On Monday night, the Salina City Commission passed Ordinance No. 20-11034 requiring the wearing of masks or other face coverings in public spaces.

The ordinance addresses the requirements of persons, businesses, organizations, and non-profit associations; outlines specific exemptions from the requirement of wearing masks or other face coverings; and addresses the penalties for a first, second, and any subsequent violations of the ordinance.

This ordinance shall be in full force and effect from and after its adoption and publication once in the official city newspaper, the Salina Journal, which is anticipated to be Thursday, July 9, according to a news release issued by the city Tuesday evening. The mask requirement will remain in place until repealed by the city commission, the news release noted.

AN ORDINANCE REQUIRING THE WEARING OF MASKS OR OTHER FACE COVERINGS IN PUBLIC SPACES.

WHEREAS,&nbsp;securing the health, safety, and economic well-being of residents of the City of Salina is the priority of the City Commission; and

WHEREAS,&nbsp;the United States Departments of Health and Human Services declared a public health emergency for COVID-19 beginning January 27, 2020, with now more than 2,580,000 cases of the illness and more than 126,000 deaths as a result of the illness across the United States; and

WHEREAS,&nbsp;the World Health Organization declared a pandemic on March 11, 2020; and

WHEREAS,&nbsp;a State of Disaster Emergency was proclaimed for the State of Kansas on March 12, 2020; and

WHEREAS,&nbsp;on March 13, 2020, the President of the United States declared the ongoing COVID-19 pandemic of sufficient severity and magnitude to warrant an emergency declaration for all states, tribes, territories, and the District of Columbia pursuant to Section 50 1 (b) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. § 5121-5207 (the "Stafford Act''); and

WHEREAS,&nbsp;on March 13, 2020, the President of the United States pursuant to Sections 201 and 301 of the National Emergencies Act, 50 U.S.C. § 1601, et seq. and consistent with Section 1135 of the Social Security Act, as amended (42 U.S.C. § 1320b-5), declared a national emergency that the COVID-19 outbreak in the United States constitutes a national emergency beginning March 1, 2020; and

WHEREAS,&nbsp;as of this date, in Kansas there have been 14,990 reported positive cases of COVID-19 spread among 97 counties, including 272 deaths; and

WHEREAS, after a steady trend of decreasing metrics, recent weeks have seen the numbers of COVID-19 cases, hospitalizations, and deaths spike in Kansas and across the nation; and

WHEREAS,&nbsp;in Saline County, there is a recent increase in cases as is reported; and

WHEREAS, this of increased COVID-19 spread is a danger to the health and safety of residents of Salina and also presents a serious threat to reopening and reviving the Salina economy; and

WHEREAS, wearing a mask in public is the easiest and most effective way to protect each other and help keep our businesses open and our economy running; and

WHEREAS,&nbsp;the City of Salina must remain flexible to account for the evolving nature and scope of the unprecedented public health emergency posed by COVID-19, while also simultaneously safely, strategically, and incrementally reopening business and facilitating economic recovery and revitalization; and

WHEREAS,&nbsp;for the aforementioned and other reasons, and in recognition and furtherance of our responsibility to provide for and ensure the health, safety, security, and welfare of the people of the City of Salina, requiring that masks or other face coverings be worn in public spaces is necessary to promote and secure the safety and protection of the civilian population,&nbsp;SO NOW, THEREFORE

BE IT ORDAINED&nbsp;by the Governing Body of Salina, Kansas:

Section 1.&nbsp;&nbsp;Definitions.&nbsp;The following terms shall have the following meanings:

a. "Mask or other face covering" means a covering of the nose and mouth that is secured&nbsp;to the head with ties, straps, or loops over the ears or is simply wrapped around the lower face. A&nbsp;mask or other face covering can be made of a variety of synthetic and natural fabrics, including cotton, silk, or linen. Ideally, a mask or other face covering has two or more layers. A mask or other face covering may be factory-made, sewn by hand, or can be improvised from household items such as scarfs, bandanas, t-shirts, sweatshirts, or towels.

b. “Public space” means any indoor or outdoor space or area that is open to the public;&nbsp;this does not include private residential property or private offices or workspaces that are not&nbsp;open to customers or public visitors.

