Salina Police are investigating an incident in which a 43-year-old man says he was kidnapped from a local park and held for several days.

Salina Police Detective Sergeant David Villanueva said this morning that at 12:49 a.m. Monday, officers were dispatched to the 400 block of Montrose Street for the report of someone possibly being in an unoccupied house. He said that a neighbor reported seeing lights flashing in an unoccupied house that was undergoing renovation.

Officers looked through the window of the residence and saw a man bound by duct tape inside, Villanueva said. The man also had tape over his mouth, he added. Officers entered the house to rescue the man, who told them that on Thursday at approximately 10 a.m., he was walking in Oakdale Park with his purple walker when a female and two males took him against his will, Villanueva said.

The female and one of the males wore black ski masks, while the other male wore a clown mask, he said.

The man told police that the three had put a hood over his head and moved him from location to location since Thursday.

Villanueva asked that anyone who was in Oakdale Park Thursday morning who saw someone being put into a dark-colored SUV to please contact the Salina Police Department.

Villanueva said the man was checked out and medically cleared after being rescued from the house this morning.

A local man faces requested charges of trespassing and criminal possession of a firearm by a felon after an alleged incident Saturday afternoon in north Salina.

Salina Police Detective Sergeant David Villanueva said this morning that police were sent to the 1200 block of Prospect shortly after 2:30 p.m. for the report of William Kelley, 36, of Salina, getting into a verbal altercation at a family member's residence. The altercation concerned domestic relations and children, Villanueva said. Kelley left the residence with a shotgun before police arrived, he added.

At 4:37 p.m. Saturday, Kelley was located in the neighborhood and taken into custody and the shotgun was recovered, Villanueva said.

Kelley was arrested on suspicion of the following, Villanueva said.

WICHITA – New research from AAA finds that over five years and 75,000 miles of driving, the annual cost of owning a new compact electric vehicle is only slightly more expensive – about $600 annually – than its gas-powered counterpart.&nbsp;

The study also revealed that the experience of owning an electric vehicle eases one of the biggest fears associated with these cars – range anxiety.&nbsp;

According to AAA’s survey, prior to owning an electric vehicle, a majority of owners (91%) said that they had at least one concern – things like insufficient range, implications for long-distance travel and finding a place to charge. Post purchase, many of these worries disappeared. AAA believes that if consumers have a better understanding of the real cost and experience of owning an electric vehicle, then the gap between expressed interest and adoption will begin to close.

“Although 40 million Americans have shown interest in buying electric for their next car, actual adoption is happening at a much slower rate,” said Greg Brannon, AAA’s director of Automotive Engineering and Industry Relations. “AAA wanted to understand what kind of impact the experience of owning an electric vehicle has on perception of these cars and maybe more importantly, if given the chance would consumers choose to go green again.”

AAA’s survey of electric vehicle owners, 71% of whom had not previously owned an electric car, revealed some interesting results.

The majority (96%) say they would buy or lease another electric vehicle the next time they were in the market for a new car.

Two in five (43%) say the drive more now than when they owned a gas-powered car. On average, electric vehicle owners drive 39 miles per day.

Three quarters (78%) also have a gas-powered car in the household, yet they report doing a majority of their driving (87%) in their electric vehicle.

Perhaps the most surprising result of the survey was the impact ownership has on commonly-held fears about electric vehicles, particularly those that have deterred consumers from making the leap to green. Previous AAA research has found that the top two reasons why Americans shy away from electric vehicles are not enough places to charge (58%) and the fear that they will run out of charge while driving (57%). Almost all owners surveyed (95%) report never having run out of a charge while driving and on average, they do three fourth (75%) of their charging at home. Likely as a result, those who were originally concerned about insufficient range said they became less or no longer concerned post-purchase (77%).

“Range anxiety has been synonymous with electric vehicles from the beginning,” said Brannon. “Hearing firsthand from owners that this is no longer a worry may change the mind of those who have otherwise been skeptical to the idea of owning an electric vehicle.”

Employing the same methodology used for its annual Your Driving Costs study, AAA calculated the costs for owning a new compact electric vehicle as compared to that of its gas-powered counterpart. Although the study found that overall cost of electric vehicle ownership is 8% more per year, individual categories such as fuel and maintenance/repair are lower.

