We are asking Salina and north central Kansas to say 'Thank you' to a driver on March 18," OCCK Transportation noted in a news release.

OCCK encourages all riders to join in celebrating the hard-working drivers.&nbsp;For those customers who don’t ride on Thursday, a “Thank you” or a card is welcome anytime, OCCK&nbsp; Transportation noted.

National Bus Driver Appreciation Day was started by transit riders in Seattle in 2009. Hans Gerwitz and Shannon Thomas wrote a blog post that inspired the International Bus Driver Appreciation Day movement. They chose March 18 because it was on that day in 1662 that bus service began in Paris, according to the information from OCCK Transportation.

Weather History for Tuesday, March 16, 2021, from the National Weather Service in Wichita: In 1998, a 2-day ice storm pulled a slick trick from southwest Kansas to north-central Kansas.

The storm produced widespread 1/2 to 2 inches of glaze, but there were reports of staggering 4 to 6 inch accumulations on highly elevated surfaces such as radio towers. 

In Southwest Kansas, a 6-inch accumulation caused an 800-foot tower to collapse. 

Every radio tower from southwest to west-central Kansas received significant ice accumulations. 

Some of the damage was caused by huge chunks of ice that fell from the towers. Damage was around $3.485 million. 

Several areas were without power for 6 days.&nbsp;&nbsp;

The southern part of our area has a chance for severe storms late tonight.

Severe storms will be possible after 11 p.m. Tuesday and will track northeast across the region, according to the National Weather Service in Wichita.

For the affected counties in our area, quarter-sized hail and strong winds of up to 55 mph are possible, NWS-Wichita noted. Damaging winds of 60 to 70 mph and hail up to the size of half dollars will be the primary threats in southern Kansas.

An isolated tornado embedded within a line of storms is also possible near the Kansas-Oklahoma border area.

NWS issues Wednesday wind advisory for counties in our area

Following is today's Saline County Health Department's Vax Facts information.

NOW REGISTERING FOR PHASE 1, 2, 3, &amp; 4 Vaccinating Phase 1 &amp; 2

Governor Laura Kelly announced the state will move to Phase 3 and 4 of Kansas’ COVID-19 vaccination plan on March 22, 2021. With this move, individuals between ages 16 and 64 with a preexisting medical condition and other non-healthcare workers in critical infrastructure will be eligible for vaccination.

Saline County is currently finishing out those who registered under Phase 2 and expect to move to Phases 3 &amp; 4 as soon as possible. While Phases 3 and 4 include the 16- to 64-year-old population, Saline County is currently receiving the Moderna vaccine, which is only approved for those 18 and older.

Pfizer is the only vaccine currently on the market approved for those under 18.&nbsp;&nbsp;

If you believe you are an eligible member of an eligible population and have not yet registered, please do so immediately.

If you have already registered, please do not register again.

Due to the effectiveness of the vaccines, the Saline County Health officer expects to allow the current public health order to expire on March 21 at 11:59.

The best vaccine for you is the first one offered to you.

Dillon’s pharmacy is actively taking vaccination registrations, and other pharmacies are anticipating being able to offer the same soon.

You are encouraged to sign up on as many lists as possible to get the vaccine as soon as possible.

If you receive a vaccine elsewhere, please contact us to have your name removed from the registry. You will need to get both your first and second vaccines from the same organization.

Vaccine supply remains the primary barrier to vaccinating our community.

FTC: Free weekly credit reports during COVID extended until April 2022

Saline County's COVID-19 related public health order that has placed limits on gatherings will be allowed to expire, however, the county's mask mandate will remain in place for another two weeks.

The public health order that became effective Feb. 22 is set to expire at 11:59 p.m. on Sunday.

Saline County Health Department Director Jason Tiller this morning told Saline County Commissioners that it was his opinion that the public health order could be allowed to expire.

"My opinion is that with the continuing to decrease numbers, also that we did not see any kind of increases after raising those limits to capacities three weeks ago, with the deaths lower, the hospitalizations lower, I think at this point the best thing is to let the public health order expire at that time," Tiller said during this morning's Saline County Commission meeting. 

Tiller reported that national, state, and local COVID-19 cases and deaths continue to trend downward.

