ELLSWORTH COUNTY — Authorities in Ellsworth County are investigating after a man was found dead on Monday and a deputy injured on Sunday by a charging buffalo.

At 9 a.m. Monday, a woman called Ellsworth County 911 to report she needed an ambulance because she had found her nephew identified as 56-year-old Scott Schroeder of rural Bushton, dead in a pen and thought a buffalo killed him, according to Sheriff Murray Marston

Sheriff's deputies and Claflin EMS responded to the scene. The body was in a row of trees north of Kansas 4 highway at 5th Road. The location where the deputy was injured by a buffalo on Sunday night is approximately one half mile south of where the body was found Monday.

The coroner's preliminary cause of death, pending an autopsy, is that a buffalo gored Schroeder. He is the owner of over 20 buffalo kept at that location, according to Marston.

The deputy injured by a buffalo on Sunday underwent surgery at Salina Regional Health Center and is in stable condition, according to Marston.

A Rice County Deputy arrived at the scene of the attack just as it occurred on Sunday. He put down the animal when it appeared it was preparing to charge at the downed deputy. Both incidents remain under investigation, according to Marston.

A deputy responded to the scene, found the animal and attempted to get it to return to a pasture. The buffalo suddenly charged the deputy and injured him.

Claflin EMS transported the deputy to the Ellsworth County Medical Center and he was later transferred to Salina Regional Health Center.&nbsp; The sheriff's office has not identified the deputy or updated his condition.

Once the stage is designated as a qualified municipal facility, the application will be verified by the clerk's office and then reviewed by the Arts &amp; Humanities Commission. It would then be up to Arts &amp; Humanities to make a recommendation about the application to the city commission for its consideration, according to information in the commission meeting packet.

Other items on the Salina City Commission agenda for Monday include the following.

●Consider approving a proposed ordinance on second reading that would levy special assessments against certain lots and pieces of property to pay the cost of abatement nuisances.

●Hear the status of city owned property at 409 W. Euclid.

Salina man arrested on requested aggravated burglary, theft charges

GYPSUM - A Gypsum man was arrested on multiple requested charges, including kidnapping and aggravated battery after an incident Friday afternoon that ended in Park City.

Saline County Sheriff Roger Soldan said this morning that Theodore Clovis Meadows, Jr., 46, of Gypsum, and a 35-year-old rural Saline County woman were at Meadows' residence in Gypsum Friday afternoon when Meadows said he wanted to go to Wichita. The woman said she didn't want to go, so Meadows allegedly told her that they should go to the pop machine in downtown Gypsum to get something to drink and discuss the trip. The woman agreed, but Meadows didn't stop his 2005 Ford F150 in downtown Gypsum and instead headed south to Canton.

On their way out of Saline County, the woman managed to get out of the pickup and was running through a field, however Meadows allegedly chased her with the pickup and allegedly struck her with the pickup door, Soldan said. Meadows also allegedly struck the woman inside the pickup.

In Canton, a stop was made at the Casey's convenience store so the woman could get something to drink. Soldan said that while the woman was inside, she left a note that she was being kidnapped. The store clerk who found the note was able to get a good description of the pickup, and Meadows was apprehended at a gas station in Park City at approximately 6:30 p.m. Friday, Soldan said.

Meadows was arrested on the following requested charges, Soldan said.

Requested charges for Gypsum man include kidnapping, agg. battery

A Salina teen was arrested Saturday after he allegedly attempted to solicit acquaintances to do harm to his stepfather.

Salina Police Interim Patrol Captain David Villanueva said this morning that a 43-year-old Salina man was notified by other people that Joseph T. Moran, 18, Salina, was attempting to solicit acquaintances to do bodily harm to the 43-year-old with an edged weapon. The solicitation attempts were made via social media.

Moran was arrested Saturday evening on the following requested charges, Villanueva said.

Villanueva said a software glitch caused Moran's requested charges to include murder instead of the solicitation charge in the Saline County Jail booking information released Sunday morning.

Highland Avenue will be closed until the repairs are made and traffic will be detoured down Simmons Street.

Weather permitting, repairs are expected to be completed within four to five days.

ABILENE - Employees of Memorial Health System (MHS) wore blue jeans at work for another Jeans Day fundraiser on Fridays throughout the month of July. 

Employees make a donation, of at least $5, and are allowed to wear blue jeans at work. 

A total donation of $715 was presented to the Abilene Baseball Club (ABC).&nbsp;

The Abilene Baseball Club oversees travel baseball teams, as Bandit Baseball Academy, from ages 7 and under to 18 and under.&nbsp;The money raised will help with operating expenses for the club for items such as scholarships (so kids can play), equipment, uniforms, umpire fees, and more.