Fuel&nbsp;– the electricity required to drive 15,000 miles per year in a compact electric vehicle costs an average of &nbsp;$546, while the amount of gas required to drive the same distance costs $1,255 (or 130%) more.

Maintenance/Repair/Tires&nbsp;– electric vehicles do not require as much maintenance as gas-powered ones since they don’t need oil changes or air-filter replacements. If maintained according to the automakers’ recommendations, electric vehicles cost $330 less than a gas-powered car, a total of $949/annually.

Vehicle ownership, whether electric or gas-powered, is a personal choice that should take many factors into consideration. For consumers who are interested in electric vehicles, AAA recommends visiting a dealership, test driving one and asking as many questions as possible to make an informed decision.

The electric vehicle and internal combustion engine driving costs in this study were established using the proprietary methodology employed for AAA’s Your Driving Costs (YDC) project. Shattering the Void: Realms of Meaning in East Asian Art alongside Mother Tongue, Motherhood, and Transculturation works by Shin-hee Chin&nbsp; are on exhibition in the Salina Art Center through March 8, 2020.

Shattering the Void is curated by the Spencer Museum of Art at the University of Kansas. This exhibition presents works of art that represent both everyday life and mystical realms within Chinese, Korean, and Japanese Cultures. The Freeman Foundation awarded the Spencer Museum of Art $437,261 to develop a K-12 outreach program focused on Asian art.

Through this two-year grant, the Spencer Museum&nbsp; partnered with USD 305 and Salina Arts &amp; Humanities to create educational resources for teachers and elementary students in Central Kansas using Asian works of art from the Spencer’s collection. The two programs then collaborated with Salina Art Center and provided funding for the&nbsp;Shattering the Void exhibition and subsequent programming at the Art Center.

Educators were treated to an exclusive preview reception where they learned about curriculum resources and bus funds to help pay for field trips and received classroom resources to extend learning. During the exhibition, educators are encouraged to schedule tours and field trips while taking advantage of online curriculum resources created through the partnership. The educator preview was funded by the Freeman Foundation with support from The Salina Education Foundation, Salina Arts &amp; Humanities, Salina Art Center, and the Spencer Museum of Art. Mother Tongue, Motherhood, and Transculturation works by Shin-hee Chin reflects the binary approach – East vs. West, female vs. male, art vs. craft, yin vs. yang, faith vs. (secular) world, figurative vs. non figurative, abstract vs. concrete, idea vs. form etc.&nbsp; All those paradoxes inhabit the same space, just as Asia and America co-exist in the artist.

This outbreak of a new coronavirus in China will result in widespreadchī kǔ [吃苦]or “swallowing bitterness.” Several thousands of years of Chinese history have seen citizens suffer plagues, wars, food shortages and starvation, warlord pillaging, and natural disasters. These tragedies that afflicted everyone had to be withstood. ---And you just moved onward. And swallowed the bitterness---chī kǔ.

Even in times when everyone was equal, as in “equally poor,” the Chinese have persevered by holding onto dreams and looking forward to the simplest of joys. That includes coming together as family once a year at Spring Festival, officially starting Jan. 25. Now the yearlong plans of Chinese in Wuhan and Hubei Province have changed. It has become necessary to lockdown transport and stay-in-place. Affluent business families, students studying far from home since their high scores allowed them entry into the best universities, and poor rural parents who came to work in factories and have only this major holiday to return and visit with their child or children being cared for by grandparent---they will all swallow bitterness.

China is not the United States. Most of its population is now literally stacked in the big cities. Put nearly five people where you see one in the U.S. And living space is less; China has more mountain ranges and deserts. In the largest cities, if everyone was down at street level at the same time, movement would be nearly impossible. Packed together, disease transmission is even more likely.

Chinese medical scientists have worked rapidly and professionally. In a CNN report, Baylor College vaccine specialist Dr. Peter Hotez praised the speed with which Chinese researchers sequenced and published the virus's genome, asserting “With SARS, it took almost a year to be able to identify and map the full genetic code. Now we're doing this in just a few weeks.” Hotez found it is likewise remarkable that scientists are able to start developing a vaccine for a virus identified less than a month ago.

