WOODBINE - A small earthquake rattled part of southeastern Dickinson County Friday morning.

According to the Kansas Geological Survey, the 2.4 magnitude quake struck southwest of Woodbine at 10:54 a.m. Friday.

The quake was centered south of 1100 Avenue between Sage Road and Rain Road

Small quake shakes part of Dickinson County Friday morning

UPDATE 1 p.m. Saturday: The below flood watch has expired.

The National Weather Service in Topeka has issued a flood watch in effect from 1 a.m. Saturday through Saturday afternoon for the following counties in our area.

Flooding caused by excessive rainfall is possible. Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.

Widespread rain amounts of 1 to 2 inches are likely with locally higher amounts possible, potentially as high as 3 to 4 inches.

UPDATE: Flood watch for some area counties expires

Dickinson County residents needing to renew their driver’s licenses can do so at the county treasurer’s office by appointment or they can renew online using the iKan app.

For people who want to renew their license in person, the process is lengthy – which is the reason the Dickinson County Treasurer’s office no longer takes walk-ins.

“We schedule every 30 minutes because it takes at least 20 minutes if there’s no problems, but the state’s program we use is not an easy one to work and the system goes down quite often, so we’re dealing with all those problems,” said Dickinson County Treasurer Leah Hern.

Renewals also can be done online through the iKan app, which is available for both android and Apple products.

By using the online app, drivers can renew at a time that’s convenient for them.

A third option also exists for those interested in visiting a full-service office, located in Salina or Junction City.

Kansas drivers can renew their licenses within six months before the expiration date.

CDL license renewals can only be processed at a full-service driver’s license station.

Kansas drivers who wish to renew their license in person must call the Dickinson County Treasurer’s office at (785) 263-3231 for an appointment.

The cost to renew a driver’s license varies depends on the classification and whether or not it’s a six-year or four-year renewal, Hern said.

Kansas counties have the option to add an extra surcharge (Dickinson County charges $4) to help compensate the counties for the supplies that staff need to issue the license.

Issuing driver’s licenses is a state function, but it’s a service that Kansas counties have taken on.

“The state doesn’t pay us anything to issue licenses for them,” Hern said, noting it’s one of many services county treasurer’s offices do that is not reimbursed.

The Kansas County Treasurer’s Association was seeking the passage of a bill which would have instituted a flat fee to help compensate counties for some of the costs involved with doing the state’s work. Unfortunately, that bill did not advance during the last legislative session.

“It was very disappointing that bill did not go through,” Hern said. “So, we use county tax dollars to pay for the services we’re doing for the state.”

Drivers must provide proof of identity, their social security number and documents showing proof of permanent residence. A list of acceptable documents is available on the iKan app or Kansas Department of Revenue website.

Those renewing at the courthouse also must pass a vision check, Hern said. If they do not pass the in-office vision test, they must visit an eye doctor. Once they have the proper forms from the doctor, drivers can take the forms to a full-service driver’s license office in Salina or Junction City. The Dickinson County Treasurer’s Department cannot take those forms.

Kansans who plan to enter federal buildings or fly will need to have a Real ID, effective in May 2023, Hern said. To obtain a Real ID, Kansans must bring their certified birth certificate, certified marriage license or current passport, Social Security card and two documents to prove their permanent address.

A number of local and area Fourth of July weekend celebrations are scheduled in the coming days.

Lincoln After Harvest Music Festival

A fundraiser for the Lincoln Art Center, the After Harvest Music Festival is scheduled for 7-10 p.m. Friday at the Lincoln Golf Course. The event will include live music, a potluck picnic, and fireworks. Ticket at the gate are $20, with children ages 12 and under $5, according to information on the <a href="https://www.facebook.com/LincolnArtCenter">Lincoln Art Center Facebook page</a>.

Burgers, hot dogs, and potluck dishes will be served during the picnic, which begins at 7 p.m. Participants are asked to brign a potluck dish. Additionally, a beer garden and bottled water will be available at the gazebo.

