It might feel early to be thinking about next spring, but believe it or not, now is a good time to boost the spring wow factor of your landscape by planting hardy bulbs.&nbsp; Not only do these bulbs add color to our landscapes, but many of them provide pollinators with resources like nectar or pollen at a time when few other plants are blooming.

Generally, it is recommended to plant hardy bulbs like tulip, allium, crocus, and daffodils in October through early November to give them enough time to root before winter.&nbsp; As long as the soil temperatures are above 40 degrees F, the bulbs will continue root development during the fall. One easy way you can find out how warm the soil temperature is across various parts of the state is to visit our weather data library at&nbsp;<a target="_blank" href="http://mesonet.k-state.edu/">http://mesonet.k-state.edu/</a>

Garden centers often carry a selection of hardy bulbs in the fall and bulbs are also easy to mail order.&nbsp;&nbsp; When shopping, be sure to select large, firm bulbs that have not begun to sprout.&nbsp; Big bulbs are always better and the difference in price almost always pays off with much better performance.

If you are selecting bulbs for pollinators, it is best to choose unhybridized species to ensure that the flower retains its pollen and nectar.&nbsp; For example, retailers may offer a crocus species mix which would be preferred over the hybrids.&nbsp; Crocus, muscari, species-variety tulips and wild-type daffodils such as Narcissus poeticus or Narcissus jonquilla are examples of bulbs that are well-loved by bees.

Plant bulbs in a site that receives plenty of sunshine as 5-6 hours of sunlight are needed for the best flowering.&nbsp; Bulbs can adapt to a wide range of soil types, but they do not tolerate poorly drained soil.&nbsp; This means it is usually necessary to prepare the planting bed by adding organic matter such as peat moss, well-rotted manure, or compost and mix into the soil.&nbsp; Spread several inches of organic matter over the soil surface and till or spade it in.

Adequate fertility is also essential. It is best to rely on a soil test to determine what nutrients are needed. Garden soils that have been fertilized regularly in the past usually have high levels of phosphorus and potassium.&nbsp; In such cases, it is best to use a fertilizer relatively high in nitrogen such as a 29-5-4, 27-3-3, or something similar. Apply these fertilizers at the rate of 1/2 pound (1 cup) per 100 square feet before planting.

The size and species of the bulb determines how deep to plant. In general, the depth to the bottom of the planting hole should be about 2 to 3 times the diameter of the bulb, but check the planting instructions specific to each particular flower.&nbsp; Planting too shallow may result in damage to the bulb caused by soil (frost) heaving during the winter.&nbsp; Water the bulbs after planting and monitor the soil for moisture if the fall/winter is dry but do not overwater as bulb rotting may result.

Fall is also a good time to divide or move existing spring flowering bulbs. The clump should be dug, sorted by size and replanted at the same depth and in properly prepared soil.&nbsp; Sorting by size allows the smaller bulbs to compete better and have more space to develop. GRAVES: Spring bulbs boost color, pollinator resources

This week marks "National Friends of the Library Week," and the Salina Public Library is recognizing the Friends of the Salina Public Library for their ongoing support.

The Friends organization plays a crucial role in funding various library programs and events, including providing scholarships for teen volunteers and hosting popular book sales.

"The Friends of the Salina Public Library is a wonderful organization that generously helps the library in various ways," said Salina Public Library Director Melanie Hedgespeth. "They have graciously provided funding for our Summer at the Library kickoff party, reading prizes and more. We are truly grateful for their support which allows the library to enhance services for our community."

The Friends of the Public Library will host its Fall Book Sale this weekend, with a special preview for Friends members on Friday, Oct. 25 at 3:30 p.m. The sale will be open to the public on Saturday and Sunday.

NWS weekly weather forecast, possible rain today

A 62-year-old man was found unresponsive outside Immanuel Lutheran Church on South Seventh Street in Salina, Kansas, on October 20.

 According to Salina Police Department Cpt. James Feldman, the deceased man, identified as an unhoused person, was discovered by a 45-year-old woman attending church services that morning.

"Initially, she believed the man was sleeping, but after noticing he was unresponsive, she called 911," Feldman said.

The 911 call was placed at 10:43 a.m.&nbsp;

The body was examined by the Saline County Coroner, Dr. David Dupy, who determined that no foul play was involved and that the death appeared to be of natural causes.

Feldman said the coroner will make the final decision regarding whether an autopsy will be conducted. The official death certificate has not been signed yet by Dr. Dupy.&nbsp;

"Whenever we get a dead body, we treat everyone like a homicide, until we prove otherwise. That's how we're trained because you never know," Feldman said.

