The biggest strength of Kansas Farm Bureau (KFB) is its grassroots policy process that undergoes at least a year of debate before it’s enshrined in the organization’s policy book. This manual serves a blueprint for the advocacy work of state staff in the Kansas Legislature. In 2022, this member-driven process was crucial to improving farming, ranching and rural living during the legislative session. The success Kansas Farm Bureau had during the last legislative session will affect everyone in agriculture or living in a rural community in some fashion. Some of the wins are unlikely to be undone anytime soon and others could prove to be more fleeting without continued engagement. As of July 1, several of these polices are now laws codified in Kansas statutes. That’s proof that a group of dedicated people working toward a common goal can make the ultimate influence on the political process. Turning policy into action is not an easy endeavor, so it’s worth acknowledging when it does happen. Here are a handful of examples of how Farm Bureau members of Kansas and other likeminded organizations had an impact in Topeka: Fencing Tax Exemption:&nbsp;KFB successfully testified in support of a law the exempts fencing supplies and services from sales tax to repair fencing damaged or destroyed by natural disasters including wildfires. Those exemptions are permanent for all farmers and ranchers. Based on calculations from the Kansas Division of Budget and the Kansas State University Land Use Survey Center, this sales tax elimination will save farmers and ranchers approximately $865 for each mile of fence, a number that will grow alongside the cost of materials and labor. Funding for rural housing:&nbsp;Kansas Farm Bureau was one of nearly two dozen organizations that successfully lobbied for an investment in rural housing of more than $100 million. The money will come from the state’s extraordinary budget surplus and unspent federal COVID-19 relief funding. Included in the spending package is $40 million to spur moderate-income housing programs. An additional $20 million is dedicated specifically to rural housing. Expansion of Rural Veterinary Program: KFB supported legislation that will expand the Veterinary Training Program for Rural Kansas, addressing a shortage of veterinarians across the state. The legislation will allow more flexibility in where Kansas State University graduates can establish a practice and receive up to $25,000 per year in student loan forgiveness. The law also adds flexibility to increase the number of recipients beyond the maximum of five if funding is available. Pasture Tax fix:&nbsp;KFB successfully supported a policy change in how pastureland enrolled in the federal Conservation Reserve Program (CRP) Grasslands are classified for Kansas property tax purposes. Without this fix, land that has always been in pasture and then enrolled in the CRP was in danger of being classified as higher-value dryland farm ground for property tax purposes. Water issues:&nbsp;Kansas Farm Bureau staff testified against proposed legislation that would have consolidated the state’s water regulatory agencies because it would have increased government bureaucracy and consolidated enormous power under the control of a single political appointee, in addition to other measures that go against KFB’s policy. While the proposal was ultimately unsuccessful, it has prompted a review of KFB policy on water issues with regional meetings scheduled around the state, including July 6 in Hutchinson, July 7 in Dodge City, July 12 in Hoxie and July 14 in Burlington. STEVENS POINT, Wis. - The University of Wisconsin-Stevens Point honored more than 2,130 undergraduate students for attaining high grade point averages during the spring semester of the 2021-2022 academic year.

Full-time undergraduates who earned grade points of 3.90 to 4.0 (4.0 equals straight A) are given the highest honors designation. High honor citations go to those with grade point averages from 3.75 to 3.89 and honor recognition is accorded to those with grade point averages from 3.50 to 3.74.

Personalized certificates of scholastic achievement are sent to those who earned highest honors distinction.

Among the students recognized was&nbsp;Ava Weisbeck, Hillsboro, who received honors.

Hot with slight chance for p.m. storms in area Wednesday

Kansas farmers made significant progress completing wheat harvest in the last week, including many who spent the holiday weekend in a combine cab. In the weekly Crop Progress and Condition report, USDA National Agricultural Statistics Service noted 83 percent of the wheat crop has been harvested as of July 3, well ahead of 59 percent last year and 65 percent for the five-year average.&nbsp;

Nathan Larson — a one-man show — just started cutting in Riley and Clay counties with his first load delivered to the elevator on July 1.