Mattson &amp; Weaver are scheduled to perform at 7 p.m., with The Good Sam Club Band scheduled for 8 p.m.

LakeFest is a fundraiser by the Waconda Cultural Association for state park projects. LakeFest 2022 is scheduled for Saturday in Glen Elder State Park on the north shore of Waconda Lake in Mitchell County.

The Galva Firecracker 5K and Festival kicks off with the 5K run/walk. Registration is at 6:30 a.m. Saturday with the race starting at 7:30 a.m. in Lynn Baldwin Memorial Park, 100 Northview. Herington Independence Day Celebration

Herington plans to celebrate on Sunday beginning at 5 p.m. The South Park Party in the Park is to include a BBQ meal, touch-a-truck for the kids, and live music entertainment, and is to end with big bang over Herington, according to an event post on the <a href="https://www.facebook.com/HeringtonFireworksCommittee">Herington Fireworks Committee Facebook page</a>.

Lindsborg's Old Fashioned Fourth of July Celebration, including fun, food, and local entertainment, is scheduled for Monday in Swensson Park. All events are open to the public at no charge, according to information from the Lindsborg Convention &amp; Visitors Bureau.

Beginning at 5 p.m., children and families are invited to meet at the gazebo in Swensson Park, located in the 400 block of North Main, to decorate strollers, wagons, bikes, etc., for the Patriotic Parade that will kick-off the evening's program.

The Lindsborg Lions Club will be offering concessions for purchase starting at 5 p.m.

A patriotic program is scheduled to begin at 6 p.m. in the bandshell and includes several local and regional performers, from twirlers to dancers to musicians.

McPherson plans to celebrate beginning at 7:30 p.m. Monday at Wall Park, 500 S. Maxwell. On June 3, the Saline County Sheriff’s Office responded to the 1100 block of N. Solomon Road in Saline County for a report of a theft and damage to property. 

Sometime between May 25 and June 2, unknown suspect(s) forcefully entered an outbuilding on multiple occasions and stole items on the property.

We have a 2008 Honda Accord that needs a new timing chain. Our mechanic says the repair will cost about $2,200. The car is worth about $4,500. Is it time to get another car, or should we have it repaired?

That sounds a little high for a timing chain fix to me. Maybe I’m wrong about that, but let’s look at the math of your situation.

You say the value of&nbsp;<a href="https://www.ramseysolutions.com/budgeting/dave-ramseys-thoughts-on-hybrid-cars" target="_blank">the car</a>&nbsp;is $4,500 if fixed and running properly. Let’s say for the sake of argument the value of the car if you sell it as-is—basically salvage—is $1,500. If you take the value of the car as-is, plus the repair, and the number you come up with is more than the value of the car after it’s fixed, you don’t repair the car.

So, if this car is actually worth $1,500, the idea of fixing it is very questionable. If you can get $1,500 for this thing as-is, I’d sell it and put the $2,200 I would’ve thrown into fixing that old thing&nbsp;<a href="https://www.ramseysolutions.com/insurance/new-car-vs-used-car" target="_blank">toward a better car</a>.

You’re talking about a big repair on an old car, Susan. If the repair price you got is right, and it was from an honest mechanic—not some padded, overblown quote from a dealer—I think it’s time for that old beater to go!

CLOUD COUNTY—A woman died in an accident just before 4p.m. Thursday in Cloud County.

The Kansas Highway Patrol reported a 2014 Volvo semi pulling a grain trailer and driven by Vickie L. Fenner, 66, Conway, Arkansas, was eastbound on Kansas 28 four miles west of Jamestown negotiating a 90 degree southbound curve. 

The vehicle overturned onto the driver's side and came to rest on its top in the east ditch.

EMS transported Fenner to the Cloud County Hospital where she was pronounced dead. She was properly restrained, according to the KHP.