Ben Pruitt, 47, of Salina, said when he saw the 62-year-old deceased man's body located near Immanuel Lutheran, he was not fully covered.

"I'm expecting to see crime scene tape and I don't see anything," Pruitt said. "I look to my right and there's a body with a white sheet over his face and chest."

Pruitt said he saw the deceased man at 11:45 a.m. on Sunday. He said the man was on the ground wearing dark-colored jeans, and black and gray tennis shoes and showed signs of rigor mortis.&nbsp;

Pruitt was in the area after someone he knew sent him a message about there being a possibly deceased unhoused person located near the church.&nbsp;

Feldman said SPD officers did remove the blanket covering the man temporarily to take photos of the scene. Feldman said crime scene tape was not used because officers were able to "easily control the scene."

SPD did not release any additional information regarding the man’s identity or the exact circumstances leading to his death.

Saline County Jail Bookings, Oct. 21

CLOUD COUNTY—One person was injured in an accident just after 6p.m. Sunday in Cloud County.

The Kansas Highway Patrol reported a 2018 Dodge Grand Caravan driven by Michaela M.&nbsp;Lopez, 44,&nbsp;Fairbury, Nebraska, was northbound on U.S. Highway 81 just south of Gold Road.&nbsp;

The van rear-ended a 1995 Ford F350 driven by Charles Hansen, 65, Concordia.

EMS transported one passenger in the van Alexander J. Lopez, 11, Fairbury, Nebraska, to North Central Kansas Medical Center.&nbsp; Michaela Lopez and a 9-year-old girl in the van had minor injuries. The patrol did not report where they were treated. Hansen was not wearing a seat belt and not injured, according to the KHP.

11-year-old injured in north-central Kansas rear-end crash

HUTCHINSON, Kan. — Creighton University economist Ernie Goss said another month's worth of results in his Rural Mainstreet Index has only increased his certainty that the center of the country is struggling.

"It certainly wasn't good news," Goss said. "The bad news keeps on coming I'd say that we can say pretty confidently that the agricultural sector is in a recession right now."

Part of the issue, as Goss continues to note, is tougher data to read on how things are going overall.

What is your motive for running for this office and what are your qualifications?

 I was raised in a family of service.  As I look at our elected and appointed officials in Washington, they seem to spend most their time fussing and bickering with one another and ignoring the core of serving their communities.  It is time to remind ourselves of the purpose of Government:  to serve the needs of the people.

For nearly 40 years I have worked to help high school students get to college; and help college students complete their degrees and begin their careers.  My vast experience includes working in high-stress and high-demand atmospheres where bringing people together is the only way to move forward and to serve.

How can we be assured that, if elected, you will work in the best interests of your constituents versus your personal interests?

 I always honor my word. My first 100 days in office will be invested with meeting my 434 new colleagues I the House of Representatives – learning about their journeys and the needs of the communities they represent.  Hopefully they will be willing to listen about the needs of the communities in our 1st District of Kansas.  We cannot wait until the moment of dispute or heated negotiation to meet for the first time.  Government can succeed when good people “give a little to gain a little’ in support of their communities.

What will you do to address the Gun Violence crisis?

 Our country’s founders established the 2nd amendment as part of the Bill of Rights – to assure these new and unruly colonies that their freedoms would be protected.  These same founders, ordinary people shaped by extraordinary times, knew that this frame work of government would evolve over time.  And I believe they embraced that America would lean upon its common sense to grow.

Requiring permits to own a gun makes sense.

Requiring a brief waiting period to conduct background checks make sense.

Keeping guns out of the hands of those who would do harm to themselves or to others makes sense.

And the most advanced gun available to soldiers of 1787 could shoot 3 rounds per minute.  I truly doubt that the founders would see any common sense in allow weapons that shoot hundreds of rounds per minute to be accessed by anyone outside of our police and armed forces.

 I am running for Kansas Senate District 24 because I believe our state needs leaders who will prioritize the well-being of every Kansan, not just he wealthy and powerful.  I am committed to ensuring that all Kansans have access to quality healthcare, fully funded public education, and the opportunity to build a better life. 

 My background as an attorney, coupled with my experiences in community organizing has equipped me with the skills to advocate for policies that promote fairness and justice.  I’ve been deeply involved in local efforts to address systemic issues and believe that public service is the best way to create lasting, positive change.

What is your position on Expanding Medicaid and why? Would you support putting Medicaid Expansion on the ballot?

  I fully support expanding Medicaid in Kansas.  Medicaid expansion is vital for ensuring healthcare access for thousands of Kansans, reducing mortality rates, and supporting our rural hospitals, many of which are struggling to survive. 

