U.S. Sen. Jerry Moran, R-Kan., joined the daily press briefing with doctors from the University of Kansas Health Systems in Kansas City on Friday to discuss Congress's latest COVID-19 aid package.

The package includes additional funds for the Payroll Protection Program, which is aimed at helping small businesses affected by the outbreak as well as additional funds for hospitals and COVID-19 testing.

Prior to the replenishment, Kansas businesses had received $4.28 billion in 27,000 loans.&nbsp; This is estimated to have retained 427,000 jobs in the state, Moran said.

The legislation that was passed&nbsp; by the House Thursday will add $310 billion to the PPP fund.

The legislation also includes $75 billion that will be allocated to hospitals and $25 billion more directed toward testing.

"Health care and citizens are interested in why we are not doing more testing," Moran said. "A piece of good news from this legislation is that $21 million is immediately available to Kansas to increase testing and to accomplish the goal of broader testing in Kansas."

Moran said he thought the PPP program should be available to all hospitals. County, city and district hospitals have not been able to access the funds.

Testing important to reopening the economy

Even with the infusion of funds for testing, Moran said he thought the allocation was still insufficient to cover all needed testing.

He also noted the funds will not improve Kansas' low testing rate if the state can't get the tests.

Moran has been speaking remotely with Kansas hospital administrators who said they will need tests available for patients who are coming into hospitals before they can start opening again for elective procedures.

Those tests need to be able to be processed in moments or at least hours compared to days.

The bill also includes $14 billion aimed at developing a vaccine that would replace the need for testing over time, Moran said.

Testing will become even more important as society begins to reopen, said Dr. Steve Stites, University of Kansas Health Systems pulmonologist and chief medical officer.

If someone becomes sick, they need to determine if that person has COVID-19 and then trace their contacts so those people who have been exposed can shelter in place.

Stites said the outbreak surrounding meatpacking plants in western Kansas is an example of how the virus can be spread among densely compacted people. This could be a work or social setting.

"If you are congregated together in close quarters and one person gets sick, everybody gets sick," Stites said. "The only way to intervene with that is to do testing early and often."

Dr. Lee Norman, secretary of the Kansas Department of Health and Environment, has requested 400 volunteers to help with contact tracing in the state.

The University of Kansas Health Systems has volunteered 50 workers who normally would be working in areas of elective procedures to help in this effort.

Fourth-year medical students, who have graduated early, have also volunteered to do contact tracing.

Social distancing will continue to be important

"We know that social distancing has worked," Stites said. "We know we have an advantage because we are less dense. ...

"As we open up, while testing is critically important, personal, social responsibility has never been more important. You can shelter at home, which is a great way to achieve social distancing, but you can socially distance at work."

Stites said maintaining social distancing even after the state begins to reopen will be an enormous help.

"Yes, we need more testing. That is a federal, state, local and health system responsibility," Stites said, "but social distancing is a personal responsibility. That is something we are all going to have to be a part of, as we have been so far, which has bent the darn curve."

Walmart began rolling out self-administered COVID-19 tests in the Kansas City area on Friday.&nbsp;

Stites and&nbsp;Dr. Dana Hawkinson, medical director of infection control and prevention at the University of Kansas Health System, said they were both leery of the accuracy of home testing.&nbsp;

If the test is not administered correctly, then the test could produce an inaccurate result, the doctors said.

Stites said when using a nasal swab, it has to be pushed far into the nasal cavity, which can be very uncomfortable. Health professionals have been trained to administer nasal swabs correctly.

Antibody test kits are not available commercially. Stites said not to believe anyone who says they have one at this time.

Moran was asked if he supported a change that would allow states to declare bankruptcy.

&nbsp;Moran said he is still interested in helping cities and counties that are struggling with funding issues as a result of the COVID-19 crisis.

However, he said he did not support taxpayers supporting governments that had made poor decisions before the crisis.

"If we can look at history," he said, "I am interested at looking at recent circumstances. I don't want Kansas taxpayers bailing out states that have had poor fiscal decisions, lived beyond their means and then want somebody else to solve that problem."

Moran added the federal government does not have the means to keep spending. The government has already spent $3 trillion in response to COVID-19.

"The best way to get relief to people beyond health care, is an economy that is working," he said, "that people are back to work and are capable of taking care of themselves and paying taxes. That requires a healthy country to get there, so the focus on health care is important."

Moran was also asked about an effort by he and other members of Congress to eliminate limits on aid on commodities and livestock.

The CARES Act Phase Three provided $19 billion in aid to farmers. Moran and others insisted livestock be covered, which is unusual in most farm programs.

However, the COVID-19 crisis is affecting producers' abilities to have their animals processed. This can ultimately decrease the revenue producers can receive for those animals.

