DICKINSON COUNTY - An Abilene man was killed early this morning in a head-on collision on Kansas Highway 15.

According to information from the Kansas Highway Patrol, Eric Kenneth Skilling, 43, of Abilene, was northbound on K-15 in a Ford F150 pickup when for an unknown reason, the pickup crossed the center line at a slight bend in the roadway, striking head on a tractor-trailer rig driven by Stanton Neal Uffman, 54, of Greenleaf.

The wreck occurred at 5:50 a.m. Tuesday, approximately a mile north of Kansas Highway 4.

Uffman was transported to Abilene Memorial Hospital, according to KHP.

Neither driver was properly restrained, KHP reported.

Both vehicles were removed from the scene by wrecker.

UPDATE: Abilene man killed in head-on collision on K-15

A car belonging to a Hays woman that was involved in an incident Friday was reported stolen Monday and also located by a traffic/tag reader camera on Monday before disappearing into a cloud of dust on a Saline County road west of Salina.

Saline County Sheriff Roger Soldan said this morning that at 3 a.m. on Friday, a 2006 Dodge Magnum owned by Jennie Bettes, 50, of Hays, was stopped by an officer of the Salina Police Department. Two people in the vehicle, including the driver, who was Bettes' son, were arrested, Soldan said, however, he did not know what the requested charges were for either person. Bettes was not in the car at the time of the stop.

When the arrests were made, the keys to the car were given to the third person in the car, Soldan said. He explained that in such situations, a driver is given the choice of having the vehicle towed or having someone he or she knows drive the vehicle from the scene.

In this instance, the Magnum wasn't seen for several days and was reported stolen by Bettes to the Saline County Sheriff's Office on Monday. Soldan said the person who was given the keys to the car cannot be found and does not answer his cellphone.

After the car was reported stolen, an officer was looking for it in the Salina Police Department's new Flock traffic/tag reader camera system. The officer noticed that the car appeared in the area of W. Crawford Street and Centennial Road throughout the day, Salina Police Captain Paul Forrester said this morning.

Late Monday night, a patrol officer got behind the car near the intersection of Viemont Avenue and Beverly Drive and attempted to conduct a traffic stop in the 1600 block of Beverly Drive. Forrester said the officer exited his vehicle and ordered the driver of the Magnum to do the same. Instead, the car sped off southbound on Beverly and a pursuit began.

Forrester said that during the pursuit, speeds reached approximately 100 mph.

The pursuit went west on W. Crawford Street, and the car blew through the stop sign at Kansas Highway 140. It then went west on K-140 and then north on S. Hohneck Road.

Forrester said that due to the dust, the officer lost sight of the Magnum and terminated the pursuit.

Stolen car located on SPD Flock system, but lost in cloud of dust

ASSARIA - A 17-year-old Assaria boy received minor injuries in a single-vehicle rollover early this morning.

Deputies were sent to the 7200 block of S. Ohio Street at 2:42 a.m. Tuesday for the report of an accident.

Additionally, commissioners are scheduled to hear a follow-up report concerning several county facilities. In February, commissioners met to review the results of a draft Facility Master Plan for the county. During that meeting, commissioners asked County Administrator Phillip Smith-Hanes to follow up with several of the items in the proposed master plan and report back in April. Smith-Hanes is scheduled to do so Tuesday. The follow-up report is scheduled to include the following, according to information in the commission meeting packet.

Leasing the county farm for solar development As part of the commission’s study session, staff reported that the county had been approached about creating a solar panel installation on the Hagg Farm owned by the county. Commissioners expressed interest in pursuing this idea, so the deputy county administrator followed up on Feb. 23 with emails to solar developers. On April 3, one of the interested firms responded that they had prepared a preliminary project layout and would like to meet.

Staff recommendation: Task staff to prepare a report detailing existing farm leases, when they expire, any amendments to zoning codes that would be required, and a process for soliciting bids from developers.

Selling the health department building One of the points of discussion on Feb. 21 was the potential to purchase the parcel immediately south of the health department building on N. Seventh Street, which was for sale. Rather than pursue a purchase of additional space at that location, the commission was interested in the potential for selling the existing building. On Feb. 27, Smith-Hanes met with the realtor representing the parcel to the south, who identified that she might have parties who would be interested in purchasing the health department site, including some who might be willing to purchase the building now and then lease it back to the county until a site has been identified to relocate the health department.

