According to the Kansas Geological Survey (KGS), a 2.3 magnitude quake struck northeast of Assaria at 9:50 a.m. Wednesday. The temblor was centered approximately a mile south of Kansas Highway 4 between South Simpson Road and South Woodward Road.

Jewell County Sheriff's Office: A minor fine compared to children's lives

A man was transported to Salina Regional Health Center Tuesday night after he allegedly was attacked by a known supsect wielding what one witness described as a hatchet.

Salina Police Captain Paul Forrester reported this morning that officers were sent to the 300 block of South 10th Street at 10:20 p.m. Tuesday for the report of a man who had been attacked with a hatchet. Upon arrival, they met with the victim who had serious injuries to his face. Additionally, officers located a blue roofing hammer near the victim, Forrester noted.

According to Forrester, a witness reported she was in her room when the victim, with whom she is acquainted, began knocking on her window. The woman told officers that she went outside to find the bleeding man leaning on her fence gate. The woman said he told her that he needed help. Forrester reported that the woman said she then observed a light-skinned Black male approaching the man and they began fighting in the street. The subject allegedly hit the man in the face with what the woman described as a “hatchet,” Forrester explained.

The woman said that when she and a man from the house went to assist the victim, the suspect took off southbound on South 10th Street on a bicycle. According to Forrester, the victim reported that the bicycle, a green BMX-style bicycle valued at $30, was his.

Additionally, the man told police that he had an undisclosed amount of cash taken as well, Forrester noted.

The man, who was transported to SRHC, had broken bones in his face and a brain bleed, Forrester explained.

According to Forrester, the incident was not a random act, as the suspect is known to the victim.

Saline County has announced the closing of a portion of Assaria Road for culvert work.

Assaria Road between South Woodward Road and South Cunningham Road will be closed to through traffic Thursday and Friday for replacement of a cross-road drainage culvert. 

  Motorists are advised to allow a few extra minutes of travel time to reach their destinations.  Local and emergency traffic will be provided access to private property within the sections of closed road at all times but only from the side upon which the property lies.

Additionally, NWS in Wichita has issued a wind advisory in effect from 9 a.m. to 6 p.m. Wednesday for the following counties in our area.

South winds of 30 mph with gusts of 45 to 50 mph are expected.

NWS in Topeka has issued a wind advisory in effect from 9 a.m. to 6 p.m. for Dickinson County.

South winds of 20 to 30 mph with gusts up to 50 mph are expected.

Winds will rapidly increase during the mid-morning and remain strong through the daytime hours, decreasing by the evening.

Winds from the south at 30 to 35 mph with gusts up to 50 mph are forecast with relative humidity as low as 23 percent, NWS noted.

Any fires that develop will likely spread rapidly and become very difficult to control. Outdoor burning is not recommended.

Additionally, NWS has issued a red flag warning in effect from 9 a.m. to 6 p.m. Wednesday for Ellsworth County.

Winds from the south at 25 to 30 mph with gusts up to 40 mph are forecast with relative humidity as low as 26 percent, NWS noted.

Harvest is winding down or already completed. Cattle are turned out on winter pasture. And I’m sure some have already selected their turkey for Thanksgiving. Yes, the end of 2020 is approaching fast — thankfully, mercifully. Like the previous 101 years, this one won’t end without Kansas Farm Bureau’s annual meeting. Normally we’d gather hundreds of members in person to celebrate another harvest, recognize agricultural leaders and conduct the business of this great organization. We’ll still do all that good stuff at our 102nd&nbsp;annual meeting Dec. 3-4, with the slight change of beaming the workshops, speakers, panel discussions, general sessions and more to your living room, tractor cab or barn. The virtual sessions on Thursday and Friday will allow all Farm Bureau members in Kansas to participate for free, including Vance Crowe’s keynote address to lead off the meeting Thursday morning. Members can view the annual meeting agenda and register at&nbsp;<a href="https://kfb.us11.list-manage.com/track/click?u=45bba928f411d21617c5eadbe&amp;id=6935546471&amp;e=fdf81b035c" target="_blank">www.kfb.org/annualmeeting</a>.&nbsp;