"We have only had 66 new cases in the last two weeks. Which is a huge improvement to look at when even just two to three months ago, that might have been a single daily count of new cases. And thankfully we've only had one new death in the last two weeks as well," Tiller said during his review of the county's COVID-19 situation prior to his report concerning the public health order.

Tiller also noted that more people will be eligible to be vaccinated in the coming weeks.

"By then end of this week, we expect to have vaccinated 11,000 or more people that live and work in the county. And that will be about 25 percent of the adult population. Right now we're still working on finishing up those Phase 2 priorities. And based off the governor's announcement yesterday of Phase 3 and Phase 4 jointly beginning on March 22, we are starting registration for those phases," Tiller said in his review of the county's COVID-19 situation prior to his report concerning the public health order. 

Tiller told commissioners that the 500 doses of the single-shot Johnson &amp; Johnson vaccine that the county received are being used for home-bound persons, homeless and hard-to-reach persons, and those in congregant settings.

"That has taken a significant amount of planning to be able to accomplish that at this point with our partners, but I think we're on a pretty good track to be able to have all of that used up," Tiller said of the Johnson &amp; Johnson vaccine.

Although variant cases of COVID-19 are on the rise, none have yet to be reported in Saline County, he said.

Tiller is still recommending, however, that the county's mask mandate remain in place.

"We have talked with our partners and have come up with some recommendations about when to consider either loosening or removing the mask order," Tiller told commissioners.

Those recommendations include the following.

●A target of 70 percent of the adult population being vaccinated

●Reaching a point where overall vaccine demand is satisfied

"To drop everything at one time I think would be a mistake. If we let the (public health) order expire, we continue to vaccinate people, and as you have seen, more people will be eligible next week, so we'll be able to vaccinate more people and it will just put us in a better position without the mass gathering order. And then when the county commission decides to take some sort of action on the mask order, we will be in a much better position to not see any type of undue consequence from throwing the gates open all at one time," Tiller said.

At the conclusion of Tiller's presentation, the commissioners took no action concerning the mask mandate, so it will remain in place for another two weeks.

In other COVID-19 related business, the commissioners voted 5-0 to approve a request from Michelle Barkley, emergency management director, to redeclare a state of local public health emergency connected to the COVID-19 pandemic. The declaration allows Saline County to submit resource requests to the State of Kansas, continue emergency sheltering, and track expenditures for reimbursement, according to information from the county.

Public health order being allowed to expire; mask mandate remains

The City of Salina announced this morning additional crack sealing work for multiple city streets.

Through Friday, APAC Shears of Salina will seal cracks on the following City of Salina streets, weather permitting:

Residents will be asked to remove their cars from streets to facilitate the work, which will take place generally between the hours of 8 a.m. and 5 p.m. Access to properties within work zones will be maintained at all times. “Road Work Ahead” signs will be placed in advance of work zones, and temporary single-lane closures are to be expected. Crack sealing the pavement helps prevent water from penetrating into the pavement structure or sub-base material and aids in reducing a number of pavement problems which include: crack spreading; formation of voids under pavement; swelling and shrinking of sub-base materials; freeze-thaw action; alligator cracking; potholing; and complete failure. Because of its importance and cost-effectiveness, the Department of Public Works strives to seal each asphalt street in Salina no less often than every seven years. Approximately 31 centerline miles of streets will be sealed in 2021.

The $460,000 project is a major component of the City of Salina’s $4.7 million 2021 maintenance capital improvement program.

The City of Salina announced this morning additional crack sealing work for multiple city streets.Through Friday, APAC Shears of Salina will seal cracks on the following City of Salina streets, weather permitting:<figure>

KDOT employees to celebrate service anniversaries

An all-terrain vehicle (ATV) belonging to an Ada man was stolen from a business south of Salina early Monday.

At approximately 3:45 a.m. Monday, unknown individuals cut open a padlocked gate at KanEquip, Inc., 3637 South Ninth Street, and stole a red 2009 Polaris Sportsman ATV valued at $3,640, Saline County Undersheriff Brent Melander said this morning. The ATV had plywood on the front and back racks.

KanEquip had done some work on the ATV, which is owned by Jeffry Shafer of Ada. Once the work was completed and until the owner could pick it up, the ATV was parked in KanEquip's secure lot with the keys in it, Melander said.

