Saline County COVID-19 update

Centennial Road improvements and the quarterly budget update are among the items on the Saline County Commission agenda for Tuesday.

Salina County has provided the following information concerning viewing the meeting remotely.

Commissioners are being asked to consider spending $200,000 toward the City of Salina's improvements to Centennial Road.

According to information from Justin Mader, county engineer, the city is to receive $2.1 million through the Kansas Department of Transportation's Economic Development Program to reconstruct 0.5 of a mile of Centennial Road from Water Well Road north to the current urban street section. 

The project includes a $400,000 local match in order for the city to receive the funds. The city is asking the county to split the local match, with each government entity providing $200,000.

Mader noted that in the past all maintenance costs for this section of Centennial Road have been shared on a 50-percent split as the Salina city limit follows the center line of Centennial Road.

TOPEKA — Kansas Commissioner of Education Dr. Randy Watson and Deputy Commissioner Dr. Brad Neuenswander are conducting 50 community conversations throughout the state on their Kansans Can Success Tour, which kicks off July 26 in Salina.

The Kansans Can Success Tour is a follow-up to the Kansas Children. Kansas’ Future. community conversations tour that took place beginning in late winter and early spring of 2015. The purpose of the Kansas Children. Kansas’ Future. tour was to bring together parents, educators, local school board members, higher education representatives, legislators and members of the business community to discuss the future they wanted for Kansas children and the role they wanted Kansas education to play in supporting that envisioned future.

The vision for education in Kansas – Kansas leads the world in the success of each student – was created from what Kansans said during the Kansas Children. Kansas’ Future. tour. The Kansas State Board of Education’s outcomes for measuring progress toward achieving that vision were also derived from information gathered during the tour. Outcomes include social-emotional growth, kindergarten readiness, Individual Plan of Study, graduation, postsecondary success and civic engagement.

The 2021 tour kicks off with a community meeting from 9 to 10:30 a.m. July 26 at Lakewood Middle School,&nbsp;1135 Lakewood Circle, in&nbsp;Salina. The tour then is scheduled for&nbsp;Concordia USD 333, from&nbsp;1-2:30 p.m. in Concordia Elementary School, 1500 E. Ninth Street. The first day is scheduled to conclude in Beloit&nbsp;from 6 to 7:30 p.m. July 26 at Commons Area, 1711 N. Walnut. 

Other area tour stops include the following.

Aug. 31:&nbsp;11:30 a.m. -1 p.m., McPherson USD 418, McPherson Community Building, 122 E. Marlin

A Salina woman was slightly injured after she pulled her car away from the curb and into another vehicle Sunday afternoon.

Salina Police Captain Paul Forrester said this morning that Marianne Ryan, 33, of Salina, was in a legally parked 2005 Pontiac G6 facing eastbound when she pulled away from the curb and struck an eastbound 2013 Lexus RX300 driven by Tate Wands, 19, of Salina. The accident occurred at approximately 4:15 p.m. Sunday.

The G6 had front driver-side damage and the RX300 had front passenger-side damage, Forrester said. Both were towed from the scene.

Ryan reported minor injuries, but was not transported to the hospital, he said.

Ryan was cited for starting a parked vehicle and Wands was cited for no driver's license in possession, Forrester said.

Salina woman suffers minor injuries in two-vehicle accident

A stolen SUV that was disabled by its owner was later found at a south Salina apartment complex.

Thomas Carter, 27, of Salina, told police that he had last seen his 2020 Subaru Crosstrek parked in his driveway in the 300 block of S. 10th Street at approximately 7 p.m. Friday, Salina Police Captain Paul Forrester said this morning. 

At approximately 7 a.m. Saturday, Carter realized the SUV had been stolen, Forrester said. Through an app on his phone, Carter was able to disable the SUV and track it to The Ridge apartments, 2363 Chapel Ridge Place, where police then located it. The SUV was valued at $28,000. It was not damaged.

Forrester said Carter had left a spare key in the SUV.

Free CityGo rides for families attending the Back to School Fair

New terms are being generated at record rate by the ed-tech industrial complex and education folks during this pandemic. In alphabetical order: 

“Academic recovery” is needed to make up for the learning loss due to the switch to distance learning via digital media, usually by using more digital media in the classroom. Really?

