Kansas Wesleyan is celebrating a successful scholarship gala, which was held Saturday at the Hilton Garden Inn in Salina. 

More than 300 people attended the event, which raised in excess of $440,000 in support of student scholarships.

“KWU’s inaugural Scholarship Gala was a tremendous event,” said Ken Oliver, vice president of advancement and university operations. “We are deeply thankful for the many patrons and students who joined us to celebrate the Kansas Wesleyan experience. To raise in excess of $440,000 through one event shows that our supporters believe in the mission and vision behind Kansas Wesleyan. We are proud to carry those ideas forward.”

Saturday’s gala included recognition of numerous students, as well as the announcement of the Thompson Family Endowed Scholarship, which honors the family of current KWU President Matt Thompson. Gov. Bill Graves, ’76, delivered the evening’s keynote address and students, faculty and staff often became emotional as they shared stories about KWU, the university experience and the Coyote family.

With funds raised from this event, the university is now projected to have nearly 225 endowed scholarships this fall. That would be a 17% increase from the amount five years prior.

The gala was highlighted, however, by a significant gift from the Franzen family, longtime supporters of the university. Additional information about that gift will be released in the coming days.

MARION - A small earthquake shook part of eastern Marion County Monday.

According to the Kansas Geological Survey, the 2.1 magnitude earthquake struck at 5:05 p.m. Monday southeast of Marion. The earthquake was centered northwest of the 170th Street/Wagonwheel Road intersection.

Four Schwan’s employees received a certification of completion after taking part in a 10-week, intensive English as a Second Language (ESL) class. The class was developed to address a language challenge experienced by workers who are not fluent in English.

Salina Adult Education Center (SAEC) instructors worked with Schwan’s plant supervisors and Human Resources (HR) to identify priorities. Top needs that surfaced were safety terms and practices, understanding HR benefits and payroll and being able to communicate concerns or problems. Another need was the ability to communicate effectively with coworkers.&nbsp;

“Participants became more skilled at understanding equipment procedures, how to evacuate in a crisis and how to talk with supervisors,” explained Kelly Mobray, director of Salina Adult Education Center.&nbsp;

“We identified an opportunity to give our employees an additional benefit by partnering with SAEC to offer a Schwan’s specific ESL course,” said Madeline Garretson, senior HR manager. “The impact of their success will be felt by their families and the community, and we look forward to continuing this partnership.”

Curriculum was developed so that participants would be more fluent in English, particularly reading, speaking and listening. The three-hour class met on Mondays after shifts ended at 3:30 with dinner provided by Schwan’s. In addition, students completed three hours of class work at home each week.

Schwan’s leadership is dedicated to supporting their employees’ personal and professional growth. Benefits of this partnership include improved worker retention and the development of a pool of workers qualified to advance and be promoted.&nbsp;The class is part of the Accelerated Opportunities-Kansas (AO-K at Work) initiative. Planning for a second class is expected to begin soon.

The Salina Adult Education Center provides adult basic education, English as a Second Language support, GED® preparation and testing as well as college skills building for people 16 years or older and out of school. A diploma completion program for adults to meet requirements and earn a Central or South High School diploma is offered at SAEC. An intensive employment course called&nbsp;Partners 4 Success&nbsp;was developed by SAEC and is offered in collaboration with Salina area agencies and employers.

Salina Adult Education takes English language class into Schwan’s

Volunteers are needed to help with the Saturday portion of the annual Mail Carriers Food Drive in May.

This year you will have two opportunities to contribute non-perishable food items to the drive, which benefits the Salina Emergency Aid Food Bank.

From 8 a.m. to noon on May 13, you can drop off food items in the parking lot of the Salina Post Office, 211 E. Ash. Postal carriers and Eagle Radio personalities will be on hand to collect food that day.

If you can't make it on May 13, you can put non-perishable food items by your mailbox for collection on May 14.

You also can participate by volunteering to help with food collection on May 14. According to information from the Salina Emergency Aid Food Bank, volunteers are still needed to work 2+ hour-long shifts throughout the day. Volunteer jobs include the following.

We are looking for groups to volunteer in Artyopolis, as Arty’s assistants. Shifts are typically 2-hours.&nbsp;Volunteers must be 12 or older and are required to purchase and wear an official Festival admission wristband.

We encourage groups to wear logo gear to promote their group or organization!  This is an easy and FUN way to volunteer!