Larson is averaging about 40 bushels per acre on fields planted to LCS Chrome from Limagrain Cereal Seeds. Overall, Riley County is yielding a bit better around 50 bushels per acre. While he is happy with his fields considering the weather this year, he is concerned about recent rains bringing test weights down, a concern he has heard from several others.

Even though growing conditions have been a bit different this year, Larson reported his harvest schedule is very similar to last year. If the rain holds off, he anticipates he will finish up in just two more days.

Osborne County is now about 80 percent complete with harvest, according to Craig Mans, general manager with Midway Coop in Osborne. Before mid-harvest showers, test weights were averaging 63 pounds per bushel, but now have dropped to 59 pounds per bushel.

Yields range from 20 bushels per acre to 75 bushels per acre with wheat following summer fallow coming in significantly better. Protein is nothing special with the southern end of the coop’s territory above 12 percent and the northern end below 12 percent. Despite the mixed results, Mans noted wheat harvest is better than expected.

“Considering in April we didn’t even know if we would have a crop, most people are pretty happy,” he said.

Harvest in Sheridan County should also wrap-up by the end of this week, according to David Brooks with Hi-Plains Coop Association in Selden. The coop took in their first load on June 20, which puts harvest on a normal pace, thanks to newer combines and a slight decrease in wheat acres.

“Harvest is moving along with a break from a shower here or there that is very welcome,” Brooks said. “Overall, it’s going very smooth.”

Yields are averaging around 40 to 45 bushels per acre, but with a wide range from top to bottom depending on how much moisture the field received. The lowest yield so far was 1.1 bushels per acre from a field that received only 1.5 inches of moisture in the last 10 months. In contrast, the high yield thus far is 75 bushels per acre on wheat following summer fallow that caught some rain.

Protein has been average, but test weights have been excellent. The coop is averaging 61 pounds per bushel and test weights are staying steady even with little rains throughout harvest.

“Everything is going good, and everyone is pretty happy,” Brooks said. “We can’t ask for anything more than Mother Nature has given us.”

Day 15: Kansas wheat harvest report

ELLSWORTH COUNTY —A Kansas man was injured in an accident just after 1p.m. Tuesday in Ellsworth County.

The Kansas Highway Patrol reported a 216 Ford Explorer driven by Robert Davis, 79, Hutchinson, was eastbound on Kansas 140 and came to a stop at the stop sign at the the intersection of Kansas 156.

The SUV then proceeded through the intersection. A northeast bound 2019 Infiniti QX driven by 39-year-old Kimberly&nbsp;Ussery of Claflin, struck the Ford.

EMS transported Davis to to Ellsworth County Medical Center.&nbsp;Ussery was not transported. Both drivers were properly restrained, according to the KHP.

Salina commissioners seek public input about electric scooters

Twenty-three new law enforcement officers graduated from the Kansas Law Enforcement Training Center (KLETC) on July 1st at a ceremony held in the KLETC Integrity Auditorium.&nbsp;

Officer Andrew Lee of the Riley County Police Department was the graduating class president. The speaker for the ceremony was Sheriff Russ Thorton of the Ottawa County Sheriff’s Office. Rob McClarty, KLETC Senior Instructor of Police, was the Class Coordinator for the 295th Basic Training Class.

Officers Julia Raymann and Justin Smithson of the Riley County Police Department were placed on the Director’s Honor Roll for achieving an overall academic average of 94percent or higher. Officer Raymann was also the recipient of the Larry Welch Award of Academic Excellence for having the highest overall academic score of 96.35 percent. Officers Raymann and Smithson, along with Officer Toney Asquith of the Galena Police Department, were inducted into KLETC’s 200 Mile Club. Officer Asquith also received the Fitness Medal for having completed 239.23 miles as a member of the 200 Mile Club. Officer T.J. Powell from the Hutchinson Police Department was recognized during the ceremony for his firearms proficiency as the class’ “Top Shot.”

Graduates receive certificates of course completion from KLETC and Kansas law enforcement certification from the Kansas Commission on Peace Officers’ Standards and Training, the state’s law enforcement licensing authority. The training course fulfills the state requirement for law enforcement training. Classroom lectures and hands-on applications help train officers to solve the increasingly complex problems they face in the line of duty.