“Acceleration” means making up learning loss by speeding up teaching.

“Assurance testing” refers to nasal testing of K–12 students for evidence of COVID-19.

“Box curriculum” describes the prepackaged set of materials designed to match state or professional standards, often delivered as hand-out workbook lessons.

“Breakout rooms” can be actual separate rooms or partitioned spaces within a single large classroom to create space for smaller groups of students for a portion of school time. Previously used to differentiate instruction for different ability levels, now provides spacing during the pandemic. It is also used in online learning to cluster students a teacher must “interact” with larger classes online cause many students to feel they are ignored.

“Breakthrough infections” are cases of COVID-19 that occur despite full vaccination.

“Bullying of teachers” involves threats directed at teachers, particularly from science-ignorant parents or school boards mandating fully open schools during an upsurge in a pandemic.

“Compassion fatigue” is the general exhaustion of teachers resulting from their higher level of concern for their struggling students during the pandemic.

“Coronavirus slide” is the loss of learning due to missed classtime, similar to summer slide.

“Discovery duffels” are provided to some K-5 students. They are filled with enrichment supplies that include STEM and other materials. Teachers will refill the bags to provide students hands-on activities.

“Crisis learning” is education during an external crisis such as this pandemic (not a student’s personal family crisis). This term lowers expectations that online or remote learning would be equivalent to face-to-face learning and is also called emergency remote learning.

“Covid shuffle” is the continual rearrangement of students in a classroom to be in compliance with the Centers for Disease Control and Prevention's guidance on social distancing.

“Compensatory services” are services provided to students to make up for lost progress or lost skills when special education services are not provided. This has been a widespread failure.

“Continuity of education” varies by discipline. Disciplines such as math are lock-step and highly dependent on continual learning and students have suffered major setbacks. Other disciplines allow easier make-up of missed lessons.

“Digidemic” describes the increased use of online or digital learning caused by the pandemic. This trend has been legitimatized by computer companies despite the widespread inferior results.

“Doomscrolling” is a perhaps addictive compulsion to scroll through endless bad news that is depressing.

“Emergency remote teaching/learning” is a phrase to excuse the poor learning that occurred in the remaining spring semester of 2020 when many schools had to rapidly move online. Using “emergency” inferred that if only there was more time, more training and more technology, learning would be just as good or better than face-to-face.

“E-proctoring” is the attempt to monitor online testing from afar. (Cheating in distance-learning situations has exploded.)

“Gating criteria” are the series of conditions that needed to be met for students to return to face-to-face teaching in schools.

“High-dosage tutoring” is one-on-one tutoring beyond what is normally provided in classes. This has become more heavily discussed as a method to partially make up for the loss of learning during the&nbsp; pandemic. It is a form of “personalized learning” since a tutor can address just those shortfalls in learning specific to the student. Unless more staff are hired, it overworks faculty. “Instructional efficiency” is administration-speak for giving teachers and professors overloads. During the pandemic, many part-time faculty have been laid off and teaching loads expanded.

“Learning hubs” are sites designated for students who are homeless or lack wireless access at their home and must go to a special site to gain access.

“Meal logistics” was simple in normal times, although more and more American school children rely on school breakfasts and lunches for food security. With many students working online from home, schools may provide food on a take-away basis and sometimes provide meal delivery to the students’ homes via the bus route. &nbsp;

“Micro-schools” or “pandemic pods” can be the use of libraries, community centers or homes to provide face-to-face education with small groups of students spaced apart and instructed by qualified teachers during the pandemic.

“Pandemic denial” is the refusal of parents or school board members to take a pandemic seriously and make reasonable and scientific precautions to minimize contagion.

“Paper work packets” are printed learning materials and assignments delivered to a student at home during the pandemic.

“Personal risk budget” consists of weighing the benefits of venturing outside into contact with potential spreaders. For teachers, this involves the extent of exposure to youngsters, their likelihood of being infected, and the teacher’s risk of carrying the coronavirus home to family.

“Quaranteaching” encompasses all of the modified teaching methodologies implemented to address the COVID-19 pandemic.

