As of today, 342 of Saline County’s cases have recovered. We do have an additional 12 positive cases that have been identified since the Friday, August 14 report. The total for the county is now 415, with 66 cases that are actively being monitored by the Health Department, and a total of 7 deaths. Salina Regional Health Center reports that they have 1 hospitalized COVID-19 patient. Salina Regional is a regional hospital, the COVID-19 patient total is not specific to the number of Saline County residents who may be hospitalized. Our dashboard is updated with the latest information.

UPDATE: Saline County reports 12 new cases of COVID-19; 342 of 416 recovered

MANHATTAN – They may be small and tough to spot, but backyard hummingbirds sure seem to cause a big stir.&nbsp;

“I’ve been a bird watcher since I was four years old, so I’ve been doing this for a long time,” said Chuck Otte, a K-State Research and Extension agriculture and natural resources agent in Geary County. “But in the last 20 years, there has been an explosion of interest in hummingbirds.”&nbsp;

Folks in Kansas and much of the Midwest likely have several more weeks to enjoy the petite birds, which weigh as little as 3.2 grams – or somewhere between the weight of a penny and a nickel.&nbsp;

“The real action started in mid-summer, around July 15,” said Otte, the featured speaker Aug. 12 during the&nbsp;<a href="https://hnr.k-state.edu/extension/info-center/k-state-garden-hour-webinar-series/k_state_garden_hour.html" target="_blank">K-State Garden Hour</a>, an online program hosted each week by K-State Research and Extension.&nbsp;

In Kansas, “99.99 percent” of hummingbirds in the eastern half of the state are Ruby-throated hummingbirds, according to Otte. West of Wichita and Salina, he said there are fewer Ruby-throated birds and more of such western species as Rufous, Broad-tailed, Calliope and Black-chinned.&nbsp;

An avid birder, Otte said hummingbird activity is likely to continue in Kansas through the end of August, when the parents and their offspring begin migrating to southern parts of Mexico and Central America.&nbsp;

But while the fun lasts, Otte said backyard enthusiasts in Kansas can encourage hummingbird sightings by following a few simple guidelines:&nbsp;

●Place feeders where they are easily seen and reached for cleaning and filling. In general, feeders that are in an open area with plenty of sun have more activity.

●Change nectar every two to three days; every day if it’s hot and sunny.

●Fill feeders two-thirds full. If birds drink that amount quickly, fill a little higher the next time.

●Make sure you’ve got red on the feeder and in the landscape.&nbsp;

“You do not need red dye in the water; in fact, dyes may be detrimental,” Otte said, noting that the concentration in most red dyes on the market exceeds the recommended daily limit of red dye #40 for humans.&nbsp;

“The color red is a flashing neon sign for hummingbirds,” Otte said. “Put on a red shirt or a red hat and sit out on your deck, then see how long it takes for one to come check you out. On feeders, a small amount of red color is all you need.”&nbsp;

When making nectar for the feeder, he suggests a mixture of four parts water to one part sugar, which does not need to be boiled. The feeder should be cleaned with a weak bleach solution each time you add nectar. “Do not use honey or artificial sweeteners,” he said; honey may cause an infection and sweeteners have no food value to hummingbirds.&nbsp;

“One 8-ounce feeder will fulfill the daily energy needs of 40 to 60 hummingbirds. More feeders will allow them to feed more easily with less stress. You can also use more feeders to defeat territoriality among the birds.”&nbsp;

Otte’s go-to source for learning more about hummingbirds is the publication, Hummingbirds of North America, in the Peterson Field Guide series.&nbsp;

Today, the Kansas Department of Transportation (KDOT) was to begin a pavement marking project on eastbound and westbound Interstate 70 (I-70) in Saline County.

Striping of the new roadway markings was to begin approximately seven miles east of Salina at mile marker 259.7 and continue west for 9.37 miles to mile marker 250.2, approximately a quarter mile west of the I-70/Interstate 135 interchange, according to a news release issued this afternoon by KDOT.