Previous payment limitations on what any individual could receive per commodity would not have covered losses for most livestock producers, Moran said.

Commodity aid limits also affect speciality crop producers, as well as dairy farmers.

TOPEKA—Successful applicants to the February 2020 Kansas bar examination will be sworn in as Kansas attorneys today.

Because the Kansas Judicial Center is closed in response to the COVID-19 pandemic, the attorneys will be sworn in by videoconference.

Chief Justice Marla Luckert of the Supreme Court and Chief Judge Julie Robinson of the U.S. District Court, District of Kansas, congratulated the news attorneys by&nbsp;<a href="https://kansascourts.org/l/x2AvBcfK6HSh9hI1y7inkG-1f9L6Ak7hx63wxzWH7QI" target="_blank">video message</a>.

Among the new attorneys was&nbsp;Quinn R. Kendrick of Salina.

Starting at 9:30 a.m. today, Supreme Court Justices Carol Beier and Evelyn Wilson initiated videoconferences with the new attorneys who chose to have their state oath delivered by a Supreme Court justice. Each attorney was to be contacted individually.

"We know this is an important day for our new attorneys. Although we can't gather together in the Judicial Center, we want this to be a meaningful start to their new careers," Beier said.

New attorneys who did not choose to have the oath administered by videoconference can be sworn in by a judge of record in the United States. According to Supreme Court rule, the oath can be administered by any judge in the United States or a U.S. territory.

In a typical year, new attorneys and their guests are invited to appear in the Kansas Supreme Court Courtroom. The chief justice and justices of the Supreme Court and a representative of the U.S. District Court welcome them. Members of the Kansas Board of Law Examiners present the new attorneys to the court. The clerk of the Kansas appellate courts administers the state oath, and a representative of the U.S. District Court administers the federal oath.​

Salinan among new attorneys taking state oath

Two teens were arrested Thursday after a car was stolen from a north Salina residence.

Salina Police Captain Paul Forrester reported this morning that sometime between 2-8:45 a.m. Thursday, a blue 2013 Chevrolet Sonic belonging to Victor Porras-Palccios, 46, of Salina, was stolen from his residence in the 300 block of North 10th Street. The keys were left in the car, Forrester noted. The vehicle was valued at $5,000.

Later that same day, officers were dispatched to the 100 block of North Chicago for the report of a blue passenger car that had crashed into a fence and a tree, Forrester explained.

Witnesses told police that a female and two males, all juveniles, fled from the scene, Forrester reported. They were later found at various locations in Salina.

Damage to the fence was estimated at $500, he added. There was no damage estimate on the vehicle, which was released back to the owner, who towed it from the scene on a trailer, Forrester explained.

An officer spotted a 14-year-old female running nearby in the 100 block of North West Place. She advised the officer that the driver of the vehicle was Marquez Ruffin, 19, of Salina, and that there was also a 16-year-old male passenger in the vehicle, Forrester reported.  

After conducting an investigation, police arrested Ruffin on suspicion of the following, Forrester noted.

Two counts of aggravated endangerment of a child

Two counts of contributing to a child’s misconduct

Duty to report a crash with unattended property

The 14-year-old female was arrested on suspicion of felony theft, he added.

The Tuesday webinar will teach participants how to access and use this benefit.

Salina USD 305 is looking for members of its Equity Council.

The council, made up of community members, staff and students, is accepting applications for approximately four at-large positions.&nbsp;District staff and student representation is by appointment.

Interested community members are encouraged to apply before the deadline of May 7, 2020.

The USD 305 Equity Council was formed in the spring of 2018. At monthly meetings they review data, information and feedback in order to identify challenging issues. As an advisory group, they produce recommendations and strategies for the USD 305 Board of Education.

Each spring, members are asked to indicate their availability to continue on the council. The membership application is reopened in order to fill any vacancies. Council membership includes:

USD 305 accepting applications for Equity Council

In celebration of Arbor Day, Kansas Wesleyan University will be planting two new trees on campus.&nbsp; 

Two redbud trees will be planted to mark the occasion. Redbud is an adaptable small tree recommended for Kansas landscapes.&nbsp; It proudly announces spring with lavender/purple blooms each April in Kansas.

In light of the current stay at home orders, the tree planting will be done by Steven Hovey and staff of KWU and pictures of the event will be shared and promoted via social media and email.&nbsp;

K-State Research and Extension Horticulture Agent Jason Graves who is a part of the KWU Tree Advisory Committee said that despite not being able to gather as a group to celebrate Arbor Day this year, it is still a great time to promote tree planting and the benefits of trees.&nbsp; Trees without a doubt provide many benefits to our farms, homes, and cities that we often forget about such as the biodiversity they create, the ecosystem services they provide, and even the improvement of our quality of life and health.&nbsp; Planting a tree is a very strategic investment in the future.