Other highlights include an appearance from U.S. Sen. Pat Roberts, an update from Andrew Walmsley on American Farm Bureau Activities in Washington, D.C. and a townhall with our newly elected federal officials. Additionally, there’s time set aside for networking, chatting about sessions and providing feedback. It’s similar to what would happen in the hallways and around meals at a regular convention. I won’t try to sell you on the notion technology will fully replicate the KFB annual meeting experience because it can’t. However, like so many other things this year, it’s the safest way for members and staff to mark the trials and tribulations of 2020 and honor the achievements of agriculture and its practitioners. Believe me, I know social distancing, mask wearing, avoiding public spaces have become tiresome chores. But we’re getting closer to the end of this malignancy. Just last week promising news of a vaccine was announced. Others are in the works as well. With the aid of science, hopefully this will be the first and last annual meeting held over computer screens. The fact is right now, there’s no good way to bring hundreds of people together from every corner of the state and have them gather together for an extended amount of time. Significant modifications have been made to allow delegates to conduct KFB business when they gather on Saturday. Voting delegates will debate and adopt policy statements for 2021, elect the KFB president and board members from even-numbered Farm Bureau districts. Delegates will attend in-person at one of the 10 hubs corresponding to their district. Attendance on Saturday is limited to KFB staff and voting delegates. These will be small groups with masks and plenty of space to spread out. The logistics behind this year’s annual meeting are mind boggling, and I’ve been impressed with how many solutions, as imperfect as they may be, are available to help connect everyone at a distance. The show will go on with or without you, but I strongly urge you to take a look at the agenda, register and make plans to join us. There’s so much to see, learn and do, I know you’ll find something to grab your attention. I hope to see you there. And, of course, as with every other virtual event this year, pants are optional.

INSIGHT: The show goes on

Today is Wednesday, Nov. 18, the 323rd day of 2020. There are 43 days left in the year. 

On Nov. 18, 1978, U.S. Rep. Leo J. Ryan, D-Calif., and four others were killed in Jonestown, Guyana, by members of the Peoples Temple; the killings were followed by a night of mass murder and suicide by more than 900 cult members.

Five years ago: The Islamic State group announced that it had killed a Norwegian man and a Chinese man after earlier demanding ransoms for the two. Raphael Holiday was executed by the state of Texas; he'd been convicted of setting a fire that killed his 18-month-old daughter and her two young half-sisters at an East Texas home in Sept. 2000. Jake Arrieta of the Chicago Cubs aced out Dodgers stars Zack Greinke and Clayton Kershaw for the NL Cy Young Award while Houston lefty Dallas Keuchel won the AL honor.

One year ago: The Trump administration said it no longer considered Israeli settlements in the West Bank to be a violation of international law; the position marked a reversal of four decades of American policy, and undermined efforts by the Palestinians to gain statehood. China said a 55-year-old man had been diagnosed with bubonic plague after killing and eating a wild rabbit; two other plague cases had already been discovered in the capital Beijing. Today in History -- Nov. 18

Saline County Commissioners today signed a resolution that will impose a one-half percent sales tax to pay for the new county jail.

The sales tax, set to go into effect on April 1, 2021, was approved by Saline County voters Nov. 3. According to information from the county, the resolution and certified election results need to be forwarded to the state no later than 90 days before the sales tax is to be implemented. 

Additionally, commissioners approved having TreanorHL and Turner Construction move forward with post-bond services for design and construction of the facility. County Administrator Phillip Smith-Hanes told commissioners that if a site could be secured within the next few months, the design could be completed by the summer of 2021, with construction bid out in the fall and facility completed by 2023.

Commissioners also heard from Loralee Tibbetts, deputy health department director, about the COVID-19 situation in the county. Tibbetts told commissioners that the county has recorded 504 new confirmed cases of COVID-19 in the last two weeks. The presentation concluded with the recommendation that the county's mask mandate remain in place for at least another two weeks. 

