CLAY CENTER - In just two years, A Mural Movement of Clay Center has gained support of the community and beautified the town with a variety of murals.&nbsp;

Originally, the group wanted to bring quality public art to the area and bring more people to downtown Clay Center.&nbsp;

The town has become a tourist destination, with murals made using different styles of art are spread all over town for visitors to explore.&nbsp;

Support for the project has come from community members and grants, bringing in artists from across the country to leave behind a masterpiece.&nbsp;

“The community support has just been so overwhelming. The donations have come in droves and we're so thankful for the support of our local businesses, individuals and alumni of Clay Center as well.” A Mural Movement of Clay Center, cofounder Brett Hubka said.

CStanley Creative is a husband and wife team from central Florida, Christian and Jessica have ties to Kansas. Jessica was born near Shawnee Mission and still has family in the area.

“We've been kind of looking forward to doing this project for, for quite a few months now. So, we're just excited to be here and the rains cleared up so we're excited to bring this thing to life” CStanley Creative artist, Christian Stanley said.

The artists plan to have the mural completed by July 2, just in time for visitors over the holiday weekend to enjoy.

Mural Movement brings Fla. artists to Clay Center for 25th mural

A new survey shows we like using our First Amendment freedoms – but also raises questions about whether we understand or accept how they work.

“The First Amendment: Where America Stands” 2022 survey by the Freedom Forum, conducted in March, is the latest in a series that began in 1997, measuring Americans’ knowledge and attitudes about our core freedoms: religion, speech, press, assembly and petition.

By and large, we are marching and protesting more often and in greater numbers than any time since the 1960s – and 79% of us say the right of assembly is necessary. But compared to the 2020 “Where America Stands” findings, this year’s survey showed a slight decline in the number of us who recently exercised that right.

The survey also found that 43% want protest organizers held accountable for violence by&nbsp;anyone&nbsp;during a demonstration, even if they did not have a direct connection to that person. If such laws – already adopted in several states – survive constitutional challenge, the prospect of ruinous liability or even criminal charges may well discourage many of us from organizing such assemblies.

More than half (53%) of respondents favor licensing of journalists. But that’s antithetical to either the law or spirit of press freedom — whether such “permission to collect and report the news” is controlled by the government or a professional group. Our nation’s founders had lived through an era of approval of printers by the king — and wanted no part of such a system.

On the plus side, 61% say First Amendment freedoms can help bridge the country’s divisions. But 10% outright reject that idea, and 29% are uncertain, leaving the prospects for meaningful discussion and compromise resting on a thin statistical perch.

The survey did identify a slight overall tilt nationally on one of the more contentious issues of the moment: school book bans. Among all respondents, 57% said “there is no appropriate reason” to prevent books from being available in public middle and high school classes and libraries.

But toss in specific and contentious issues, and sizeable numbers find reason to accept such bans: 34% of Hispanic, 33% of Black and 27% of Asian American/Pacific Islander respondents say it’s OK to restrict access if a “book discusses race in a way that may be offensive to someone.” About 30% overall would limit access to books that contain sexual content, and 16% would limit those that focus on sexual orientation issues.

Those views are inconsistent with a 1982 U.S. Supreme Court decision that school officials – while having total control over classroom materials –<a href="https://www.freedomforum.org/2022/05/11/how-a-40-year-old-supreme-court-ruling-may-quash-the-book-banning-wave/" target="_blank">&nbsp;may not ban books from junior or senior high school libraries because of content.</a>

And then how do we decide what is sufficiently offensive to justify censorship? In 1971, when the U.S. Supreme Court overturned a man’s conviction over a jacket displaying the F-word, Justice&nbsp;John Marshall Harlan II&nbsp;wrote that “One man’s vulgarity is another’s lyric.”

The survey also found that men tended to feel more strongly about the First Amendment overall and are more likely to support challenging or uncomfortable aspects of the First Amendment. Men approved of “free exchanges” on college campuses even when offensive to some, 72% vs. 57% of women. Likewise, more men supported protecting hate speech, 38% to 26%, and were OK with criticizing public officials by name at public meetings, 84% to 69%.

