A 69-year-old Saline County woman is out $1,900 after she was scammed via Facebook Messenger.

Saline County Undersheriff Brent Melander said this morning that on May 22, the woman was contacted via Facebook Messenger by someone claiming to be with Publishers Clearing House. The person told her that if she wanted to get the $100,000 she had won from Publishers Clearing House, she would need to buy gift cards and send the card information to the person.

According to the Fraud Protection page on the Publishers Clearing House website, "At PCH the winning is always free and you NEVER have to pay to claim a prize. Recognizing the difference between legitimate sweepstakes and other types of offers that may not be legitimate will help you protect yourself and your family. If someone contacts you claiming to be from PCH, and tells you that you’ve won a prize– then asks you to send a payment or money card in order to claim the prize – STOP! You have not heard from the real PCH."

Melander said the woman went to multiple stores and bought $1,900 worth of gift cards and then provided the information to the person who contacted her. Once she did that, her money was gone, and the alleged prize notification disappeared shortly there after. 

Melander said that in such situations, there is little, if anything, law enforcement can do to get the money back and arrest the wrongdoers. He urged people to be vigilant when contacted by people claiming prizes have been won.

He also encouraged business to pay closer attention when they see people, especially older people who might seem confused, purchasing gift cards with large amounts and asked that the businesses contact law enforcement.

ABILENE - From digitizing reports to attending emergency management exercises to chasing tornadoes, Josh Walker won’t soon forget his time working as an intern with Dickinson County Emergency Management Director Chancy Smith.

Walker, who hails from the Milwaukee, Wis., area, graduated May 14 from Kansas Wesleyan University in Salina with a degree in emergency management and criminal justice.

He spent eight months working in Dickinson County learning about emergency management and preparedness from Smith, the 2021 Kansas Emergency Management Professional of the Year. The two met in September 2021 during the Kansas Emergency Management Association annual meeting where Smith received his award.

“I had a very hands-on experience,” Walker said. “I don’t think there was ever a day when I didn’t have something to do.”

Smith said he knew Walker would be a good fit in Dickinson County.

“Josh has a great work ethic. He always wanted to be doing something and he finished everything he did. He would work through problems,” Smith said. “I’d give him a task and it would just get done.”

Walker’s interest in emergency management dates back to two major tornado disasters -- one in Joplin, Mo., and the other in Moore, Okla.

“Back in 2011 when the Joplin tornado hit, my family went down there and we helped. We were in a church parking lot that was collecting canned goods and toiletries.

“Handing things out to survivors face-to-face was a surreal experience -- just feeling how grateful they were for the simple things,” Walker said.

During the 2013 Moore tornado, his family once again volunteered by helping the Salvation Army fold clothes and handling donations.

“I’d never heard of emergency management before then and it really got me interested. I began researching it in high school looking for colleges and it was hard to find a program,” Walker explained. “It’s kind of a niche degree. It’s not like there’s a lot of people lining up to do this.”

Walker came to Kansas Wesleyan University, drawn by the college’s emergency management program. He also majored in criminal justice because he was able to obtain dual credit for some courses.

Walker said he was not really interested in the storm monitoring aspect of emergency management until the historic windstorm that came through Kansas in December.

“I really didn’t get interested in the weather until that big windstorm. I wasn’t here, unfortunately – every time I left the area something big would happen down here – but I was monitoring it on Twitter and saw some videos,” Walker said.

But his most exciting experience in Dickinson County occurred April 29 when he and Smith watched six tornadoes – two that actually touched down and four funnels – form while storm spotting from their vantage point at Rural Center School south of Abilene.

“Sitting in Chancy’s truck -- being a quarter mile away from a funnel cloud, watching it form right in front of us -- was the most exciting thing. It was pretty crazy,” Walker said. “And I’d never seen hail that big either. Hail is usually pea-size, but that night some of it was the size of clementines.

“I knew it was going to be eventful when Chancy told me to put my vehicle in the county garage,” he added with a laugh. “That’s when you know it’s going to be bad.”

As soon as they climbed into Smith’s vehicle, Dickinson County 911 dispatch began relaying funnel and tornado reports from local residents and the National Weather Service.

