Police are investigating a damage to property case that occurred last week in south-central Salina.

Salina Police Captain Paul Forrester said this morning that sometime between 11 p.m. Thursday and 6 a.m. Friday, someone spray painted a black one-inch stripe along the entire driver's side of a 2008 GMC Sierra 1500 pickup that was parked in the 1500 block of Osborne Street. Additionally, a screen door and front door of a residence there also were spray painted, he said.

Total damage was estimated at slightly more than $1,200, Forrester said.

Sheriff's office investigating theft of three bicycles

Two adults from Topeka and two Salina teens were arrested Sunday after an alleged robbery in west Salina.

Police were called to the 800 block of Cherokee Drive at 3:25 p.m. Sunday for the report of a robbery, Salina Police Captain Paul Forrester said this morning. A 17-year-old boy reported that he had just been robbed and that the alleged suspects had left in a red Chevrolet Impala with a 60-day tag, Forrester explained. The suspects allegedly included the following, he said.

The teen told police that he had been at an overnight party at a residence in the 800 block of Cherokee Drive. While there, the teen took some marijuana wax that allegedly belonged to Smith-Love, Forrester said.

Later in the day, the suspects convinced the teen to come back to the Cherokee Drive residence to return the marijuana wax. The teen and a 16-year-old Salina boy returned to the residence and an argument ensued between the teen and Smith-Love, Forrester said.

Smith-Love, Sonneberger, and the 17-year-old female then allegedly began striking the teen, knocking him to the ground and taking his Nike shoes, Forrester explained. Smith-Love then allegedly pointed a handgun at the teen and then struck him on the side of the head with it, Forrester said.

Smith-Love then went out to the vehicle where the 16-year-old boy was waiting, and allegedly took a Playstation 4, a controller, and some games, Forrester said. The 17-year-old boy's fanny pack also was allegedly taken, Forrester added.

Total loss of items allegedly taken was estimated at $520, he said.

The subjects were apprehended and were arrested on the following requested charges, Forrester said.

2 Topeka adults, 2 Salina teens arrested after alleged robbery

A traffic stop early Saturday morning landed two Tennessee women in jail on requested drug charges.

Salina Police Captain Paul Forrester said this morning that an officer noticed a black 2019 Nissan Rogue allegedly speeding eastbound on Interstate 70 at approximately 1 a.m. Saturday. The officer pulled the vehicle over at milepost 254 (Ohio Street exit, he said.

During the traffic stop, the officer noticed the odor of marijuana and the vehicle was searched, Forrester said. The following was found in the car, he said.

A backpack with almost 154 grams of marijuana

A bag with 33 grams of marijuana and some cookies and pretzels that were infused with THC

Forrester said the driver, Tanika Goodall, 36, of Hermitage, Tenn., was arrested on the following requested charges.

Possession of marijuana greater than 25 grams

A passenger in the vehicle, Cyntanna Collins, 34, of Gallatin, Tenn., was arrested on the following requested charges, he said.

I-70 traffic stop leads to arrest of two Tennessee women

Well, they’re back among us now, members of the Kansas Legislature who finally managed to gavel to a close the election-year 2020 session with angst, argument, and sometimes not particularly good manners.

It was nearly a round-the-clock (twice) prize fight, and it was unlike any closing-day session we’ve seen in the past 40-plus years, and one that clearly pitted a Republican-dominated Legislature against a Democrat governor in the Statehouse, a building that was closed to the public in the midst of a pandemic.

Oh, and don’t forget, it was held just days before the filing deadline for members of the Legislature who want to return to life under the Dome. And those lawmakers -- some social-distancing, some wearing masks, but none shaking hands – are going to have an interesting number of choices ahead as they campaign on their experience and power in shaping the state for their constituents.

While the session stuttered from conference committees to the floor for debates, back to conference committees, and again to the floor, most Kansans are going to be confused and bewildered by the session and its effects on their lives.

What was interesting? Well, it could have been that instead of a three-day session which Senate leaders sought with time for committees to consider bills and make sure they knew what they did, instead it was a one-day session. The House’s insistence on a one-day session meant cramming a handful of bills that at least one chamber might – or might not – have considered good public policy and passed into one bill for consideration by both chambers.

Oh, and that means that once a conference committee report is assembled by a panel of three House and three Senate members (by the way, the GOP tilt in the Legislature means each of those legislative assembly lines has four Republicans and two Democrats, the full Legislature then votes yes or no, no amendments possible.

That’s why there were just a dozen of those bulk measures considered, and practically if four bills were assembled into one package, and one of them contains provisions that aren’t what your constituents want, well, legislators gulp and vote for the measure with issues they favor while trying not to dwell on those they don’t.

Makes passing bills simple. Put provisions that Democrats oppose into a conference committee report that contains some important provisions, and, well, it passes to the governor.