According to Anthony Fauci, head of our U.S. National Institutes of Allergy and Infectious Diseases, "The NIH is in the process of taking the first steps towards the development of a vaccine." But he indicated to CNN that it would take several months for the first phase of the clinical trials to start, and over a year before a vaccine might be available. That does not help the situation now.

Doctors in China are working as rapidly as possible to determine the ultimate danger of this new virus. It finally has a name, “2019-nCoV,” although the press will probably still call it the Wuhan virus. During the first weeks of the epidemic, all patients seemed to have picked it up from the local market. If those were the only patients, it would indicate that it was only transmitted from animal-to-human. But additional cases arose that were never in the markets, indicating it was now transmitted human-to-human.

Another critical unknown was how virulent this new virus was. With more patients dying, this strain of coronavirus is now recognized as a serious threat.

In the U.S., both state health departments and the CDC describe: Symptoms can include a fever and respiratory symptoms such as cough or difficulty breathing, similar to what you may feel with influenza or a bad cold. Symptoms usually start within 14 days of an exposure….&nbsp;It cannot be transmitted from inanimate objects (such as items or packages purchased from China)…. This is an ongoing investigation and information is changing rapidly. China’s older generations have seen emergencies before. Today’s parents have known hunger, their grandparents knew starvation. But the younger generation that has now grown up in China’s burgeoning middle and upper class, called second generation rich or “fu er dai” [傅尔戴] have not remembered remembered the need for quarantine and travel restriction. Yet in China, their great respect for family elders and their closer history to “hard times” will make this shutdown, with the heartbreak of curtailed plans held by the whole population for a year, something that they know they must do. They will swallow bitterness.

53 Kansas schools are expected on the Bethany College campus Thursday for the annual Real Men Sing vocal workshop.

In its seventh year, the Real Men Sing
workshop offers vocal clinics for young men in the fifth to 12th
grades and features guest conductors
from collegiate and high school music programs.&nbsp;


Bethany Music professor and co-chair of the department, Dr. Mark Lucas
organizes the annual event.&nbsp; Clinicians
include Greg Bontrager and Nicholas Griggs who will direct the Changed
and Changing Voices Choirs. Matt Webber will direct the Unchanged Voice
Choir) and Lucas will direct the High School Choir.

Students are expected to attend from
Salina, Lindsborg, Hutchinson, Great Bend, Ness City, Eskridge, Chanute,
Marion, Derby, Inman, Wichita, Abilene, Rose Hill, Peabody, Satanta,

The city manager's performance review and a roll-call vote on a proposed building permit moratorium are among the items on the Salina City Commission agenda for Monday.

Commissioners are scheduled to begin with a study session at 3:45 p.m. Monday in room 107B of the City-County Building, 300 West Ash Street. The study session is to be used as a time for public comment.

The regular city commission meeting is scheduled to begin at 4 p.m. in room 107 of the City-County Building. A time for public comment is scheduled near the beginning of the meeting.

Commissioners are scheduled to consider approving a resolution concluding the city manager's 2019 evaluation and periodic review of his base salary.

Additionally, commissioners are scheduled for a roll-call vote on the second reading of Ordinance  No.  20-11023  establishing a  moratorium  on  future  building  permits  in  the  Grand  Prairie  Addition.

Other items on the city agenda include the following.

Consider approving an agreement with IMS Infrastructure Management Services for pavement data collection and condition analysis, in the amount of $54,000 with a $3,000 project contingency.

CONCORDIA --&nbsp;Cloud County Community College’s theatre department has announced auditions for its spring musical.

Auditions for “The Secret Garden” are scheduled for 6 p.m. on&nbsp; Feb. 11 in Cook Theatre on the Concordia campus.

The play, based on the novel by Frances Hodgson Burnett, is set in the early 1900s. Mary Lennox, a young English girl born in India, is orphaned by a cholera outbreak when she is 10 years old. She is sent to live with her uncle, a hermit, in England. Her own personality blossoms as she and a young gardener bring new life to a neglected garden, as well as her sickly cousin and uncle.