Walker said he was familiar with the weather software Smith uses since Walker has it installed on his home computer.

“To be able to hop in the truck, pull up a tablet and be able to know how to use everything was invaluable,” Walker said. “It’s so different from looking at a monitor 100 miles away versus being in the storm and being able to see what you see in the sky right on your tablet.

“It was kind of adrenaline rush. It was one day for only six hours, but I loved every second of it,” he said with a smile.

Preparedness exercises, digitizing records

While storm chasing was the most memorable event of his internship, Walker said everything he did was interesting. He spent hours digitizing reports, moving them from paper files to computer; helped repurpose an old ambulance for use by emergency management by stripping off decals and non-essential items; participated in the tabletop exercise in November preparing for a “hypothetical tornado” that strikes the city of Abilene and other exercises in various Kansas counties; helped Smith with needed facility work at the courthouse and completed other tasks.

The most time consuming was digitizing Tier 2 reports. That involved entering information about hazardous material locations into the computer and geotagging them so their location could be found on a map.

“By clicking on them, emergency responders can see what kind of chemical is housed, the location and other data. Once all that is finalized, it will be sent to dispatch where they can have that information available,” Walker said. “So, fire departments, police or other responders know what’s there if they are responding.

“It was a lot of hard work. Not difficult per se, but a lot of detail,” Walker added.

Smith said Walker also helped out doing easy stuff like finding keys once the new doors were installed in the newly-remodeled courthouse and putting up signs.

“It was his last day and there was a strip of eight door numbers left. Josh took them and got them all put up,” Smith said. “He really wanted to get things done.”

Even though his time in Dickinson County officially is over, Walker plans to return in a few days to attend a “functional” exercise Monday through Wednesday in Abilene. A follow-up event to the tabletop exercise held back in November, the functional exercise looks at the coordination, command and control between various multi-agency coordination centers.

“His internship ended in mid-May, but he’s coming back to Kansas next week to participate in our exercise,” Smith said.

After the excitement of April 29’s storm chasing, Walker said he obtained certification from the National Weather Service to serve as a trained spotter.

“That night really inspired me,” he said.

As for the future, Walker currently is a finalist for two deputy emergency management director positions open in other states and he’s been spending time with family in Milwaukee after leaving Kansas.

Smith said a representative from one of those jobs called and asked him about Walker.

“We talked for 20 minutes and I said, ‘I can only tell you this: If I had a position, he’d work for me. I wouldn’t let him go,” Smith said. “He will do a really good job for somebody.”

Walker said his internship in Dickinson County gave him the opportunity to meet other emergency management professionals and learn many important skills.

“It was a “great hands-on experience, which was exactly what I was looking for,” Walker said.

EM intern gets hands-on experience in Dickinson County

Sarah Keck is the new arts education coordinator for Salina Arts &amp; Humanities.

A native of Altamont, Mo., Keck most recently lived and worked in Kansas City, Kan. She worked as a graduate assistant in the Kenneth J LcBudde Collections Department of the Miller Nichols Library and as a host coordinator for music festivals held on campus. She also has taught middle and high school instrumental music while being an active low-brass clinician and private studio instructor within the Kansas City area.

“My experience coming from a small community and working in a city supported by a family of musicians and educators allowed me to see the impact of accessible opportunities within the arts. I look forward to bringing these combined interests and experiences to serve the community of Salina,” Keck said.

Keck holds a bachelor’s degree in music education with a K-12 certification from the UMKC Conservatory and will complete her master's degree in performance at the UMKC Conservatory this summer.

“Sarah’s experience in the classroom as a music educator and her work in coordinating events makes her an excellent choice for the Arts &amp; Humanities staff,” said Brad Anderson, Salina Arts &amp; Humanities executive director. “She will be a tremendous resource for teaching artists, musical performers, and the community.”

As of Wednesday, Keck will oversee the Smoky Hill River Festival’s Entertainment selection, booking, and scheduling. She will also oversee the Arts Infusion Program in local schools and serve as the staff liaison for Friday Night Live entertainment and activities.

SAH announces new arts education coordinator

From art to music to entertainment, downtown Salina will be a busy place this Friday.

