The Salina USD 305 Board of Education will conduct a hearing for its proposed 2020-21 budget during its meeting Tuesday.

The meeting is scheduled for 5:30 p.m. Tuesday in the district office building, 1511 Gypsum Avenue. According to budget information in the board meeting packet, "The overall mill levy will remain flat at 55.508 mills, and is lower than it has been in ten years. An increase in LOB state aid and assessed valuation are the driving factors in the decrease."

The budget information noted that while the COVID-19 pandemic had changed learning delivery models, the budget process has remained the same.

"Under the current funding formula, the Base Aid for Student Excellence will increase to $4,569 per student. However, special education funding will decrease and is still not funded to the level of the law. The rest of the funding formula remains unchanged from the prior year," the budget information noted.

Other items on the board agenda include the following.

●Recognition of elementary and secondary teachers of the year.

●Recognition of the Kansas Master Teacher.

●Consider approval of the Saline County Coronavirus Relief Fund grant application.

●Consider board representative appointments.

●Consider a one-month health and dental insurance premium holiday for employees since "health and dental plan expenditures were lower than budgeted in fiscal year 2019-2020," according to the board packet information.

●Consider approving a baseball/softball agreement with the City of Salina, Kansas Wesleyan University, and Salina Baseball Enterprises, Inc.

●Discussion of a multi-county hazard mitigation plan.

USD 305 to conduct budget hearing during Tuesday meeting

MANHATTAN – Kansas State University and the Kansas Livestock Association will host a pair of field days Thursday and Aug. 18 to share updates on topics important to the beef cattle industry. &nbsp;

The KLA/K-State field days will be held Thursday at&nbsp;W &amp; S Ranch Inc., owned and operated by the Weltmer family southeast of Smith Center; and Aug. 18 at&nbsp;G-Three Cattle Co., owned by the George family near Uniontown.&nbsp;

The Thursday event&nbsp;includes discussions on leveraging genetics to achieve cow herd objectives, managing and planning for tough economic times, optimizing gain with post-weaning nutrition and combating farm stress.&nbsp;

On Aug. 18, the program includes a panel discussion on the utilization of cover crop grazing systems, an outlook on the markets and the geopolitical factors that affect them, optimizing cow herd efficiency and combating ag stress.&nbsp;

Registration for both events starts at 3 p.m. and includes a free beef dinner at 6:45 p.m. All livestock producers and others involved in the business are invited to attend. The event will be set up to ensure proper spacing to accommodate social distancing protocol. Masks will be available and hand sanitizer will be provided to each attendee. &nbsp;

Both events are sponsored by the Farm Credit Associations of Kansas and Bayer Animal Health. K-State, KLA field days set for Thursday, Aug. 18 

UPDATE: The story has been updated to correct who extinguished the fire, per information from the Saline County Sheriff's Office.

Emergency personnel were called to the Salina Speedway Saturday afternoon for the report of a car trailer on fire.

Saline County Sheriff Roger Soldan said this morning that a homemade motor home pulling a homemade car trailer was northbound on South Burma Road just after 4 p.m. when the driver, Brian Fry, 57, of Whitewater, noticed smoke coming from the trailer. He pulled the trailer into the entrance of the Salina Speedway and attempted to put the fire out with an extinguisher, burning his hand in the process, Soldan explained. Fry declined treatment, he added. Two passengers in the motor home were not injured, Soldan said.

Personnel from the Salina Speedway safety crew extinguished the blaze, Soldan confirmed.

An electrical issue with a generator mounted in the front of the trailer is believed to have started the fire, which caused an estimated $30,000 worth of damage to the trailer and motor home, Soldan said.

UPDATE: Car trailer burns near entrance to Salina Speedway Saturday

Updated DNA testing has resulted in the identification of "Miss Molly," an unidentified deceased woman who was found in a creek along Interstate 70 in Saline County on Jan. 25, 1986.

On July 29, 2019, the woman's body was exhumed from Gypsum Hill Cemetery so that samples could be obtained for DNA testing. The resulting DNA profile was entered in the FBI Combined DNA Index System (CODIS) and in late February the Saline County Sheriff’s Office was notified that a possible familial match was obtained, according to a news release from the sheriff's office this morning.

"After further examination this match provided positive identification of ‘Miss Molly’ which has since been confirmed thru dental records," the news release noted.

