TOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for the City of Esbon, located in Jewell County. This advisory is not related to COVID-19.

Customers should observe the following precautions until further notice:

●If your tap water appears dirty, flush the water lines by letting the water run until it clears.

●Boil water for one minute prior to drinking or food preparation or use bottled water.

●Dispose of ice cubes and do not use ice from a household automatic ice maker.

●Disinfect dishes and other food contact surfaces by immersion for at least one minute in clean tap water that contains one teaspoon of unscented household bleach per gallon of water.

●Water used for bathing does not generally need to be boiled. Supervision of children is necessary while bathing so that water is not ingested. Persons with cuts or severe rashes may wish to consult their physicians.

The advisory took effect on July 21 and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE issued the advisory due to a loss of pressure.&nbsp; Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.

Regardless of whether the public water supplier or KDHE announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

Boil water advisory issued for the City of Esbon

Saline County wants to know what you think about the use of Coronavirus State and Local Fiscal Recovery Funds awarded to the county.

On March 11, the American Rescue Plan Act was signed into law. This act allocates $350 billion nationwide to Coronavirus State and Local Fiscal Recovery Funds. Counties will share $65.1 billion of this amount via direct allocations from the U.S. Treasury.

On May 10, Saline County was notified of an award in the amount of $10,532,376. Per terms of the act, funds must be obligated by Dec. 31, 2024, and fully expended no later than Dec. 31, 2026.

Saline County has set up surveys for both businesses/nonprofits and individual residents. The surveys are scheduled to close on Friday.

Police are investigating the theft of a trailer from a bridge repair site at W. Schilling Road and Interstate 135 (I-135).

Reece Construction is repairing the northbound I-135 bridge over W. Schilling Road and had a black 2020 Travalong dump trailer belonging to Construction Rental, 525 N. Broadway Boulevard, parked at the site. 

The trailer, valued at $10,500, had Construction Rental stickers on the sides and a Kansas license plate of 726NBP, Salina Police Captain Paul Forrester said this morning. Forrester said it appeared that someone used a grinder to cut the lock off of the hitch.

Trailer stolen from interstate bridge repair site

Two people were arrested after a short pursuit through a Salina neighborhood early this morning.

At approximately 1:50 a.m. Wednesday in the 200 block of S. Penn Avenue, a Saline County deputy stopped a 2014 Dodge Ram pickup that had been reported for suspicious behavior, Saline County Sheriff's Captain Jim Hughes said this morning. The pickup had allegedly been driving up and down alleys in the neighborhood, he said. 

In the pickup were Greg Todd, 39 of Salina, and Cady Cole, 23, of Salina, Hughes said. 

After talking with the two, the deputy released them and then ran the license plate on the pickup. When he discovered that the license plate was stolen out of Ottawa County, he attempted to stop the pickup once again, but a short pursuit ensued, Hughes said.

The pickup stopped near the intersection of N. Kansas Avenue and E. Elm Street, and Todd and Cole took off on foot, Hughes said. The deputy apprehended Cole nearby. A short time later, another deputy apprehended Todd elsewhere in the neighborhood.

It was determined that the pickup had been reported stolen on June 21 from where it was parked at the Rodeway Inn &amp; Suites, 3932 S. Ninth Street, Hughes said.

Hughes said that during the initial stop, Cole had been driving, but Todd had been driving when the two exited the pickup and fled on foot.

Todd was arrested on the following requested charges, Hughes said.

Two Salinans arrested on multiple requested charges after pursuit

Multiple charges have been requested for a Salina teen, including battery of a law enforcement officer, after an alleged incident Tuesday afternoon.

An officer was dispatched to Saint Francis Ministries, 509 E. Elm, at 2:45 p.m. Tuesday for the report of a 15-year-old girl damaging cars there, Salina Police Captain Paul Forrester said this morning. When the officer arrived, she saw the teen throwing rocks at a silver 2021 Chevrolet Impala owned by Saint Francis Ministries.