Available roles, ages and vocal ranges are:

Mary Lennox, 10 years old; Colin Craven, 10 years old; Dickon, 12-15 years old, tenor; and Martha, 15-18 years old, mezzo soprano.

Mrs. Medlock; Archibald Craven, baritone; Dr. Craven, baritone; Ben; and Lily, soprano.

Roles of the Dreamers are: Rose, soprano; Albert, tenor; Lieutenants Wright and Shaw; Majors Shelley and Holmes; Mrs. Shelley and Holmes; Fakir, tenor; Ayah; and children.

Those who audition will need to prepare 16 bars to sing a cappella.

Auditions planned for CCCC spring musical

“I’d like a non-smoking room for one night, please – with plenty of prairie hay in it.”&nbsp;That probably doesn’t sound like a typical request at your local lodging establishment.&nbsp;It demonstrates the unique needs of someone traveling with horses.

When going across country with a horse in a trailer, that equine can’t just check into the room next to you at the motel. Today we’ll meet a rural Kansas woman who has built a business by hosting equestrian travelers.&nbsp;

Terri Anderson is the founder and owner of the SlideonInn Horse Hotel near Goodland. Terri grew up at Oberlin.&nbsp;Her parents had been involved with horses, but her dad was killed in a tractor accident when she was little.

“I begged my mom for a horse every single day,” Terri said.&nbsp;“She finally gave in. I think she figured I would get tired of doing chores pretty quickly, but it didn’t work.”

Terri had a lot of success showing horses in 4-H. She was especially interested in the reining horse competition, where horses show their athleticism by performing patterns, doing flying lead changes, and making impressive sliding stops.

Terri put horses aside while she attended K-State, came back home, married and raised a family.&nbsp;Years later, her postal service job brought her to Goodland. She got back into horses, bought a reining horse and started competing again.

For years, she looked for a rural property to house her horses.&nbsp;She finally found a place east of town near I-70 and had a metal building built.&nbsp;“I just wanted a barn with a tack room and bathroom,” Terri said.&nbsp;She and her husband, a carpenter and contractor, did most of the inside work.

One day some friends stopped in. They were traveling to Arizona with horses.&nbsp;Terri’s barn made the perfect place to put the horses up for the night.&nbsp;She recognized that other equestrian travelers had this need as well.

In 2016, Terri opened her own horse hotel.&nbsp;She called it SlideonInn, taken from those characteristic sliding stops performed by reining horses.&nbsp;The Andersons added on to the building.&nbsp;Business took off when a Facebook group of trail riders posted about her place.

Today, SlideonInn Horse Hotel has a large metal barn with three bunkrooms, feedroom, and hospitality room with kitchenette, plus rubber matted stalls, pipe runs, round pen, arena area, asphalt parking lot and four RV hookups.

Terri has hosted equine guests from the east and west coast and from Argentina, Germany and Poland.&nbsp;

“I get to see every different kind of horse, from retired racehorses to polo ponies to gaited mules,” Terri said. With more people buying horses online and having them shipped, more horse haulers are stopping at the SlideonInn also.&nbsp;She’s even hosted a baby camel.