The sheriff's office plans to conduct a news conference for credentialed media at 4 p.m. Tuesday to release additional information about the case. Check Salina Post for further information.

We are now a few days past the 75th anniversary of the atomic bomb being dropped on Hiroshima and three days later on Nagasaki. These were the first and last uses of nuclear bombs in warfare—so far. Nuclear tests were conducted where 504 devices were exploded at 13 test sites, mostly by the U.S. and the U.S.S.R., yielding a total explosive power of 440 megatons. The memory of the bombs on Japan, and the real-time images of those many nuclear tests that were conducted up to 1980, have likely prevented the use of nuclear warfare ever since.

Yet there is now concern that as the remaining elderly survivors of the Nagasaki and Hiroshima bombings die, so will our revulsion to these horrific events. Indeed, the clock maintained by the Bulletin of Atomic Scientists has never been closer to doomsday. &nbsp;

Twenty five years ago, Walter Cronkite interviewed renowned nuclear scientist Harold Agnew who had worked on the original bomb at Alamagordo. Cronkite asked Agnew if he felt safer with the test ban treaty in place, during his broadcast of “Fifty Tears After the Bomb and Counting?”&nbsp; &nbsp;

Agnew’s answer caught Cronkite by surprise. He felt we were less secure because the generation of generals who had witnessed a nuclear bomb firsthand had all retired. Agnew felt we would be safer if all the world’s new generals were lined up to witness a real bomb test in their undershorts.&nbsp;&nbsp;&nbsp; &nbsp;

Agnew went on to explain that only when you are face-to-face with a real thermonuclear explosion do you really appreciate the power of that distant inferno. In another interview, he elaborated: “...you don't know what heat is until you've seen the heat from a ten megaton, fifteen megaton hydrogen bomb. The most impressive thing about the heat is it doesn't stop, it just gets hotter and hotter and you start to really worry even though you're twenty some miles away....”&nbsp; Agnew believed that if generals felt the intensity of that distant inferno firsthand, they would never order a thermonuclear bombing.&nbsp; No audio-visuals, no modern “virtual reality” media, could ever replace the feel of that heat penetrating your body.&nbsp; But rookie generals whose only idea of an H-bomb was from comparisons to conventional weapons and viewing abstract videos made this a more dangerous world.

And therein lies the problem. Time wipes out the very experience base that allows us to have a reasonable and commonsense perspective.

This is the difference Agnew was pointing out. Learning is embedded in real life experiences. Today we know that our brain is stimulated by emotions and tells us: “This is real. This is happening now. Remember this!” And we do.

But print and pictures are soon forgotten. I read John Hersey’s “Hiroshima” when I was a high school student. A reader should have much empathy for the survivors he describes. But a book cannot convey the depth of horror that we should feel for this mode of warfare. &nbsp;

There is another aspect of warfare where it is important that older memories and attitudes be forgotten. Many atrocities were committed by Japan: the “Rape of Nanking” and the biological warfare from the Japanese Unit 731 that spread typhus and bubonic plague in China. Many of our oldest “greatest generation” who fought in the Pacific theater of war will never buy a “Jap” car because of their war experiences over 75 years ago. But today, many young students from China and Japan walk as friends across university campuses, when their grandparents never would. Our enemies in the past are now our friends.

The technology that ended World War II is now the greatest threat to the survival of mankind. Should we join Harold Agnew in his suggestion that we violate the test-ban treaty and line up the world’s generals—in their undershorts—to get an education in nuclear weapons? We must not.

The world would suffer from any return to a nuclear “test.” The isotopes would spread around the world. Radioactive Iodine-131 has a half-life of only 8 days, but concentrates in the thyroid and causes thyroid cancer. Radioactive strontium-90 and cesium-137 (with half-lives of 28.8 and 30.17 years) would again be spread worldwide and cause substantial increases in cancer for the rest of our lifetimes.&nbsp;&nbsp;&nbsp; &nbsp;

Civilization cannot survive the use of nuclear weapons or testing.&nbsp;&nbsp;

Education Frontlines: Remembering or forgetting Hiroshima?

Monday will be warm with a chance for storms in our part of the world on Monday.

