion nationwide
 in 1973.

Two decades later, in Planned Parenthood v. Casey, the 
high court changed the bar to an “undue burden” test, which was 
generally viewed as giving states more leeway for restrictions.

Last
 year’s Kansas Supreme Court ruling set a “strict scrutiny” standard for
 figuring out whether an anti-abortion law violates the right to control
 one’s own body and reproductive decisions. That means abortion 
restrictions are only constitutional when the state can show it has a 
compelling interest, and tailored a law to that end.

It’s 
difficult to say which laws on the books in Kansas today might fail that
 strict scrutiny standard, according to Richard Levy, a constitutional 
law professor at the University of Kansas.

“With respect to 
informed consent and waiting, I think those would be vulnerable,” he 
said, referring to laws that make women wait 24 hours for an abortion 
and mandate doctors give women information designed to discourage 
abortion. “Yet, it's not 100% clear that the Kansas courts are supposed 
to follow the pre-Casey U.S. Supreme court precedents.”

Proponents of amending the Kansas Constitution have launched 
letter-writing campaigns and petitions. And dioceses have called on 
Catholics to appeal to the Virgin Mary.

John Holecek of McPherson
 is coordinating the Kansas Rosary Crusade to get as many Catholics as 
possible praying weekly for the amendment to pass.

“I don't think
 it's a slam dunk by any means,” Holecek said of the amendment’s 
chances, “although Kansas has a reputation of being pro-life.”

Brown to serve as Memorial Hospital chief of staff for 2020-21

Two Saline County Jail employees were injured and an inmate faces additional requested charges after an incident Wednesday night.

Saline County Sheriff Roger Soldan said this morning that a 63-year-old female deputy was attempting to move Zachary McKay, 20, to another cell when he attacked her, causing a fracture to at least one of her facial bones and damaging her glasses. A 27-year-old guard required stitches in his lip, but was able to subdue McKay until other sheriff's personnel could arrive, Soldan said.

New requested charges against McKay include the following, Soldan said.

Aggravated battery of a law enforcement officer

Soldan said McKay had been in the Saline County Jail since Dec. 16, 2019.

Saline County jail personnel injured after incident with inmate

WICHITA, KAN. (AP) — A Salina man has been charged with threatening on social media to kill President Donald Trump.

Aaron McDowell, of Salina, was charged Thursday in federal court in Wichita with one count of threatening the President of the United States.

Federal prosecutors said he wrote Tuesday on Facebook that he was going to kill the president at 7 p.m. that day.

Another person commented on McDowell’s post, stating “Yo prove it.”

A Secret Service agent wrote in the affidavit that McDowell responded with “You’ll see it on the news."

The charge carries a sentence of up to five years in federal prison.

On July 19, 2019, between 12:50-12:54 p.m., a man entered the Little Caesars, 645 E Crawford, ordered food, and paid using a counterfeit bill. He is described as a black male, tall, stocky, with shoulder-length braided hair, wearing a salmon colored polo shirt, and a black baseball cap.

This same person likewise attempted to pass counterfeit bills at the CVS, 681 S Ohio, on July 19, 2019, at 12:43 p.m. This occurred directly before the Little Caesars event.

Finally, a Salina man sold a video gaming system on July 28, 2019, at 11 a.m., and the buyer provided what was found to be counterfeit bills. The victim described the suspect, and pointed out a previously submitted July 26, 2019, edition of Salina Crimestoppers. The victim believed the photographs on that tip showed the person who bought the game system.

Salina Police Detectives are seeking information on this party’s identity.

As my airline flight landed at the Beijing Capitol International Airport, the captain announced that all passengers were to remain seated when we reached the gate. A team from the Chinese health service would board the plane to check our temperatures.

They were young health officers in crisp uniforms. Each carried a device that looked like a small hair dryer. They aimed it at a passenger’s forehead from a foot away, checked the read-out, and reset it. Dressed in a hazmat suit, a female health officer aimed and read my temperature. Check. Reset. I passed!

But if just one passenger had a fever, all of us—having been enclosed with that passenger for 13 hours—might have to go to a hotel for a week. They rapidly worked the plane. Four minutes max! We were cleared to de-board. There were additional temperature scanners as we walked through airport immigration.

That year was 2009 and Kansas was one of a dozen states with H1N1 influenza cases. The outbreak&nbsp; had started in Mexico with cases now showing up in Fort Riley and Wichita and Kansas City. I came from a hi-risk area in the U.S., but I passed.