And while 56% say religious freedom is being threatened in America today – about 25% say it’s not. And there’s a generational divide here: The younger the respondent, the less likely they are to agree that it’s threatened.

The First Amendment exists to protect us from the government controlling or punishing us for what we say and believe.

To paraphrase Justice Harlan, the 2022 survey shows most of us at least hum along with the First Amendment’s tune, but there are sizeable tensions – by race, ethnicity, age and gender – when we consider the lyrics.

“We’re thrilled to offer an improved customer experience for our constituents, especially in advance of our fall seasons this year,” said Shanda Knapic, Chief of Licensing for KDWP. “Go Outdoors KS is a critical tool for hunters and anglers to safely, legally, and easily enjoy outdoor recreation in our state, and it can be accessed right from a smartphone or mobile device.”

Hunters and anglers who are familiar with KDWP’s previous licensing solution, and check-in system, will notice:

●A single sign-in feature, eliminating the need to remember multiple logins. 

●All-in-one access, as customers may now access license purchases and check-ins from the same location. 

●Greater ease of use, as the customer experience remained “top of mind” throughout the system’s development

Those wishing to explore KDWP’s new-and-improved hunting and fishing licensing system may do so from any web browser or smart device. Here’s how:

KDWP: Accessing public lands for hunting, fishing just got easier

On June 25, 1876, Lt. Col. Colonel George A. Custer and his 7th Cavalry were wiped out by Sioux and Cheyenne Indians in the Battle of the Little Bighorn in Montana.

Five years ago: In eastern Pakistan, an overturned oil tanker burst into flames, killing at least 150 people who had rushed to the scene to gather leaking fuel.

One year ago: Former Minneapolis police Officer Derek Chauvin was sentenced to 22 1/2 years in prison for the murder of George Floyd, whose dying gasps under Chauvin's knee led to the biggest outcry against racial injustice in the U.S. in generations. Searchers used big machines and their hands to comb through a twisted, shifting heap of concrete and metal, a day after an oceanside condominium building near Miami collapsed into a smoldering pile of rubble, killing 98 people. The Justice Department sued Georgia over the state's new election law, saying it was intended to deny Black voters equal access to the ballot. (The lawsuit is pending.)

Many locations in our area got another soaking

The severe storm cell that rolled across central Kansas Thursday night produced several tornadoes and brought heavy rain to Russell, Lincoln and northwest Saline counties.

The National Weather Service reported 6 to 7 inches of rain&nbsp; in central and northeast Russell county over the past 24 hours. Additionally, hail reported by trained spotters was as large as one inch wide.

Just after 5 p.m. Thursday, trained spotters reported&nbsp; multiple funnel clouds east and northeast of Russell. At 5:25 p.m., a trained spotter also reported that a tornado touched down briefly three to five miles northeast of Bunker Hill in Russell County.&nbsp; 

Additionally, the Russell County emergency manager reported 1.25-inch hail six miles north of Bunker Hill, and 1.50-inch hail at Lurray, which broke out bank windows.

As the storm moved eastward, there were multiple reports at approximately 5:54 p.m. by trained spotters of a brief tornado touchdown just northeast of Dorrance in Russell County.

Then at 6:20 p.m., a trained spotter reported that a tornado touched down briefly approximately six miles south of Sylvan Grove in Lincoln County. At 6:39 p.m., a trained spotter reported that a tornado touched down briefly in Lincoln County approximately 10 miles north of Ellsworth.

The tornadic activity then moved into northwestern Saline County where a trained spotter reported at 7:26 p.m. that a tornado touched down briefly four miles south of Glendale. At 7:30 p.m., a trained spotter reported that a tornado touched down briefly three miles southwest of Glendale.

Saline County Sheriff Roger Soldan said this morning that his office had received no reports of structure damage due to the tornadoes.