The Smith-Hanes also met with the county counselor to review the process for the sale of a county-owned building. Pursuant to K.S.A. 19-211, the commission would need to unanimously vote to sell the building, publish a notice of sale, and then select the highest and best bid in a public meeting.

Staff recommendation: Task staff to return with a draft notice of sale for Commission consideration, including lease-back provisions as a condition of sale.

City of Salina interest in county properties The commission had asked for more information regarding the city’s potential interest in the redevelopment of Memorial Hall, expansion of the Salina Police Department into the current sheriff’s office space, and development of housing on the county’s Caywood property off of S. Ohio Street. The county administrator and deputy county administrator met with the city manager and deputy city manager on March 14. The police department is interested in the sheriff’s office space and the city manager will confirm authorization to proceed with the city commission. He also plans to discuss with the city commission the idea of a joint space study to examine the future of the City-County Building and adjacent downtown properties, including Memorial Hall. He will also be discussing with the Utilities Department potential to lease some land to alleviate storage constraints at the Expo Center. The city commission was scheduled to meet for strategic planning on April 18 and more definite information may be available after that session. The city does not have a particular interest in taking charge of development on the Caywood land but understands that the county may wish to sell it for development.

Staff recommendation: Task staff to include within the 2024 budget funding for a joint study of downtown spaces and negotiate a temporary lease on the sheriff’s office space effective Jan. 1, 2024, subject to city commission feedback.

Converting a portion of the current jail into juvenile space In the public survey on jail reuse that was conducted as part of Facility Master Plan recommendation development, one of the strongest interests of respondents was in converting the soon-to-be-closed jail facility into a facility for juveniles. The county administrator met on March 23 with Shawn Brandmahl, executive director of the North Central Kansas Regional Juvenile Detention Facility and Geary County Secure Care Center. That agency operates the juvenile detention center for a 15-county region and also contracts with the state to house children in need of care.

Brandmahl confirmed that he is interested in exploring a facility in Saline County. He would look at a facility with seven detention beds and 21 secure care beds, along with room for future expansion. He believes that his agency will need more detention beds as state policies shift back towards locking up juveniles accused of serious criminal activity, but the state will not pay for any construction costs. In order to fund the detention beds, he would need to contract with the state for additional beds for children in need of care. The state pays a premium on these beds, which could support a bond or lease payment on a facility. Brandmahl asked if Saline County would be willing to cover half of the cost of retaining an architect to examine the county jail and determine the feasibility and costs of converting it to the proposed use. He also expressed concern about the availability of a workforce in Saline County to staff a new facility.

Staff recommendation: Task staff to identify funding for an architect, negotiate an agreement with North Central Juvenile Detention to share costs, and return to the commission for consideration.

Other items on the Saline County Commission agenda for Tuesday include the following.

●Consider a request to proclaim April 2023 as Child Abuse Prevention Month.

●Consider approving a request from Community Corrections for a training contract for Paul Cary. The training would cover drug testing best practices and would be covered by funds budgeted for Community Corrections staff training and by registration fees from other attendees.

●Consider approving a request from the Road and Bridge Department for the purchase of aggregate.

●Consider approving a request from the Road and Bridge Department for the purchase of Harshman aggregates.

●Consider a request to purchase vehicles for Environmental Health.

●Hear the Department of Senior Service's quarterly update.

●Hear the First Quarter Idle Bond Report.

●Hear the First Quarter Idle Fund Report.