At my destination university in northwest China, I was given a thermometer and notebook and asked to take my temperature each morning and night. Had I been a returning Chinese university student, I would have likely been isolated for a week in a quarantined dormitory. Each night, the Chinese news reported intercepting and isolating travelers with H1N1 flu in Hong Kong, Beijing and Shanghai. They were stopping any carriers before any in-country person-to-person transmission began. Their response to this potentially pandemic virus was careful, measured and effective.

With nearly five times our population, China has reason to be careful. And their population has the discipline and sacrifice necessary to hold back an epidemic.

Six years earlier—in 2003—another epidemic had occurred. The SARS virus had jumped from bats to civet cats and then to people in Hong Kong and south China. My colleagues told me not to come that year. China shut down all airlines. All trains. To get across country, each university would have to send a car for me. China had re-established their travel checkpoints on major roads. Run a temperature and you stayed in place. Students were confined behind their university walls. China stopped SARS in its tracks and Hong Kong scientists worked out the identity of the corona virus in record time.

SARS (Severe Acute Respiratory Syndrome) was caused by one of the first coronaviruses discovered. Viruses contain either DNA or RNA at their core, and SARS was caused by a single-strand RNA virus, one of the largest of the RNA viruses. It is “zoonotic,” meaning that it is transmitted in the wild among specific animals. But it had jumped to humans and caused serious flu-like pneumonia symptoms. If it can be spread human-to-human, it causes an epidemic. SARS was particularly dangerous for health workers who cared for patients.

Starting in November 2002 through July 2003, cases of SARS in southern China exceeded 8,000, with 774 deaths across 37 countries. Some cases spread to Toronto Canada where patients were quarantined. Fortunately, SARS never got into the United States. China’s efforts—they have a Center for Disease Control modeled after ours—stopped SARS. Since 2004, no more cases of SARS have been reported anywhere in the world.

Today, this new Wuhan-origin coronavirus appears to be similar.

My Chinese colleagues know that in these situations, group responsibility comes before personal rights. The greatest good for the greatest number. But in the United States, 20-mile checkpoints would be unthinkable. Had SARS entered the U.S., our independence and refusal to freeze traffic nationwide would have resulted in a terrible death toll. There is a time when personal rights have to yield to public responsibility, or we all will suffer.&nbsp;

Salina Tech announces fall honor roll

The Stiefel Theatre for the Performing Arts will be rocking Feb.1, and if you like southern '80s and blues rock, you will want to be there, too!

The sixth annual Rockin' The Fe concert is scheduled for 7:30 p.m. Feb. 1 in the Stiefel, 151 South Santa Fe Avenue. Doors open one hour before showtime.

The concert will feature a night of southern '80s and blues rock from three regional super groups: Sunset Sinners, Paramount, and MAHAN.

Tickets are $15 and $30, and can be purchased at <a href="http://stiefeltheatre.org/rockinthefe/">stiefeltheatre.org/rockinthefe/</a>.

The Sunset Sinners are a collection of four of the hottest musicians from this area who have created their own genre of music that they call "Whiskey Barrel Rock," a fusion of southern, red dirt and classic '70s rock. The Sinners have garnered a lot of attention and great reviews with their new single and music video “Always Time For One More Beer.” The Sinners are the ultimate patriotic party band as they are all about supporting and appreciating all active military, veterans, and first responders!

Paramount is one of the region’s most popular groups, performing high energy '80s sing-a-long anthems and medleys from Journey, Poison, GnR, Motley Crue, and more while delivering a live experience deserving of a decade called the Big '80s!

MAHAN is leading the blues/rock revival for this region. The group is led by extraordinaire blues guitarist Howard Mahan. It’s the first Stiefel appearance for this blues power trio and they are super excited to deliver the goods!

Parts of the Northeast got their first real taste of winter as a storm dumped rain, sleet, and snow as it moved up the coast. "Birdman" received the Producers Guild of America's highest film award.

Mowery Clinic has announced the hiring of nurse practitioners Ashley Forshee, APRN, and Amy Radatz, APRN, for the Mowery Walk-In Clinic.

Forshee graduated from Simmons University with a master’s degree in nursing, and is board-certified by the American Association of Nurse Practitioners. She joins Mowery Clinic with ten years of experience as a nurse before returning to school to become a nurse practitioner.

“I am looking forward to working with the Mowery team and having the vast array of specialists available to collaboratively meet the patient’s health care needs. I strive to be a positive part of my patient’s lives by working with them to improve their whole body health, so they can have the best opportunity to have the quality of health that they desire,” said Forshee.

Sometime between Nov. 10, 2019, and Nov. 12, 2019, an unknown suspect burglarized a vehicle located on Northwest Fifth Street in Abilene. Upon entering the vehicle, the suspect removed a black 20 gauge Tristar shotgun. Total loss is estimated to be $500.00.

