ABILENE – A charitable association in Abilene recently got a shot in the arm.

The Wild Bill Hickok Rodeo made a donation of $5,548.06 to the Elsie Brooks Memorial Cancer Fund of Dickinson County.

The Jeffcoat Memorial Foundation matched $5,000 of the funds raised at the rodeo, according to foundation trustee Hank Royer.

The rodeo, held Aug. 3-6, has hosted a Tough Enough to Wear Pink night during the Friday performance for the past sixteen years, with donations exceeding $42,000 for the Brooks Memorial Fund.

The money is granted to citizens of Dickinson County who are undergoing cancer treatment. Insurance covers medical expenses, but there are other costs to the family, said Janice Deal, treasurer of the Brooks Cancer Fund.

“So many of the people we help go to Kansas City or Salina” for medical treatment, she said, which may involve lodging and fuel expenses. “Just a trip or two a month to Kansas City, and staying overnight, adds up in a short time.”

Their help goes beyond a one-time gift, Deal said. “We’ve helped people for several months, and that sure means a lot to them. This isn’t a one-time thing.”

The “pink” night fundraiser at the rodeo had its most successful year ever, raising over $5,500 through voluntary donations.

When the rodeo teamed up with the Memorial Fund, chairman Jerry Marsteller was looking for something close to home. 

“We wanted to keep our money local,” he said.

The Memorial Fund is run solely by volunteers; no one is paid for their work. Deal, a retired bank worker, enjoys keeping records for the organization.

When cancer patients get help from the Fund, they also get a listening ear in Deal. She cares for everyone they’ve helped. 

“It’s a trying time for them,” she said. “I try to listen to everyone who calls, and encourage them, let them know we care.”

Oftentimes fund recipients become&nbsp;friends.

“I’ve lived here all my life,” Deal said, referring to Dickinson County. “We know some of the families and people involved. And the ones we don’t know become friends, through helping them.”

China has now surpassed the United States in the number of most-cited papers according to an annual study of the most cited science research papers by Japan’s National Institute of Science and Technology Policy. This is the fourteenth major report in the last year documenting the decline of U.S. science research papers, STEM doctorates, international patents, and other indicators of former American science supremacy.&nbsp; And now we have lost first place in highly-cited research.

Many of these reports express concern over the low performance of U.S. K–12 students in math and science and their low numbers entering university to pursue STEM majors. They stress the need to increase the inflow of foreign students to ensure future U.S. advances in science research. Without foreign students, many U.S. universities would have to close their physics, engineering, chemistry and other graduate departments. But none have addressed our K–12 pipeline. In Singapore, China and some other countries, half of their university students pursue STEM majors. But less than 18 percent of U.S. college students pursue STEM majors as undergraduates. If the U.S. is to have a future in science, our K–12 educational systems governed by 47 state boards of education and four state education czars must dramatically increase the quantity and quality of science education in our public school curriculum.

1. &nbsp;&nbsp; &nbsp;Kansas is one of only eleven states to require secondary science teachers to specialize in biology, chemistry, physics or earth sciences. The other 39 states certify or license weakly-trained one-size-fits-all science teachers barely qualified to teach middle school science. These states and D.C. must switch to this in-depth education in each science discipline, immediately.

2.&nbsp;&nbsp; &nbsp;Training of these teachers must include at least 50 credit hours of genuine on-site science courses for biology teachers and 40 for chemistry, physics or earth science teachers. Our disastrous experiences with distance learning during the pandemic provided clear evidence that only face-to-face coursework with genuine hands-on reality-based labwork and fieldwork is acceptable for teachers and students.

3.&nbsp;&nbsp; &nbsp;Mathematics underlies science understanding, including students not pursuing a science career. Algebra should begin to be taught in fourth grade, as it is in Asia. Math-heavy sciences such as physics can then be taught at the beginning of high school rather than wait until the end.

4.&nbsp;&nbsp; &nbsp;A detailed high school human anatomy and physiology course with full hands-on labs is essential for every student to understand their owner’s manual. This high school requirement in Germany has resulted in citizens who can self-refer themselves to a specialist and reduces per capita healthcare costs to less than half those costs in the U.S.&nbsp; Americans pay a heavy stupidity-tax. &nbsp;&nbsp; &nbsp;

5.&nbsp; A minimum of 20 percent of the school day in middle and high school should be spent in science classes. This recommendation by the late John Moore of UC-Riverside has long been ignored.

6.&nbsp;&nbsp; &nbsp;Elementary teachers must be trained in universities with a minimum of 24 credit hours of science that includes basic college introductory biology, chemistry, physics and earth science courses with labs, and also courses with hands-on science activities for elementary students. Surveys have shown that many scientists developed their interest in science when of elementary school age. Currently China’s high school graduates learn more science than today’s college-graduated U.S. elementary science teachers.

