It is not legal for salespeople to go door to door in Clay Center without the proper license from the City. It is also believed that this individual does not work for the companies that he claims to be associated with. We checked with Dish Network and they have no salespeople working in this area. Clay Center police: Man going door-to-door thought to be scammer

You’ve probably already heard about the new government plan that will forgive some federal student loans, once it’s up and running. Also in the news: the federal student loan payment pause has been extended to December 31, 2022. But scammers are watching the news, too, so know this: you don’t need to do anything or pay anybody to sign up for the new program — or the pause. Nobody can get you in early, help you jump the line, or guarantee eligibility. And anybody who says they can — or tries to charge you — is (1) a liar, and (2) a scammer.

Right now, the Department of Education is working hard on the&nbsp;<a href="https://studentaid.gov/debt-relief-announcement/">details of the new plan</a>: who’s eligible and how to apply to get your student loan debt cancelled. It won’t happen overnight, and they’ll announce it widely when the program opens up for debt forgiveness. Sign up for&nbsp;<a href="https://www.ed.gov/subscriptions">Department of Education updates</a>&nbsp;to be notified when the process has officially opened.

Meanwhile, check on your&nbsp;<a href="https://studentaid.gov/manage-loans/repayment/servicers#your-servicer">federal loan servicer</a>:&nbsp;be sure you know who they are, and that they have your most recent contact info. That will help you get the latest on the cancellation and pause.

Did you hear the student loan announcements? So did scammers

Many Dickinson County property owners – like those in other counties across the state – are confused by a document that was mailed out early in August showing property tax revenues.

The 2022 Notice of Estimated Ad Valorem Taxes – a new mailing required by law – shows each taxpayer’s taxing jurisdiction’s intent or non-intent to exceed its revenue neutral rate by assessing more property taxes than the entities did the previous year.

In March 2021, the Kansas Legislature passed KSA 79-2988, a law that requires county clerks to send notification of the revenue neutral rate (RNR) compared to the proposed rate for the upcoming year for each taxing subdivision.

Required hearings for jurisdictions planning to exceed the RNR started last year, but this year marks the first time that letters had to be sent.

Dickinson County Appraiser Lisa Berg met with commissioners Aug. 18 to advise them that her office has been inundated with phone calls and visits from patrons asking why the letter was sent, what it means and what action they are supposed to take. She had already heard from about 40-some people.

“I explain if your taxes are going to go up, this letter informs which entity is raising their mill levies or budget and to attend the budget hearings listed on the forms,” Berg said.

“Discussion during our monthly conference call with the state, the director of the property valuation division, David Harper, said ‘it’s not the appraisers’ role, they have nothing to do with this letter or law,’ but we are getting the calls,” Berg said.

Berg related that Harper had advised county appraisers to “explain to taxpayers that if they have a further complaint, they can contact the Board of Tax Appeals in regards to RNR.”

Berg, along with County Clerk Jeanne Livingston, Treasurer Leah Hern, and Assistant County Administrator/Budget Director Janelle Dockendorf, met in July hoping to find ways to ease concerns of taxpayers who were not going to understand why they were receiving the letter, which was sent out early in August.

“We knew it was going to be confusing and we were hoping to find ways to be more proactive than reactive,” Berg explained.

Although the document is meant to tell people what entities are changing their RNR rate, it also causes many to ask if the value on their property will be going up – especially since the taxpayer’s property values are the first item they see on the letter.

“That makes people think ‘call the appraiser because my value did something’,” Berg said. “But unfortunately, we cannot do anything this time of year, unless it’s a 2021 payment under protest.”

“Again, people have been very nice, but this letter is going to prompt quite a few payments under protests this year,” Berg added.

While the expressed purpose of the RNR letter is to “increase transparency” so taxpayers can see what the various taxing entities are planning to do, Dockendorf said many do not understand that the information included in the letter is just estimates.

“I don’t think these questions should go to the appraiser’s office because they are not the ones issuing taxes. These are just estimates. But people don’t understand that,” Dockendorf said. “I think once tax statements come out in November we’ll see even more people with questions.”

She wonders if the legislators who drafted the confusing RNR rules meant to cause this situation or if it is an “unintended happening.”

“I’m not sure if this is exactly what they were hoping for when they passed this legislation, but I’d like to think it wasn’t,” Dockendorf said. “I’m sure with time, more of these questions are going to funnel into the clerk and treasurer’s offices.”

County Clerk Livingston said she has heard from about 10 people with questions and said the treasurer’s office also has received calls and visits from concerned patrons.

“The biggest question I’m getting from people is ‘why am I getting this?’” Livingston said. “I’m telling them to contact their legislator.”

Berg said that once she explains what the letter is, a few people have said the letter was a waste of time and money.

Commission Chairman Lynn Peterson said he knew the state was paying the cost this year to send out the letters, but in coming years, the county will have to bear the cost.

The cost of printing and mailing the letters was between $8,000 and $10,000.

Each of the department leaders also noted the new requirement is an additional burden on their departments, as understaffed offices now are preoccupied with answering even more questions than usual.

State mandated RNR letter causes confusion for taxpayers

Scattered showers and storms, a few of which could be strong to marginally severe, will be possible this afternoon through late tonight. Hail up to quarter-size and 60 mph wind gusts will be the main concerns with the strongest storms.