During daylight hours, traffic will be reduced to one 16-foot lane at a reduced speed where removal and striping operations are being performed. Drivers should expect minor delays, not exceeding five minutes.

Innovative Marking Systems Inc. of Bluffdale, Utah, is the prime contractor for this project, at a cost of $724,000. The contractor has scheduled this project to be completed by October, weather permitting.

KDOT urges all motorists to be alert and obey the warning signs when approaching and driving through a work zone.

Smoky Hill Museum: What year did Kraft Manor open?

A Salina man with a outstanding warrant was arrested on suspicion of assault on a law enforcement officer after an incident in the central part of the city Saturday afternoon.

Officers were sent to the area behind the Community Theater at 4:10 p.m. Saturday for a report that Cody Espinosa, 37, of Salina, who had an outstanding warrant for his arrest, was there, Salina Police Captain Paul Forrester reported this morning. Upon arrival, the officers were not able to locate Espinosa behind the theater and began looking in the area for him, Forrester noted.  

According to Forrester, an officer located Espinosa in the 100 block of South Fourth Street, and as the officer parked his patrol car, Espinosa took off running. Espinosa ran along an alley between Fourth and Fifth streets. The officer yelled for Espinosa to stop, but he continued and ran around a corner of a building, Forrester noted.  As the officer turned the corner, Espinosa stopped, turned back to face the officer, pulled a cell phone out, and threw it in the direction of the officer, Forrester explained. The cell phone sailed over the officer’s head, he added.

Espinosa was then arrested on the probation violation warrant and on suspicion of assault of a law enforcement office and interference with a law enforcement officer, Forrester reported.

A Salina man was arrested on suspicion of aggravated assault and aggravated burglary after an alleged incident Friday morning involving pepper spray and a knife.

Officers were sent at 6:45 a.m. Friday to a residence in the 100 block of North West Place after Jonathan Shue, 38, of Salina, reported that he was being robbed, Salina Police Captain Paul Forrester reported this morning. As it turned out, Shue did not live at the residence and did not have permission to be there, Forrester explained.

A second call from an 18-year-old who lived at the residence indicated that Shue was inside the residence with a knife and pepper spray, Forrester noted. The man told police that he exited his bedroom to find Shue crouched at the top of the stairs. Shue then jumped up and held a knife in front of the man’s throat, Forrester explained. The man then talked Shue into putting the knife away.

Officers located Shue at the top of the stairs and ordered him to drop the pepper spray, according to Forrester. Once Shue was arrested, a pocket knife was located in his pants pocket, Forrester added. 

Shue was arrested on requested charges of aggravated burglary and aggravated assault.

A motorcyclist was injured Sunday afternoon in an accident in Lakewood Park.

Salina Police Captain Paul Forrester reported this morning that Kimber Hilbert, 18, of Salina, was riding northbound through the park at approximately 3:15 p.m. Sunday when he lost control of his 2016 motorcycle and crashed.

According to Forrester, witness said two motorcycles were racing through the park when Hilbert lost control, went over the handle bars of the motorcycle, and struck the guard rail. 

Hilbert suffered multiple abrasions and a laceration on the right side of his head and broke his left arm, Forrester noted. The motorcycle had disabling damage and had to be towed from the scene, he reported. 

The investigation is ongoing, Forrester added.

A traffic stop for speeding early this morning landed two Nebraska men in the Saline County Jail.

Saline County Sheriff's Captain James Hughes said this morning that at approximately 3:45 a.m. Monday, a deputy stopped a southbound 2009 Cadillac CTS at mile marker 83 on Interstate 135 for speeding. The car was going 85 mph, Hughes said.

During the course of the stop, the deputy discovered that the driver, Jose Hureta Cruz, 25, of Lincoln, Neb., had a suspended and revoked Nebraska driver's license, Hughes said.

Hureta Cruz and his passenger, Enrique Hureta Cruz, 34, also of Lincoln, Neb., consented to search of the vehicle, and during the search, the deputy found the following, Hughes said.