Additionally, commissioners agreed to conduct a special public meeting on Friday to further review the county's COVID-19 situation and consider additional restrictions, according to information from the county. The meeting is scheduled for 3 p.m. Friday in room 107 of the City-County Building, 300 West Ash Street.

Other business during the county commission meeting included the following, according to information from the county.

Marilyn Leamer, human resources director presented three requests for action concerning the county’s medical and dental plans. The renewal for 2021 resulted in no increase for employees or the county. An amendment to the health plan also includes continued access to telemedicine. Commissioners approved all three requests and signed appropriate agreements.

County commissioners sign jail sales tax resolution

The Cloud County Community College Board of Trustees extended an offer to Amber&nbsp;Knoettgen&nbsp;to become the institution’s ninth president. 

The board voted Tuesday night to hire&nbsp;Knoettgen, who has been serving as the college’s interim president since May. She will begin serving in the permanent role on Dec. 1.

“I am honored that the Board has chosen me to lead the college as its next president,”&nbsp;Knoettgen&nbsp;said. “Over these past six months, I’ve been continually inspired by the Cloud team and their resiliency. I look forward to working with faculty, staff and students to continue moving Cloud in a positive direction.”

Knoettgen&nbsp;replaces Adrian Douglas, who served as president from May 2018 until May 2020.

Knoettgen&nbsp;received her Master of Business Administration and Bachelor of Science degrees from Baker University. She is also a 2000 graduate of Cloud County with an Associate of Science Degree.

“I think I bring a unique perspective as President of having been not only a student at Cloud, but also an athlete,” she said. “I am a first generation student and the family atmosphere at Cloud gave me the support I needed to be successful. I want that for all of our students.”

Knoettgen&nbsp;came to Cloud in July 2016 as the Director of Advisement and Retention. In November 2017, she was named the Vice President for Administrative Services, a position she currently holds in addition to the interim President role. During that time, she has managed the college’s budget, and was responsible for the Business Office, Auxiliary Services, Information Technology, Facilities, the Children’s Center, Athletics, Human Resources, and Community Relations.

Knoettgen&nbsp;started working in higher education at Baker University as their Marketing Coordinator. She later held the positions of Student Advisor Specialist, Topeka Campus Director, and Enrollment Specialist, all at Baker.

“Amber has done an outstanding job serving as the Interim President in addition to continuing her duties as the Vice President for Administrative Services,” said Jesse Pounds, CCCC Board of Trustees chair. “She has shown strong leadership in managing the college during the COVID-19 pandemic as well as preparing for the Higher Learning Commission accreditation visit.

“She comes to us with an impressive skill set in both student services and administrative services. The Board is excited to work with her to lead the college as our next president.”

Knoettgen&nbsp;said she plans to continue to foster a culture of trust, respect, open communication and collaboration with all Cloud faculty and staff, as well as the Board of Trustees.

“I believe in this institution and the rural communities we serve; those two cannot be separated if we all want to be successful,” she said. “This area is exactly where I wanted to raise my family.

“Cloud has many opportunities for growth, along with the faculty and staff to make that happen. We will continue to make Cloud the college of choice in North Central Kansas.”

Passengers will be required to wear masks and observe social distancing requirements.&nbsp;&nbsp;Additional buses may be dispatched if needed.

All other transportation options will continue as normally scheduled.&nbsp;

Services levels will continue to be adjusted as the situation warrants, OCCK Transportation noted in a news release.

OCCK Transportation reverses direction, cancels peak routes

At the direction of the State Emergency Operations Center, the Kansas Army National Guard has placed two UH-60 Black Hawk helicopters on standby in Salina in response to a high potential for wildland fires today and Wednesday.