Best example, of course, is the COVID-19 response bill, which restricts the governor’s authority to take the extreme step of closing down businesses and bars and swimming pools and cancelling sporting events and gatherings of more than 15 people…with social-distancing, of course, to deter the spread of the fatal disease through the state.

Now, there are counties with no reported cases of coronavirus, and they don’t want the governor stepping into their way of life, closing their restaurants and swimming pools. And, they don’t want the same restrictions that heavily populated counties, with many coronavirus cases – and deaths – have under the same rules.

It was the conference committee system that made it possible for lawmakers to send the governor a bill that produces more local control and reduces her authority for restrictions…spiced with provisions that everyone likes, such as support for tele-medicine, increased testing, maintaining expanded unemployment compensation provisions, and allowing you to get important documents notarized over the Internet so you can actually sell that car or finance that house. Nice mix? Hmmm…

But that was the procedure, and we’re going to see the other side…will the governor sign into law a bill with provisions she doesn’t like in order to get provisions she wants or needs?

Salina City Commissioners are scheduled to convene a special meeting this afternoon.

The meeting is scheduled for 4 p.m. Tuesday in room 107 of the City-County Building, 300 West Ash Street, according to information from the city.

Attention all active registered Saline County voters: if you haven't already, you soon should receive a mailing from the Saline County Election Office.

In the envelope is a variety of voter information, including an application to receive primary and general election ballots by mail.

"Included in the envelope is a letter giving the options for voting available to all voters, voter registration card, an advance ballot application for both the primary and general, and an envelope to return those forms to our office," County Clerk Jamie Doss explained. 

Doss emphasized that no postage is required to return those applications in the envelope provided in the mailing. Voters also can return the documents via email or fax, information for which is at the top of the letter.

Additionally, the county clerk's office last week received approval from the Salina-Saline County Building Authority to install a ballot drop box next to the Salina Water Department drop box along the circle drive on the south side of of the City-County Building at 300 West Ash Street, Doss said. 

"The ballot drop box will be available to return ballots 20 days prior to each election and closing on election night at 7 p.m.," she added.  

Doss said the letter sent in the mailing is specific to each voter and includes the voter's party affiliation. Persons who wish to change their party affiliation must do so by noon on June 1, she noted.

The deadline for voters to change their names and/or addresses is July 14, she added.

Doss said the election office is currently recruiting poll workers for the elections. 

"Those interested must be a registered voter in Saline County or a 16- or 17-year-old who is otherwise eligible to register to vote, except for not yet being of legal age," she explained.

Eagle Radio lost a hall of famer and friend and listeners a beloved radio personality Sunday.

Longtime Salina radio personality Bill Ray (Bill Rowson, who was inducted into the Kansas Association of Broadcasters (KAB) Hall of Fame in 2017, died suddenly Sunday.

“Bill’s warm voice will be missed in our community and his friendship will be missed by his Eagle co-workers,” said Terry Drouhard, Eagle's regional manager for Salina and Hutchinson.

No one will miss him more than Dave Foor, who shared the airways with Ray during KINA's Saturdays with Bill and Dave show.

"Bill Ray and I worked together for over 30 years. I could write a book about all we shared through those years and all those hours on the air together. Bill was a first class professional, one of the best I ever worked with during 52 years in radio. In all those years I don’t remember that we ever had an argument.  We respected each other," Dave said. "But, so much more than that he was, and always will be, my friend. That kind of relationship comes along once in a lifetime, if you’re very lucky. I will miss him terribly."

Not only is Ray well known in the Salina area, but he also has his own entry on the Kansas Historical Society's <a href="https://www.kshs.org/kansapedia/bill-ray-rowson/20016">kansapedia website</a>.

Ray's interest in radio began while he was a student at Liberal High School, according to the kansapedia entry. While in school, he helped produce a high school radio show, which aired on KSCB-AM in Liberal. A 1968 graduate of Liberal High School, he went on to study radio and TV broadcasting at Emporia State University. He began his fulltime professional radio career in 1973, the kansapedia entry noted. He began his Salina radio career in 1980, according to kansapedia.

Ray and KINA's Randy Picking shared an early love of radio.

"What I liked about Bill is he made everyone comfortable and was very easy to talk to," Picking said. "We both fell in love with radio at a young age, and have been disappointed that the industry isn't the same as it was when we started."

When Picking retired late last year, Ray told him he would "still be drawn to the microphone if given the chance."

"When I announced I would be the severe weather anchor for Eagle, he sent me a short message: 'told ya,'" Picking said.

Ray has a special place in the heart of Eagle's Sam Pridey, who credits Ray with his working for Eagle Radio. Pridey said he had stopped by the station in 1997 to see Ray and Ray pointed to the secretary and said, "Give him an application." Pridey has worked for Eagle Radio since.