Section 2.&nbsp;Requirements of persons.&nbsp;All persons in the City of Salina shall cover their mouths and noses with a mask or other face covering when they are in the following situations: a. Inside any indoor public space where distancing of 6 feet at all times is not possible; b. In line and waiting to enter an indoor public space; c. Obtaining services from the healthcare sector in settings, including but not limited to, a&nbsp;hospital, pharmacy, medical clinic, laboratory, physician or dental office, veterinary clinic, or blood bank, unless directed otherwise by an employee or healthcare provider; d. Waiting for or riding on public transportation or while in a taxi, private car service, or ridesharing vehicle; or e. While outdoors in public spaces and unable to maintain a 6-foot distance between individuals&nbsp;(not including individuals who reside together) with only infrequent or incidental&nbsp;moments of&nbsp;closer proximity.

Section 3.&nbsp;&nbsp;Requirements of businesses, organizations, and non-profit associations. All businesses, organizations and non-profit associations in the City of Salina must require all employees,&nbsp;customers, visitors, members, or members of the public to wear a mask or other face covering when:

a. Employees are working in any space visited by customers, members of the public or co-workers, who are present at the time;

b. Employees are working in any space where food is prepared or packaged for sale or&nbsp;distribution to others;

c. Customers, members, visitors, or members of the public are in a facility managed by&nbsp;the business or organization; or

d. Employees are in any room or enclosed area where other people (except for individuals&nbsp;who reside together) are present and are unable to maintain a 6-foot distance except for&nbsp;infrequent or incidental moments of closer proximity.

Section 4.&nbsp;&nbsp;Exemptions. The following individuals are exempt from wearing masks or other face&nbsp;coverings in the situations described in Sections 2 and 3:

a. Persons age five years or under; children age two years and under in particular should&nbsp;not wear a face covering because of the risk of suffocation;

b. Persons with a medical condition, mental health condition, or disability that prevents&nbsp;wearing a face covering—this includes persons with a medical condition for whom wearing a&nbsp;face covering could obstruct breathing or who are unconscious, incapacitated, or otherwise&nbsp;unable to remove a face covering without assistance; c. Persons who are deaf or hard of hearing, or communicating with a person who is&nbsp;deaf or hard of hearing, where the ability to see the mouth is essential for communication;

d. Persons for whom wearing a face covering would create a risk to the person related to&nbsp;their work, as determined by local, state, or federal regulators or workplace safety guidelines;

e. Persons who are obtaining a service involving the nose or face for which temporary&nbsp;removal of the face covering is necessary to perform the service; f. Persons who are seated at a restaurant or other establishment that offers food or&nbsp;beverage service, while they are eating or drinking, provided they maintain a 6-foot distance&nbsp;between individuals (not including individuals who reside together or are seated together) with&nbsp;only infrequent or incidental moments of closer proximity; g. Athletes who are engaged in an organized sports activity that allows athletes to&nbsp;maintain a 6-foot distance from others with only infrequent or incidental moments of closer&nbsp;proximity;

h. Persons who are engaged in an activity that a professional or recreational association,&nbsp;regulatory entity, medical association, or other public-health-oriented entity has determined&nbsp;cannot be safely conducted while wearing a mask or other face covering; i. Persons engaged in an activity or event held or managed by the Kansas Legislature; j. Persons engaged in a court-related proceeding held or managed by the Kansas&nbsp;Judiciary; and

k. Persons engaged in any lawful activity during which wearing a mask or other face&nbsp;covering is prohibited by law.

Section 5.&nbsp;&nbsp;Enforcement, violations and penalties.

a.&nbsp;&nbsp;Any person, business, organization, or non-profit association violating the provisions of this ordinance shall be guilty of misdemeanor, punishable by:

1.&nbsp;&nbsp;A fine of no less than twenty-five ($25.00) dollars upon a first violation.&nbsp;

2.&nbsp;&nbsp;A fine of no less than fifty ($50.00) dollars upon a second violation.

3.&nbsp;&nbsp;A fine of no less than one hundred ($100.00) dollars upon a third or subsequent violation

b.&nbsp;&nbsp;Each occurrence of a violation of this ordinance shall be considered a separate and distinct violation.

According to the Kansas Geological Survey (KGS), a magnitude 2 quake shook part of the county southeast of Salina at 4:16 a.m. Tuesday. It was centered just west of South Woodward Road slightly more than a mile south of Kansas Highway 4.