Guns, pool cue, fishing gear stolen from central Salina residence

Police would like to talk with the man who was reported to have fired shots into the air at a north Salina nightclub early Sunday morning.

Salina Police Captain Paul Forrester said this morning that officers had been sent to the Patron Nightclub, 1844 N. Ninth Street at approximately 2 a.m. Sunday for the report of several fights. While they were there, they heard two shots coming from the south side of the building and saw people running from that area.

Witnesses told police that a short Black man with no shirt and dark pants came around the south side of the nightclub and fired a gun into the air, Forrester said. Officers located a .40 caliber shell casing in that area.

Lew Sterrett's 'Sermon On The Mount' set for Saturday in Abilene

The Saline County Sheriff's Office is investigating the theft of multiple items from a storage unit just outside the north Salina city limits.

Sometime between April 18 and Sunday, someone cut the Master Lock padlock off of a storage unit in the 1000 block of W. Grand Avenue, Saline County Sheriff Roger Soldan said this morning. 

Items belonging to a 72-year-old man that were taken include a wire welder, a two-ton racing jack, multiple tools, an upright battery charger, compressors, and a car battery. Total loss, including $25 damage to the lock and $150 damage to the door was estimated at $2,395.

Storage unit just outside Salina city limits burgled

A Bennington man was arrested after a single-vehicle wreck took out a fire hydrant in north Salina Saturday morning.

Peter McSpadden, 26, of Bennington, was southbound in the 1400 block of N. Ninth Street when the 1999 Ford F150 he was driving went left of center, struck the curb on the southeast corner of the intersection with W. Euclid Avenue, and struck the fire hydrant, breaking it off, Salina Police Captain Paul Forrester said this morning.

The wreck occurred at approximately 9:10 a.m. Saturday.

McSpadden told police that he had been arguing with his 36-year-old female passenger, noticed a CityGo bus in front of him, and swerved to miss it, Forrester said.

Officers believed McSpadden to be acting strangely, and at first believed he might be having a medical issue. Once that was determined to not be the case, a DUI investigation was conducted and it was determined that McSpadden allegedly was under the influence of unknown narcotics, Forrester said.

During the course of the investigation, officers found a baggie on the floor of the passenger side of the pickup, Forrester said.

Both McSpadden and woman passenger reported minor injuries, but were not transported by EMS to the hospital.

Forrester said that McSpadden was arrested on the following requested charges.

●Driving under the influence of alcohol or drugs

●Driving on the left side of the roadway

Bennington man arrested after pickup crashes into hydrant

Saline County has reopened part of N. Niles Road.

The Saline County Road and Bridge Department announced this morning that it had reopened N. Niles Road between E. Humbarger Road and E. Ottawa Road.

Humbarger Road and E. Ottawa Road. That part of N. Niles Road was closed in early March for replacement of a cross-road drainage structure.

George F. Kennan was the author of the post-WWII Marshall Plan and the diplomat who kept the Cold War from becoming “hot.” Therefore U.S. foreign policy experts paid attention when he wrote an essay in the New York Times on February 5, 1997, Section A, Page 23. &nbsp;

Titled “A Fateful Error,” he expressed alarm that NATO was expanding to include countries up against the post-Soviet Russia border.

“But something of the highest importance is at stake here. And perhaps it is not too late to advance a view that, I believe, is not only mine alone but is shared by a number of others with extensive and in most instances more recent experience in Russian matters. The view, bluntly stated, is that expanding NATO would be the most fateful error of American policy in the entire post-cold-war era.”

“Such a decision may be expected to inflame the nationalistic, anti-Western and militaristic tendencies in Russian opinion; to have an adverse effect on the development of Russian democracy; to restore the atmosphere of the cold war to East-West relations, and to impel Russian foreign policy in directions decidedly not to our liking....”

“Russians are little impressed with American assurances that it reflects no hostile intentions. They would see their prestige (always uppermost in the Russian mind) and their security interests as adversely affected.”

Kennan died on March 17, 2005, and did not live to say “I told you so” when this Russian invasion of Ukraine began. Americans see the world only from our narrow point of view. Kennan was an exceptional diplomat because he could see the world from the viewpoint of others as well. Today a few commentators have also noted how the U.S. would be alarmed if Canada and Mexico joined a defense pact and were armed against the United States—we would not be happy.