Kansas Wesleyan takes its trees seriously and the KWU Tree Advisory Committee composed of students, community members, and faculty worked to inventory and identify and begin tagging more than 230 trees on campus last year.

Kansas Wesleyan earned Tree Campus USA recognition for the first time in 2018 and this week's Arbor Day tree planting observance fulfills one of five standards Kansas Wesleyan must meet to continue recognition by the Arbor Day Foundation as a Tree Campus USA in 2020.&nbsp; Currently, seven universities and colleges in Kansas hold Tree Campus USA status.&nbsp; The city of Salina is also recognized as a Tree City USA Community.

The man is a white male, 50-60s, approximately 5'10", 180 lbs, wearing glasses, with a graying goatee and brown hair. He was wearing a primarily white baseball cap that had multi-color splashes on it. He was wearing a black or dark blue T-shirt with a blue/white/yellow rectangular design on the front that is about chest height, and a thin white jacket or long sleeve shirt, blue jeans, and black tennis shoes.

For probably the first time in its history, Blue Skye Brewery and Eats made something people wouldn't want to drink.

Because of the COVID-19 stay-at-home order, the downtown establishment at 116 North Santa Fe Avenue is only doing delivery and to-go orders, causing its brewery to sit idle, owner Monte Shadwick told Salina Post Thursday.

"Knowing this, Great Plains Manufacturing approached us to see if we were willing to use our equipment to make sanitizer. They are an essential industry and have stayed open during this pandemic," Shadwick said. "The shortage of hand sanitizer and disinfectant spray has led them to be creative in making sure their facilities operate safely."

He noted that making ale and making sanitizer are quite different.

"It doesn't have any characteristics of ale using malted grains and yeast," Shadwick said. "We were just able to use our brewery equipment to safely make the product in a controlled environment."

Shadwick explained that Great Plains Manufacturing provided the recipe and sourced all the ingredients needed to make the sanitizer. In less than a day, Blue Skye made 250 gallons of sanitizer, he said. For now this will be the only time the brewery makes such a product, Shadwick added.

"People have asked us through <a href="https://www.facebook.com/blueskyebrewery/">Facebook</a> if we are selling this to individuals but this was financed by Great Plains and will be given to them for use at their facility and donated to their causes," he said.

Those causes include health organizations, first responders, and several not-for-profit organizations, Shadwick explained.

According to Shadwick, the pandemic has had a significant impact on Blue Skye's business. With the facility being closed to in-house dining and drinking, business is off approximately 80 percent, he said.

"However, Salina has been very supportive of our carry out and delivery options and we will survive this! We miss our Blue Skye family and can't wait to be part of the recovery. Downtown will still be the heart of the community and Blue Skye is proud to be a part of it," Shadwick said.

Saline County: No new confirmed COVID-19 cases again today

MCPHERSON -- The McPherson County Health Department has reported a 20th confirmed case of COVID-19 in the county.

The newest confirmed positive case is a female in her 70s who is currently hospitalized, according to information from the health department.

Additionally, the health department reiterated that one of the county's confirmed COVID-19 cases is an employee of the Dillons store at 1320 North Main Street in McPherson.

"This individual attended work on April 16, 17, 18 and 19, from 5:00 am to 2:00 pm. If you were a customer at Dillons during the listed dates and times, you may have been exposed to COVID-19,"  news release from the health department noted.

The health department also provided the following information about COVID-19:

"Symptoms for COVID-19 appear 2-14 days after exposure and include fever, cough, and shortness of breath. Other rarer symptoms that may develop include malaise, sore throat, and diarrhea. If you develop any of these symptoms, contact your health care provider and inform them you that you may have been exposed to COVID-19 and now have symptoms. You must stay home for at least 7 days after symptoms started or for 72 hours after fever is gone (without the use of fever-reducing medication) and with significant improvement in symptoms, whichever is longer."

"If you were at the above Dillons store during these specific dates and develop symptoms consistent with COVID-19 between 2 and 14 days later, please call your local health care provider. MCPHERSON -- The McPherson County Health Department has reported a 20th confirmed case of COVID-19 in the county.The newest confirmed positive case is a female in her 70s who is currently hospitalized, according to information from the health department.Additionally, the health department reiterated that one of the county's confirmed COVID-19 cases is an employee of the Dillons store at 1320 North Main Street in McPherson."This individual attended work on April 16, 17, 18 and 19, from 5:00 am to 2:00 pm. If you were a customer at Dillons during the listed dates and times, you may have been exposed to COVID-19," news release from the health department noted.The health department also provided the following information about COVID-19:"Symptoms for COVID-19 appear 2-14 days after exposure and include fever, cough, and shortness of breath. Other rarer symptoms that may develop include malaise, sore throat, and diarrhea. If you develop any of these symptoms, contact your health care provider and inform them you that you may have been exposed to COVID-19 and now have symptoms. You must stay home for at least 7 days after symptoms started or for 72 hours after fever is gone (without the use of fever-reducing medication) and with significant improvement in symptoms, whichever is longer.""If you were at the above Dillons store during these specific dates and develop symptoms consistent with COVID-19 between 2 and 14 days later, please call your local health care provider. McPherson County reports 20th COVID-19 case