The advisory was issued by the system&nbsp;because of a loss of water pressure. Failure to maintain water pressure may lead to bacterial contamination.

Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Regardless of whether it’s the supplier or KDHE that announces a boil water advisory, KDHE will issue the rescind order following testing at a certified laboratory.

Laboratory testing samples collected from Ellsworth Co RWD 1 indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved. &nbsp;

The Salina Police Department’s Support Division has launched S.A.Id., a special needs and alerts identification program, which provides local first responders with the resources to identify and assist individuals with special needs who find themselves in emergency situations.

This new program allows parents, guardians, caregivers or individuals the opportunity to complete a form that gives the Salina Police Department permission to create a specialized alert in their communication database. The S.A.Id. Alert defines the individual’s condition and/or needs to first responders prior to their arrival to an incident, thereby improving their response, interaction, and communication with the individual.

S.A.Id. was spearheaded by Lead Dispatcher Amber Pfeifer who has a special needs child who likes to wander and is unable to state his address and phone number. 

“I realized that the Salina Police Department needed some type of a proactive alerting system. After researching different alert systems across the country, the program in Norman, Oklahoma really stood out. Their motto of “Let it be S.A.Id. that we care. Let it be S.A.Id. so that we can be there when you cannot” represented exactly what I was hoping to achieve; so when my son couldn’t provide the information, law enforcement would know the answers.” 

The S.A.Id. participation form can be completed one of two ways:

In person at the Salina Police Department, 255 N. 10th St.

Once an alert has been established for an individual, information must be submitted annually for the alert to remain active in the database.

In preparation for Poetry Month in April, Salina Public Library is accepting submissions of original poetry in the form of haiku. 

Finalists’ poems will be displayed in Gallery 708 for the duration of April. At the end of the month, a winner will be chosen by Huascar Medina 2019-21, Poet Laureate of Kansas.&nbsp;

A Haiku is a poem with 17 syllables; 5 in the first, 7 in the second, and 5 in the third, often pertaining to imagery of the natural world. The public is invited to celebrate springtime by utilizing the theme of metamorphosis in their poems.&nbsp;

To submit a poem, participants should email <a href="mailto:poetry@salpublib.org" target="_blank">poetry@salpublib.org</a> and include name, email and phone number in case chosen as a finalist or winner. Salina Police are investigating a case in which a church transport bus was damaged.

Sometime between Sunday and Wednesday, three backside windows on 2008 El Dorado passenger bus belonging to First United Methodist Church were shot with a BB gun, Salina Police Captain Paul Forrester said Thursday. The incident occurred in the 100 block of North Eighth Street, he said. 

Damage was estimated at $1,200, Forrester said.

One person was slightly injured and two people were cited after a three-vehicle accident Wednesday afternoon in east-central Salina.

First responders were called to the intersection of South Ohio Street and East Crawford Street at approximately 3:30 p.m. Wednesday, Salina Police Captain Paul Forrester said this morning.

According to Forrester, a 2006 Chevrolet Silverado driven by Donald Little, 82, of Salina, was northbound on South Ohio Street when it turned left onto East Crawford Street in front of a 2017 Chrysler Pacifica driven by April Rickman, 26, of Salina. The collision forced the Pacifica into a 2017 Nissan Versa that was stopped in traffic on East Crawford Street, he said. The Versa was driven by Joseph Eberle, 46, of Salina, and had a 45-year-old female passenger, also from Salina, Forrester said.

Rickman complained of leg pain and was treated and released at the scene by Salina EMS, he said.

Little was cited for failure to yield a left-hand turn and having an expired registration, and Rickman was cited for not driving at speeds reasonable and prudent, Forrester said.

The Silverado had damage to the front right side and had to be towed and the Pacifica had damage to the entire front end and had to be towed, he said. The Versa had damage to the front driver's side, but was able to be driven away, Forrester said.

A 19-year-old Salina man has been arrested in connection with a number of recent damage to property cases.

 </figure>A 19-year-old Salina man has been arrested in connection with a number of recent damage to property cases.Salina Police Captain Paul Forrester said this morning that surveillance video played a role in identifying the suspect. Officers responded Wednesday to Save A Lot, 511 East Iron Avenue, for the report of damage to property, he said. A 41-inch by 31-inch upper window on the south side of the building had been broken out at approximately 12:30 a.m., Forrester said. Information about the pickup was put out to all patrol officers, and at approximately 6 p.m. Wednesday, one of them saw the pickup traveling west on West Crawford Street, he said. The officer made contact with the driver, Gavven Yungeberg, 19, of Salina, in the Sunset Plaza parking lot, Forrester said.
