UPDATE: The Clay Center Police Department reported that Bobby Bulk, 84, of Clay Center, was located by law enforcement Tuesday night in Norton, Kansas. Bulk was being assessed and will soon be reunited with his family.

CLAY COUNTY – The Kansas Bureau of Investigation (KBI) issued a statewide Silver Alert Tuesday afternoon for a missing Clay Center man.

The whereabouts of 84-year-old Bobby Bulk are unknown, and the public’s assistance is requested to help locate him.

Bulk is believed to have left his home in Clay Center around 5:30 a.m. on Tuesday, Oct. 25. He was traveling in a 1998 purple Dodge Dakota with Kansas tag 434AXK. The paint on the hood of the pickup truck is faded.

Bulk is a white male, around 5 ft. 7 in. tall, weighing 190 pounds. He has gray hair, a gray beard, and brown eyes. He is possibly wearing blue jeans, a blue coat, and a baseball cap. Bulk has recently experienced memory impairment, and his family is concerned for his safety.

Longtime Kansas City Royals broadcaster Ryan Lefebvre is scheduled to address questions surrounding mental health, including his own journey with depression, during a speech at Kansas Wesleyan University on Nov. 1.

Lefebvre's presentation is scheduled for 7 p.m. Nov. 1 in Sams Chapel and is open to the public at no charge.

In 2008, Lefebvre co-authored a book about his own struggles with depression, titled The Shame of Me: One Man’s Journey to Depression and Back.

Lefebvre is in his 24th season with the Royals, 28th overall in the big leagues, and is a two-time Mid-America Emmy award winner. 

He is active in many Kansas City community activities, including Gloves for Kids, which has raised money for youth programs in Kansas and Missouri for more than 20 years.

Those wanting to receive flu vaccinations are asked to bring their insurance cards. For those who do not have insurance or the Salina Family Healtcare Center discount card, a payment of $65 for the flu shot is due at the time of vaccination. Currently, the COVID-19 boosters are given at no charge.

Two skimmers have been located on pumps at a north Salina travel center.

Officers were first sent to Flying J Travel Center, 2250 N. Ohio Street, on Friday for the report of a skimmer on a pump, Salina Police Captain Paul Forrester reported Tuesday. Flying J had received an alarm on a pump, which also shut off the pump. 

At approximately 1:40 p.m. on Friday, a white male with gray hair and a gray goatee, and wearing a black t-shirt went into Flying J and asked for the pump to be turned on. An employee told him that maintenance was looking at the pump to make sure no skimmers had been put on the pump, Forrester said. The man left without purchasing any fuel.

Maintenance did find a skimmer on that pump.

On Monday night, officers returned to Flying J for the report of another skimmer possibly being placed on another pump. An employee told officers, that an alarm from the pump went off at approximately 11:30 p.m. Monday, Forrester said.

A gray tractor-trailor rig was at the pumps. When the employee went out to check the pump that had an alarm sounding, a Hispanic male hurried away and got into the tractor-trailer rig and left, despite requests from the employee to stop, Forrester said. When the pump was opened, officers located a skimmer inside.

Forrester said it is believed that there were no victims from the two skimmer attempts.

Social-emotional learning focus of November SPS Chat

A 44-year-old driver from Raytown, Mo., was injured in a single-vehicle wreck early this morning on Interstate 70 west of Salina.

Saline County Undersheriff Brent Melander reported Tuesday that the man was driving a 1998 Peterbilt with an empty 53-foot box trailer eastbound on I-70 when the tractor-trailer rig crossed into the median, then the westbound lanes, and struck a turnaround in the median. The tractor-trailer rig then went into the north ditch, striking a concrete culvert.

The wreck occurred at approximately 4:07 a.m. Tuesday on I-70 near mile marker 248.

The driver had non-life-threatening injuries and was transported by EMS to Salina Regional Health Center. A 25-year-old male passenger had cuts to his face, but refused treatment.

The Peterbilt sustained heavy front-end damage, undercarriage damage, and a broken axle, Melander noted. The trailer sustained heavy damage and was leaning to the side, he added.

It appeared that the driver had fallen asleep, Melander reported. The driver was cited for no proof of insurance.