The officer told the girl to stop, but instead, the girl ran. After a short distance, the officer caught up with the girl, who then allegedly hit the officer in the chest, knocking off her body camera, Forrester said. The girl then allegedly stomped on the body camera.

The girl was taken into custody and transported to Salina Regional Health Center, where she was admitted, Forrester said. The girl allegedly spit on an officer and a nurse at the hospital, he added.

Charges requested for the girl include the following, he said.

Board and staff members of nonprofit organizations in Northwest Kansas have an opportunity next month to improve their fundraising skills thanks to the Dane G. Hansen Foundation.

The foundation is offering access to a four-part virtual course titled “Raise Money: The Guide to Unapologetic Fundraising for Your Nonprofit” at no cost to any board or staff member of a nonprofit organization in the 26 counties it serves. A one-hour virtual coaching session will be held at 1:30 p.m. every Thursday in August. In addition, participants will have access to a library of fundraising videos full of tips and ideas that are practical and easy to implement.

The course and videos are by Nancy Jackson and Jenna Goodman, founders of Generous Change, a Lawrence-based company focused on assisting all kinds of nonprofit organizations and universities with fundraising.

The course will include a total of 20 videos, each with a “Do One Thing!” challenge. Jackson and Goodman will share new tools and tweaks to existing practices to make fundraising more fun and more effective. During the interactive coaching sessions, the two will answer questions and suggest solutions for tough fundraising challenges.

Module 1 covers fundraising fundamentals and how to make time for fundraising. Module 2 is about the art of conversation with donors. Module 3 addresses how to ask for support from different types of donors. Module 4 covers the need to plan and persist and includes step-by-step instructions for creating an annual fundraising plan.

Participants will also have ongoing access to the library of videos that address questions about development and working with donors.

Jackson and Goodman have a combined 30 years of fundraising experience. As staff and volunteers, they have personally raised more than $70 million for arts, education, and environmental causes.

Hansen Foundation offers fundraising course for nonprofits

In total, there are 22 recipients that will cover 34 counties and more than 2.9 million Kansans (73.4% of the Kansas population).

The CDRR Community Grant Program provides funding, training and technical assistance to communities to address chronic disease risk reduction through evidence-based strategies that impact tobacco use, physical activity and nutrition. Local, area groups among Chronic Disease Risk Reduction grant recipients

Food insecurity, or the lack of consistent access to enough food, is not something that is top of my mind very often. It probably should be, but it just isn’t. I have enough food, actually more than enough, and given the frantic pace of my life I often neglect to give a second thought to those who are not blessed like I am. I also think many of us in rural America think it is a big city or urban problem. It is not. In fact, I think we would all be shocked to know how many of our neighbors are food insecure. Those of us who live in rural Kansas are proud people and often it is hard for us to ask for help. Your neighbors who may be food insecure are just like you. There is a certain stigma associated with not having enough food, especially in rural areas. Food insecurity happens for many reasons, and many are nothing to be ashamed of, but the reality of the situation is tough. A related aspect is something called a food desert, which also is something I had not really thought about before or the fact that many of us live in them. A food desert is an area that may lack places to buy good-quality or healthy, fresh food. We have seen many of our small, rural grocery stores disappear leaving those who struggle with transportation facing food insecurity simply because they cannot drive to a larger city to shop. I find all of this stunning. We live in the breadbasket of the United States, we grow a large part of the food for our population and yet we have hungry people in our midst. I have problems wrapping my head around it. But it all makes sense, food, especially healthy, fresh food is hard to come by in some of our towns. Couple that with the fact that eating healthy and staying away from packaged and premade food is expensive. Put it all together and we have a problem right here in our backyards. That is why we, the members of Kansas Farm Bureau, are the perfect people to help fight hunger in our communities. We did that last year, when we raised nearly $100,000 in the middle of the pandemic to help our neighbors with a campaign to End Hunger in Kansas. That money went to food banks and pantries across the state. Now we are rolling out Phase 2 and many counties will be partnering with their local Farm Bureau agents, continuing the effort to End Hunger. The Kansas Farm Bureau Foundation will be provide grants to assist county Farm Bureaus with projects to help their communities. Watch your local Farm Bureau for an announcement about how they’re planning to help and then jump in. We are incredibly blessed to live in the small communities most of us are part of, and we probably do not even know how much some of our neighbors are hurting. This is the perfect way to help. I do not know about fixing hunger worldwide, but I do know that if we each dig in, we can solve the problem right here at home. Together we can End Hunger in Kansas.