Two people were injured in a two-vehicle accident in south Salina Monday evening.

A 2002 Toyota Camry driven by Kevin Benitez, 20, of Garden City, was northbound on South Ninth Street when Benitez made a left turn onto Magnolia Road and turned in front of a southbound 2003 Ford Taurus driven by Christina Woodhull, 38, of Salina, causing the Taurus to strike the Camry, Salina Police Captain Paul Forrester reported this morning.

Benitez complained of neck pain and light headedness and was transported to Salina Regional Health Center (SRHC) by EMS, while Woodhull complained of hip pain and self reported to SRHC, Forrester explained.

The Camry sustained damage to right front of the vehicle and the Taurus sustained damage to left front of the vehicle, he noted.

Benitez was cited for the following, Forrester reported.

Two people injured  Monday in south Salina accident

A farm truck and load of straw bales were destroyed by fire Monday afternoon east of Salina.

Blaine Godinez, 29, of Salina, who was working for Mattison Farms, was driving a 1981 GMC farm truck in a field in the 2500 block of East Stimmel Road shortly after 4 p.m. when the truck stopped working Saline County Sheriff Roger Soldan said this morning. The truck was loaded with 80 straw bales, he said.

Godinez opened the hood and discovered the that the engine compartment was on fire, Soldan said. Total loss included $320 for the bales and $4,000 for the truck, he said.

The fire was extinguished by Rural Fire District No. 5 personnel, Soldan said.

 </figure>A farm truck and load of straw bales were destroyed by fire Monday afternoon east of Salina.Blaine Godinez, 29, of Salina, who was working for Mattison Farms, was driving a 1981 GMC farm truck in a field in the 2500 block of East Stimmel Road shortly after 4 p.m. when the truck stopped working Saline County Sheriff Roger Soldan said this morning. The truck was loaded with 80 straw bales, he said.Godinez opened the hood and discovered the that the engine compartment was on fire, Soldan said. Total loss included $320 for the bales and $4,000 for the truck, he said.The fire was extinguished by Rural Fire District No. 5 personnel, Soldan said.

Two females believed to be stealing Visa prepay cards at Walmarts in Kansas apparently have struck at the Salina Walmart.

Police are investigating a case from May 17 during which two females entered Walmart, 2900 South Ninth, at approximately 7 a.m. and grabbed 20 Visa prepay cards off the rack, Salina Police Captain Paul Forrester reported this morning.

The females then split up and went to two different registers where they utilized an employee pin number to access the register and put funds on each of 10 of the cards, according to Forrester. Total loss was $2,600, he added.

The females have been traveling to different WalMarts in Kansas conducting the same scheme, Forrester explained. 

Surveillance video is being reviewed, he noted.

From&nbsp;research to product testing to education and training, the&nbsp;<a href="https://bulk-solids.k-state.edu/" target="_blank">Kansas State University Bulk Solids Innovation Center</a>&nbsp;is celebrating five years of contributions to the particle technology industry. The only facility of its kind in North America, the&nbsp;center opened in June 2015 after breaking ground on the project in north Salina less than a year prior. With 13,000-square-feet of laboratories, a testing bay and conference and lecture rooms, the center's mission has been to study the science of bulk solids handling while offering innovative solutions to customers that improve bulk solids storage, flow and conveying. "Bulk solids make up more than 80% of items transported around the world, yet formal education and research in this area is not completely understood," said Raju Dandu, the facility's director. "This recognition, along with the university's land-grant mission and Salina's history of being a large flour milling hub, propelled the need to create the center. In collaboration with several entities, over the years the bulk solids innovation center has been able to provide value-added solutions and services that enhance efficiency and productivity in a variety of industries as well as contribute to local economic growth and foster education." The two-story facility has six&nbsp;laboratories for university and industry-sponsored research,&nbsp;a material properties testing laboratory&nbsp;and a full-scale bulk solids test bay.&nbsp;The center has partnered with several companies over the last five years to&nbsp;provide research and consulting services ranging from small scale sample material characterization to full-scale material handling and storage. Most recently, the center&nbsp;teamed up with a global chemical company to supply testing services, including equipment improvements,&nbsp;for one of its more challenging products. In addition to supporting customers, the Kansas State University Bulk Solids Innovation Center offers professional development courses.&nbsp;In January 2016, the center hosted its first industry short course on bulk solids handling and it exceeded capacity expectations with students from 13 states participating. Since then, nearly 350 people from 42 states and several countries have attended more than 20 classes, and current course topics now include Foundations of Pneumatic Conveying, Advanced Pneumatic Conveying and Storage and Flow of Bulk Solids. "It has been fun seeing industry's enthusiasm about the bulk solids innovation center and its capabilities," said Todd Smith,&nbsp;business and strategy manager at the facility.&nbsp;"Many companies want to contribute equipment and we are continually being asked to add new methods, courses and testing capacity.&nbsp;Our goal for the center is to become the country's known leader for bulk solids technology — within four years, we want to be the place industry thinks of first." Since the facility is university-connected, it also provides a space where students at the Kansas State University Polytechnic Campus in Salina can gain hands-on experience and build employable skills while supporting the center's daily functions and its important research. Currently, the center employs three student interns who perform lab tests for customers and assist in project phases, from equipment design and setup all the way through to test execution and data collection and analysis. Additionally, students in the engineering technology programs at K-State Polytechnic often utilize the bulk solids innovation center for their senior design course projects. KSU Bulk Solids Innovation Center celebrates 5 years in Salina