LOS ANGELES — Shirley Knight, the Kansas-born actress who was nominated for two Oscars early in her career and went on to play an astonishing variety of roles in movies, TV, and the stage, has died. She was 83. 

Kaitlin Hopkins said her mother passed away Wednesday of natural causes in San Marcos, Texas. 

Knight's career carried her from Kansas to Hollywood and then to the New York theater and London and back to Hollywood. She was nominated for two Tonys, winning one.

Knight was born in Goessel, graduated from high school in Lyons, and attended Wichita State University. She gave an Academy Award-nominated performance in 1960 in the movie version of The Dark at the Top of the Stairs, which was written by fellow Kansan William Inge, and for Sweet Bird of Youth in 1962. In addition to many movies and television show appearances, she received a Tony Award for her Broadway acting in the 1976 play Kennedy’s Children.

In recent years, she had a recurring role as Phyllis Van de Kamp in the long-running ABC show "Desperate Housewives," gaining one of her many Emmy nominations.

Salina makes NWS' Weather History for Thursday

Another work trailer has been broken into, this time in central Salina.

According to Salina Police Captain Paul Forrester, sometime between Monday and Wednesday, someone broke into a work trailer that was parked in the backyard of a residence in the 100 block of South 11th Street. The trailer is owned by a 56-year-old Concordia man, he added.

On Wednesday, the man asked someone to check on the trailer for him, Forrester noted. The individual went to the residence, discovered that the locks on the Midwest double axle 6-footx6-footx12-foot enclosed trailer had been compromised, and called the police, Forrester explained.

The owner was able to review the contents of the trailer via cellphone video and told police that the following items were missing, Forrester noted.

A Bosch heavy duty hammer drill and case valued at $3,000

Additionally, it appeared that whoever broke into the trailer also tried to gain access to the front end of the trailer, which remained locked, according to Forrester. The rivets holding the sheet metal in place on the front end were broken, he explained. Damage to the trailer was estimated at $2,000, Forrester added.

$4,000 worth of items stolen from work trailer; $2,000 damage

MANHATTAN – Each year Kansas Farm Bureau’s (KFB) Foundation for Agriculture awards scholarships to college students studying in fields that benefit agriculture and rural Kansas. 

Forty-two recipients received $25,000 in scholarships for the 2020-21 school year.

Over the past decade, the foundation has awarded more than $325,000 in scholarships.

“We’re investing in students today to ensure they become tomorrow’s leaders,” said KFB President and Foundation Chair Rich Felts.

Max Harman, McPherson County, was awarded $1,000 for the Frank and Helen Bernasek Memorial Scholarship, a permanent, privately endowed scholarship fund.

Allison Smith, Johnson County, received $1,000 for the K-State Agricultural Communications and Journalism Scholarship.

Colt Sutterby, Bourbon County, is the winner of the $500 Godfrey and Emma Bahr Miller Memorial Scholarship, a permanent, privately endowed scholarship fund for students attending a college in Kansas and majoring in a subject related to agronomy and conservation.

Kinsey Griffith, Trego County, was awarded $500 for the DeWitt Ahlerich Memorial Scholarship, a permanent, privately endowed scholarship fund.

Eight students received scholarships to Kansas technical colleges. They are Sydnee Beal, Harper County; Lane Berkenmeier, Wabaunsee County; Kyle Frederking, Lincoln County; Gage Harding, Neosho County; Joel Kennedy, Jackson County; Andrea Price, Butler County; Daniel Romero, Wichita; and Devin Simmonds, Doniphan County.

Four $1,000 KFB scholarships were awarded to juniors and seniors enrolled in Kansas State University’s college of agriculture and majoring in a subject related to agriculture. They are Grant Fincham, Marshall County; Emily Glenn, Finney County; John Kennedy, Jackson County; and Amber Oerly, Cooper County, Missouri.

Two $1,000 KFB scholarships were awarded to juniors and seniors enrolled at Fort Hays State University. Recipients are Sathena Scarborough, Howard County, Nebraska; and Camryn Youngers, Ford County.

Twenty-four recipients received $500 scholarships. These students are attending a Kansas college with a Kansas Farm Bureau Collegiate chapter. Students must be a Farm Bureau Collegiate member.