7. &nbsp;&nbsp; &nbsp;Standardized state testing in science must end. Students are not standardized assembly-line products; they enter school different and should leave school different. Professional teachers design and administer their own evaluations based on their unique student populations.&nbsp;&nbsp; &nbsp;

8.&nbsp;&nbsp; &nbsp;Until a higher level of teacher training is achieved, a distinction must be made between fully-qualified and undertrained teachers, with a pay difference that promotes moving to higher competency.

There was a time in the 1800s when a grade school education was enough. In the early 1900s a high school education became “needed.” Life improves due to science and technology and the future will require citizens who understand even more science. India’s Nehru said “the future belongs to countries who make friends with science.” Without immediate and major changes in U.S. science education, this future is not ours.&nbsp;&nbsp;

UPDATE: Thunderstorms possible for part area Monday

JEWELL COUNTY - An earthquake shook part of western Jewell County Sunday afternoon.

The 3.3 magnitude quake struck at 1:54 p.m. Sunday a few miles east of the Jewell-Smith county line, according to the Kansas Geological Survey. The earthquake was centered north-northeast of the F Road-30 Road intersection.

3.3 magnitude quake rattles part of western Jewell County Sunday

Beginning Monday, the City of Salina Public Works Department will be repairing sections of pavement east of the intersection of E. Walnut Street and S. Fourth Street that are no longer draining and have settled. 

E. Walnut Street, east of the intersection, will be closed during working hours of 7:30 a.m. to 4 p.m. for safety and traffic, and will be detoured down S. Mulberry Street.

Weather permitting and due to needing multiple phases, repairs are expected to be completed within five to six weeks.

City of SalinaBeginning Monday, the City of Salina Public Works Department will be repairing sections of pavement east of the intersection of E. Walnut Street and S. Let’s visit a birthplace – not of a president or a general, but the birthplace of a cattle breed. Today we’ll learn more about an innovative family that helped develop a new breed of cattle in&nbsp;rural&nbsp;Kansas.&nbsp;

<a href="https://www.ksre.k-state.edu/news/stories/2022/08/kansas-profile-hoagland-jn-ranch.html" target="_blank">Last week in this column</a>, we met Dirck and Natalie Hoagland of J&amp;N Ranch near Leavenworth. Dirck’s parents, Joe and Nancy Hoagland, bought the place near Leavenworth in 1985 and have expanded operations since. For years, they raised registered Hereford cattle.&nbsp;

Hereford cattle are recognized for having a white-colored face and a red-colored body.&nbsp;&nbsp;During the 1990s, the Hoaglands and their friend John Gage had the idea of trying to breed Herefords that had the traditional white face but were black in color.&nbsp;

To traditional cattle producers, the name black Hereford might sound like an oxymoron – a contradiction in terms, like jumbo shrimp or single option. Yet these breeders wanted the carcass quality and market premiums of black Angus, while retaining the hardiness, docility and versatility of the Hereford breed.&nbsp;

They did so using the same process as that used by other breeds; namely, by introducing Angus genetics and then selecting for black hair color in the descendent generations.&nbsp;

When Joe Hoagland’s friend, John Gage, passed away from cancer, Joe purchased cattle and records from his estate and established the Black Hereford Registry in the barn office at the J&amp;N Ranch in 1999. Joe and Norma registered the first black Hereford and purchased the first membership in the American Black Hereford Association.&nbsp;

Later, the Hoaglands publish the first Black Hereford magazine and hold the first ABHA national sale.&nbsp;

As the association grew, the breed headquarters moved from J&amp;N Ranch to a Kansas City office in 2011. In 2017, Joe and Norma were inducted into the American Black Hereford Association Hall of Fame. Today the association has 500 breeders in 45 states plus overseas. All of these trace their cattle lineage back to the J&amp;N Ranch in Kansas.&nbsp;

Joe and Norma’s son, Dirck, and his wife, Natalie, now operate J&amp;N Ranch, which continues to be a major producer of black Hereford cattle.&nbsp;&nbsp;Bull and heifer development takes place at the ranch near Leavenworth. Their summer pasture is in Wabaunsee County at the Hoagland’s Gun Barrel Ranch, located near the&nbsp;rural&nbsp;community of Eskridge, population 439 people. Now, that’s&nbsp;rural.&nbsp;

The Hoaglands recently received a Kansas Wildlife Habitat Conservation award from the Kansas Department of Wildlife and Parks for their work to improve prairie chicken habitat on the Wabaunsee County ranch. In this case, improving habitat meant removing trees so as to reduce predator risk for the prairie chicken.&nbsp;&nbsp;“We believe that we should protect the original species on the prairie,” Dirck said.&nbsp;