Additionally, a couple of vehicles were blown off of Interstate 70 but there have been no reports of injury from Thursday's storm.

UPDATE: Thursday night's storm produced tornadoes, heavy rain

A Salina man who reported the theft of a gaming system was later arrested for allegedly battering the woman he thought might be a suspect.

Salina Police Captain Gary Hanus said this morning that Davon Dirton, 30, of Salina, reported on June 17 that someone had stolen a PlayStation 4 gaming system from a residence in the 600 block of S. Second Street. During the course of the investigation, Dirton told police that a 30-year-old Salina woman might be a suspect.

The gaming system and damage caused by the burglary was estimated at $300.

Hanus said that an officer followed up with the woman and ruled her out as a suspect in the burglary, however, the officer determined that another crime had been committed on June 4 in the 400 block of S. Phillips Street and that the woman was the alleged victim. 

It was determined during the investigation that the woman allegedly was the victim of aggravated assault and battery, including having a handgun pointed at her. The alleged suspect was Dirton, who was arrested Thursday on the following requested charges, Hanus said.

Hanus said the burglary on S. Second Street remains under investigation.

Salina man reports burglary, faces requested charges in another case

SOLOMON - The report of a burglarized and moved tractor also led deputies to an abandoned Kawasaki Mule mired in the mud of northeastern Saline County.

A man who farms near Solomon, told deputies that someone had broken a back window out of his tractor and moved it to the 10000 block of E. Campbell Road, where it was stuck in the mud, Saline County Sheriff Roger Soldan said this morning. The tractor had been parked along nearby N. Amos Road.

Damage to the window of the tractor was estimated at $40, Soldan said.

While deputies were there, they noticed a red Kawasaki Mule 2510 stuck in the mud nearby. Soldan said deputies are now trying to determine to whom the Mule belongs. 

A bit later, a deputy located Joshua Baker, 34, of Salina, walking in the 1900 block of N. Solomon Road. Baker was covered in mud, Soldan said.

Baker, who had active Salina Municipal Court warrants, was arrested on the following requested charges, Soldan said.

Heartland Health Care Clinic raises funds for Abilene High School

Sometimes on vacation trips I like to check out casinos. I always account for the money I wager in my budget, and I never spend more than I’ve allotted. How do you feel about gambling at a casino, as long as you limit your spending this way?

Ok, I’m going to be honest about this. When someone tells me they&nbsp;<a href="https://www.ramseysolutions.com/budgeting/sports-betting" target="_blank">gamble</a>&nbsp;for fun or recreation, my first thought is they’re crazy—crazy enough to think they’ll actually come out ahead. I mean, you might see a news story once in a while about someone winning big money in a casino, but that almost never happens. Think, too, about how much cash those folks flushed down the toilet previously while gambling. In reality, there’s a strong chance they didn’t really “win” anything. They probably just recouped a small portion of their previous, substantial losses.

I know, all this probably makes me sound old and out of touch. But I just don’t get the concept of gambling “for fun.” I don’t find it thrilling or exciting to lose money I’ve worked hard to earn, even if there’s flashing lights and a party going on. Don’t get me wrong, my wife and I include “fun money” in our&nbsp;<a href="https://www.ramseysolutions.com/budgeting/guide-to-budgeting/Introduction" target="_blank">budget</a>&nbsp;every month and do things we enjoy. But, to each his own, I guess.

Still, my advice would be don’t waste your time and money on that stuff. One way or another, the house always wins. It’s your money, and you can what you want with it, Carson. But think about this: Why do most of the folks sitting at slot machines and card tables look like they can’t afford to lose money? The majority look desperate, some even angry, and that’s sad. I don’t know, maybe it’s the lighting or some other strange coincidence.

On Monday, officers with the Salina Police Department received a report of a burglary at Conklin Cars, 2700 S. Ninth Street in Salina. 

Employees reported that over the weekend, between Saturday afternoon and Monday morning, an unknown suspect gained entry into the business. A glass door was damaged, and tools were taken from inside the business. The damage and stolen property is valued at over $1,000.