In February, commissioners met to review the results of a draft Facility Master Plan for the county. During that meeting, commissioners asked County Administrator Phillip Smith-Hanes to follow up with several of the items in the proposed master plan and report back in April. Smith-Hanes is scheduled to do so Tuesday. The follow-up report is scheduled to include the following, according to information in the commission meeting packet.Leasing the county farm for solar development As part of the commission’s study session, staff reported that the county had been approached about creating a solar panel installation on the Hagg Farm owned by the county. Commissioners expressed interest in pursuing this idea, so the deputy county administrator followed up on Feb. 23 with emails to solar developers. On April 3, one of the interested firms responded that they had prepared a preliminary project layout and would like to meet.Staff recommendation: Task staff to prepare a report detailing existing farm leases, when they expire, any amendments to zoning codes that would be required, and a process for soliciting bids from developers.Selling the health department building One of the points of discussion on Feb. 21 was the potential to purchase the parcel immediately south of the health department building on N. Seventh Street, which was for sale. Rather than pursue a purchase of additional space at that location, the commission was interested in the potential for selling the existing building. On Feb. 27, Smith-Hanes met with the realtor representing the parcel to the south, who identified that she might have parties who would be interested in purchasing the health department site, including some who might be willing to purchase the building now and then lease it back to the county until a site has been identified to relocate the health department. The Smith-Hanes also met with the county counselor to review the process for the sale of a county-owned building. Pursuant to K.S.A. 19-211, the commission would need to unanimously vote to sell the building, publish a notice of sale, and then select the highest and best bid in a public meeting.Staff recommendation: Task staff to return with a draft notice of sale for Commission consideration, including lease-back provisions as a condition of sale.City of Salina interest in county properties The commission had asked for more information regarding the city’s potential interest in the redevelopment of Memorial Hall, expansion of the Salina Police Department into the current sheriff’s office space, and development of housing on the county’s Caywood property off of S. Ohio Street. The county administrator and deputy county administrator met with the city manager and deputy city manager on March 14. The police department is interested in the sheriff’s office space and the city manager will confirm authorization to proceed with the city commission. He also plans to discuss with the city commission the idea of a joint space study to examine the future of the City-County Building and adjacent downtown properties, including Memorial Hall. He will also be discussing with the Utilities Department potential to lease some land to alleviate storage constraints at the Expo Center. The city commission was scheduled to meet for strategic planning on April 18 and more definite information may be available after that session. The city does not have a particular interest in taking charge of development on the Caywood land but understands that the county may wish to sell it for development.Staff recommendation: Task staff to include within the 2024 budget funding for a joint study of downtown spaces and negotiate a temporary lease on the sheriff’s office space effective Jan. 1, 2024, subject to city commission feedback.Converting a portion of the current jail into juvenile space In the public survey on jail reuse that was conducted as part of Facility Master Plan recommendation development, one of the strongest interests of respondents was in converting the soon-to-be-closed jail facility into a facility for juveniles. The county administrator met on March 23 with Shawn Brandmahl, executive director of the North Central Kansas Regional Juvenile Detention Facility and Geary County Secure Care Center. That agency operates the juvenile detention center for a 15-county region and also contracts with the state to house children in need of care. Brandmahl confirmed that he is interested in exploring a facility in Saline County. He would look at a facility with seven detention beds and 21 secure care beds, along with room for future expansion. He believes that his agency will need more detention beds as state policies shift back towards locking up juveniles accused of serious criminal activity, but the state will not pay for any construction costs. In order to fund the detention beds, he would need to contract with the state for additional beds for children in need of care. The state pays a premium on these beds, which could support a bond or lease payment on a facility. Brandmahl asked if Saline County would be willing to cover half of the cost of retaining an architect to examine the county jail and determine the feasibility and costs of converting it to the proposed use. He also expressed concern about the availability of a workforce in Saline County to staff a new facility.Staff recommendation: Task staff to identify funding for an architect, negotiate an agreement with North Central Juvenile Detention to share costs, and return to the commission for consideration.Other items on the Saline County Commission agenda for Tuesday include the following.●Consider a request to proclaim April 2023 as Child Abuse Prevention Month.●Consider approving a request from Community Corrections for a training contract for Paul Cary. Scholarships, facilities on Saline County agenda for Tuesday

Salina Area Technical College celebrated National Tech Signing Day on Thursday. The nationally celebrated event recognizes students who are entering technical fields and emphasizes the commitment of tech colleges to help students gain skills necessary to compete in high demand jobs. 

The event took place at the Salina Tech Student Success Center, 2562 Centennial Road, where students were honored for their dedication to pursuing technical careers. 

Brenda Gutierrez, executive director for the Salina Tech Foundation, said students who participated in the national signing day event received a $1,000 scholarship.

Students signed commitments to continue their education or start their careers at Salina Tech. The event was attended by families of the students signing and&nbsp; Salina Tech faculty, staff, and fellow students.