More than $17,000 in cash concealed in various parts of the car

A baggie containing a substance suspected to be methamphetamine

Additionally, a baggie with 13 grams cocaine was found in the pocket of Enrique Hureta Cruz, and both of the men had rolled up currency with methamphetamine and cocaine inside, Hughes said.

While booking Enrique Hureta Cruz, sheriff's personnel found additional cocaine on his person, he added.

Nebraska men in Saline County Jail on requested drug charges

DICKINSON COUNTY—A group&nbsp;floating on the Smoky Hill River lost contact with a person in their group on Saturday, according Geary County Emergency Management.

 It got dark, the main group made it to Chapman with one person missing, according to a social media report from Dickinson County Fire District #1 Chief Paul Forelich.

Geary County Emergency Management along with the Geary County Sheriff/Junction City Water Rescue Team were called to assist.

 After gathering info on time on the river crews from Dickinson County Fire District #1 went to a point off Quail Road and made contact with the missing rafter. He was removed from the river by crew from and checked by Dickinson County EMS. 

&nbsp;The rafter was located prior to the arrival of the water team from Geary County. "This shows the teamwork and county lines do not stop us from helping our neighbors," according to a Geary County Emergency Management.

"In addition to the water rescue team, Dickinson County authorities were able to shut down all out of county assistance including the Kansas Highway Patrol aircraft prior to their arrival and all went home safe, according to Froelich.

Emergency crews find missing rafter on Smoky Hill River

A local and state effort to help keep Kansas roads safe is set to begin later this week.

The Saline County Sheriff's Office and the Kansas Highway Patrol (KHP) will join other law enforcement agencies across the state in the "You Drink. You Drive. You Lose." campaign, which is scheduled for Thursday through Labor Day, Sept. 7.

According to Saline County Sheriff Roger Soldan, the campaign is intended to remind drivers of the following.

●Have a sober driver lined up before you drink alcohol away from home or take a sober ride to and from the location. Remember, this is your decision.

●Before you take a new prescription medication, check your medications for driving warnings. More and more in Kansas, DUI arrests occurr during daytime hours, largely due to side effects of prescription drugs.

●Before you choose to drive after drinking , know that Kansas ignition interlock laws require that any driver convicted of driving under the influence (DUI) must install an ignition interlock device, including an electronic log device, on every vehicle owned by or registered to the convicted driver.

●Before you choose to drive after drinking, take a moment to consider how it would be to begin every day with the memory of your decision if it resulted in injury or death. If you are driving impared, you are not only more likely to crash, but that crash is much more likely to cause serious injury or death.

●Before you choose to drink and drive, think about your family, your friends, your coworkers, your neighbors. Just think.

●Always wear your seatbelt. It's your best defense against impaired drivers. Every trip. Every time.

Additionally, if you’re traveling for the Labor Day holiday, KHP offers the following tips.

There is one major country that only has one overseas military base: China. It is a supply base in Djibouti for supplying its ships that are assisting in patrolling the East African coast for pirates. In contrast, Britain, France and Russia have roughly 30 foreign military bases combined. The United States has nearly 800 military bases overseas.

Therefore when U.S. Secretary of State Pompeo spoke on July 23 declaring that the “Freedom-loving people of China' don't want 'Marxist-Leninist' rulers,” and continued to speak of China working to “...expand a Chinese empire,” the Secretary of State failed to do his homework. He went on to assert that as a “Marxist-Leninist” nation, China has a “central understanding of how people interact and how societies ought to interact. And it is certainly the case today that the leadership in China believes that.”

That such a high government official is clueless about modern Chinese history and official policies, presents us with the dilemma that our top government foreign representative is supremely ignorant.

The Maoist form of Marxism in China came to an abrupt end by 1980 when Deng Xiaoping ended communes and launched their market driven economy. That was forty years ago. Along with their huge investment in education, China has undergone the most rapid rise out of poverty in modern history.