Salina USD 305 has provided additional information about its Walk-the Stage ceremonies for its 2020 graduates.

As we first reported on June 29,&nbsp;on Aug. 1, 2020, both USD 305 high schools will each host a Walk-The-Stage ceremony for their 2020 graduates at Salina Stadium. Central High School: 8 a.m.,&nbsp;Salina Stadium South High School: 10 a.m., Salina Stadium With safety precautions in place, 2020 graduates will wear their cap and gown, have their name read, walk across the stage and be photographed. Students will receive a letter with information about where and when to report, social distancing and hand sanitizing.

Guests and families are asked to wear facemasks and social distance, six feet apart, from other families. Seating will begin on the west side of the stadium with the east side planned for overflow.

Guests and families need to follow guidance from the&nbsp;<a href="https://www.coronavirus.kdheks.gov/1/Home" target="_blank">Kansas Department of Health and Environment&nbsp;</a>&nbsp;(KDHE) regarding travel to other states with increased numbers of COVID-19. The traditional graduation ceremonies were originally scheduled for May 17, but because of the COVID-19 pandemic, USD 305 canceled the ceremonies. Instead, Eagle Radio's 99KG broadcast an on-air graduation ceremony&nbsp; for each high school on May 17. Graduation speakers included student leaders, principals, and guests. USD 305 provides additional information about Walk-the-Stage events

This will be the week we get a good handle on just how counties are going to react to Gov. Laura Kelly’s “mask order” which requires Kansans, and visitors here, to wear facemasks when in public spaces where they are likely to be less than six feet apart.

County commissions will get the chance this week – and some already have – to pare down that ruling about masks in public spaces for whatever county reason there is. It just takes a public vote at a county commission meeting to say, “never mind in this county.” Nobody’s sure whether it could be stretched to say…unless your car tag is from a different county where there are more COVID-19 cases than we are comfortable with.

For us Statehouse habitués, the argument over the masks and who can tell whom to wear them and when and where is entertaining because if lobbyists used the same sort of arguments, well…they wouldn’t have much success for their clients.&nbsp;

There’s that initial argument by anti-maskers that “this is another state mandate on our lives.” That’s interesting, partly because the concept behind the mask rule is to save lives or at least reduce the inconvenience of catching or possibly dying of COVID-19.

And some of us under the Dome are wondering whether this whole mask issue was portrayed convincingly right from the beginning. There’s a little talk that if the masks had initially been described as a way to&nbsp;reduce&nbsp;catching the disease rather than&nbsp;spreading&nbsp;the disease, there might be fewer opponents to the issue.&nbsp;

Gotta wonder also whether the Kelly mask order, which has been described by Senate President Susan Wagle, R-Wichita, as an&nbsp; “iron-fisted state order,” is just that iron-fisted if counties can opt out of it. Nobody can remember whether the “iron-fisted order” argument was used to rally public protest against, say, those sneeze guards at the salad bar?&nbsp; …or to arbitrarily set .8 percent as the bright red line on driving while intoxicated?

And nobody’s talking out loud about it, but there is also that underlying benefit for businesses and stores and bars and such by having in place a statewide order. That way business owners and their masked employees can point toward Topeka and say, “we’re not keeping you from shopping here, it’s the governor.”

