Public hearing for 2021 budget among city agenda items for Monday

A public hearing for the proposed 2021 budget and consideration of accepting a coronavirus Community Development Block Grant are among the items on the Salina City Commission agenda for Monday.

The meeting is scheduled to begin at 4 p.m. Monday in room 107 of the City-County Building, 300 West Ash Street. A time for public comment is scheduled near the beginning of the meeting.

Likewise, the public hearing for the proposed 2021 budget is near the beginning of the commission agenda. According to information in the commission meeting packet, "The final proposed 2021 budget includes total expenditures of $111,457,319. The comparable amount for 2020 was $108,369,096 which includes $103,765,108 from the Original Budget certified to the County Clerk on 8/25/2019 and $4,603,988 from the Amended Budgets certified to the County Clerk on 1/14/2020. Included in the total expenditures certified to the State, the City has included a budgeted reserve balance carry forward of approximately $7,500,000 in 2021 compared to a budgeted reserve balance carry forward in the 2020 budget of approximately $5,500,000 contributing to the majority of the difference in total expenditures of $3,088,223 between the two years. The other major contributor to the increase is the budgeted expenditure for the purchase of carts in the Sanitation Fund of approximately $1.1 million. Overall leaving the budgeted expenditures in the 2021 budget just under the 2020 budget."

Additionally, the final proposed 2021 budget has a mill levy of 30.697 mills, an increase of 0.978 of a mill over the final mill levy for the 2020 budget.

Other items on the city agenda for Monday include the following.

●Hear the first reading of Ordinance No. 20-11036 levying special assessments against certain lots and pieces of property to pay the cost of abatement of nuisances.

●Hear the first reading of Ordinance No. 20-11037 levying special assessments against certain lots and pieces of property to pay the cost of the repair of sidewalks.

●Consider Resolution No. 20-7862 authorizing the mayor to execute an amended and restated Sidewalk Café License Agreement with JKSK Corporation authorizing an outdoor sidewalk dining area in Strand Plaza abutting the Barolo Grille Restaurant at 112 South Santa Fe Avenue.

●Consider Resolution No. 20-7863 accepting a grant and approving a grant agreement with the Kansas Department of Commerce for a 2020 Kansas Community Development Block Grant – Coronavirus (CDBG-CV) and authorizing the mayor to execute the grant agreement and associated implementation and administrative documents.

●Hear a June 30, 2020, financial update.