According to National Weather Service (NWS) in Wichita, warm temperatures are expected again on Monday. After some morning storms in central Kansas, highs will climb into the low to mid 90s, NWS noted.

Additionally,&nbsp;thunderstorms, some severe, may redevelop later this afternoon and evening. At this time, it appears the greatest risk of severe thunderstorms will be across southern Kansas, but stay tuned for updates through the day as the threat area may change, NWS reported.

The new Feed Technology Center at the University of Illinois and the College of Agricultural, Consumer and Environmental Sciences will include a bit of Salina.

 </figure>The new Feed Technology Center at the University of Illinois and the College of Agricultural, Consumer and Environmental Sciences will include a bit of Salina. Vortex Global has announced a donation of slide gates and diverters that will optimize operations within the center. The facility, currently under construction, will be a national hub for new discoveries and advancement in animal management, nutrition, and production. The $20 million, state-of-the-art project, located at the University of Illinois South Farms, will accelerate advancements and expand horizons in technology and scientific discovery in feed ingredient utilization, new processing technologies, and improved efficiency of food production. “Vortex&nbsp;is proud to support the University of Illinois on this project,” said&nbsp;Vortex&nbsp;CEO, Travis Young. “The impact the Feed Technology Center will have on research, innovation, and process efficiency will be tremendous for many generations to come. We thank the university for the opportunity to partner on this.” Included in&nbsp;Vortex’s donation to the Feed Technology Center are a total of 32 slide gates and diverters. Among these are the&nbsp;Vortex&nbsp;Gravity Vee Diverter,&nbsp;Vortex&nbsp;Titan Slide Gate,&nbsp;Vortex&nbsp;Seal Tite Diverter, Vortex Aggregate Gate and various accessories, controls and switches to increase valve performance and life span. “We are incredibly grateful to&nbsp;Vortex&nbsp;for this generous gift. The equipment is vital to the everyday operations of the facility, and therefore will allow our faculty and students to continue our tradition of innovation in the animal nutrition space,” said Rodney Johnson, head and professor in the Department of Animal Sciences at Illinois. When it opens, the facility will drastically expand the capabilities of the more than 40 faculty members and hundreds of students whose work and research depend on the Feed Technology Center. Testing and calibration of equipment is expected to take place this summer with the goal to be fully operational by October 2020. In 2016, Lonnie Franklin Jr., the Los Angeles serial killer known as the "Grim Sleeper," was sentenced to death for the murders of nine women and a teenage girl. Franklin was found dead in his cell on March 20, 2020.

Ten years ago: The House pushed through an emergency $26 billion jobs bill that Democrats said would save 300,000 teachers, police and others from layoffs; President Barack Obama immediately signed it into law. Hollywood producer David L. Wolper, 82, died in Beverly Hills, Calif.

Five years ago: A draft of a secret study obtained by The Associated Press found that air traffic controllers' work schedules often led to chronic fatigue, making them less alert and endangering the safety of the country's air traffic system. A power plant operator in southern Japan restarted a nuclear reactor, the first to begin operating under new safety requirements following the Fukushima disaster.

One year ago: Jeffrey Epstein, accused of orchestrating a sex-trafficking ring and sexually abusing dozens of underage girls, was found unresponsive in his cell at a New York City jail; he was later pronounced dead at a hospital. (The city's medical examiner ruled the death a suicide by hanging.)

Overall, July 2020 was somewhat warmer and much wetter than normal across the region.

Salina&nbsp;had an average monthly temperature of 80.2 degrees, which was 0.9 degrees cooler than normal. It tied for the 48th coolest July since official records began in 1900, and it was the coolest since 2014. Salina failed to reach 100 degrees in July, which was the first time since 2007; Salina typically sees about five to six 100-degree days in July. 

Precipitation-wise, Salina tallied 7.62 inches, which was 3.33 inches above normal. It was the 10th wettest July on record, and the wettest since 1994.

Chanute&nbsp;had an average monthly temperature of 82.7 degrees, which was 3.2 degrees warmer than normal. It was the 18th warmest July since official records began in 1896, and it was the warmest since 2012. Twenty-four days reached at least 90 degrees, which was 9 days above the July normal of 15 days. 

Precipitation-wise, Chanute tallied only 1.68 inches, which was 2.69 inches below normal. It was the 26th driest July on record, and the driest since 2014.