Students who were on campus to sign commitments included:

Madison Brackney, Prairie View, Dental Assisting Emma Gilpin, Pratt, Dental Assisting Hannah Fleming, Clay Center, Dental Assisting Laramee Chestnut, Glade, Early Childhood Education

Retired career technical education coordinator and former school board member for Southeast of Saline, Joe Ryan, served as the guest speaker for the event.

Ryan currently serves on the Smoky Valley school board and served as the master of ceremonies for Salina Tech's first signing day four years ago.&nbsp;

Over the course of the COVID-19 pandemic, national signing day was moved to a virtual format. Salina Tech President Greg Nichols, said having this year's signing event not only in person, but also in the recently renovated student success center, made it a huge success.&nbsp;

"Before the COVID-19 pandemic, we had never done the signing day remotely, so now having them [signing students] come back on campus, it gets them the excitement of oh, 'This is really happening,'" said Nichols. " I don't think people are just looking for show, it's got to be substance. You got to put on your best presentation for attracting people. The jobs are going to attract people in one way, but our facilities are in good shape. We are working towards maintaining and improving a lot of different facilities."&nbsp;

Brackney said she decided to join the dental assistance program because she always had issues with her teeth. Thanks to the help of dentists and dental assistants, Brackney said she has greater confidence and a better smile.&nbsp;

&nbsp;"I want to work in a job that will allow me to boost people's confidence and to help people like me," Brackney said.&nbsp;

Brackney is from the town of Prairie View and attends high school in Logan. Last year she and her family visited Salina Tech for a tour to help in the decision making process.

"Salina Tech has always really stuck with me," Brackney said. "After seeing the program's classrooms and with the recent renovations it seems like a lot of new and cool stuff is happening here in Salina."

Because not all of the students who were signing commitment papers were able to make it to Salina for the Thursday event, Erica Kruckenberg, vice president of student services, visited other high schools that preferred their students stay on campus. In total, 29 students signed letters of commitment to Salina Tech.

Gutierrez also emphasized the signing event would not have been possible without the more than 25 individuals, businesses, and industries support for the scholarships given out.&nbsp; Local sponsors able to attend the event on Thursday included

Salina Tech celebrates National Tech Signing Day

Beginning Monday, the City of Salina Public Works Department is repairing sections of pavement on N. Fifth Street between Pine Street and North Street. N. Fifth Street will be closed and traffic will be detoured around the construction by the way of N. Santa Fe Avenue.

Weather permitting, repairs are expected to be completed within one to two days.

More than 443 pounds was collected during the Saline County Sheriff's Office's part of National Prescription Drug Take Back Day on Saturday.

Saline County Sheriff's Lieutenant Sean Kochanowski said this morning that a total of 443.61 pounds was collected at the three collection sites in Salina:

●Salina Regional Health Center, 400 S. Santa Fe Avenue

While the total was a bit less than what has been collected in previous years, Kochanowski noted that it still was a good amount that will not be out on the streets.

If you missed the collection event, you can drop off unused and unneeded prescription drugs in the lobby of the Saline County Sheriff's Office, 251 N. 10th Street, during regular business hours. Additionally, there also is a collection bin for needles and other sharps in the lobby of the sheriff's office.

Since Oct. 7, 2013, the sheriff's office has collected 13,442.41 pounds of drugs for safe disposal, according to Kochanowski.

Saline County SO collects more than 443 pounds during drug take back 

A Salina man was arrested on multiple requested charges, including battery of a law enforcement officer, after an alleged shoplifting incident Sunday afternoon.

An officer was sent to Walmart, 2900 S. Ninth Street, at approximately 4:30 p.m. Sunday for a report of shoplifting.

The store's loss prevention department had made contact with a man who they believed was attempting to shoplift multiple items from the store. The loss prevention personnel had allowed the man to use the restroom, and he was returning from the restroom when the officer arrived. When the man saw the officer, he allegedly attempted to run from the officer, Salina Police Captain Paul Forrester said this morning.

The man, identified as Michael Crowder, 55, of Salina, fell before exiting the store and an alleged physical confrontation between Crowder and the officer ensued. At one point, Crowder allegedly took the officer's radio. A bit later, a Walmart employee used the radio to alert the dispatch center about the altercation, Forrester said. The officer's uniform also was torn during the incident.

Two other officers arrived and were able to take Crowder into custody, Forrester said. When Crowder was taken into custody, he allegedly was found to be in possession of what is believed to be methamphetamine.