The kansapedia entry noted Ray's commitment to Salina. That commitment continued though his time with Foor on Saturdays with Bill and Dave. The Saturday morning duo made a point each week of keeping the citizens of Salina informed about events, programs, and helpful information. It wasn't unusual for representatives of local non-profit organizations to be on the show to talk about their events or the programs they were sponsoring to help others.

In addition to being inducted into the KAB Hall of Fame in 2017, Ray was recipient of the KAB Sonny Slater Award for Service to Community and Station in 2008. He also served on the KAB board.

Bill, thank you for all you did to make radio and Salina a better place. Your Eagle Radio family already misses you.

The National Weather Service (NWS) in Wichita has issued a flood warning for Mulberry Creek near Salina from Monday evening to Tuesday morning. At 1:46 p.m. Monday the level was 22.7 feet. Flood stage is 24.0 feet.

Forecast: Rise above flood stage by this evening and continue to rise to near 24.3 feet by this evening. The river will fall below flood stage by tonight.

Impact: At 24.0 feet, agricultural flooding can be expected. Parts of Halstead Road near the river gauge site, which is west of Salina, will begin to take on water.

UPDATE 9:40 a.m. Monday: The flood warnings information has been updated.

At 9:32 a.m. CDT, local law enforcement reported continued flooding in parts of Lincoln and Saline counties.

Excessive runoff from heavy rainfall will cause flooding of small creeks and streams, country roads, farmland, and other low lying spots.

In hilly terrain there are hundreds of low water crossings which are potentially dangerous in heavy rain. Do not attempt to cross flooded roads. Find an alternate route.

Flood warnings have been issued in our area.

Do not drive into flooded areas or go around barricades. Nearly two feet of water will carry most vehicles away. Turn around don`t drown.

NWS in Topeka has issued a flood warning for Chapman Creek near Chapman through Tuesday morning. At 3:45 a.m. Monday, the creek level was 21.7 feet. Flood stage is 19 feet.

Forecast: The river will continue rising to near 22.0 feet by this morning. The river will fall below flood stage this evening.

Impact: At 19.0 feet, lowland flooding occurs from near the town of Industry upstream from Chapman to the Smoky Hill River downstream from Chapman.

Grants, a disaster declaration, senior services, and 2021 budget requests are among the items on the Saline County Commission agenda for Tuesday.

The meeting is scheduled to begin at 9 a.m. Tuesday in room 107 of the City-County Building. A time for public comment is scheduled near the beginning of the meeting.

Saline County noted on the agenda for the meeting that as it transitions back to regular operations while maintaining social distancing to prevent the spread of COVID-19, there will be limited public seating for the meeting. Up to five members of the public will be accommodated on a first-come, first-seated basis in the commission meeting room and up to two speakers at a time will be permitted to line up to provide comment to the commission. Overflow seating will be provided in an adjacent room if necessary.

You also can view county commission meetings on Salina Media Connection, either via Cox Cable Channel 20 or online at <a href="http://www.salinatv.org">www.salinatv.org</a>.

In addition, interested persons can provide public comment by dialing (785) 621-0800, entering participant code 782956 followed by #, and then dialing *9 to alert the moderator that they wish to comment. Although commissioners will be able to hear comments, the public may have difficulty hearing commission business through the telephone bridge.

Commissioners are scheduled to conduct a public hearing as a part of its consideration of a county application for special Kansas Department of Commerce Community Development Block Grant funds for coronavirus response. The grant, if awarded, would provide funding for the county to grant or loan to for-profit businesses in order to help the businesses retain employees, according to information from the commission meeting packet.

Additionally, commissioners are scheduled to consider a resolution for a declaration of a state of local public health emergency for the county due to the COVID-19 pandemic. The declaration would be in place for 60 days unless terminated earlier or renewed by the county commission.

UPDATE: Floodwater receding in Chapman

Rainfall was plentiful throughout the area as occasional torrential rains caused flooding.

The storms brought with them high winds and some hail. 

At the Salina Regional Airport, 2.36 inches of rain was recorded in the 24-hour period ending at 7 a.m. Monday. Additionally, a wind gust of 67 mph was recorded at the airport at 10:13 p.m. Sunday.

In southeast Salina, near the Eagle Radio studios, 2.75 inches of rain was reported. Additionally, 1.5 inches was reported in north-central Salina.

Storms soak much of our area overnight

Longtime Saline County resident and area benefactor Donna L. Vanier, 85, passed away Saturday. Following is an obituary from her family and statements from Kansas State University leadership and the St. John's Military School Historical Museum.

The scriptures say, "To whom much is given, much will be required." Luke 12:48. To Donna Vanier, this was much more than Biblical council. It was a way of life.