Harvest is in full swing across the state for those with fields dry enough to get the combine in. The Kansas Wheat crew headed out to western Kansas this week to catch up with combine crews and visit elevators for an on-the-ground look at the 2022 crop.

Jon Berning with Berning Farms in Scott City was pretty happy with how the harvest is going. With only a day or two of harvest remaining, he is seeing a wide range of yields across the farm’s acreage from 35 to 80 bushels per acre. Test weights are heavy at 64 pounds per bushel and some fields have protein in the mid-teens. Moisture is varying between 11 and 12 percent.

Berning was grateful for his harvest crews’ help this year, which includes his son, another young man and a couple of harvesters from South Africa. One of his combine drivers will attend Newman University to study business or accounting next year on a golfing scholarship — proof that farmers and their help can and do occasionally get off the farm! Rick Horton, who farms near Leoti in Wichita County, was also happy to be harvesting, mostly because he and his brother Alec invested in a new Claas combine. The brothers started cutting last Saturday, perhaps a day earlier than the wheat needed, to try out the new machine.

Wheat harvest began in earnest on Monday. With about a week left to go, yields are coming in at 64 bushels per acre with satisfactory test weights in the 60s pounds per bushel and 11 percent moisture.

The Horton operation is truly a family affair, with the brothers running the combines and their wives in the accompanying tractors and grain carts. Vance, Rick’s nine-year-old son, is already learning how to help out with harvest, continuing a proud family farm tradition.

At D.E. Bondurant in Ness City, the Kansas Wheat crew spoke with coop president Gary Gantz. The elevator took in its first load on June 13, and the area is now about three-quarters of the way done with harvest, well ahead of normal pace.

“I can’t remember a time when we were finished with harvest before the Fourth of July,” Gantz said, “but we should be wrapped up by then this year.”

Yields differ significantly from the west part of Ness County to the eastern portion. In the west, yields are averaging 25 bushels per acre, down to as low as 15 bushels per acre. In the east, yields are averaging up to 50 to 60 bushels per acre. Wheat planted behind corn took the biggest hit as the short crop meant wheat heads did not reach higher than the remaining corn stubble, causing combining issues.

With variations from nine to 14 percent, Gantz expects protein to average around 11.3 to 11.4 percent this year. Test weights are heavy at 62 to 63 pounds per bushel.&nbsp;&nbsp;

Day 9: Kansas wheat harvest report

DICKINSON COUNTY —Law enforcement authorities are investigating two suspects on drug allegations after a two month investigation.

Just after 6 p.m. Wednesday, members of the Dickinson County Sheriff's Drug Enforcement unit with the assistance of Abilene Police executed a search warrant at a home in the 700 block of NW 10th Street in Abilene, according to a media release.

Officers found a large quantity of methamphetamine, marijuana, psilocybin mushrooms, opiates, and drug paraphernalia.

Officers arrested 49-year-old Mark St. Pierre and 49-year-old Sara Duncan at a home in the 700 block of NW Eighth Street in Abilene.

Duncan is being held on requested charges of methamphetamine distribution within 1000 feet of a school. St. Pierre is being held on a requested charge of conspiracy to distribute methamphetamine. Both are also facing multiple additional requested drug charges.

We know that lack of transportation is one of the greatest obstacles to visiting our health center, and OCCK Transportation is a vital link for our community’s health and wellbeing,” said Dr. Robert Kraft, CEO and chief medical officer of Salina Family Healthcare Center.OCCK’s Regional Paratransit service operates Monday through Friday, 8 a.m. to 5 p.m., providing rides to the general public in&nbsp;Saline, Ottawa, Cloud, Republic, Clay, Dickinson, Jewell, Mitchell, Lincoln, Ellsworth, Smith, Osborne, McPherson, and Marion Counties.&nbsp; Passengers are encouraged to reserve their ride by 4 p.m. on the business day before the needed ride. Rides can be scheduled up to two weeks in advance.