“Phantom students” are those students in a school district that are completely missing from K–12 school but who should be in attendance or connected online. Funding of schools is based on a per-capita headcount of students and this dilemma became a major problem in the 2020-21 pandemic where 53,200 students did not shown up in distance learning in Michigan, 31,000 were missing in New York City public schools, Miami-Dade saw 16,000 disappear, and Anchorage, Alaska started the 2020 fall semester with 4,000 fewer students than expected.

“Redshirting” formerly applied to a student who holds back in high school in order to play sports another year. Now, many parents are holding back (redshirting) their kindergarten student for an extra year due to the lack of learning in 2020.

“Roomers and zoomers” separates in-person from online students.

“Scariant variant” refers to the ongoing discovery of genetic variants in the SARS-CoV-2 virus, reflecting the public fear that its gradual evolution to more virulent forms could possibly move it out of the “window” where current vaccines provide protection.

“Security theater” targets the over-promotion of walk-through temperature checkers or other devices to schools, asserting they are effective in managing the pandemic when they are not.

“Skip-year growth” notes that because of 2020 school closures, it will be necessary to compare student achievement scores across two years in order to provide an accurate assessment of students' academic progress.

“Social disconnect” is the reduced teacher-student interaction that defines distance learning.

“Virus snitching” occurs when some college students report to university administrators when they see classmates breaking rules in place to limit the spread of the coronavirus. While some universities actively encourage students to report violations by their peers, this is usually a genuine health concern on the part of a reporting student wanting to keep their campuses relatively safe.

“Zoom fatigue” is the stress and exhaustion often felt after even short online meetings. The exhaustion is due to the need to focus more intently as well as the problem of both online and surrounding distractions.&nbsp;&nbsp;

John Richard Schrock has trained biology teachers for more than 30 years in Kansas. He also has lectured at 27 universities in 20 trips to China. He holds the distinction of “Faculty Emeritus” at Emporia State University.