INSIGHT: Ending hunger at home

Today is Wednesday, July 21, the 202nd day of 2021. There are 163 days left in the year. 

On July 21, 1944, American forces landed on Guam during World War II, capturing it from the Japanese some three weeks later. 

In 1861, during the Civil War, the first Battle of Bull Run was fought at Manassas, Virginia, resulting in a Confederate victory. 

In 1925, the so-called "Monkey Trial" ended in Dayton, Tennessee, with John T. Scopes found guilty of violating state law for teaching Darwin's Theory of Evolution. (The conviction was later overturned on a technicality.) 

In 1954, the Geneva Conference concluded with accords dividing Vietnam into northern and southern entities.

In 1969, Apollo 11 astronauts Neil Armstrong and Edwin "Buzz" Aldrin blasted off from the moon aboard the ascent stage of the lunar module for docking with the command module.

In 2008, former Bosnian Serb leader Radovan Karadzic, one of the world's top war crimes fugitives, was arrested in a Belgrade suburb by Serbian security forces. (He was sentenced by a U.N. court in 2019 to life imprisonment after being convicted of genocide, crimes against humanity and war crimes.) 

In 2015, after a nearly decade-long steroids prosecution, former baseball star Barry Bonds emerged victorious when federal prosecutors dropped what was left of their criminal case against the career home runs leader. 

Ten years ago: The 30-year-old space shuttle program ended as Atlantis landed at Cape Canaveral, Florida, after the 135th shuttle flight. Eurozone leaders agreed to a sweeping deal that would grant Greece a massive new bailout and radically reshape the currency union's rescue fund. 

Five years ago: Donald Trump accepted the GOP presidential nomination with a speech in which he pledged to cheering Republicans and still-skeptical voters that as president, he would restore the safety they feared they were losing, strictly curb immigration and save the nation from what he said was Hillary Clinton's record of "death, destruction, terrorism and weakness." The NBA moved the 2017 All-Star Game out of Charlotte because of its objections to a North Carolina law that limited anti-discrimination protections for lesbian, gay and transgender people. 

One year ago: Minnesota lawmakers approved a police accountability package including a ban on neck restraints like the one used on George Floyd before his death in Minneapolis. (Gov. Tim Walz signed the bill two days later.) After months of resisting wearing a mask in public, President Donald Trump told reporters that he was "getting used to" wearing one; as Trump returned from a three-month hiatus from daily virus briefings, he warned that the coronavirus would get worse in the United States before it got better. The Republican speaker of the Ohio House, Larry Householder, and four associates were arrested in a $60 million federal bribery case connected to a taxpayer-funded bailout of Ohio's two nuclear power plants. (Householder, who has proclaimed his innocence, was expelled from the Ohio House by fellow lawmakers in June 2021.) Jazz singer and actor Annie Ross died at her New York home, four days before her 90th birthday.

LAWRENCE — More than 6,500 undergraduate students at the University of Kansas earned honor roll distinction for the spring 2021 semester.&nbsp;&nbsp;The honor roll comprises undergraduates who meet requirements in the College of Liberal Arts &amp; Sciences and in the schools of Architecture &amp; Design, Business, Education &amp; Human Sciences, Engineering, Health Professions, Journalism &amp; Mass Communications, Music, Nursing, Pharmacy, Professional Studies and Social Welfare. Honor roll criteria vary among the university’s academic units. Some schools honor the top 10% of students enrolled, some establish a minimum grade-point average, and others raise the minimum GPA for each year students are in school.