The monthly Jeans Day fundraiser is organized by the MHS Employer of Choice (EOC) committee.

Memorial Health System employees donate to youth baseball

The 59% “No” vote in the recent Kansas primary election solidly rejected a change in the Kansas Constitution that would have led to additional legislation waiting-in-the-wings to prohibit most or all abortions. But this vote has revealed a problem in our assumption that our elected representatives represent a majority of the public’s viewpoint. Both the Kansas House and Senate brought this constitutional change to the public by a solid two-thirds majority vote. The Kansas public, to the contrary, mostly held an opposing view.

Politicians on all sides regularly point to their election to office as the justification for their position in power. “My district voted for me to promote such-and-such an issue,” they spout, inferring that their constituency is solidly, or mostly, in favor of their position on various issues. But in Kansas, the votes clearly showed a solid majority of the voting public disagreed with the position of their representatives. They were not aligned at all.

Is it possible that there was a larger proportion of pro-amendment voters who simply did not show up to vote? That is highly unlikely, given the much larger turnout for this primary fueled by this very issue. And a large number of independent voters showed up just to vote on this amendment alone. As a nation that brags about being a representative democracy via elections, the U.S. usually has an embarrassingly low voter turnout by international standards. But with nearly half of Kansans voting, this was a substantial turnout. There is no reason to believe that the non-voters would have changed the results. State constitutional amendments are an unusual situation where we get to compare the representatives’ actions with their constituencies. And this gap in Kansas between the people and their “representatives” is not small. &nbsp;

A more common scenario for a U.S. election would be for a candidate to secure 60% of the vote in a state where only 40% of registered voters voted. That would mean that the candidate actually only got the vote of 24% of potential voters. And the loser got 16%. Considering that many citizens do not register to vote, and some are underage, etc., a successful candidate is supported by substantially fewer citizens.

There are many issues of large importance and other issues where citizen interest is low to absent. And despite polarization along supposedly political-philosophical lines, I rarely see folks who are so single-minded as to always agree with one specific candidate on the wide range of political bills that often combine a mixture of good and questionable details. Voting citizens also have uneven interests. The single truck driver will be more concerned with road infrastructure legislation and unconcerned with education, while the parent of schoolchildren will be more attentive to educational funding and care little about the interstate.&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;

That brings up the question of whether representatives should always vote the way a majority of their constituents believe? This always poses a problem for issues involving new science, where the vast population are unaware of recent research that disproves common societal beliefs. These beliefs included asbestos, vaccination mandates, transsexual biology and many other issues.

Another case would involve overcoming the public’s war fever. Hitler used the Versailles Treaty of 1919, a punitive action, to rally German support for rebuilding for WWII. As that second war came to an end, General George Marshall realized it would be unwise to repeat that mistake. Germany had been devastated. Working with George Keenan, Marshall rightly saw that America needed to spend substantial resources to help rebuild Germany along with other European allies. But the American public had spent years demonizing the German enemy. Congress had already appropriated $522 million for Italy, France and Austria. How can he convince the U.S. Congress to approve the “European Recovery Program” (today called the “Marshall Plan”) totaling $13.3 billion?&nbsp;&nbsp;&nbsp; &nbsp;

By working with a critical mass of intelligent and reasonable legislators, General Marshall was able to get Congressional representatives to do what was right, and not what was popular.

So there are certain instances where representatives wisely do not represent the position of their constituents. But proposing the change to the Kansas Constitution was not one of them.&nbsp; &nbsp;

Local schools resume classes on Thursday and the enforcement of the reduced speed school zones in Salina will resume on the same date. 

Drivers are encouraged to be additionally aware of children, school buses, the school zones around schools, and the reduced speed limits.

Kansas law states that when a school bus stop arm is extended and the flashing lights on the bus have been activated, vehicles traveling in both directions must come to a complete stop. Kansas law also states that vehicles must stop and yield to pedestrians in marked crosswalks.

The flashing speed limit sign beacons have already been activated to allow drivers to get used to the speed zones.&nbsp;Motorists are encouraged to practice extra caution when traveling in the reduced-speed school zone sign locations.

KU announces summer-fall 2021, spring 2022 graduates

Salina Arts &amp; Humanities Foundation

 The application process is open for projects funded in 2023 in two categories of the Horizons Grants Program.

The Lana Jordan Developing Artist Grants and the Organizational Project Grants are now open for application, both with a deadline of Nov. 1, 2022. These grants support artistic growth through Saline County’s cultural and nonprofit organizations and practicing artists.