And quite the opposite of Pompeo’s delusions about China wishing to impose its system on the rest of the world, China has a long-standing written policy of non-interference that is quite in contrast to the continual interventions by the United States in Libya, Iraq, Afghanistan, etc.

Unlike our ongoing history of overseas military actions, China actually has a formal declaration of “Five Principles of Peaceful Coexistence” that forbids interference in other countries affairs and which they have formalized in treaties with various countries.

The Five Principles consist of: &nbsp;&nbsp; &nbsp;&nbsp;&nbsp; &nbsp;-mutual respect for each other's territorial integrity and sovereignty, &nbsp;&nbsp; &nbsp;&nbsp;&nbsp; &nbsp;-mutual non-aggression, &nbsp;&nbsp; &nbsp;&nbsp;&nbsp; &nbsp;-mutual non-interference in each other's internal affairs, &nbsp;&nbsp; &nbsp;&nbsp;&nbsp; &nbsp;-equality and mutual benefit, and &nbsp;&nbsp; &nbsp;&nbsp;&nbsp; &nbsp;-peaceful co-existence.

These were first laid down in April 24, 1954, in an agreement between India and China, and then extended to Myanmar (then called Burma) and several other nations. In 2014, President Xi Jinping celebrated the 60th anniversary of these “Five Principles.”

Xi declared: “In the new era today, the spirit of the Five Principles of Peaceful Coexistence, instead of being outdated, remains as relevant as ever; its significance, rather than diminishing, remains as important as ever; and its role, rather than being weakened, has continued to grow.’

These Chinese Five Principles provided the basis for additional actions among other governments, and form the basis of the Non-Aligned Movement established in Yugoslavia in 1961.

The Chinese view is that each country is responsible themselves for building their future based on their history. Unlike Soviet Russia, China has never attempted to impose its political value-system on other countries. In its substantial contributions to the infrastructure of Africa as well as the Belt-and-Road initiative, China has left their wide range of different political systems to evolve on their own.

In contrast, the U.S. often places strings to any aid to foreign countries, expecting them to become more like us.

It is inexcusable that a powerful high-ranking Secretary of State is so ignorant as to not know of China’s Five Principles and accuses China of doing something they will not do, but which we do all of the time.&nbsp;&nbsp;

Today is Monday, Aug. 17, the 230th day of 2020. There are 136 days left in the year. 

On August 17, 2017, a van plowed through pedestrians along a packed promenade in the Spanish city of Barcelona, killing 13 people and injuring 120. (A 14th victim died later from injuries.) Another man was stabbed to death in a carjacking that night as the van driver made his getaway, and a woman died early the next day in a vehicle-and-knife attack in a nearby coastal town. (Six suspects in the attack were shot dead by police, two more died when a bomb workshop exploded.) 

In 1915, a mob in Cobb County, Georgia, lynched Jewish businessman Leo Frank, 31, whose death sentence for the murder of 13-year-old Mary Phagan had been commuted to life imprisonment. (Frank, who'd maintained his innocence, was pardoned by the state of Georgia in 1986.) 

In 1960, the newly renamed Beatles (formerly the Silver Beetles) began their first gig in Hamburg, West Germany, at the Indra Club.

In 1964, Teamsters union president Jimmy Hoffa was sentenced in Chicago to five years in federal prison for defrauding his union's pension fund. (Hoffa was released in 1971 after President Richard Nixon commuted his sentence for this conviction and jury tampering.)

In 1969, Hurricane Camille slammed into the Mississippi coast as a Category 5 storm that was blamed for 256 U.S. deaths, three in Cuba. 

In 1978, the first successful trans-Atlantic balloon flight ended as Maxie Anderson, Ben Abruzzo and Larry Newman landed their Double Eagle II outside Paris. 

In 1982, the first commercially produced compact discs, a recording of ABBA's "The Visitors," were pressed at a Philips factory near Hanover, West Germany. 

In 1983, lyricist Ira Gershwin died in Beverly Hills, Calif., at age 86.