"There is so much going on in Downtown Salina this Friday evening! With live entertainment Shannon’s Stars and Jaron Bell Comedy and music at the new stage, and art exhibits at Subvert Studio, Peaceful Body Wellness Retreat, Streit Sandblasting, and The Flower Nook," said April Rickman, executive assistant and events planner for Salina Downtown, Inc.

And parents, if you'd like to take in the First Friday festivities, but aren't sure of what to do with your children, Kids Creative Corners, 122 S. Santa Fe Avenue, has a deal for you from 5:30-7:30 p.m. Friday.

"Kids Creative Corners is doing drop off play as well so parents can enjoy the exhibits and entertainment themselves," Rickman said.

Events at the Ash and Santa Fe stage

Shannon's Stars Athletic Twirling Club is scheduled to kick off the live entertainment at the downtown stage at W. Ash Street and N. Santa Fe Avenue. Their performance is scheduled to begin at 5 p.m.

From 6-8 p.m., Jaron Bell's comedy and country music show will take the stage, with special guest Jerad Langley.

Salina artist Cody Sanders will host an opening reception for his exhibit Views of Salina, a collection of locally inspired paintings, from 5 to 8 p.m. at Subvert Studio, 116 E. Iron Avenue.

Subvert Studio is a combination art gallery and tattoo artistry business owned and operated by Sanders, who said he opened the business six months ago to help “add to the culture of what the city is trying to do downtown.”

This is the studio’s third art event and consists of paintings Sanders has done of historical Salina sites, many of which he said were inspired by childhood memories.

The opening reception for Views of Salina will include entertainment provided by DJ K-ODD (Salinan Chris Riley).

Streit Sandblasting and StickIT Vinyl Graphics, 111 S. Santa Fe Avenue, is scheduled to host a mixed media exhibit, Sh-Rubbish, by Kirsten Lilak and Ethan Campbell from 4-7 p.m.

During Peaceful Body Wellness Retreat's First Friday event, visitors can meet artist Chris Jaworski. The event, at 148 S. Santa Fe Avenue, is scheduled for 5-7 p.m. and will feature Jaworski's acrylic paintings.

The Flower Nook, 208 E. Iron Avenue, will be a happening place this Friday as well, and if you're a fan of The Flower Nook, you won't want to miss it! The Last First Friday Art at The Nook is scheduled for 5-7 p.m.

The event is to include a Mandela Effect - Therapy Art exhibit from Room Green Production.

Additionally, a floral beard exhibit on live models will be on display.

The story of Rose Kretsinger Quilting, as portrayed by Debbie Devine, also is scheduled for Art at The Nook.

Taylor Kline is scheduled to provide music for Art at The Nook.

Sunflower art created by local and area artists to benefit Ukrainian refugees in Poland also will be on display. All of the sunflower artwork - approximately 100 pieces - will be for sale, and 100 percent of the proceeds will go to Ukrainian refugee assistance efforts at the Warsaw Museum of Modern Art.

Smoky Hill Museum program to look at Juneteenth

Wondering what those explosions were Tuesday? 

Airmen from the Kansas Air National Guard were doing explosive ordnance training at the Smoky Hill Air National Guard Range southwest of Salina, according to information from Jane Welch, director of public affairs for the Kansas Adjutant General's Department.

"Normally when they do the training they don’t actually explode the ordnance. This time they did. That is why people were hearing the explosions," Welch told Salina Post.

Each year, more than 2,000 dedicated, engaged, community-minded, and fun volunteers step up to help make the epic arts party a huge success.

The 2022 Smoky Hill River Festival is just around the corner - June 9-12 - and approximately 320 volunteers are still needed.

Volunteers must be 12 or older and are required to purchase and wear an official festival admission wristband. • Work a two-hour shift to provide at-booth beverages and short breaks to festival artists.

• Assist demo artists with various needs as they are demonstrating and selling their work, answering general questions.

• Help move supplies to and from vehicles if needed, ensuring cold water jug stays full.

• Booth sit if an artist needs to step away momentarily.

Desired traits: Good interpersonal and customer service skills

Parking guides have the opportunity to:

• Wear an official vest and provide parking assistance and directions to festival artists.