Terri has become certified to do equine massage using acupressure and red light laser which can benefit the soft tissue of a horse. “Horse people are special,” Terri said.&nbsp; “They’re typically very grateful to find a place where they can put up their horses overnight.  </figure>By RON WILSON Kansas State University“I’d like a non-smoking room for one night, please – with plenty of prairie hay in it.”&nbsp;That probably doesn’t sound like a typical request at your local lodging establishment.&nbsp;It demonstrates the unique needs of someone traveling with horses.When going across country with a horse in a trailer, that equine can’t just check into the room next to you at the motel. Today we’ll meet a rural Kansas woman who has built a business by hosting equestrian travelers.&nbsp;Terri Anderson is the founder and owner of the SlideonInn Horse Hotel near Goodland. Terri grew up at Oberlin.&nbsp;Her parents had been involved with horses, but her dad was killed in a tractor accident when she was little.“I begged my mom for a horse every single day,” Terri said.&nbsp;“She finally gave in. I think she figured I would get tired of doing chores pretty quickly, but it didn’t work.”Terri had a lot of success showing horses in 4-H. She was especially interested in the reining horse competition, where horses show their athleticism by performing patterns, doing flying lead changes, and making impressive sliding stops.Terri put horses aside while she attended K-State, came back home, married and raised a family.&nbsp;Years later, her postal service job brought her to Goodland. She got back into horses, bought a reining horse and started competing again.For years, she looked for a rural property to house her horses.&nbsp;She finally found a place east of town near I-70 and had a metal building built.&nbsp;“I just wanted a barn with a tack room and bathroom,” Terri said.&nbsp;She and her husband, a carpenter and contractor, did most of the inside work.One day some friends stopped in. They were traveling to Arizona with horses.&nbsp;Terri’s barn made the perfect place to put the horses up for the night.&nbsp;She recognized that other equestrian travelers had this need as well.In 2016, Terri opened her own horse hotel.&nbsp;She called it SlideonInn, taken from those characteristic sliding stops performed by reining horses.&nbsp;The Andersons added on to the building.&nbsp;Business took off when a Facebook group of trail riders posted about her place.Today, SlideonInn Horse Hotel has a large metal barn with three bunkrooms, feedroom, and hospitality room with kitchenette, plus rubber matted stalls, pipe runs, round pen, arena area, asphalt parking lot and four RV hookups.Terri has hosted equine guests from the east and west coast and from Argentina, Germany and Poland.&nbsp;“From the 10th of June to Aug. 20 last year, there was somebody here every day,” she said. Kansas Wesleyan University will host a special sound art performance,&nbsp;echoescape: learning a dead birdsong in ‘the place where you go to listen,’&nbsp;by Dr. Julianne Warren on Thursday.

The special surround-sound event gets underway at noon in Fitzpatrick Auditorium and admission is free.

Warren’s performance will include storytelling, poetry and sound art reflecting the ecosphere, with a focus on extinct animals, and is the latest in KWU’s long-running Intersections series, which focuses on the crossover between real-world issues and academia. The event at KWU will be part of Warren’s week-long visit to The Land Institute.

Warren&nbsp;is a freelance scholar, storyteller, and community activist with a Ph.D. in ecology. She is author of the intellectual biography&nbsp;Aldo Leopold’s Odyssey. Her creative works have appeared in a variety of venues, including&nbsp;Newfound,&nbsp;Minding Nature,&nbsp;Zoomorphic,&nbsp;The Poetry Lab&nbsp;of The Merwin Conservancy, Lost and Found Theatrum Anatomicum,&nbsp;and The Deutsches Museum.&nbsp;While teaching at New York University, Julianne was awarded a Martin Luther King, Jr. Faculty Research Award for collaborations with students in the climate justice Fossil Free movement. She served two years on the Fairbanks Climate Action Coalition Council and as co-facilitator of the #KeepItIntheGround! working group. Julianne&nbsp;has worked as a Scholar and remains a Fellow at the Center for Humans and Nature. Julianne is also an Ecosphere Studies collaborator and visiting scholar at The Land Institute. KWU to co-host ecospheric sound art event

MANHATTAN – Kansas State University has opened early registration for two junior producer days that will be held in late February and mid-March.

The Junior Beef Producer Day will be Feb. 29, and the Junior Sheep Producer Day will be March 14.&nbsp;The events are hosted by the K-State Youth Livestock Program; K-State Research and Extension; and the K-State Department of Animal Sciences and Industry.

Registration costs $15 for each event, or $20 after the early deadline. PRATT – Break out the binoculars – the 2020 Kansas Birding Big Year competition, hosted by the Kansas Department of Wildlife, Parks and Tourism (KDWPT, is officially underway! 

Participation is simple; record the number of unique bird species you see in Kansas from Jan. 1-Dec. 31, 2020 and submit your findings. You just might end up a 2020 Kansas Birding Big Year winner!

Participants of all skill levels are invited to compete in one of three age groups: youth (age 17 and younger, adult (ages 18-64, and senior (age 65 and older). The winners from each category will receive prizes to be awarded in January 2021.

Winners will be recognized, and prizes will be awarded, in mid-January of the following calendar year. Award categories are as follows: Youth, Adult Novice, Adult Intermediate, Adult Advanced, and Senior.