 Kansas is one of the few remaining states that hasn’t expanded Medicaid, and this inaction has resulted in unnecessary suffering and economic strain on our healthcare system,  I would support putting Medicaid expansion on the ballot to let the people decide, through the Kansas Legislature should take immediate action rather than continuing to stall on this issue.

How can we be assured that if elected, you will work in the best interests of your constituents versus your personal interests?

 My dedication to public service stems from my commitment to helping others, not advancing personal interests.  I have spent my career advocating for the rights of individuals and have consistently put people before profit.  If elected, I will continue to work with integrity and transparency, listening to my constituents and making decisions based on what’s best for our community. 

I believe in accountability, and my record of community involvement and professional advocacy demonstrates that I prioritize the needs of the people I serve over personal gain.

What will you do about the Gun Violence crisis?

The gun violence crisis is one of the most pressing public health issues facing our country. I support common-sense gun safety measures, including universal background checks, and red flag laws.

While I respect the Second Amendment, we must take steps to reduce the horrific levels of gun violence that claim thousands of lives each year.  I will work to build bipartisan consensus on gun safety reforms, ensuring that we protect both public safety and responsible gun ownership.

TOPEKA, Kan., Oct. 18, 2024 – U.S. Department of Agriculture (USDA) Rural Development Kansas Director Christy Davis today announced that USDA is awarding more than $650,000 in grants to help rural Kansans in seven communities build renewable energy generation systems or improve their existing energy efficiency.

“With this program Kansas farmers and rural business owners can expand their operations while lowering energy costs,” Davis said. “These grants will support rural communities with clean energy production and improved efficiency.”

Today’s announcement is part of a larger national announcement that includes 38 other states, Guam and Puerto Rico. The details of the Kansas projects are:

· A $98,764 grant will help the Berger Company purchase and install a 68.73 kilowatt (kW) solar system. Berger Company is an established leather manufacturer located in Atchison. This project is expected to generate 97,427 kilowatt hours (kWh) of electricity per year, enough energy to power eight homes.

· A $131,950 grant will help Controlled Environmental Warehousing LLC, of Osage City, purchase and install a 144.4 kW solar system. This project is expected to replace 205,859 kWh per year, enough energy to power 18 homes.

· A $78,801 grant will help Sutherland Family Limited Partnership purchase and install a 44.88 kW solar system. Sutherland Family operates Sutherland Shopping Center in Paola. This project is expected to replace 58,611 kWh of electricity per year, which is enough energy to power five homes.

· A $48,208 grant will help the Brothers Market 5 Inc. purchase and install LED lighting. Brothers Market is an existing grocery store located in Tonganoxie. This project is expected to save 89,773 kWh of electricity per year, enough energy to power eight homes.

· A $95,037 grant will assist Malay's Market, an existing grocery store located in WaKeeney, purchase and install new refrigeration equipment and LED lighting. This project is expected to save $8,947 per year and replace 104,721 kWh of electricity per year, which is enough energy to power nine homes.

· A $135,279 grant will assist Quinter Area Hospitality Group LLC purchase and install a 79.2 kW solar system. Quinter Area Hospitality is an established hotel

located in Quinter. This project is expected to replace 136,540 kWh of electricity per year, enough energy to power 12 homes.

· A $65,201 grant will help purchase and install a 31.9 kW solar array for Advance Termite and Pest Control Inc. of Hutchinson. The project is estimated to replace 44,098 kWh per year, enough energy to power four homes.

More recently, former President Trump made alarming comments about “enemies within” that hint at the use of military force against his political opponents, while Vice President Harris is struggling with a reticence among men of color to vote for her. Despite all this, the election itself may come down to a far more traditional, pocketbook issue.

A&nbsp;<a href="https://www.bankrate.com/personal-finance/2024-election-and-the-economy-survey/?tpt=a">new Bankrate survey</a>&nbsp;shows that 41% of Americans are concerned about inflation.&nbsp; More generally,&nbsp;&nbsp;<a href="https://news.gallup.com/poll/651719/economy-important-issue-2024-presidential-vote.aspx">Gallup</a>&nbsp;finds that the economy is the top issue this year, with 52% of voters calling it “extremely important.”&nbsp;

That spending also had positive effects, likely averting a recession and possibly even a depression.&nbsp; After their spike, inflation rates today are&nbsp;<a href="https://www.bankrate.com/banking/federal-reserve/latest-inflation-statistics/?tpt=a">back down to 2.4% annually,</a>&nbsp;a level last seen in February 2021.&nbsp; Most economists attribute this control primarily to the Federal Reserve’s policy of&nbsp;<a href="https://www.clevelandfed.org/center-for-inflation-research/inflation-101/why-does-the-fed-care-start">raising interest rates</a>.&nbsp; So, why are voters still upset?