TOPEKA&nbsp;–&nbsp;Governor Laura Kelly today announced that more than $22 million will help groups including law enforcement organizations and sexual assault crisis centers that support crime victims and survivors. The funding is provided by the federal Victims of Crime Act (VOCA) Victim Assistance grant program.&nbsp;

“Survivors of crime deserve the resources and support they need to overcome trauma, achieve stability and independence, and see justice served,” Kelly said.&nbsp;“This funding goes directly to organizations across the state working to accomplish that mission.”&nbsp;

VOCA grants support the emotional, psychological, and physical needs of crime victims and survivors through direct services such as court advocacy and criminal justice support, provided by law enforcement agencies and prosecutors’ offices; crisis counseling, provided by rape crisis centers and mental health centers; forensic interviews, provided by children’s advocacy centers; and shelter, transportation, and transitional housing, provided by domestic violence programs.&nbsp;

In its&nbsp;<a href="https://www.ftc.gov/news-events/news/press-releases/2022/10/ftc-takes-action-against-drizly-its-ceo-james-cory-rellas-security-failures-exposed-data-25-million">lawsuit against Drizly</a>, the FTC alleges that lax security practices made it easy for a hacker to get into Drizly’s database by re-using an executive’s seven-character password that had been made public in an unrelated data breach. The hacked database had personal information from 2.5 million Drizly users, including email, geolocation information, not-so-securely encrypted passwords, and other sensitive demographic data.

You may be tempted to ignore a data breach notice if it’s about an old account that you don’t use anymore&nbsp;—&nbsp;like one involving your dorky username and password from an old gaming account. But hackers know there’s a good chance you’ve re-used that same password elsewhere&nbsp;—&nbsp;like your bank account. If so, you might have an identity theft problem on your hands.&nbsp;

Or you might immediately feel overwhelmed because you have no idea where to start or what to look for. Gridiron Glory: Congratulations Dan Helm!

OCCK Transportation is providing free rides to the general public on all services, including CityGo, regional paratransit, GoAbilene, GoConcordia, 81 Connection and KanConnect, during the 2nd&nbsp;Annual Kansas Mobility Week.

From Nov. 6 to Nov. 12, public transportation providers, mobility managers, the Kansas Department of Transportation (KDOT) and partners across the state are celebrating the second annual Kansas Mobility Week. Agencies will host events to encourage Kansans to make efficient and safe transportation choices, promote multimodal transportation options, and roll out new initiatives and policies.

OCCK normally offers free rides on Election Day each year to help increase voter turnout.&nbsp;

“We are excited to provide free rides for the whole week to celebrate Mobility Week,” said Trell Grinter, transportation director for OCCK.&nbsp; “It’s a great opportunity for people to experience public transit and increase their mobility choices.”

Twenty new law enforcement officers graduated from the Kansas Law Enforcement Training Center (KLETC) on Friday in a ceremony held in KLETC’s Integrity Auditorium.

This graduation ceremony marked the 300th&nbsp;class to graduate from KLETC since it was&nbsp;created in 1968.&nbsp; “Every class is special, but this class is special numerically because it is our 300th&nbsp;basic training class,” said Executive Director Darin Beck.&nbsp; Beck, who has served&nbsp;as executive director since June of 2018, shared a little bit of KLETC history with the graduates.&nbsp; “In 1968 the legislature created KLETC by statute.&nbsp; They recognized that there was a need to formalize training in the state, and the first basic training class was held Feb. 26, 1968, to March 15, 1968.”

The commencement speaker for the ceremony, Attorney General Derek Schmidt, said it was special to be back for the 300th, and expressed his appreciation for the graduates.&nbsp; “Their decision to enter this profession, this line of work – to serve despite the perils, to serve despite the criticism – is admirable.”

Under the authority of Executive Director Beck, graduates received certificates attesting to the satisfactory completion of a full-time basic course of instruction, and certification as Kansas law enforcement officers from the Kansas Commission on Peace Officers’ Standards and Training, the state’s law enforcement licensing authority.

The Saline County Clerk's Office has announced the schedule for in-office advanced voting.

The clerk's office is located in room 215 of the City-County Building, 300 W. Ash Street.

Government-issued identification is required to vote. Voters do not need a special reason or permission to vote in advance. 

Following are the times in-office voting will be available prior to the Nov. 8 general election.