In alphabetical order: “Academic recovery” is needed to make up for the learning loss due to the switch to distance learning via digital media, usually by using more digital media in the classroom. Really?“Acceleration” means making up learning loss by speeding up teaching.“Assurance testing” refers to nasal testing of K–12 students for evidence of COVID-19. “Box curriculum” describes the prepackaged set of materials designed to match state or professional standards, often delivered as hand-out workbook lessons. “Breakout rooms” can be actual separate rooms or partitioned spaces within a single large classroom to create space for smaller groups of students for a portion of school time. Previously used to differentiate instruction for different ability levels, now provides spacing during the pandemic. It is also used in online learning to cluster students a teacher must “interact” with larger classes online cause many students to feel they are ignored. “Breakthrough infections” are cases of COVID-19 that occur despite full vaccination. “Bullying of teachers” involves threats directed at teachers, particularly from science-ignorant parents or school boards mandating fully open schools during an upsurge in a pandemic. “Compassion fatigue” is the general exhaustion of teachers resulting from their higher level of concern for their struggling students during the pandemic. “Coronavirus slide” is the loss of learning due to missed classtime, similar to summer slide. “Discovery duffels” are provided to some K-5 students. They are filled with enrichment supplies that include STEM and other materials. Teachers will refill the bags to provide students hands-on activities. “Crisis learning” is education during an external crisis such as this pandemic (not a student’s personal family crisis). This term lowers expectations that online or remote learning would be equivalent to face-to-face learning and is also called emergency remote learning. “Covid shuffle” is the continual rearrangement of students in a classroom to be in compliance with the Centers for Disease Control and Prevention's guidance on social distancing. “Compensatory services” are services provided to students to make up for lost progress or lost skills when special education services are not provided. This has been a widespread failure. “Continuity of education” varies by discipline. Disciplines such as math are lock-step and highly dependent on continual learning and students have suffered major setbacks. Other disciplines allow easier make-up of missed lessons. “Digidemic” describes the increased use of online or digital learning caused by the pandemic. This trend has been legitimatized by computer companies despite the widespread inferior results. “Doomscrolling” is a perhaps addictive compulsion to scroll through endless bad news that is depressing. “Emergency remote teaching/learning” is a phrase to excuse the poor learning that occurred in the remaining spring semester of 2020 when many schools had to rapidly move online. Using “emergency” inferred that if only there was more time, more training and more technology, learning would be just as good or better than face-to-face. “E-proctoring” is the attempt to monitor online testing from afar. (Cheating in distance-learning situations has exploded.) “Gating criteria” are the series of conditions that needed to be met for students to return to face-to-face teaching in schools. “High-dosage tutoring” is one-on-one tutoring beyond what is normally provided in classes. This has become more heavily discussed as a method to partially make up for the loss of learning during the&nbsp; pandemic. It is a form of “personalized learning” since a tutor can address just those shortfalls in learning specific to the student. Unless more staff are hired, it overworks faculty. “Instructional efficiency” is administration-speak for giving teachers and professors overloads. During the pandemic, many part-time faculty have been laid off and teaching loads expanded. “Learning hubs” are sites designated for students who are homeless or lack wireless access at their home and must go to a special site to gain access. “Meal logistics” was simple in normal times, although more and more American school children rely on school breakfasts and lunches for food security. With many students working online from home, schools may provide food on a take-away basis and sometimes provide meal delivery to the students’ homes via the bus route. &nbsp; “Micro-schools” or “pandemic pods” can be the use of libraries, community centers or homes to provide face-to-face education with small groups of students spaced apart and instructed by qualified teachers during the pandemic. “Pandemic denial” is the refusal of parents or school board members to take a pandemic seriously and make reasonable and scientific precautions to minimize contagion. “Paper work packets” are printed learning materials and assignments delivered to a student at home during the pandemic. “Personal risk budget” consists of weighing the benefits of venturing outside into contact with potential spreaders. For teachers, this involves the extent of exposure to youngsters, their likelihood of being infected, and the teacher’s risk of carrying the coronavirus home to family. “Quaranteaching” encompasses all of the modified teaching methodologies implemented to address the COVID-19 pandemic. “Phantom students” are those students in a school district that are completely missing from K–12 school but who should be in attendance or connected online. Funding of schools is based on a per-capita headcount of students and this dilemma became a major problem in the 2020-21 pandemic where 53,200 students did not shown up in distance learning in Michigan, 31,000 were missing in New York City public schools, Miami-Dade saw 16,000 disappear, and Anchorage, Alaska started the 2020 fall semester with 4,000 fewer students than expected. “Redshirting” formerly applied to a student who holds back in high school in order to play sports another year. Now, many parents are holding back (redshirting) their kindergarten student for an extra year due to the lack of learning in 2020. “Roomers and zoomers” separates in-person from online students. “Scariant variant” refers to the ongoing discovery of genetic variants in the SARS-CoV-2 virus, reflecting the public fear that its gradual evolution to more virulent forms could possibly move it out of the “window” where current vaccines provide protection. “Security theater” targets the over-promotion of walk-through temperature checkers or other devices to schools, asserting they are effective in managing the pandemic when they are not. “Skip-year growth” notes that because of 2020 school closures, it will be necessary to compare student achievement scores across two years in order to provide an accurate assessment of students' academic progress. “Social disconnect” is the reduced teacher-student interaction that defines distance learning. “Virus snitching” occurs when some college students report to university administrators when they see classmates breaking rules in place to limit the spread of the coronavirus. While some universities actively encourage students to report violations by their peers, this is usually a genuine health concern on the part of a reporting student wanting to keep their campuses relatively safe. “Zoom fatigue” is the stress and exhaustion often felt after even short online meetings. The exhaustion is due to the need to focus more intently as well as the problem of both online and surrounding distractions.&nbsp;&nbsp;John Richard Schrock has trained biology teachers for more than 30 years in Kansas. In 1975, the Apollo and Soyuz space capsules that were linked in orbit for two days separated.

One year ago: President Donald Trump refused to publicly commit to accepting the results of the upcoming election, telling Chris Wallace on "Fox News Sunday" that it was too early to make any such guarantee. U.S. House leaders said they were "alarmed" by the tactics used by federal agents against protesters in Portland, Oregon and other cities; the mayor of Portland said the presence of the agents was worsening tensions in the city, which had seen nearly two months of nightly protests since the death of George Floyd. The Bahamas said it would ban travelers from the United States; a surge in coronavirus infections had followed the islands' reopening to international tourism.