Born in Salina, Kansas, on October 24, 1934, to Willis and Helen Lindsey, Donna Vanier is preceded in death by her parents and brother, Douglas.

She is survived by her husband of 65 years, John K. (Jack) Vanier, daughter Mary Vanier of Manhattan, daughter Dr. Marty Vanier of Manhattan and her stepchildren Katie, Kirsten and Kathy, and son John K. Vanier II of Salina, his daughters Lauren and Sarah, his wife Kim, and stepchildren Pallie, Landon, Jess, Ty, Jake &amp; Norah.

Donna Vanier possessed an outlook on life that focused on others and needed to look no further than her own family and community to make a difference.

When her family's way of life called, Donna Vanier replied with time, talent and treasure.

Donna Vanier lived most of her adult life with her husband on the CK Ranch outside of Brookville, Kansas. As matriarch of a ranch family, her commitment to their way of life did not stop at the fence line. She worked harder at CK Ranch than anyone; active in all aspects of the cattle business including producing the ranch's annual production sale catalogs, hosting countless ranch tour groups, tracking cattle inventories, and making employees and their families feel valued and appreciated.&nbsp;&nbsp;Her dedication and support of her family and her family's work was motivated by care and kindness.&nbsp;&nbsp;She was one of the founders of the American Hereford Association Auxiliary and sought to ensure leadership in the next generation of agriculture by offering scholarships through the Hereford Youth Foundation and the Kansas 4-H Foundation.

When Salina, Kansas, called, Donna Vanier answered with benevolence.

She served as the driving force behind the creation of the Donna L. Vanier Children's Center, which opened in 2012. Donna also served many years as: treasurer of the Christ Cathedral Episcopal Church and the Episcopal Diocese of Western Kansas; founding board member of the Greater Salina Community Foundation; Chair of the governing Boards of the Salina Regional Health Foundation, the Rolling Hills Museum, and St. John's Military School; and was a contributing member to countless other local boards and organizations.

When Kansas State University called, Donna Vanier responded with generosity.

At K-State, her service and leadership included roles on the KSU Foundation Board of Directors, the Ahearn Scholarship Board, where she originated the Powercat Auction, and Chair of the Beach Museum of Art Board of Visitors. Through these acts and countless others, Donna Vanier earned the Kansas State University Medal of Excellence, which recognizes those who have advanced K-State through exceptional service, leadership and philanthropic contributions.

Her many friends from the Salina area, the cattle business and the K-State family brought her immense joy.To whom much is given, much will be required. The scripture from Luke is an exhortation to vigilance.&nbsp;&nbsp;Generosity, strength, benevolence, toughness, vigilance. Over the generations, the Kansas culture has cultivated an apt description for people like Donna Vanier. She was a do-gooder. Wherever she went, Donna Vanier did good. The scripture ends, "And of him to whom they have entrusted much, they will demand more." As her family stated, "Donna understood innately what God expected of her and her life reflected it."Funeral service plans will be made and announced when COVID-19 gathering restrictions are lifted. The family suggests memorial gifts to any of the following organizations: the St. Francis Ministries of Salina; the KSU Foundation; the Christ Cathedral Endowment Fund in Salina; the Meadowlark Hills Good Samaritan Fund in Manhattan; and St. Paul's Episcopal Church of Manhattan. Her legacy of kindness and generosity will carry on and we are forever grateful to have had her as a member of our K-State family. The St. John's Military School Historical Museum also issued a statement on the passing of Donna Vanier:"Throughout her life she was associated with St. John’s Military School. Upon meeting Donna it was quickly apparent that she was a passionate supporter of the school. A plaque out side Armstrong chapel reads; Dedicated to Donna Vanier for her many contributions to St. John’s and in recognition of her love of this chapel. For many years, Donna attended chapel with the Cadets at St. John’s and provided flowers for the alter. Donna’s connection to St. John’s ran deep. She served as a member of the board of trustees, spearheaded the St. John’s Foundation, mounted countless fundraising efforts on the Cadets’ behalf, and tirelessly supported the school in many areas. All this can be readily documented through photos and publications, but her spirit, firm handshake in spite of her small stature, and her passion for St. John’s remains vivid in the hearts and minds of those who knew her. A multitude of Cadets were awarded scholarships in her name and her interest in those Cadets was keen. It was often Donna herself who presented the Cadet with their scholarship certificate. Wendy Stein visited Donna in late February of 2020 and states, 'Donna’s smile could light up a room. When I presented Donna with a paper weight with an image of the Vanier Academic Center, she took it in her hands like it was gold. At that moment it was apparent that her memory was strong of the school she loved. I will remember with great fondness this beautiful and strong woman who spent a lifetime in service to the causes she loved.'"