First is the fact that controlling interest rates does not return prices to pre-inflationary levels.&nbsp; Instead, Fed policy has slowed the&nbsp;increase&nbsp;in prices, causing them to stabilize at a point that is 21.4% more expensive than before February 2020.&nbsp; The last time Americans experienced high inflation was in the 1970s. Many older Americans have forgotten, while many younger Americans were not around to experience it.&nbsp; Should the Fed keep going and fight inflation even harder– perhaps even starting a cycle of deflation?&nbsp; If they did, the result could be traumatic.&nbsp; When the Fed finally&nbsp;<a href="https://www.federalreservehistory.org/essays/great-inflation">brought inflation to heel in the early 1980s</a>, interest rates were far higher than they are now, unemployment was in the double digits, and the<a href="https://www.iowapbs.org/iowapathways/mypath/2422/farm-crisis-1980s">&nbsp;farm economy was absolutely devastated</a>.&nbsp; By contrast,<a href="https://fred.stlouisfed.org/series/LNS14000024">&nbsp;today’s unemployment rates</a>&nbsp;are historically low.

Americans are also, specifically concerned about housing.&nbsp; Post-pandemic&nbsp;<a href="https://www.goldmansachs.com/insights/articles/us-house-prices-are-forecast-to-rise-more-than-4-percent-next-year">demand for housing is surging</a>, but supply is not keeping up. Loosening up building restrictions and zoning codes seem like good answers, but the American system of government throws up a roadblock:&nbsp; state laws– including here in Kansas– delegate most of these regulations to local governments, creating a patchwork of codes and zoning laws that builders and rehabbers must navigate in order to create and rehabilitate more housing.&nbsp; The recent&nbsp;<a href="https://johnsoncountypost.com/2023/10/05/prairie-village-housing-timeline-214778/">rejection of Accessory Dwelling Units (ADUs) in Prairie Village</a>, and&nbsp;<a href="https://www.kshb.com/news/local-news/lenexa-city-council-votes-down-controversial-proposal-for-homeless-shelter-in-city">denial of rezoning for a homeless shelter in Lenexa</a>, are both examples of the Not In My Backyard (NIMBY) politics that keeps housing choices limited.&nbsp; In addition, when developers do move in, they often prefer to build upscale apartments or large, single-family units in exclusive neighborhoods where the profit margin is greatest, doing little to relieve the shortage of&nbsp;affordable&nbsp;homes.&nbsp; The&nbsp;<a href="https://immigrationforum.org/article/immigrant-construction-workers-in-the-united-states/">current anti-immigration political climate also contributes to the problem</a>&nbsp;by threatening to limit the number of workers in the construction industry.&nbsp; If Trump is elected and proceeds with plans for mass deportations, the problem will only worsen.&nbsp; Of course, immigrants need homes, too, but research shows that they contribute far more to&nbsp;lowering&nbsp;the cost of housing by working in construction, than they contribute to&nbsp;<a href="https://www.cbsnews.com/news/jd-vance-debate-immigration-housing-prices-real-estate-federal-reserve/#:~:text=Still%2C%20there%20is%20some%20evidence,but%20although%20a%20small%20one.">raising it through increased demand.</a>&nbsp;