Nothing much better than finding someone else to blame for angering some customers, is there? That makes it simple, and probably means that store owners aren’t going to have to explain, probably unsuccessfully, why they won’t let anti-maskers into the store.

There’s also the issue of those $2,500 fines for violating the mask order. Yes, while the order leaves enforcement of the order up to the counties, and their sheriff’s officers, and county attorneys, nobody’s seen a fine issued yet.

Not wearing a mask in a county that hasn’t exempted itself from the order carries a civil fine of up to $2,500. It’s civil, so it won’t show up as a criminal act that will damage your chances for landing a job, or test-driving a car, but it’s still up to $2,500, though local officials could say, “we’ll call it good with just a warning, or maybe a $10 fine to cover the cost of copying the paperwork.”

Chances are good that the full fine wouldn’t be levied by your local district attorney unless you weren’t wearing a mask while robbing a liquor store…

So, yes, Statehouse regulars are wondering where this mask rule goes next session, when there are going to be brand-new legislators in the hallways…and when the real campaigning for the governor’s office starts again.

Although, the six-foot distance rule probably sounds good to some fathers of dating-age daughters…

At the Rail: Reaction to the governor's face mask order

The City of Salina has announced street surface work for this week.

Wednesday through Friday, APAC-Kansas, Inc., Shears Division of Salina will perform the ultrathin
bonded asphalt surface (UBAS) maintenance on the following streets for the City
of Salina, weather permitting:

Arterial streets will be constructed
utilizing lane closures but otherwise will be open to traffic. &nbsp;Residential streets will be closed to traffic
between the hours of 8 a.m. and 5 p.m. while the work is being completed.&nbsp; Motorists are asked to proceed with caution
when approaching work zones for the safety of the crews performing the work.

This type of preventative maintenance is
fairly new to Salina but has been used to help extend the life of many roads
around the State of Kansas.&nbsp; It consists
of a thin, coarse aggregate hot mix over a special asphalt membrane similar to
a chip seal but placed in one pass with a spray paver.&nbsp; The membrane prevents water intrusion and
provides a superior bond to the old asphalt.&nbsp;
The overlay can disperse water quickly off the surface, which reduces
roadway spray from vehicles and provides greater visibility and traction in wet
weather.&nbsp; UBAS has performed well for
other cities and provides a good friction surface in wet weather.&nbsp; UBAS can be installed quickly, and asserts a
longer life-span (eight-10 years) than micro-surfacing (six-seven years).

The $650,000 project is a major part of
the City of Salina’s 2020 maintenance capital improvement program.

City announces street surface maintenance work this week

PHILLIPSBURG —&nbsp;From the beginning of the coronavirus outbreak in Kansas in March, and on through the months of April, May and June, Phillips County dodged any real crisis.

     There was one COVID infection of a worker at a Phillipsburg industrial plant, and a couple weeks later an employee at a retail store was diagnosed with the disease.

Several weeks after that there was a case in rural Phillips County.  Three total infections in the entire county, with uncomplicated, uneventful recoveries made by all involved since then.

     With it looking like residents of Phillips County might be able to hunker down and avoid the problems other states and nations have been afflicted with, in the middle of last week the unthinkable happened.

     Not just unthinkable--almost inconceivable; the highly-contagious virus breached the safety protocols put in place at a local nursing home housing our most vulnerable citizens, swept through that facility, and began doing what it does--infecting people.  At-risk people.

     Word began spreading last Wed., July1, that the Logan Manor was having a COVID outbreak, and that four residents had been diagnosed.  That number of new cases exceeded all the prior known cases in all of Phillips County for all  of the months since the pandemic had begun.

     But that was just the beginning.  As of press time, the count was up to 17 residents--half the population of the Logan facility--and eight staff members.  

     Most of the infected residents are quarantined in their rooms.  One was in such serious condition transport to Norton Hospital was necessary, followed by airlift to Kearney.

     With the cluster still having the potential to continue growing, the direction it will take is a current unknown.

     The Kansas Department of Health and Environment is now closely involved in the situation.  To date, ten people being tested in the entire county in one week was a lot.  With the new cluster outbreak, 115 Phillips Countians have now been tested in just the        past seven day period -- with those being tested including nursing home residents, in-house nursing home staff, outside staff support, vendors, and others.  