Scattered showers and a few embedded thunderstorms will be possible across central Kansas this morning. Severe weather is not expected, however a few storms could produce brief heavy downpours.

Areas of showers and thunderstorms will develop this afternoon along and west of Interstate 135. Scattered strong storms are the most likely storm type but a few isolated severe storms are possible in central Kansas along the Interstate 70 corridor.

KDOT announces approved August bids

Salina Art Center has been awarded an Arts Engagement in American Communities (AEAC) Grant through the National Endowment for the Arts to fund opportunities for youth art makers to use art as a catalyst for discussing issues of relevance and significance to their generation.&nbsp;

The first project funded is the A.R.T (Art, Reflection, &amp; Thinking) mentorship program for middle and high school students. This is a free afterschool program for students referred by a teacher, counselor, or another adult. Created in the late 1990s as a program for at-risk students, A.R.T has evolved to include quality art instruction, flexible scheduling, and a diverse group of students interested in developing artistic skills. 

USD 305 is a long-standing partner with Salina Art Center to provide quality afterschool programming along with OCCK, which provides transportation from South High School, Central High School, Lakewood Middle School, and South Middle School to the Art Center Warehouse Education Studio at no charge to A.R.T. students.

A.R.T. is a FREE program for middle and high school referred students. Only 15 students are accepted per session. Students who participate in A.R.T will:

●Develop artistic skills in a variety of mediums

●Work and learn with local and regional artists as they show you how they make art and why

●Explore and experiment with a variety of art materials and processes

●Develop and express independent ideas and discuss them

●Learn how to set and meet their own goals

●Bringing awareness and healing to emotional, mental, and physical issues through art-making

●Engage in a therapeutic release from everyday life and surroundings

●Empower positivity about self and others.

This year has brought some changes to the A.R.T. program. The most significant is in the schedule.&nbsp;Instead of a full-year class, students will have the opportunity to participate in any/all three sessions. Sessions are timed in tandem with the Kansas High School Athletics Association season calendar. This allows students to be athletes and artists by choosing A.R.T. sessions that align with their athletic seasons.

The three sessions of A.R.T. will thematically fall into how art is used as a catalyst for storytelling, mental wellness, and social impact.

Session 1: A.R.T. of Animation. Using film animation to share stories of who we are and where we are going.

Session 2: A.R.T. of Sculpture. Using sculptural techniques (ceramics, paper, and found objects) to connect to self and transform emotions.

Session 3: A.R.T. of Social Justice. Exploring street artists and gorilla art techniques used to draw attention to issues of social relevance.

Exhibition programming highlights many artists, allowing them to lead workshops or give gallery talks about their work and future plans. Contemporary art deals with current issues. The art center provides young artists an opportunity to share what is current in their world. The Sunflower Biennial is a platform that encourages exchanges of ideas and respect. The exhibition allows young artists to gain experience with exhibition submissions, building a portfolio, public speaking, marketing their talents, and much more.&nbsp;

The Sunflower Biennial call for entry will be released on Sept. 6 with an entry deadline of Nov. 30. The Third Sunflower Biennial is scheduled to open on Feb. 8. Salina Art Center receives grant for youth art maker opportunities

🎥Sunflowers offer important lesson for Oakdale students

ABILENE—The 12th annual Impact the Cure event is Oct. 1, and this year will have some changes from past events. 

For 2022, the event will be solely the two mile Fun Walk and it will be held in Old Abilene Town as the kick-off to the community celebration of the 100th birthday for Memorial Hospital.

Impact the Cure is an annual Breast Cancer Awareness event in Abilene hosted by Impact Sports and Fitness of Abilene. The walk will begin at 10:30 a.m. on Oct. 1, starting and ending at Old Abilene Town, 201 SE. Fifth Street, and is open to people of all ages and fitness levels. 

Walk day registration and packet pick-up will begin at 10 a.m. An informal ceremony at 10:15 a.m. will recognize cancer survivors as a group; survivors will receive a special gift (please note on the registration form if you are a cancer survivor). The walk is then scheduled to begin at 10:30 a.m. This is a fun way for all ages to celebrate life and raise funds to help fight breast cancer in Dickinson County.

Pre-registration is $25 and includes an Impact the Cure long-sleeve t-shirt and a $5 food coupon to use at participating truck vendors beginning at noon. Couch Potato fee is $25 (unable to participate, but registering for a t-shirt and supporting a good cause). You can pre-register at Impact Sports and Fitness, 418 N. Broadway, in Abilene, or by visiting mhsks.org/impact-the-cure. Please note there is a fee of 75 cents for all online registrations.

The Saline County Road and Bridge Department announced this morning that S. Simpson Road between E. Magnolia Road and E. Crawford Street is now open to through traffic.

That portion of S. Simpson Road was closed on May 6 due to a federally funded project to improve the S. Simpson Road right-of-way. 

The completion of the project was delayed earlier this month due to shipping issues with the aggregate material to be used on the shoulders of the roadway.

An officer on patrol found several areas within the park had been vandalized by spray paint over the weekend. An unknown suspect(s) spray-painted derogatory words and pictures on the walls of the concession stand, maintenance building, and various other signs in the park.