In his “Memoirs 1925–1950,” Keenan also expresses concern over war crime trials, specifically the Nuremberg Trials. “The only implication this procedure could convey was, after all, that such crimes were justifiable and forgivable when committed by the leaders of one government, under one set of circumstances, but unjustifiable and unforgivable, and to be punished by death, when committed by another set of governmental leaders, under another set of circumstances.” Keenan recognized war crimes were committed by the Allied side as well, and particularly by the Russians, and recognized that not only is history written by the winner of a war, but that war crimes are also defined by them.

Charges of Russian war crimes, when their forces have been attacking extensive civilian populations in Ukraine, are without doubt accurate. But we must also look at our actions in prior wars.

The documentary “The Fog of War” follows Robert McNamara’s career through World War II and the Vietnam War. Our fire bombing of Tokyo and devastation of many other Japanese cities took a civilian toll that is greater than the current devastation in Ukraine. The victims in Nagasaki and Hiroshima were primarily civilians. McNamara’s Rule #9 is “In order to do good, you may have to engage in evil” describes the injustice inherent in any war. He admits that if we had lost, we would be the ones facing a war crimes trial. &nbsp;&nbsp; &nbsp;

The BBC film “Horror in the East” released in 2000 likewise documents the Japanese explanation that “in war, you do what you must do to win.” In some cases this led to an Allied response-in-kind limited policy to take-no-prisoners and shoot-on-site any Japanese who surrendered.

Today, any U.S. proposal that Russia should face charges of war crimes in front of the International Criminal Court (ICC) faces a real dilemma. 124 countries are members of the ICC. Six are not, including the United States and Russia. In June 2020, the former administration and Secretary of State Pompeo imposed sanctions on the ICC prosecutor and another ICC official, denying them entry to the U.S. over worries they would investigate U.S. personnel and actions in Afghanistan and Palestine.&nbsp; And even when our own Army and Navy found two officers guilty, they were pardoned by the former President.

When it comes to making charges of war crimes, the United States has little credibility in the eyes of the world. But no war is free of innocent victims. And that makes all wars a crime.&nbsp;&nbsp;

On April 25, 1945, during World War II, U.S. and Soviet forces linked up on the Elbe River, a meeting that dramatized the collapse of Nazi Germany's defenses.

In 404 B.C., the Peloponnesian War ended as Athens surrendered to Sparta.

In 1507, a world map produced by German cartographer Martin Waldseemueller contained the first recorded use of the term "America," in honor of Italian navigator Amerigo Vespucci.

Dickinson County EMS has a new tool in its arsenal which can significantly increase the odds of survival for an individual experiencing a cardiac arrest.

LUCAS (Lund University Cardiopulmonary Assist System) is a mechanical chest compression device that delivers high quality, consistent chest compressions to patients having a cardiac arrest.

Staff with Dickinson County EMS conducted a simulation during the Thursday, April 14 Dickinson County Commission meeting, showing commissioners, department heads and others attending how the system works.

LUCAS allows life-saving chest compressions to begin onsite, whether that be in the patient’s home or elsewhere.

“If somebody goes into cardiac arrest outside of the hospital, there’s about a two percent chance of survivability,” explained John Hultgren, Dickinson County EMS/Health Department director. “We do what we can to increase those odds.

“So far, during the first quarter of this year, we worked 12 cardiac arrests in our county,” Hultgren added. “Just this month, that number is up to 16.”

Of those 16, responding EMS members were able to regain a pulse on four of the individuals before the ambulance left the residence, he said.

“That’s a 25 percent survivability rate on cardiac arrest,” Hultgren said. “That’s really high.”

Dickinson County received the LUCAS device through grant money provided by a SPARK grant (Strengthening People and Revitalizing Kansas), awarded during the early months of the COVID-19 pandemic.

Captain Eric Wicks, a 14-year veteran of Dickinson County EMS and the education officer, said the LUCAS device is superior to a human when it comes to doing chest compressions. Chest compressions mimic how the heart pumps and keeps blood flowing throughout the body.

When using the LUCAS system, each EMS responding to a cardiac arrest call fills a position that has its own unique responsibilities.

Since Dickinson County has limited resources with limited numbers of personnel, Wicks said a procedure was developed where each responding EMS worker fills a position with its own responsibilities.