Thanks to generous donors, Horizons grants facilitate Saline County artists and organizations to develop the artistic, cultural, historical, and aesthetic resources of the community.

The Lana Jordan Developing Artist Grants (up to $3,000, requiring a 1:2 match) are available to any visual, performing, literary, and interdisciplinary artist who has demonstrated seriousness to an art form. Artists living in Saline County for at least one year and who are 18 years or older are eligible to apply.

The purpose of the Lana Jordan Developing Artist Grant is to:

· strengthen the ability of artists to build partnerships

· implement a public component to engage the community

Organizational Project Grants (up to $6,000, requiring a 1:1 match) provide support for projects that place the arts at the heart of community development to build community through the arts.

The grant application deadline is November 1, 2022, in either category, for projects that will occur during the 2023 grant cycle (Feb. 1 - Nov. 30, 2023.) All new applicants for the Developing Artist or Organizational Project grants must schedule a meeting with SAH staff no later than Sept. 20, 2022. All returning applicants must notify SAH staff by Oct. 4, 2022, of their intent to apply.

Additionally, Horizons Enrichment Grants (up to $1,000) are available on an ongoing basis, with applications submitted four to six weeks before the beginning of the proposed project. Enrichment Grants are available until Nov. 15, 2022, for projects that take place in 2022.

A grant writing workshop led by Sarah Bishop of Coneflower Consulting will guide prospective grant writers through an introductory grant writing process. Grant writers of all interests and disciplines are welcome to join the workshop held on Aug. 23, 6-8 p.m. at Salina Arts &amp; Humanities, 211 W. Iron Avenue. Bishop is the founder and CEO of Coneflower Consulting, a non-profit consulting firm empowering mission-driven organizations with strategies for creative growth. Prior to founding Coneflower Consulting, Sarah served as associate director of the Hall Center for the Humanities and co-director of the Institute for Digital Research in the Humanities, both at the University of Kansas. Bishop also has worked as the chief communications and development officer for the Lawrence Arts Center, where she oversaw marketing, fundraising, and grant writing, and was the director of the Free State Festival, a seven-day, city-wide celebration of film, music, art, and ideas. Bishop has a B.A. in English literature from Northwestern University and a Ph.D. in 20th Century American Literature and Film from the University of Virginia. She is president of the Paper Plains Literary Festival board, vice president of the Lawrence Preservation Alliance, and a board member of City PlayCorps, Inc.

These grants support artistic growth through Saline County’s cultural and nonprofit organizations and practicing artists.Thanks to generous donors, Horizons grants facilitate Saline County artists and organizations to develop the artistic, cultural, historical, and aesthetic resources of the community.The Lana Jordan Developing Artist Grants (up to $3,000, requiring a 1:2 match) are available to any visual, performing, literary, and interdisciplinary artist who has demonstrated seriousness to an art form. Artists living in Saline County for at least one year and who are 18 years or older are eligible to apply.The purpose of the Lana Jordan Developing Artist Grant is to:· foster the creation of new work· promote artistic growth· strengthen the ability of artists to build partnerships· implement a public component to engage the communityOrganizational Project Grants (up to $6,000, requiring a 1:1 match) provide support for projects that place the arts at the heart of community development to build community through the arts.The grant application deadline is November 1, 2022, in either category, for projects that will occur during the 2023 grant cycle (Feb. 1 - Nov. 30, 2023.) All new applicants for the Developing Artist or Organizational Project grants must schedule a meeting with SAH staff no later than Sept. 20, 2022. All returning applicants must notify SAH staff by Oct. 4, 2022, of their intent to apply.Additionally, Horizons Enrichment Grants (up to $1,000) are available on an ongoing basis, with applications submitted four to six weeks before the beginning of the proposed project. Enrichment Grants are available until Nov. 15, 2022, for projects that take place in 2022.Grant writing workshop availableA grant writing workshop led by Sarah Bishop of Coneflower Consulting will guide prospective grant writers through an introductory grant writing process. Grant writers of all interests and disciplines are welcome to join the workshop held on Aug. 23, 6-8 p.m. at Salina Arts &amp; Humanities, 211 W. Iron Avenue. Bishop also has worked as the chief communications and development officer for the Lawrence Arts Center, where she oversaw marketing, fundraising, and grant writing, and was the director of the Free State Festival, a seven-day, city-wide celebration of film, music, art, and ideas. Bishop has a B.A. in English literature from Northwestern University and a Ph.D. in 20th Century American Literature and Film from the University of Virginia. She is president of the Paper Plains Literary Festival board, vice president of the Lawrence Preservation Alliance, and a board member of City PlayCorps, Inc.