J&amp;N Ranch has two production sales yearly, selling bulls and females. Their breeding stock is sold across the Midwest and beyond. They’ve sent bulls as far east as Pennsylvania and as far west as Hawaii.&nbsp;

“One of our favorite things is delivering bulls and seeing our customer’s operations first hand,” Dirck Hoagland said (although the bulls that went to Hawaii were shipped by plane, so it sounds like the Hoaglands missed out on that trip).&nbsp;&nbsp;“It’s great to travel around and see how our genetics have benefitted our customers’ herds.”&nbsp;

Dirck and Natalie have two boys, Dayton and Reed, ages 10 and 8. The Hoaglands value their&nbsp;rural, agricultural lifestyle deeply and seek to pass it on. “Natalie and I were very lucky to be able to come back into our family operation,” Hoagland said.&nbsp;

“Our one driving goal is to give these two boys the opportunity to live this life on the ranch if they choose to do so,” he said. “We want to be able to provide this opportunity to the next generation.”&nbsp;

Smoky Hill Museum: 'Researching Your Home and the People Who Lived There'

Today is Sunday, Aug. 28, the 240th day of 2022. There are 125 days left in the year.

On Aug. 28, 1955, Emmett Till, a Black teen from Chicago, was abducted from his uncle's home in Money, Mississippi, by two white men after he had supposedly whistled at a white woman; he was found brutally slain three days later.

In 1862, the Second Battle of Bull Run (also known as Second Manassas) began in Prince William County, Virginia, during the Civil War; the result was a Confederate victory.

In 1922, the first-ever radio commercial aired on station WEAF in New York City; the 10-minute advertisement was for the Queensboro Realty Co., which had paid a fee of $100.

In 1941, Japan's ambassador to the U.S., Kichisaburo Nomura, presented a note to President Franklin D. Roosevelt from Japan's prime minister, Prince Fumimaro Konoye, expressing a desire for improved relations.

In 1963, more than 200,000 people listened as the Rev. Martin Luther King Jr. delivered his "I Have a Dream" speech in front of the Lincoln Memorial in Washington, D.C.

In 1968, police and anti-war demonstrators clashed in the streets of Chicago as the Democratic National Convention nominated Hubert H. Humphrey for president.

In 1988, 70 people were killed when three Italian stunt planes collided during an air show at the U.S. Air Base in Ramstein, West Germany.

In 2018, a white former police officer, Roy Oliver, was convicted of murder for fatally shooting a Black 15-year-old boy, Jordan Edwards, while firing into a car packed with teenagers in suburban Dallas; Oliver was sentenced the following day to 15 years in prison.

In 2020, Japan's longest-serving prime minister, Shinzo Abe, said he was stepping down because a chronic illness had resurfaced. (Abe was succeeded by his right-hand man, Yoshihide Suga. Abe was assassinated in July 2022.)

Ten years ago: Former Massachusetts Gov. Mitt Romney swept to the Republican presidential nomination at a storm-delayed national convention in Tampa, Florida. Hurricane Isaac spun into the southern Louisiana coast, sending floodwaters surging and unleashing fierce winds, as residents hunkered down behind boarded-up windows.

Five years ago: Floodwaters reached the rooflines of single-story homes as Hurricane Harvey poured rain on the Houston area for a fourth consecutive day; thousands of people had been rescued from the flooding. The Navy said divers had recovered the remains of all 10 sailors who had been missing after the USS John S. McCain and an oil tanker collided near Singapore nearly a week earlier.

One year ago: Taliban forces sealed off Kabul's airport to most Afghans hoping for evacuation, as the U.S. and its allies prepared to end a chaotic airlift. In the aftermath of a suicide attack that killed scores of Afghans and 13 American service members at the Kabul airport, President Joe Biden warned that another attack was "highly likely"; the State Department issued a new security alert instructing people to leave the airport area immediately. In retaliation for the suicide bombing, the U.S. military said it had used a drone strike to kill two "planners and facilitators" of the Islamic State Group's Afghanistan affiliate.

Possible vehicle is a dark colored sedan. He is going door to door claiming to work for various telecommunication companies and offering a better deal. He is asking to see people's current bills so he can offer a better deal. He talks people into paying him a down payment to start the service.

It is not legal for salespeople to go door to door in Clay Center without the proper license from the City. It is also believed that this individual does not work for the companies that he claims to be associated with. We checked with Dish Network and they have no salespeople working in this area. If you have contact with this individual do not do business with him and call the Police Department ASAP at 785 632-2121.&nbsp;&nbsp;

Clay Center police: Man going door-to-door thought to be scammer

You’ve probably already heard about the new government plan that will forgive some federal student loans, once it’s up and running. Also in the news: the federal student loan payment pause has been extended to December 31, 2022. But scammers are watching the news, too, so know this: you don’t need to do anything or pay anybody to sign up for the new program — or the pause. Nobody can get you in early, help you jump the line, or guarantee eligibility. And anybody who says they can — or tries to charge you — is (1) a liar, and (2) a scammer.