Established by the Kansas Legislature in 1968, KLETC trains the majority of municipal, county, and state law enforcement officers in Kansas and oversees the training of the remaining officers at seven authorized and certified academy programs operated by local law enforcement agencies and the Kansas Highway Patrol.

About 300 officers enroll annually in KLETC 14-week basic training programs. KLETC offers continuing education and specialized training to over 10,000 Kansas officers each year. KLETC is located one mile west and one mile south of Yoder, near Hutchinson, and is a division of the University of Kansas Lifelong &amp; Professional Education.

The graduates, who began their training in March 2022, represented multiple municipal, county, and state law enforcement agencies from across Kansas. Graduates are listed below by county and agency:

Ottawa Co. deputy graduates from KLETC; boss is speaker

A Salina man who accidently shot himself Saturday evening was later arrested on multiple requested weapons charges.

Officers were dispatched to the Village Inn, 453 S. Broadway, at 7:35 p.m. Saturday, for the report of shots fired in the parking lot, Salina Police Captain Gary Hanus said this morning.

When they arrived, they encountered Oscar Zamarron, 41, of Salina, who had a gunshot wound on his left wrist. During the investigation, officers determined that Zamarron had accidentally discharged the gun.

Hanus said Zamarron was transported by EMS to Salina Regional Health Center, where he was treated and released.

Officers also discovered that Zamarron was not able to possess a firearm, so he was arrested on the following requested charges, Hanus said.

Fire south of Salina early Tuesday blamed on electrical issue

A teen wanted in connection to the stabbing of three people in central Salina has been arrested.

Salina Police Captain Gary Hanus said the 14-year-old boy was arrested Friday in connection to the incident early Thursday morning. During the incident, the boy was allegedly fighting with two brothers, ages 13 and 14, in the 600 block of Montrose Street when he allegedly pulled a knife, Salina Police Captain Paul Forrester said Thursday morning.

Hanus said this morning that both brothers were stabbed with a sharp instrument, as was their father, who reportedly came out of their residence to break up the fight.

Thieves once again stole items from a property west of Salina.

Sometime between May 29 and June 12, someone broke into an unoccupied house and a Morton Building in the 1200 block of S. Hohneck Road, Saline County Sheriff Roger Soldan said on June 13. Multiple items were stolen in that incident.

Thieves strike at property west of Salina for second time

A Salina woman was cited after multiple "VOTE YES!" signs were damaged on Sunday.

The signs encourage people to vote in favor of the proposed Kansas constitutional amendment concerning abortion.

Salina Police Captain Gary Hanus said this morning that between 7-8:30 p.m. Sunday, either the signs or sign stands at the following eight locations were damaged.

Witnesses reported seeing a white minivan in the area of some of the damaged signs.

Through the course of the investigation, police determined that Daphne M. Hass, 34, of Salina, allegedly was responsible for the damage to the signs.

Hanus said Hass was cited for a total of eight counts of damage to property.

A heat advisory remains in effect until 8 p.m. Wednesday for the following counties in our area, according to the National Weather Service in Wichita.

Heat index values of 100 to 105 are expected during the afternoon hours.

Hot air and high humidity may cause heat illnesses to occur. Stay well hydrated to reduce the risk of heat related illnesses. Avoid working outside during between 1-7 p.m. if possible.

A heat advisory issued by the National Weather Service in Hastings, Neb., remains in effect until 8 p.m. Tuesday for the following counties in our area.

Heat indices won`t dip below the 70s overnight and will climb back up to between 100 and 110 degrees Tuesday afternoon. There will be less heat relief from the winds on Tuesday. Winds on Tuesday are expected to only be 5 to 15 mph across the entire area.

A heat advisory remains in effect until 9 p.m. Tuesday for the following counties in our area, according to the National Weather Service in Topeka. 

Overnight lows are not expected to provide much relief with temperatures only briefly falling into the upper 70s around dawn.

Hot temperatures and high humidity may cause heat illnesses like cramps, exhaustion and heat stroke to occur.

Heat advisories continue throughout the area