Saline County Clerk's Office announces in-office advanced voting times

A local man was booked into jail after he allegedly fled a traffic stop Friday night in west-central Salina.

A Saline County deputy stopped a 2012 Chrysler 300 in the 900 block of W. Prescott Avenue at approximately 10:50 p.m. Friday, Salina Police Captain Paul Forrester said this morning.

A Salina Police officer familiar with the driver also responded to the stop. As the officer arrived on the scene, the driver, who was identified as Camron Glover, 27, of Salina, was talking to the deputy. Glover allegedly walked toward his vehicle and then took off running to the northwest, Forrester said.

The deputy chased Glover on foot, while the officer, who was still in his patrol vehicle, followed in the vehicle.

Glover allegedly ran into a yard in the 500 block of Montrose Street and climbed a six-foot privacy fence, breaking four of the pickets in the fence, Forrester said. Glover then allegedly ran through the yard and climbed the back fence, where he broke two more pickets.

Total damage to the fence was estimated at $24.

Forrester said another officer in the area was able to apprehend Glover in the 500 block of S. Clark Street.

Glover was booked into the Saline County Jail on the following requested charges, according to the jail booking report.

Salina man arrested after allegedly fleeing traffic stop

Microchipping got a dog back to its rightful owner, while another man found himself in the Saline County Jail Sunday.

Officers were called to the Friendship Center in Centennial Park, 746 Commanche Avenue, at approximately 11 a.m. Sunday for the report of a dispute.

Richard Vignery, 58, of Salina, told police that his dog, Meka, had gotten loose. He said he located the dog in Centennial Park where Ian Mathews, 56, of Kansas City, Mo., had the dog on a leash, Salina Police Captain Paul Forrester said this morning. The two men began arguing about ownership of the dog.

Vignery told police that his dog was chipped. Salina Animal Services was called to scan for the chip, which revealed that Vignery was, indeed, Meka's owner.

While an officer was attempting to cite Mathews for theft of lost or misplaced property, Mathews allegedly attempted to slap the citation book out of the officer's hand.

Forrester said Mathews was then arrested on the following requested charges.

Dispute over dog ownership lands one man in jail

Police are investigating an incident of a shot being fired in a southeast Salina neighborhood Saturday night.

A person who lives on Wildcat Circle told police that he was inside his home when he heard a gunshot. When he looked out, he saw a man standing in the street, Salina Police Captain Paul Forrester said this morning.

The incident occurred at approximately 9:50 p.m. Saturday.

Two pickups were seen driving slowly past each other and stopping approximately 15 yards apart. Two individuals got out of one pickup and started walking toward the other, Forrester said. At that point, someone in the white, full-sized pickup that was still occupied fired a shot, he said.

No one was injured and no damage could be found, Forrester said.

Police are looking for additional video to help identify the individuals involved.

Police looking for person who fired shot in SE Salina Saturday

The Salina Symphony will present an afternoon of “Romance” on Nov. 6.

Under the baton of Music Director Yaniv Segal, the symphony is scheduled to perform at 4 p.m. Nov. 6 in the Stiefel Theatre, 151 S. Santa Fe Avenue.

The concert will feature something for everyone, beginning with the gripping melodrama of Tchaikovsky’s Romeo and Juliet followed by reflective yet driving music from Gabriel Prokofiev’s genre-defying crossover album, Breaking Screens. After intermission, the audience will experience a romantic musical journey with Symphony in Scenes: Skychange, a four-movement work based on music Maestro Segal wrote for his wedding.

London-based DJ and composer Gabriel Prokofiev, grandson of Sergei Prokofiev, will join the symphony as guest artist. Composing music that both embraces and challenges western classical traditions, Prokofiev has emerged as a significant voice in new approaches to classical music at the beginning of the 21st century.

Prokofiev has built up a large body of orchestral and chamber works and has composed seven concertos (three featuring turntables) as well as many electronic works, often combining synthesizers and samples with classical instrumentation. His works have been performed internationally by orchestras including Seattle Symphony,

Detroit Symphony, St Petersburg Philharmonic, Moscow State Symphony and BBC Philharmonic, among many others.

Prokofiev is also an events curator, producer and founder of the Nonclassical record label and club night, home to a host of artists who defy conventions. Through Nonclassical, he has been one of the leading proponents of presenting classical music in non-traditional venues.