     Broader contact tracing is also underway, with anyone who has come into close proximity also being tested.

Wednesday, July 1 4 total cases identified in Logan Manor.

     The Phillips County Health Dept. issued a statement asserting a cluster of four positive cases of COVID-19 had been identified at Logan Manor.

     This day saw a huge jump in numbers.  

     Reported Rogers, “Phillips County Health Department has identified another 18 positive COVID-19 individuals related to the cluster at the Logan Manor, Logan, Kansas.  

     “Eight of these cases are among staff members and there are ten additional residents who have tested positive for a total of 17 residents.  

     “All close contacts are being notified and are asked to quarantine.  No additional information will be provided on the staff or residents.  If you have been identified as a close contact, you will be notified.  

     “We continue to recommend using social distancing, wearing masks in public where social distancing is not likely, using good hygiene practices, limiting travel to essential needs, not traveling to hot spots and staying home if you are feeling ill or have a fever greater than 100.4 degrees Fahrenheit.”

     One major point of investigation is determining how the virus breached the considerable safety measures put in place to keep it out.

     In recent weeks, no visitors to Logan Manor have been permitted in, and staff workers are required to wear masks at all times.  

     When the staff comes to work, they have their temperature taken and then enter a restricted room to change from their street clothes to their working clothes.  When they go home, the procedure is reversed.

     In addition, prior to the outbreak residents had been kept apart from one another, and had been isolating, including eating, in their rooms.  So how COVID spread from resident to resident to resident so many times when staff personnel were masked is a major question being looked into.

     COVID-19 has not been present in Phillips County in several weeks, and now with its reintroduction -- a reintroduction into the most dangerous environment possible locally -- somewhere along the line the extremely critical safety protocol chain was broken, with the hunt now on to prevent it from happening again.  

New Outbreaks Also In Norton, Graham and Ellis counties

     With Logan being geographically located in the tri-county area of Phillips/Norton/Graham counties, it also bears mentioning that diagnosed Norton County COVID-19 infections jumped from 4 to 10 over the past week, and two cases emerged in Graham County.  Graham had been free of COVID-19 for the entire duration of the pandemic until now.

     Elsewhere, Ellis County, had an almost 50 percent jump in confirmed cases -- up from 21 to 30.

There was one COVID infection of a worker at a Phillipsburg industrial plant, and a couple weeks later an employee at a retail store was diagnosed with the disease.Several weeks after that there was a case in rural Phillips County. Three total infections in the entire county, with uncomplicated, uneventful recoveries made by all involved since then. With it looking like residents of Phillips County might be able to hunker down and avoid the problems other states and nations have been afflicted with, in the middle of last week the unthinkable happened. Not just unthinkable--almost inconceivable; the highly-contagious virus breached the safety protocols put in place at a local nursing home housing our most vulnerable citizens, swept through that facility, and began doing what it does--infecting people. At-risk people. Word began spreading last Wed., July1, that the Logan Manor was having a COVID outbreak, and that four residents had been diagnosed. That number of new cases exceeded all the prior known cases in all of Phillips County for all of the months since the pandemic had begun. But that was just the beginning. As of press time, the count was up to 17 residents--half the population of the Logan facility--and eight staff members. Most of the infected residents are quarantined in their rooms. One was in such serious condition transport to Norton Hospital was necessary, followed by airlift to Kearney. With the cluster still having the potential to continue growing, the direction it will take is a current unknown. The Kansas Department of Health and Environment is now closely involved in the situation. To date, ten people being tested in the entire county in one week was a lot. With the new cluster outbreak, 115 Phillips Countians have now been tested in just the past seven day period -- with those being tested including nursing home residents, in-house nursing home staff, outside staff support, vendors, and others. Two dozen diagnosed with virus at Phillips Co. nursing home

MANHATTAN –&nbsp;&nbsp;If you’ve ever heard the saying, ‘Your eyes were bigger than your stomach,’ you probably know it usually refers to an overindulgence on food, ending up with a bellyache.

Like humans, cattle can unknowingly overeat such grasses as alfalfa and clover and may end up with a serious condition impacting their digestive system — legume&nbsp;bloat.

On a recent podcast from Kansas State University’s Beef Cattle Institute, beef cattle experts talked about cattle&nbsp;bloat, defined as excess gas in the rumen (the largest of the four chambers of the cattle stomach).