Wichita had an average monthly temperature of 82.3 degrees, which was 1.2 degrees warmer than normal. It tied for the 34th warmest July since official records began in 1888, and the warmest since 2017. Wichita failed to reach 100 degrees in July, which was the first time since 2007; Wichita typically sees about four 100-degree days in July. 

Precipitation-wise, Wichita tallied 4.67 inches, which was 1.35 inches above normal. It was the 37th wettest July on record, and the wettest since 2016.

NWS: July 2020 climate summary and highlights

The state of the economy,
and our country as we know it, is crazy at the moment. But I don’t want you to
live in fear. I want you to take a deep breath, and know that you can control
your financial future. Here are three things you should do with your money
right now.&nbsp;

1. Write down your financial
goals

I recently read about a
Harvard study on written goals. They asked students if they had set clear,
written goals for their future and made plans to accomplish them. Only 3% of
them had written down their goals and plans. Thirteen percent had goals, but
hadn’t written them down. And 84% of respondents didn’t have any goals at all.

Ten years later they
followed up with the students. The 13% who had goals that weren’t written down
were earning twice as much as the 84% who had no goals at all. But here’s the
real kicker: The 3% who had written down their goals were earning 10 times more
than the other 97% combined.

That’s the power of a
written goal. I can’t emphasize enough how crucial it is that you write down
your goals. Your goals can be anything from getting out of debt by the end of
the year, to making a plan for retirement. Even your budget counts as a written
goal for your money every month. 

When you write down a goal,
you’re motivated to stick to it. You’ll work harder, and move heaven and earth
to make it happen. 

An emergency fund turns a
crisis into nothing but an inconvenience. 

At Ramsey Solutions, we

love. Baby Step 1 is to save a $1,000 emergency fund as your cushion while

3. Change your mindset about
money

You get a credit card
offer in the mail with an amazing deal on points that you just can’t pass up. Your
friends invite you on vacation, and instead of missing out, you dip into your
emergency fund. It’s time to send your kids to college so you take out a Parent
PLUS loan. But none of these choices are going to set you (or your kids) up to
win with money.&nbsp; 

This is where self-awareness
is key. Don’t let an old habit or an “easy” out creep in and ruin your progress.
You’ve got to know yourself well enough to know what you’ll be tempted by, and
what to guard against. 

You’ve worked too hard to
let a momentary distraction take away what you’ve built. If you’re ready to
stop worrying, stressing and losing sleep about money for good, you’ve got to
say never again. Never again&nbsp;will you be at the mercy of a global
economic crisis.&nbsp;Never again&nbsp;will money keep you up at night.

Once you commit to your
goals, get out of debt, save your emergency fund, and change your mindset, nothing
can stop you!

Three steps to avoiding financial crisis

MANHATTAN –&nbsp;Branch tip dieback, a progressive death of twigs and branches, can be worrisome to see on oak trees in summer, as these long-lived shade trees are a valued part of the Kansas landscape. But officials at the Kansas Forest Service say tip dieback is not always detrimental to the long-term health of the tree.&nbsp;

“There can be several causes for tip dieback on oaks,” said Ryan Armbrust, forest health coordinator with the Kansas Forest Service. “Drought or soil compaction can cause trees to respond with dieback at the very top of the tree, but this damage is often temporary, and can be overcome by some simple steps we can take to improve the health of the tree.” &nbsp;

Armbrust said symptoms can be eased by avoiding further soil compaction, simply waiting for regrowth when more rain arrives, or by being proactive and deep watering trees when it’s very dry. Even large, established trees benefit from supplemental water, he said.&nbsp;

Insects may also cause dieback on a number of trees, including oaks. In years with high cicada brood numbers, large numbers of branch tips may experience flagging, browning and even breaking due to cicada egg-laying behavior. Like the cicadas themselves, this is a temporary problem that will not affect long-term health of the tree, according to Armbrust.&nbsp;

Another pest, kermes scale, can cause tip dieback on oaks, especially pin oak. Armbrust said this small insect is somewhat camouflaged and looks more like a small bump or wart on the twig than a typical insect. Kermes scales suck sap out of small terminal branches, leaving behind many dead, brown branch tips across the tree’s canopy.&nbsp;