The sheriff's office is looking for surveillance video. Melander asked that anyone with information about the theft contact the sheriff's office.

ATV stolen from business south of Salina early Monday

A local man with multiple active warrants was apprehended Monday evening after a foot chase along the old river bed in central Salina.

According to Salina Police Captain Paul Forrester, officers were sent to the 600 block of South Front Street for the report of Xavier Murrell, 20, being seen in the area. Murrell had four outstanding warrants out of Saline County District Court and was reported to be in possession of a handgun.

An officer made contact with Murrell at 614 South Front Street. Murrell fled on foot southbound on Front and then jumped a fence at 633 South Front Street. The officer yelled for Murrell to stop, but he continued to flee.  He ran down to the old Smoky Hill River bed area behind the YMCA and then continued eastbound, Forrester reported.

An SPD K-9 tracked Murrell along the creek and officers eventually located Murrell hiding in a trash can at 905 East Prescott Road. Murrell had a holster on his person, but no handgun was located.

In addition to being arrested on the four warrants, Murrell was arrested on the requested charge of felony interference with law enforcement, Forrester noted.

MCPHERSON -- The McPherson College C.A.R.S. Club has announced it will host its annual car show on May 1 at the campus. 

Last year’s event was cancelled due to the pandemic.

The event will be open to the public; however, vehicle registration will be limited to current students, faculty and staff, and alumni. The student-run event has been held each year since 1999.

“Traditionally, this is something our students and our friends in the car community look forward to each year,” Chris Paulsen, faculty advisor of the event, said. “We are happy that we can host a scaled-back version this year and look forward to seeing some of our favorite cars on display.”

Although weekend activities associated with the car show in the past, such as a Cruise-in and Evening with AR dinner, will not happen this year, organizers are planning weekend activities for the students. Past shows have attracted more than 400 cars, displayed a wide variety of featured cars, and hosted special guests.

Those attending the campus event will be expected to follow the college’s health and safety protocol for outdoor gatherings requiring a facemask.

Featured on its four live stages and roving across shady Oakdale Park, festival entertainment is a key part of the excitement and enjoyment many anticipate each year at the river festival.

“Entertainment for the 45th anniversary festival is dynamic and varied, reflecting the Festival’s rich musical tradition,” said festival entertainment coordinator Anna Pauscher Morawitz. “Each act, whether on-stage or roving, will bring joy to longtime festival-goers or first-time visitors. Also, being able to search for new or favorite acts by stage or by day on riverfestival.com, will make planning your festival entertainment schedule even more convenient and fun.”

While a good portion of festival entertainers appear on the website, final acts including all headliners will be announced later this spring, making the festival entertainment lineup fully searchable.

Among returning stage acts for 2021 is popular duo Joe Scott and Hannah Alkire, as Acoustic Eidolon. Among returning roving or Arty’s Stage acts are the rhythmic Drum Safari, Richard Renner, balloon artists Up, Up &amp; Away, and Dennis Porter of Happy Faces Entertainment. More than 150 performances across four days give festival-goers diverse and affordable entertainment choices.

Scheduled for Sept. 2-5 in Oakdale Park, River Festival 2021 will celebrate the 45th anniversary of this unique and beloved arts celebration. New for festival 2021 will be advance-price admission wristbands at $15 for 4 days, available for purchase beginning July 26, for five weeks. Daily $10 wristbands will be sold only at the gate. Children 11 and under get in free.

Highlights of festival entertainment and other key activities will be shared in the coming months.

SAH begins announcing 2021 Smoky Hill River Festival entertainment

Today is Tuesday, March 16, the 75th day of 2021. There are 290 days left in the year.

In 1802, President Thomas Jefferson signed a measure authorizing the establishment of the U.S. Military Academy at West Point, New York. 

In 1926, rocket science pioneer Robert H. Goddard successfully tested the first liquid-fueled rocket at his Aunt Effie's farm in Auburn, Massachusetts.

Cloud County Community College’s 2021 homecoming queen and king will be crowned on Wednesday between the men’s and women’s basketball games.

Commissioners last considered such a request from Michelle Barkley, emergency management director, on Jan. 11.