The 2019 Kansas Birding Big Year Contest wrapped up in December, with Malcolm Gold claiming the title of “Kansas’ Top Birder” after identifying 337 unique species of birds in the state last year. KDWPT: 2019 Birding Big Year results, 2020 contest underway

Today is Sunday, Jan. 26, the 26th day of 2020. There are 340 days left in the year.

On Jan. 26, 2005, a U.S. Marine helicopter crashed in western Iraq, killing 30 Marines and a Navy medic aboard. A man parked his SUV on railroad tracks in Glendale, California, setting off a crash of two commuter trains that killed 11 people. (The SUV's driver, Juan Alvarez, was convicted of murder and sentenced to 11 consecutive life terms.)

One year ago: Naomi Osaka won the Australian Open for a second consecutive Grand Slam title, edging Petra Kvitova; the win allowed the 21-year-old to become the first tennis player from Japan to reach No. 1 in the rankings. Flight operations at major airports returned to normal, and park rangers again greeted visitors at some national parks, a day after a partial government shutdown came to an end. GARDEN CITY — The census determines more 
than the number of congressional districts in a state. The number of 
responses impacts child care, too.&nbsp;

Eighteen of Kansas’ 105 
counties don’t have infant or toddler child care available, according to
 Child Care Aware Kansas. It uses census data to calculate the state’s 
child care needs, and every year, the demand grows.&nbsp;

“Each year 
it just continues to really become a little bleaker — especially in 
rural areas,” said Leadell Ediger, executive director of Child Care 
Aware Kansas.&nbsp;

Kansas is at risk of being undercounted in this year’s 2020 census — eight counties in southwest Kansas are classified as a <a href="https://www.censushardtocountmaps2020.us/">Hard-To-Count</a>
 populations by the U.S. Census Bureau. That means a quarter or more 
households in those eight counties didn’t return the 2010 census.&nbsp;

Census
 data determines the amount of federal funding that local communities 
receive for things like schools and roads. The 2019 Child Care Supply 
and Demand <a href="https://ks.childcareaware.org/wp-content/uploads/Supply-Demand-2019-FINAL.pdf">report</a>
 by Child Care Aware Kansas used census data to calculate the number of 
spots needed across the state in day cares, private care and most Head 
Start programs.&nbsp;

It’s why some child care centers are planning to
 engage with families, because an inaccurate count could thwart child 
care expansion efforts or even reduce the number of spots at child care 
centers.&nbsp;

Ediger said 35% of counties “do not have a child care 
center at all. And that is really especially true for the smaller rural 
areas.”&nbsp;

In western Kansas, the demand for child care in more populous 
counties like Seward, Ford, Finney and Russell ranges from 50 spots to 
more than 1,500. Even smaller counties like Morton, Hamilton and Wichita
 only have enough child care for 15 to 35 kids —&nbsp; but need an estimated 
100 openings.&nbsp; &nbsp;

In Garden City, the Kansas Children’s Service 
League’s Head Start program will share census videos and handouts with 
parents. Head Start Grant Development Manager Cecilia Douglass said 
census data could impact future grant funding that will “either justify 
program expansion or not.”

In the 2010 census, <a href="https://www.garden-city.org/home/showdocument?id=1643">Finney County</a> was undercounted by as many as 5,300 people.&nbsp;&nbsp;

“If
 we had accurate numbers with the census, it’s very possible that we 
would have been able to add a few more … Head Start classrooms,” 
Douglass said.

Census responses do not impact <a href="https://www.nhsa.org/our-work/initiative/census-2020/census-and-head-start">Head Start</a>
 funding, but they capture the number of children, demographics and 
poverty levels, which can affect Head Start facilities’ grant funding.&nbsp;

In December, Bianca Alvarez attended a lunch-and-learn in Dodge City 
that focused on the census. When attendees were asked if they responded 
to the 2010 census, only two people out of 20 raised their hands.&nbsp;

Alvarez,
 a family and community specialist at Bright Beginnings Early Childhood 
Center in Dodge City, said her organization serves 450 children in Ford 
County.&nbsp;

An undercount, she said, “could mean loss of spots for our program. It could mean loss of funding for our program.”