The Saline County Treasurer's Office announced Wednesday morning that irregularities in the application of some tax payments had been discovered.

Saline County Treasurer Jim DuBois told Salina Post this morning that recently some anomalies in the process had been discovered.

In a statement released this morning, DuBois noted that "the Saline County Treasurer’s Office recently discovered irregularities in the application of tax payments from escrow accounts established directly with the Treasurer’s Office. Accounts where your taxes are paid by a lending institution are not affected. All tax payments have now been properly credited. However, we are engaging the assistance of an outside firm to examine how these issues occurred and what other steps we can take to prevent similar problems in the future."

DuBois declined to provide specifics about how the issue happened and how it was discovered as the investigation is still in progress. He said more information would be released when he is able to do so.

He also encouraged taxpayers to cooperate with the probe should they be contacted to help the treasurer's office verify information.

Treasurer's office discovers some tax payment application irregularities

TOPEKA&nbsp;– Governor Laura Kelly announced today that&nbsp;nearly $50&nbsp;million&nbsp;in federal, state, and private investments is going to two rail projects – the Southwest Kansas Infrastructure Upgrade Project and the KYLE Railroad Gateway Project – in southwest and north-central Kansas. 

$20 million of that amount comes through the Consolidated Rail Infrastructure and Safety Improvements Grant Program, a federal grant program of the U.S. Department of Transportation. Governor Kelly&nbsp;directly advocated for&nbsp;both grant applications&nbsp;to&nbsp;the Federal Railroad Administration.&nbsp;

“I’m thankful we were able&nbsp;to&nbsp;secure these two federal grants to improve our rail network,”&nbsp;Governor Laura Kelly said.&nbsp;“By investing in this part of the supply chain, we&nbsp;are&nbsp;strengthening&nbsp;Kansas’ role&nbsp;as the nation’s logistics hub&nbsp;and making&nbsp;it easier for manufacturers and farmers to get their products to market.”&nbsp;

Funds going toward the Kyle Railroad Gateway Project will, among other things,&nbsp;replace&nbsp;23.5 miles of obsolete track with upgraded&nbsp;continuous welded rail on the Kyle Railroad Company’s Concordia Subdivision between Beloit and Yuma Junction, Kan.&nbsp;The project will increase the rail’s operating speed from 10 to 25 miles per hour, enable the line to support 286,000 lb. rail cars, and connect a critical area in northern Kansas to the national rail network.&nbsp;

Investments in the Southwest Kansas Infrastructure Upgrade Project will improve the Cimarron Valley Railroad in southwest Kansas from Dodge City to Hugoton, Kansas. They will enable the rail to support biodiesel operations and local agricultural product transports, raise the operating speed from 10 to 25 miles per hour, and increase the rail’s weight capacity.&nbsp;&nbsp;&nbsp;

“Partnerships – across federal, state, and local governments and the private sector – are key to the success of the IKE program. I appreciate everyone working together to secure another win for Kansas infrastructure,”&nbsp;said Kansas Secretary of Transportation Julie Lorenz.

Governor Kelly&nbsp;directly advocated for&nbsp;both grant applications&nbsp;to&nbsp;the Federal Railroad Administration.&nbsp;“I’m thankful we were able&nbsp;to&nbsp;secure these two federal grants to improve our rail network,”&nbsp;Governor Laura Kelly said.&nbsp;“By investing in this part of the supply chain, we&nbsp;are&nbsp;strengthening&nbsp;Kansas’ role&nbsp;as the nation’s logistics hub&nbsp;and making&nbsp;it easier for manufacturers and farmers to get their products to market.”&nbsp;Funds going toward the Kyle Railroad Gateway Project will, among other things,&nbsp;replace&nbsp;23.5 miles of obsolete track with upgraded&nbsp;continuous welded rail on the Kyle Railroad Company’s Concordia Subdivision between Beloit and Yuma Junction, Kan.&nbsp;The project will increase the rail’s operating speed from 10 to 25 miles per hour, enable the line to support 286,000 lb. rail cars, and connect a critical area in northern Kansas to the national rail network.&nbsp;Investments in the Southwest Kansas Infrastructure Upgrade Project will improve the Cimarron Valley Railroad in southwest Kansas from Dodge City to Hugoton, Kansas. They will enable the rail to support biodiesel operations and local agricultural product transports, raise the operating speed from 10 to 25 miles per hour, and increase the rail’s weight capacity.&nbsp;&nbsp;&nbsp;“Partnerships – across federal, state, and local governments and the private sector – are key to the success of the IKE program. The Salina Public Schools Board of Education and NEA-Salina met for their first round of contract negotiations for the 2022-2023 school year.