Right now, the Department of Education is working hard on the&nbsp;<a href="https://studentaid.gov/debt-relief-announcement/">details of the new plan</a>: who’s eligible and how to apply to get your student loan debt cancelled. It won’t happen overnight, and they’ll announce it widely when the program opens up for debt forgiveness. Sign up for&nbsp;<a href="https://www.ed.gov/subscriptions">Department of Education updates</a>&nbsp;to be notified when the process has officially opened.

Meanwhile, check on your&nbsp;<a href="https://studentaid.gov/manage-loans/repayment/servicers#your-servicer">federal loan servicer</a>:&nbsp;be sure you know who they are, and that they have your most recent contact info. That will help you get the latest on the cancellation and pause.

Also, remember that there’s a whole&nbsp;separate&nbsp;program you might be eligible for: the&nbsp;<a href="https://www.pslf.gov/">Public Service Loan Forgiveness (PSFL) program</a>.&nbsp;If you’re eligible, you’ll get federal student loan forgiveness after you have 120 qualifying payments. And until&nbsp;Oct. 31, 2022, the&nbsp;<a href="https://consumer.ftc.gov/consumer-alerts/2022/07/limited-waiver-student-loan-forgiveness-ends-october-31-0">limited waiver</a>&nbsp;offers additional credit for time that&nbsp;<a href="https://studentaid.gov/announcements-events/pslf-limited-waiver#new-payment-rules">previously didn’t count</a>. Many Dickinson County property owners – like those in other counties across the state – are confused by a document that was mailed out early in August showing property tax revenues.

The 2022 Notice of Estimated Ad Valorem Taxes – a new mailing required by law – shows each taxpayer’s taxing jurisdiction’s intent or non-intent to exceed its revenue neutral rate by assessing more property taxes than the entities did the previous year.

In March 2021, the Kansas Legislature passed KSA 79-2988, a law that requires county clerks to send notification of the revenue neutral rate (RNR) compared to the proposed rate for the upcoming year for each taxing subdivision.

Required hearings for jurisdictions planning to exceed the RNR started last year, but this year marks the first time that letters had to be sent.

Dickinson County Appraiser Lisa Berg met with commissioners Aug. 18 to advise them that her office has been inundated with phone calls and visits from patrons asking why the letter was sent, what it means and what action they are supposed to take. She had already heard from about 40-some people.

“I explain if your taxes are going to go up, this letter informs which entity is raising their mill levies or budget and to attend the budget hearings listed on the forms,” Berg said.

“Discussion during our monthly conference call with the state, the director of the property valuation division, David Harper, said ‘it’s not the appraisers’ role, they have nothing to do with this letter or law,’ but we are getting the calls,” Berg said.

Berg related that Harper had advised county appraisers to “explain to taxpayers that if they have a further complaint, they can contact the Board of Tax Appeals in regards to RNR.”

Berg, along with County Clerk Jeanne Livingston, Treasurer Leah Hern, and Assistant County Administrator/Budget Director Janelle Dockendorf, met in July hoping to find ways to ease concerns of taxpayers who were not going to understand why they were receiving the letter, which was sent out early in August.

“We knew it was going to be confusing and we were hoping to find ways to be more proactive than reactive,” Berg explained.

Although the document is meant to tell people what entities are changing their RNR rate, it also causes many to ask if the value on their property will be going up – especially since the taxpayer’s property values are the first item they see on the letter.

“That makes people think ‘call the appraiser because my value did something’,” Berg said. “But unfortunately, we cannot do anything this time of year, unless it’s a 2021 payment under protest.”

“Again, people have been very nice, but this letter is going to prompt quite a few payments under protests this year,” Berg added.

While the expressed purpose of the RNR letter is to “increase transparency” so taxpayers can see what the various taxing entities are planning to do, Dockendorf said many do not understand that the information included in the letter is just estimates.

“I don’t think these questions should go to the appraiser’s office because they are not the ones issuing taxes. These are just estimates. But people don’t understand that,” Dockendorf said. “I think once tax statements come out in November we’ll see even more people with questions.”

She wonders if the legislators who drafted the confusing RNR rules meant to cause this situation or if it is an “unintended happening.”

“I’m not sure if this is exactly what they were hoping for when they passed this legislation, but I’d like to think it wasn’t,” Dockendorf said. “I’m sure with time, more of these questions are going to funnel into the clerk and treasurer’s offices.”