“In many cases, branch tip dieback on oaks and other shade trees may appear much more serious than it is and may not have a lasting impact on the tree’s overall health,” Armbrust said. He suggests monitoring trees for stressors and making case-by-case decisions on whether or not treatment may be needed.&nbsp;

While many infestations are minor and will cause no lasting harm to trees, Armbrust said heavy infestations may require treatment.&nbsp;

Treatment for kermes scale depends on the size of the tree, the species of the tree, and the capabilities of the applicator. For kermes on bur oak, a spring application of an insecticidal spray (such as cyfluthrin or acephate), a fine horticultural oil, or an insecticidal soap is effective at controlling kermes crawlers. &nbsp;

For pin oak kermes scale, he said, the methods are similar, but the timing for targeting scale crawlers is September. For these methods, good coverage of the tree is essential, therefore large trees may be difficult for homeowners to effectively apply treatments, and a certified arborist should be consulted.&nbsp;

Systemic control is also possible for kermes scale, with a late-fall soil drench of imidacloprid. Armbrust said care should be taken to limit uptake of this insecticide by any nearby insect-pollinated plants, as off-target impact to beneficial insects and pollinators could occur.&nbsp;

“Identifying and reducing sources of stress to trees is beneficial and can help keep your trees healthy and growing in the landscape for as long as possible,” he said.&nbsp;

Kan. Forest Service: Tip dieback on trees may not be permanent

“Let’s go one lap around.” That sounds easy. But what if that one lap didn’t refer to the local walking track? What if it referred to one lap – around the entire globe? This week, we’ll meet a young Kansas couple who took on the amazing goal of circumnavigating the globe by themselves.&nbsp;&nbsp;&nbsp;

Heidi Plumb and Kale Dankenbring are the remarkable young couple who made this amazing journey. Heidi grew up near Dallas. Kale grew up at St. Francis, Kan. He studied information technology at Northwest Kansas Technical College in Goodland, a rural community of 4,489 people. Now, that’s rural.&nbsp;

After graduation, Kale’s IT career took him to Phoenix where he met Heidi. The two shared lots of interests, including nutrition, coffee and travel. They had an incredible idea: What if they could travel around the world on a shoestring budget? &nbsp;

They got married, prepared their travel plans, finished up their jobs and sold their belongings. On May 17, 2011, they left to visit family in Kansas and Texas before flying to New York for the transcontinental flight to Ireland.&nbsp;

This trip would ultimately include the proverbial planes, trains and automobiles, plus buses, boats, bicycles, scooters, hitch-hiking, rickshaws and even camels.&nbsp;&nbsp;&nbsp;

In Ireland, they did sight-seeing around Dublin, Cork and Killarney. They found that the private hotel room which they had booked online was no longer available, so they ended up sharing a room with another couple – who snored. Later conditions would be much worse. They did see magnificent cathedrals, beautiful countryside, lots of sheep, and fascinating people.&nbsp;

They took the ferry to Wales and stayed in London for a month, sightseeing and traveling to Scotland.&nbsp;

From London, they flew to Luxor, Egypt. They spent a week in Cairo, saw the pyramids and walked along the Nile River before flying to Mumbai. They stayed on the beach and then moved to the Himalayan region.&nbsp;

Kale suggested they find some sort of volunteer service which they could perform while in the country. They found such an opportunity through&nbsp;<a href="http://www.workaway.info/" target="_blank">www.workaway.info</a>. On this site, they learned about a remote school near the Himalayas where they could teach classes for room and board. Heidi taught English, and Kale taught math and science to kids ages four to 10. The students were from very poor, rural families. Heidi and Kale would teach there for about a month.&nbsp;

Heidi wrote in their blog: “This experience makes me think of how fortunate our kids (are) in America and other western societies as a whole … . The kids here got extremely excited when we brought out a basketball during playtime. Even though there was no hoop, just the chance at kicking or throwing a ball around was pure happiness to them. They are so grateful for such simple offerings … for every drawing we make, for every game we play, for every song we sing and for every word we teach them.”&nbsp;&nbsp;

One day while at a coffee shop in Pushkar, India, Kale and Heidi got to talking about having a coffee roastery of their own. One thing led to another, and they learned about an abandoned building which was for sale in Kale’s hometown. It could serve as a site for their motorcycle shop and apartment as well as a base for their coffee roastery trailer. They bought the building sight unseen and made plans to return to the United States.&nbsp;