MANHATTAN – The popularity of gardening in Kansas and across the United States has been on full display during a lunch-hour program launched by Kansas State University during the COVID-19 pandemic.&nbsp;

Organizers of the&nbsp;<a href="http://www.ksre-learn.com/KStateGardenHour" target="_blank">K-State Garden Hour</a>&nbsp;said that 9,882 participants have attended at least one session in 2021 – more than half of those to the live program and the rest who viewed online recordings. Those numbers, they say, already have surpassed attendees for all of 2020.&nbsp;

Matthew McKernan, a K-State Research and Extension horticulture agent in Sedgwick County, added that participants have come from 104 counties in Kansas, as well as 37 states and four countries.&nbsp;

“In my opinion, a lot of the success of this program lies in the fact that many people like to garden,” McKernan said. “Gardening is something that appeals to people of all ages and walks of life, and can be something as simple as a few pots, or as big as a few acres.”&nbsp;

The friendly format – in which a K-State horticulture professional presents on a topic of choice – also appeals to gardeners of all ability levels, he said.&nbsp;

“Even the most veteran of gardeners knows there is something more they can learn,” McKernan said. “We try to offer that new knowledge with our programs, and do it in the most accessible way possible, and that’s what I think helps to make the K-State Garden Hour so popular.”&nbsp;

The K-State Garden Hour will kick off its fall online series on August 4 with ‘Organic Gardening.’ The program will be held the first and third Wednesday of each month through Sept. 15 from noon to 1 p.m. (CST).&nbsp;

A&nbsp;<a href="http://www.ksre-learn.com/KStateGardenHour-register" target="_blank">one-time registration fee</a>&nbsp;gives viewers free access to all of the fall’s sessions, which include:&nbsp;

Bond refunding, outdoor dining, and Salina Media Connection are among the items on the Salina City Commission agenda for Monday.

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Commissioners are scheduled to consider refunding bonds from 2013 ($4,330,000) and 2014 ($7,570,000) that were originally issued to finance a number of projects including E. Magnolia Road improvements, part of the Fire Station No. 1 remodel, improvements at Tony's Pizza Events Center, North Ohio grade separation, Magnolia Hills improvements, S. Ninth Street and W. Cloud Street improvements, downtown lighting, landfill improvements, and Pheasant Ridge and Quail Meadows Phase 5 improvements.

Commissioners also are scheduled to discuss the Campbell Plaza guaranteed maximum price proposal. On May 13, commissioners approved a transferee agreement and license agreement with Wheat State Hospitality concerning development of the property at 123 S. Santa Fe Avenue that adjoins Campbell Plaza on the north. The transferee agreement provided Community Improvement District funding toward the redevelopment of the property as the Prickly Pear Restaurant. The license agreement formalized the terms under which the Prickly Pear could use part of Campbell Plaza as an outdoor dining space.

"The license agreement solidified months of discussion about possible redevelopment of Campbell Plaza including relocation of the overhead structure in Campbell Plaza to a new stage location in a public parking lot located in the southwest corner of Santa Fe and Ash Street which has been informally referred to as the Ad Astra stage" the commission meeting packet information noted. 

City staff prepared with the assistance of Wheat State's contractor -- Restore Construction -- a budget for the redevelopment of Campbell Plaza and the development of the new stage location.

City staff has been working on aspects of both projects since then.

"Admittedly, progress has been slow and the City process can be cumbersome," the meeting packet information noted. "Wheat State has indicated that the Campbell Plaza project is vital to their business model and they need the Campbell Plaza project to progress in order to be comfortable proceeding with their investment in redeveloping the building at 123 South Santa Fe. In an effort to coordinate timelines and expedite all three projects (Campbell Plaza, Ad Astra Stage &amp; the Prickly Pear restaurant redevelopment), Wheat State Hospitality and their contractor Restore Construction has proposed that the City could enter in to a Guaranteed Maximum Price contract with Restore Construction to complete the elements of the Campbell Plaza and Ad Astra stage projects for the original budget estimates previously provided to the City Commission."

Other items on the city agenda for Monday include the following.

●Consider authorizing the mayor to execute an agreement with the Kansas Department of Transportation for the Magnolia Road sidewalk project accepting up to $422,892 of federal funds.