Many older Americans have forgotten, while many younger Americans were not around to experience it.&nbsp; Should the Fed keep going and fight inflation even harder– perhaps even starting a cycle of deflation?&nbsp; If they did, the result could be traumatic.&nbsp; When the Fed finally&nbsp;<a href="https://www.federalreservehistory.org/essays/great-inflation">brought inflation to heel in the early 1980s</a>, interest rates were far higher than they are now, unemployment was in the double digits, and the<a href="https://www.iowapbs.org/iowapathways/mypath/2422/farm-crisis-1980s">&nbsp;farm economy was absolutely devastated</a>.&nbsp; By contrast,<a href="https://fred.stlouisfed.org/series/LNS14000024">&nbsp;today’s unemployment rates</a>&nbsp;are historically low.Americans are also, specifically concerned about housing.&nbsp; Post-pandemic&nbsp;<a href="https://www.goldmansachs.com/insights/articles/us-house-prices-are-forecast-to-rise-more-than-4-percent-next-year">demand for housing is surging</a>, but supply is not keeping up. Loosening up building restrictions and zoning codes seem like good answers, but the American system of government throws up a roadblock:&nbsp; state laws– including here in Kansas– delegate most of these regulations to local governments, creating a patchwork of codes and zoning laws that builders and rehabbers must navigate in order to create and rehabilitate more housing.&nbsp; The recent&nbsp;<a href="https://johnsoncountypost.com/2023/10/05/prairie-village-housing-timeline-214778/">rejection of Accessory Dwelling Units (ADUs) in Prairie Village</a>, and&nbsp;<a href="https://www.kshb.com/news/local-news/lenexa-city-council-votes-down-controversial-proposal-for-homeless-shelter-in-city">denial of rezoning for a homeless shelter in Lenexa</a>, are both examples of the Not In My Backyard (NIMBY) politics that keeps housing choices limited.&nbsp; In addition, when developers do move in, they often prefer to build upscale apartments or large, single-family units in exclusive neighborhoods where the profit margin is greatest, doing little to relieve the shortage of&nbsp;affordable&nbsp;homes.&nbsp; The&nbsp;<a href="https://immigrationforum.org/article/immigrant-construction-workers-in-the-united-states/">current anti-immigration political climate also contributes to the problem</a>&nbsp;by threatening to limit the number of workers in the construction industry.&nbsp; If Trump is elected and proceeds with plans for mass deportations, the problem will only worsen.&nbsp; Of course, immigrants need homes, too, but research shows that they contribute far more to&nbsp;lowering&nbsp;the cost of housing by working in construction, than they contribute to&nbsp;<a href="https://www.cbsnews.com/news/jd-vance-debate-immigration-housing-prices-real-estate-federal-reserve/#:~:text=Still%2C%20there%20is%20some%20evidence,but%20although%20a%20small%20one.">raising it through increased demand.</a>&nbsp;Inflation is a tough problem.&nbsp; Prices are not going back to pre-pandemic levels–the cost of doing so is simply too high.&nbsp; Popular policies like exclusive NIMBY zoning and anti-immigration legislation make the problem worse.&nbsp; Having been confronted with high inflation for the first time since the early 1980s, Americans are now re-learning what to do–and what not to do–in response.&nbsp;

A vehicle pursuit in the northeast part of Salina took place on Thursday afternoon and Salina Police Department (SPD) officers are still searching for the suspect.

According to SPD Cpt. Mike Miller, the pursuit began when a blue or purple Mitsubishi Lancer was observed running a stop sign near the intersection of Elm and Oakdale streets, near Riverside Park, at around 1:15 p.m.

 The suspect, described as a male between the ages of 20 and 25, led officers on a low-speed chase through the neighborhood, with speeds topping out at 40 miles per hour. The driver ran multiple stop signs before pulling into a driveway in the 300 block of North Columbia Avenue.

"The subject ended up bailing out of the car while pulling into a driveway in the 300 block of North Columbia Avenue, leaving the car in gear, causing the car to crash into a garage, through a door, and hit a car in a garage," Miller said.

SPD estimates the damage to the garage and vehicle to be around $1,500.

Officers quickly established a perimeter and notified Lakewood Middle School about the suspect's unapprehended status.

According to Salina Public School Communications Director Jennifer Camien, Lakewood Middle School monitored building entry and did not allow students outside the building yesterday while police were searching for an individual in the surrounding neighborhood. Normal learning activities continued during this time and throughout the day.

Despite efforts to locate the suspect, including reviewing video footage from an SPD patrol car, the individual has not yet been arrested.

SPD has submitted an affidavit requesting charges, including felony fleeing and eluding, felony interference, felony criminal damage to property, and multiple traffic violations.

The vehicle involved was unregistered, and officers noted that the car’s license plate also did not match any registered owner.

By SALINA POST Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 3.3% in September. This is unchanged from 3.3% in August and an increase from 2.6% in September 2023, according to a media release from the Kansas Department of Labor.

“The Kansas unemployment rate held steady at 3.3% in September,” said labor economist, Emilie Doerksen. “The labor force participation rate was also unchanged over the month at 66.2%, significantly higher than the U.S. rate of 62.7%.”

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 2,700 from August. Total nonfarm includes private sector and government employers. Private sector jobs increased by 800 over the month, mwhile government increased by 1,900.

The unemployment rate in Saline County dropped from 3.5 percent in August to 2.8 percent.&nbsp; The rate in Dickinson County dropped from 6 percent 3.1 percent.

Since September 2023 Kansas’ seasonally adjusted total nonfarm jobs have increased by 19,200. This change is due to an

increase of 16,500 private sector jobs and an increase of 2,700 government jobs.