A Utah man was injured when he lost control of his motorcycle in north Salina Tuesday morning.

Kenneth Sabo, 69, was southbound on N. Ninth Street near Interstate 70 when he lost control of his 2014 Honda motorcycle in the rain and crashed, Salina Police Captain Paul Forrester said this morning. The accident occurred at approximately 6:20 a.m. Tuesday.

Sabo sustained undisclosed injuries and was transported by EMS to Salina Regional Health Center.

The motorcycle was damaged on the left side.

Memorial Day serves in my mind as the unofficial start of the summer, Independence Day the middle, and Labor Day the end. I am aware that this timeframe has inaccuracies, but this engrained set of time landmarks can’t be changed in my mind. And I don’t think I am alone. The popular agreement of Memorial Day being summer’s kick-off celebration brings with it criticism that too many people think of the holiday as an excuse to party or a day off instead of an opportunity to observe its true meaning.

Memorial Day is intended to be a day of remembrance for the sacrifice military personnel who died in service to their country. Some people more broadly recognize the contributions of service in the armed forces on this day, which seems appropriate, too, as they have lost comrades and were willing to sacrifice for the country. My firm association of Memorial Day launching summer does surprise me a little as I don’t ever remember this weekend being associated with anything like vacation or party-like in my childhood. I have countless memories of gathering with a small crowd of community members at the local cemetery to watch the high school band play, see the VFW members present the colors, students leading the pledge of allegiance, speakers with words of remembrance, a prayer by local clergy and the chills of 21-gun salutes followed by taps for a somber ending. Memorial Day never felt like a celebration, but it also never really a time of mourning for me. Beyond the rituals of the ceremonies, I remember appropriately somber reflection on what it must be like for families who lost a loved one and whether or not I could willingly sacrifice my life for my country. I also remember anticipation to go to an event where I could visit with family members and friends from the community. Important parts of my character and values were being formed by attending those events. I was learning to take pride in my country, to feel and express gratitude for those who serve, to enjoy community, to feel empathy for those who have lost, and to think about how I could serve in my life. Another thing I remember is that there weren’t a lot of families or kids at the ceremonies. I am not sure if this is because other families where traveling or maybe some thought it too mature for children. I would guess that there are less families attending now than ever and that makes me sad. Memorial Day helped instill in me the patriotic ideals of our country: freedom, service and sacrifice. It built a sense of community and challenged me to think about how I could continue to contribute to that community. Some reading this will have attended Memorial Day ceremonies. Thank you for attending and taking time to remember, and build our communities. For others thoughts of military service may only have come from watching the latest “Top Gun” movie. You weren’t alone, it was a great movie. However, I would challenge you to make a little time to remember the sacrifices of others and to think about how you can serve your community in the future. And don’t forget to take your kids, they will remember the time with you and the lessons for the rest of their lives.

TravelAwaits readers selected Abilene as the Best U.S. Small Town to Visit for the second year in a row. Abilene also took first place in its Friendliest Small Towns in the U.S. contest.

“To win one national award is a really big deal, but to win two is absolutely incredible,” said Julie Roller Weeks, Abilene Convention and Visitors Bureau director.

This recent announcement joins a robust list of good things happening in Abilene.

“In May, Abilene received a $22,000 Attraction Development Grant to construct the World’s Largest Belt Buckle. Our Visitors Guide received a Communicator Awards Award of Distinction, and Travel + Leisure named Abilene one of the 15 Best Small Towns for a Summer Vacation,” Roller Weeks said. “These awards continue to recognize our efforts to market Abilene as a great place to visit.”

In addition, Abilene is competing in USA TODAY’s Best Historic Small Town Contest. The community currently ranks No. 1, with voting ending on June 6.&nbsp;