In 1987, Rudolf Hess, the last member of Adolf Hitler's inner circle, died at Spandau Prison at age 93, an apparent suicide. 

In 1988, Pakistani President Mohammad Zia ul-Haq and U.S. Ambassador Arnold Raphel were killed in a mysterious plane crash. 

In 1998, President Bill Clinton gave grand jury testimony via closed-circuit television from the White House concerning his relationship with Monica Lewinsky; he then delivered a TV address in which he denied previously committing perjury, admitted his relationship with Lewinsky was "wrong," and criticized Kenneth Starr's investigation. 

In 1999, more than 17,000 people were killed when a magnitude 7.4 earthquake struck Turkey. 

In 2018, President Donald Trump said he had canceled plans for a Veterans Day military parade, citing what he called a "ridiculously high" price tag; he accused local politicians in Washington of price-gouging.

Ten years ago: A mistrial was declared on 23 corruption charges against ousted Illinois Gov. Rod Blagojevich, who was accused of trying to sell President Barack Obama's old Senate seat; the jury convicted him on one charge, that of lying to the FBI. In addition to providing financial relief, grants will be available to businesses whose products and services will be needed in greater volume to help combat the virus and its effects. Funding is also being made available to expand broadband access both through infrastructure improvements and by partnerships with internet service providers to serve low-income households. These grants are funded through the Coronavirus Relief Fund of the federal CARES Act.

This pandemic has affected each sector differently, with industries having very different needs from one another. With this in mind, applications for grants are being made available in the following categories:

Small Business Working Capital Grants

Kansas businesses with fewer than 500 employees are eligible to apply for Small Business Working Capital grants. Funds can be used to pay working capital expenses such as payroll, rent, mortgage insurance, utilities, inventory, and more. Grants will be awarded on a rolling basis until funds are depleted.

Securing Local Food Systems Grants

The Securing Local Food Systems grant program was created to support Kansas meat processing facilities, food processors, grocers, and food banks to address food for human consumption supply chain disruptions as a result of the COVID-19 public health emergency.

The PPE Procurement grant program will award businesses funds for the purchase of personal protective equipment (PPE), implementation of workplace redesigns, additional signage, new technology solutions for distance working, and other items to comply with COVID-19 public health guidelines on safely returning employees to work.

PPE Manufacturing grants will provide funding to manufacturers to reimburse certain costs to manufacture critically needed PPE. The grant funding will assist entities with creating new businesses while contributing to the fight against the current COVID-19 public health emergency.

COVID-19 Bioscience Product Development Acceleration Grants

Kansas has a strong pipeline of bioscience-related companies developing SARS-CoV-2 diagnostic, therapeutic, and medical countermeasures. This grant program will accelerate commercialization and go-to-market strategies, allowing these Kansas companies to quickly deploy novel technology by optimizing value and reducing risk through informed decision making.&nbsp;

Connectivity Emergency Response Grants

The Connectivity Emergency Response Grant (CERG) was created to address the increased need for connectivity in Kansas in response to the COVID-19 pandemic. Proposed projects should improve connectivity to unserved and underserved areas of Kansas to address the needs of telework, telehealth, distance learning, and other remote business services.

Broadband Partnership Adoption Grants

The Broadband Partnership Adoption Grant will provide support for low-income households by partnering with ISPs to leverage their existing adoption infrastructure and assure connectivity to as many Kansans as possible.

IT, Cybersecurity &amp; IT Project Management Certification Training Grants

To mitigate the job losses in Kansas as a result of COVID-19, the Kansas Department of Commerce is seeking a rapid response training program that will provide training, certificate testing, and job placement assistance in the areas of IT, cybersecurity, and IT project management.

Kansas Tech College Advanced Manufacturing Grants

This program will support the needs of the advanced manufacturing industry in Kansas. The program will focus on reskilling/upskilling individuals affected by COVID-19 to meet economic sector needs in high-demand, high-wage occupations.