“When cattle graze on high quality forages such as legumes, the plants have characteristics that promote frothing. A cow’s saliva is thick and oily, which can usually break down the froth,” said K-State veterinarian Bob Larson. “If there is too much froth production, the rumen fills with gas, putting pressure on the lungs so that the cattle can’t breathe, causing them to die if there is no intervention.”

Larson likened legume&nbsp;bloat&nbsp;to froth on the top of a root beer with many tiny bubbles, which is different than the type of&nbsp;bloat&nbsp;that happens when cattle overeat on grain.

“We typically think of&nbsp;bloat&nbsp;as an acidosis, or free gas&nbsp;bloat, in which the gas can be released with an esophageal tube. But with legume&nbsp;bloat, because it has tiny bubbles of gas, it has to be managed differently,” said Brad White, K-State veterinarian and BCI director.

To prevent this type of&nbsp;bloat, management of the grazing plan is the biggest step. Additional tools are to provide access to a&nbsp;bloat&nbsp;guard block containing poloxalene (a feed additive) that they can lick, or fed a ration containing monensin (an ionophore), said White.&nbsp;

“Cattle will sometimes selectively graze, eating only the leaves instead of the full stem, and that can lead to legume&nbsp;bloat. We can manage that by following an intensive grazing management plan,” Larson said.

One strategy is to group the cattle in narrow strips of pasture where they are required to eat the stems and not just the leaves before they are moved to the next section, Larson said.

Another option is to limit the time the cattle are exposed to the pasture.

It is important to introduce the cattle to the pasture slowly, Weaber said. “To keep&nbsp;bloat&nbsp;from happening, make sure that the cattle aren’t really hungry when you first turn them out because that leads them to want to overeat.”&nbsp;&nbsp;Providing dry hay or abundant standing forage before turning the cattle in on a field with a lot of alfalfa or clover.

“Then let the cattle graze from mid-morning to mid-afternoon and then pull them off the field,” said Bob Weaber, K-State Research and Extension beef cattle specialist. “The cattle should be allowed to eat hay overnight before putting them back on the pastures the next day.”

BATON ROUGE, La. -- Autumn Adams of Wakefield was recently initiated into The Honor Society of Phi Kappa Phi, the nation's oldest and most selective all-discipline collegiate honor society. 

Adams was initiated at Emporia State University.

Adams is among approximately 30,000 students, faculty, professional staff and alumni to be initiated into Phi Kappa Phi each year. Membership is by invitation only and requires nomination and approval by a chapter. Only the top 10 percent of seniors and 7.5 percent of juniors are eligible for membership. Graduate students in the top 10 percent of the number of candidates for graduate degrees may also qualify, as do faculty, professional staff and alumni who have achieved scholarly distinction.

Phi Kappa Phi was founded in 1897 under the leadership of undergraduate student Marcus L. Urann who had a desire to create a different kind of honor society: one that recognized excellence in all academic disciplines. Today, the Society has chapters on more than 300 campuses in the United States and the Philippines. Its mission is "To recognize and promote academic excellence in all fields of higher education and to engage the community of scholars in service to others."

BATON ROUGE, La. -- Autumn Adams of Wakefield was recently initiated into The Honor Society of Phi Kappa Phi, the nation's oldest and most selective all-discipline collegiate honor society. Adams was initiated at Emporia State University.Adams is among approximately 30,000 students, faculty, professional staff and alumni to be initiated into Phi Kappa Phi each year. Membership is by invitation only and requires nomination and approval by a chapter. Only the top 10 percent of seniors and 7.5 percent of juniors are eligible for membership. Graduate students in the top 10 percent of the number of candidates for graduate degrees may also qualify, as do faculty, professional staff and alumni who have achieved scholarly distinction.Phi Kappa Phi was founded in 1897 under the leadership of undergraduate student Marcus L. Urann who had a desire to create a different kind of honor society: one that recognized excellence in all academic disciplines. Today, the Society has chapters on more than 300 campuses in the United States and the Philippines. Its mission is "To recognize and promote academic excellence in all fields of higher education and to engage the community of scholars in service to others."

The Salina City Commission tonight approved an ordinance requiring people within the city limits to wear face masks due to the COVID-19 pandemic.