Helicopters from the 1st Battalion, 108th Aviation supported fire suppression efforts in Harvey County over the weekend. Gov. Laura Kelly issued a state of disaster emergency declaration Saturday due to the potential for wildland fires in counties in northwest and southwest Kansas. "It is because wildfires can spring up so suddenly under these conditions that I have put this disaster declaration in place," Kelly said. "Placing resources such as these helicopters on standby help the state respond more quickly if a fire begins to spread." The declaration authorizes the use of state resources and personnel to assist with response and recovery operations in affected counties that meet certain criteria. The threat for a potentially dangerous situation exists due to a combination of northwest winds gusting up to 65 mph, blowing dust producing reduced visibilities, and critical fire weather conditions. "It is critical that all Kansans be aware of the danger for wildfires and do their part to prevent them," said Angee Morgan, deputy director, Kansas Division of Emergency Management. "A carelessly discarded cigarette or an unattended charcoal grill has the potential to touch off a devastating fire, so we urge everyone to be careful and to contact their local county emergency manager to see if there is a burn ban in their area."&nbsp;&nbsp;

Canvassers certify Saline County general election results

The Saline County Commission in its capacity as the county Board of Health will have a special meeting Friday to consider implementing additional restrictions to combat COVID-19.

The meeting is scheduled for 3 p.m. Friday in room 107 of the City-County Building, 300 West Ash Street. 

The commissioners are scheduled to meet with Jason Tiller, county health officer/health department director, to consider a proposed health order to implement additional restrictions.

On Monday, the county reported 126 new confirmed cases of COVID-19 since the previous report on Friday. According to the county report, 383 active cases are being monitored by the Saline County Health Department. As of the Monday report, 17 Saline County residents had died due to COVID-19.

The Saline County Commission in its capacity as the county Board of Health will have a special meeting Friday to consider implementing additional restrictions to combat COVID-19.The meeting is scheduled for 3 p.m. Friday in room 107 of the City-County Building, 300 West Ash Street. The commissioners are scheduled to meet with Jason Tiller, county health officer/health department director, to consider a proposed health order to implement additional restrictions.On Monday, the county reported 126 new confirmed cases of COVID-19 since the previous report on Friday. According to the county report, 383 active cases are being monitored by the Saline County Health Department. As of the Monday report, 17 Saline County residents had died due to COVID-19.

MANHATTAN —Due to a rapid, uncontrolled increase in positive COVID-19 cases in its campus communities and throughout the state, Kansas State University is canceling commencement activities scheduled for Nov. 20-22. This includes ceremonies scheduled for the Manhattan and Salina campuses, according to a media release from KSU.

The university will hold a virtual recognition in December, details will be published on the&nbsp;<a href="https://www.k-state.edu/graduation/">commencement&nbsp;</a>website.

"With hundreds of new cases announced in our host communities in the past few days, the trend line is absolutely going in the wrong direction," said Richard B. Myers, university president. "Concerns have been expressed by our students, faculty and staff not only for their personal health, but with a willingness to look out for the health of fellow K-Staters."

Capacity in the health care community was a major factor in the decision as medical providers and local hospitals are at or beyond capacity due to the recent surge in cases. University officials have been in close contact with county health departments with regard to local situations.

"We understand this will be a disappointment to our students, faculty and staff members who were looking forward to this celebration," said Charles Taber, provost and executive vice president. "Canceling now discourages family from visiting and gathering in Manhattan and Salina this weekend and ensures that commencement ceremonies do not become superspreading events for communities that are already COVID hot spots."

The university will be scaling back other events, including a virtual ribbon cutting for the new Morris Family Multicultural Student Center. Group tours are canceled and the event will be held outdoors to minimize risk for the limited number of participants.

K-State cancels fall commencement for Salina, Manhattan campuses

A local manufacturing company is missing numerous power tools after a burglary over the weekend.

Salina Police Captain Paul Forrester reported this morning that sometime between 4:30 p.m. Friday and 6:30 a.m. Monday someone entered building No. 2 at Great Plains Manufacturing, 1705 Dewey, and took numerous Dewalt and Milwaukee power tools.

There were no signs of forced entry into the building, he noted. According to Forrester several items had been moved inside the building and tool boxes were gone through. A garage door that had been shut on Friday was found open. It is believed to be the point of exit and possibly was used to place items into a vehicle, Forrester explained.

Forrester noted that total loss was estimated at $1,200.