First, they went to Nepal and flew over Mount Everest before stopping in Bangkok and having a layover in Japan on their way home. By the date of Heidi’s birthday in December 2011, they were back in the USA.&nbsp;

They went one lap around – not just the track, but around the world. We commend Kale Dankenbring and Heidi Plumb for making a difference by teaching in an impoverished region of the world. As Heidi wrote of her students: “Their confidence, happy smiles and genuine laughter is proof that the school is changing these children’s lives for the better and expanding their opportunities by providing an excellent education.”&nbsp;&nbsp;&nbsp;

Now That’s Rural: Kale Dankenbring and Heidi Plumb, Part 1 - travelers 

For the second consecutive year, Kansas Wesleyan has been honored with the Tree Campus USA distinction by the Arbor Day Foundation. 

The award recognizes the commitment colleges and universities across the country have made to effective urban forest management.

KWU is one of seven campuses across Kansas to hold the distinction, and just the second private college in the state to do so (Baker).

“At Kansas Wesleyan, we believe in being good stewards of the world around us,” said Dr. Matt Thompson, president and CEO of KWU. “Part of that is being responsible environmentally, and this is a great example. I’m so proud of all the efforts that our committee, led by members of our Biology department and Plant Operations director John Swagerty, put in to once again earn this honor.”

In order to earn Tree Campus USA laurels, college and universities must meet five standards. The institution must establish a tree advisory committee, there must be evidence of a campus tree care plan with verified expenditures, the school must be involved in an Arbor Day observance and there must be a service learning project implemented with the purpose of engaging the student body.

As an example of the university’s efforts, KWU’s Tree Advisory Committee inventoried, identified and began to tag more 230 trees on campus during the past 18 months.

KWU earns second straight Tree Campus USA recognition

Today is Sunday, Aug. 9, the 222nd day of 2020. There are 144 days left in the year. 

On August 9, 2014, Michael Brown Jr., an unarmed 18-year-old Black man, was shot to death by a police officer following an altercation in Ferguson, Missouri; Brown's death led to sometimes-violent protests in Ferguson and other U.S. cities, spawning a national "Black Lives Matter" movement.

In 1814, the Treaty of Fort Jackson, which ended the Creek War, was signed in Alabama.

In 1842, the United States and Canada resolved a border dispute by signing the Webster-Ashburton Treaty.

In 1910, the U.S. Patent Office granted Alva J. Fisher of the Hurley Machine Co. a patent for an electrically powered washing machine. 

In 1936, Jesse Owens won his fourth gold medal at the Berlin Olympics as the United States took first place in the 400-meter relay.

Today's Highlight in History: On August 9, 2014, Michael Brown Jr., an unarmed 18-year-old Black man, was shot to death by a police officer following an altercation in Ferguson, Missouri; Brown's death led to sometimes-violent protests in Ferguson and other U.S. cities, spawning a national "Black Lives Matter" movement.On this date: In 1814, the Treaty of Fort Jackson, which ended the Creek War, was signed in Alabama.In 1842, the United States and Canada resolved a border dispute by signing the Webster-Ashburton Treaty.In 1910, the U.S. Patent Office granted Alva J. In 2004, Oklahoma City bombing conspirator Terry Nichols, addressing a court for the first time, asked victims of the blast for forgiveness as a judge sentenced him to 161 consecutive life sentences. Ten years ago: Former Alaska Sen. Ted Stevens, 86, the longest serving Republican in the U.S. Senate, was killed in a plane crash in the southwestern part of his state while on his way to a fishing trip (four others died in the crash outside Dillingham). A fed-up JetBlue flight attendant, Steven Slater, cursed out a passenger he said had treated him rudely, grabbed a beer and slid down the emergency chute of an Embraer 190 at New York's John F. Kennedy International Airport.Five years ago: A year after the shooting that cast greater scrutiny on how police interacted with Black communities, the father of slain 18-year-old Michael Brown led a march in Ferguson, Missouri, after a crowd of hundreds observed 4½ minutes of silence.One year ago: President Donald Trump said he had received a "beautiful" three-page letter from North Korean leader Kim Jong Un, and predicted there would be more talks to try to resolve the standoff over that country's nuclear weapons program.