The central counties of Kansas are winding down the 2022 wheat harvest while northern counties are still in full swing. With rains predicted for the weekend, Kansas farmers are in the combine, the planter, the baler or the sprayer to get ahead of any fieldwork delays.

Mike McClellan started wheat harvest in Rooks County on June 23. His soybeans came off late last fall, and since all his winter wheat follows soybeans in the crop rotation, he planted 30 percent fewer wheat acres. The wheat is pretty spotty, and most of the fields he has harvested so far have had at least some hail damage. As a result, yields range from 18 to 40 bushels per acre. Test weights are averaging 58 pounds per bushel on hail-damaged wheat up to 61 pounds per bushel. Protein is excellent at 13 to 16 percent.

KS Western Star, a Kansas Wheat Alliance variety, is yielding about five bushels per acre more than Doublestop CL Plus from Oklahoma Genetics, Inc. But, the KWA variety has slightly lower protein this year.

Admitting he wouldn’t mind a bit of a rain delay, McClellan expects to wrap up winter wheat harvest on Saturday. He’ll have another wheat harvest to come as he still has 500 acres of spring wheat.

A couple of more good days and everyone should be wrapped up in Ellsworth County, according to Riley Zamrzla, general manager of the Ellsworth Coop.

Yields in most places came in better than expected. Test weights started out heavy at 64 to 65 pounds per bushel, but then dropped to 58 pounds per bushel following rain. Protein was less than expected at 11 to 12 percent, which Zamrzla attributed to higher yields, indicating the crop wasn’t as stressed as thought.

Weeds are emerging due to the recent rain, so farmers are turning their attention to spraying stubble and other fields as they finish combining. Recent sprinkles in Trego County also caused a dip in test weight, but area farmers are seeing a decent harvest, according to Lynette King, secretary with Frontier Ag Inc. in Wakeeney. Test weights started heavy, ranging from 63 to 66 pounds per bushel, but after a few sprinkles have dropped down to 61 pounds per bushel. King noted the area is not seeing a lot of protein and the coop is averaging 10 to 11 percent.

Harvest here is about 80 percent complete. Yields are anywhere from 10 to 15 bushels per acre for fields planted behind corn to an average of 45 to 50 bushels per acre. Farmers in the “garden spot” that received adequate moisture are yielding much higher.

Harvest is also nearly finished in Pawnee County, according to Denny Penewit, location manager of Pawnee County Coop Association in Larned.

Overall, the coop is looking at roughly a 50 percent reduction in volume for this year’s harvest with most farmers yielding in the 30’s bushels per acre range. Some folks received a nice surprise with yields higher than that range, which was unexpected.

“There were some good spots that made good yields, and then there were some almighty poor spots,” Penewit said.

The area did not have any measurable precipitation from October through the first of the year, so the wheat was really struggling and looking rough. But, some early summer rains and cool weather slowed down plant development and let kernels fill better. As a result, test weights are surprisingly good, averaging above 60 pounds per bushel. Protein has a wide range from 10 percent up to 13 percent.

“It was a good, safe harvest, and we are always thankful for that,” Penewit said.

In northeast Kansas, a dry March, cool April and wet May made for an excellent crop this year. Jay Armstrong, an Atchison County farmer, just finished his soft red winter wheat harvest on Thursday with a farm average of 83 bushels per acre. Test weights were over 60 pounds per bushel and kernels were large.

His soybean drill was right behind the combines with rain predicted for the weekend. More farmers are talking about planting wheat next year with area wheat farmers demonstrating a strong fertility and fungicide program can pay dividends followed by double-crop beans.&nbsp;

Day 14: Kansas wheat harvest report

TOPEKA&nbsp;–&nbsp;The Kansas Department of Health and Environment (KDHE) and the Kansas Department of Wildlife and Parks (KDWP) have issued several public health advisories for Kansas lakes due to blue-green algae.&nbsp;

A harmful algal bloom (HAB) may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep dogs away. These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact. Symptoms vary depending upon the type of exposure (e.g. direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache.