For instance, the Position 1 person manually starts chest compressions and tests for a pulse, performing groups of 20 compressions, 11 times.

Position 2 is the code commander, which requires the highest level of certification.

Position 3 is the airway position, the person who manages and secures oxygen for the patient.

Position 4 applies the LUCAS mechanical compression device to the patient.

Position 5 is a bonus position, usually filed by a supervisor if one is available. That person delegates out tasks and serves as a liaison with the family, explaining what is going on and answering questions.

“While everyone else is doing the same repetitive motion,” Wicks said.

Once the Lucas device is placed on the patient’s chest one can hear the thumping sound of the machine doing mechanical compressions.

“It’s superior to a human. It doesn’t get tired,” Wicks said. “A human gets tired and when that happens they don’t compress as deep or as hard.”

The Lucas device has a 25 percent yield of oxygen return of spontaneous circulation, “which is over double the national average,” Wicks said.

Both Wicks and Hultgren noted that whether or not the LUCAS system can be used on a call depends on the number of EMS staff or first responders who respond.

All Abilene Fire Department personnel have been trained on use of the LUCAS system. Abilene Fire responds along with ambulance crews to calls in the city of Abilene. Outside Abilene, first responders are in the process of being trained on the system.

“There might just be two EMS people (one crew) available. If there’s just two we go back to the old way. If there’s three, four or five it changes how efficient it is,” Wicks said. “It is imperative we get as many hands as we can.”

The LUCAS device cannot be used on everyone. Some patients may be to large or to small.

Abilene physician Dr. Brian Holmes attended the demonstration and said the LUCAS device is effective, but it can be tough on the body, damaging the skin and other things.

“But at least your alive,” Holmes said. “Effective CPR is the trick. The machine can go all day.”

Holmes said Dickinson County is “pretty lucky” to have the tools and EMS squad it has.

“The upgrades we’ve seen in our equipment is crucial. With some of the crazy transfers we’ve had recently having the right equipment is the key,” Holmes said.

Kansas man hospitalized after SUV  rear-ends semi

Scooters, a childcare grant, and proposed ordinances are among the items on the Salina City Commission agenda for Monday.

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel,&nbsp;<a href="https://www.youtube.com/cityofSalinaKansas">https://www.youtube.com/cityofSalinaKansas</a>.

Commissioners are scheduled to begin with a study session about Bird Scooters at 2:30 p.m. Bird is a micromobility company that provides shared electric vehicles. According to information in the commission meeting packet, Bird, most well known for its electric scooters, is interested in bringing its services and vehicles to Salina. 

Bird provides shared vehicles in a number of Kansas communities, including Fort Scott, Great Bend, Hays, Emporia, and Overland Park.

Standard pricing for renting a scooter is $1 to unlock and a per-minute fee. The average cost of a ride is $7, according to information in the study session meeting packet.

The regular meeting is scheduled to begin at 4 p.m.

Commissioners are scheduled to consider proclaiming April 29, 2022 as Arbor Day in the City of Salina. Mary Shaffer is scheduled to read the proclamation.

Commissioners also are scheduled to consider approving a resolution that would allow the city to accept a grant award from Child Care Aware of Kansas for the continued operation of the school-age child care program at the Salina Fieldhouse.

Repealing Charter Ordinance No. 39 and considering approval of a proposed new charter ordinance that would exempt the city from K.S.A. 13-1024a, which sets limits on the amount of bonds a city may issue annually without voter approval, also are on the city commission agenda.

"Like other cities of the first class, the City Commission directed staff to bring forward the repeal of Charter Ordinance No. 39 and a replacement Charter Ordinance that does not set limits on the amount of bonds for general improvements that can be issued per year recognizing that there are many other statutes that allow for debt financing for specific projects," staff noted in the commission meeting packet information.

Other items on the Salina City Commission agenda for Monday include the following.

●Consider authorizing the city manager to execute a Small Cell Master License Agreement with Alltel Corporation doing business as Verizon Wireless.

●Consider authorizing city staff to prepare a Special Assessment Engineering Feasibility Report for the unimproved portion of Cedar Ridge Drive, the direct access perimeter street serving the Cedar Point Addition.

●Consider approving on first reading a proposed ordinance that would amend Section 42-347 of the I-1 (industrial park) district regularions to add truck sales and service to the list of permitted uses in the I-1 district.