Multiple power tools stolen from local manufacturer

Unseasonably warm temperatures, dry air, and gusty winds are combining to create an elevated grassland fire danger today and Wednesday.

According to the National Weather Service (NWS) in Wichita, warm above normal temperatures will prevail across the region today. In addition, gusty south winds and drier air will give way to very high grassland fire danger this afternoon for locations mainly along and west of Interstate 135, NWS noted.

Additionally, very strong and gusty south winds will combine with dry air and warm temperatures to create very high to extreme grassland fire danger risk on Wednesday. 

Outdoor burning should be avoided in all areas.

MANHATTAN — The numbers keep adding up and veterinary students continue to gain valuable, hands-on surgical experience with Kansas State University's Shelter Medicine Mobile Surgery Unit. In October, the program recorded its 25,000th spay/neuter procedure on a patient named "Cat No. 3" from Willow Colony. Fourth-year veterinary medicine student Gemma Isermann,&nbsp;Rossville, performed the surgery while the unit was on location at Friends of Felines TNR, in&nbsp;Wichita. Five years and five months since first hitting the road on its maiden trip May 9, 2015, the K-State Mobile Surgery Unit has been used to help dozens of animal shelters and community organizations save on veterinary care costs and has drawn attention to the plight of homeless animals. The shelter medicine team consists of clinical sciences faculty members Brad Crauer and Cody Dressler, who are accompanied on each trip by three fourth-year veterinary students and a veterinary nurse, Kelsey Decker, who work together to spay and neuter unowned pets at an area shelter. Students spend two weeks on the mobile unit rotation, providing surgery and veterinary care at no cost to participating shelters. The&nbsp;<a href="https://www.k-state.edu/media/images/apr14/mobileunit.jpg" target="_blank">Mobile Surgery Unit</a>&nbsp;has spent approximately 1,450 days and over 190,000 miles on the road over the last five years to reach the milestone of 25,000 surgeries. For each trip, students packed and loaded daily supplies in the 32-foot trailer, which sports the university's Powercat logo and wordmark, plus the slogan "Future Vets Helping Future Pets." The students use the up to two hours in travel time to reach participating shelters for classes and lectures to improve their knowledge of shelter medicine, procedures and the unique aspects of working with unowned animals. Once the unit arrives at the shelter, the students perform surgeries under the guidance of Crauer, Dressler and Decker, who is a licensed veterinary nurse. They also tour the facilities and have consultations with shelter managers before returning home, only to start again the next day. The Mobile Surgery Unit has regularly visited 26 animal-welfare organizations within a two-hour radius of Manhattan over the past five years. The experience exposes students to each shelters' unique processes and challenges, Crauer said. The shelters are in&nbsp;Clay Center,&nbsp;Emporia,&nbsp;Junction City, Lawrence, Manhattan, Ottawa, Salina&nbsp;and&nbsp;Topeka. The unit also travels to a shelter in&nbsp;Beatrice, Neb. "By the end of the rotation, we hope the students have gained a greater knowledge and appreciation for shelter medicine and use that to make a difference in the communities they become a part of after graduation," Crauer said. Students are not the only beneficiaries. Veterinary care, especially spays and neuters, make up a large portion of a shelter's operating expense. Since the students perform surgery at no cost, shelters are saving between $50-$175 per animal, a significant savings when considering the number of animals the shelters serve, Crauer said. Shelters also have the advantage of regular professional consultations from Crauer and the team. The K-State Shelter Medicine Mobile Surgery is supported by private gifts and a grant from PetSmart Charities.&nbsp;&nbsp;

This year more than $80,000 will be distributed to area students through the foundation’s 31 scholarship funds. Eligible scholarship applicants include graduating high school seniors, current college students and non-traditional students.

Each scholarship has a unique set of criteria established by donors to the foundation.

Depending on the scholarship, awards range from $250 to $10,000, and some are renewable for up to four years. Scholarships are not necessarily based on financial need.

All scholarship applications must be submitted through the community foundation’s online scholarship portal by Feb. 15, 2021. Scholarships will be awarded by mid-April.