Forrester said that Crowder was arrested on the following requested charges.

Forrester said that Crowder is alleged to have stolen multiple items totaling more than $100, including the following.

Local man faces multiple charges after incident at south Salina store

MANHATTAN — Attracting butterflies to the garden through plant selection has grown in popularity, said Kansas State University horticulture instructor Cynthia Domenghini. Knowing what species of plants butterflies prefer can help gardeners with their selections, she said.&nbsp;

Annual plants that attract butterflies include:&nbsp;

“Group similar species of annuals together to create a planting more likely to attract butterflies,” Domenghini said. “Including a mix of annuals with varying bloom times can lengthen the butterfly season.”&nbsp;

Early blooming perennials that attract butterflies include:

Mid-season blooming perennials include:&nbsp;

Late-season blooming perennials include:&nbsp;

“Other features you can incorporate in the garden to appeal to butterflies include areas of full sun. Butterflies are cold-blooded so they seek sunshine for warmth,” Domenghini said. “Shade is also necessary so they can escape from intense sun.”&nbsp;

Water is also important for butterflies and can be provided with a birdbath or water-filled saucer on the ground, Domenghini said.&nbsp;

Domenghini and her colleagues in K-State's Department of Horticulture and Natural Resources produce a weekly&nbsp;<a href="https://hnr.k-state.edu/extension/info-center/newsletters/index.html" target="_blank">Horticulture Newsletter</a>&nbsp;with tips for maintaining home landscapes and gardens. The newsletter is available to view online or can be delivered by email each week.&nbsp;

K-State horticulturalist offers gardening for butterflies tips

Police credited one of Salina's new Flock vehicle tag/traffic cameras for helping them arrest a Wyoming man with a stolen U-Haul Saturday morning.

At approximately 9:30 a.m. Saturday, one of the new Flock cameras got a hit on a stolen U-Haul out of Wyoming and sent the alert to all Salina police personnel who were logged into the reader system, Salina Police Captain Paul Forrester said this morning.

Forrester said that the department's Flock system interfaces with the National Crime Information Center (NCIC), so that if one of the department's cameras gets a hit on a vehicle wanted for a crime that has been input into NCIC, that information is sent out to all Salina Police Department personnel who are logged into the Flock system.

An officer near the intersection of N. Broadway Boulevard and University Place located the vehicle and stopped the driver, who was identified as Michael Keck, 53, of Cheyenne, Wyo. During the stop, it was determined that Keck had an active felony warrant for burglary out of Laramie County, Wyo.

Forrester said that while Keck was in custody, he had a medical episode and was transported to Salina Regional Health Center. While Keck was in the emergency room, the officer with him stepped out of the room. Forrester said Keck then allegedly removed medical apparatus connections and fled out a back door of the emergency room.

Keck eventually was located in a restroom inside the hospital.

Forrester said that a search warrant executed on the U-Haul found a Smith &amp; Wesson .22 caliber pistol with the serial number removed. Additionally, some marijuana and some psilocybin mushrooms also were located in the U-Haul.

Keck was arrested on the following requested charges, Forrester said.

Wanted Wyoming man ID'd by one of new Salina police cameras

Two teens were arrested after a series of small fires were set in Salina Friday.

The first fires were set early Friday morning, Salina Police Captain Paul Forrester said this morning. Those locations are as follows.

Sunset Park, 700 Sunset Drive At approximately 12:37 a.m. Friday, officers and Salina Fire Department personnel were sent to the west side of Sunset Park for the report of a grass fire. When they arrived they found some brush on fire. Firefighters extinguished the blaze. Damage was estimated at $500.

Indian Rock Park, 1500 Gypsum Avenue At about that same time, officers and Salina Fire Department personnel were sent to the north side of the park for a report of a grass fire. Firefighters extinguished the fire. Damage was estimated at $500.

Sunset Park At approximately 2 a.m. Friday, officers and Salina Fire Department personnel were sent to another location on the west side of Sunset Park for the report of a brush fire. Firefighters extinguished the fire. Damage again was estimated at $500.

Taco Bell, 2315 S. Ninth Street At approximately 2:45 a.m., officers and firefighters were sent to the restaurant for the report of a dumpster on fire. The blaze was extinguished by firefighters. Damage was estimated at $100.

Two additional incidents occurred late Friday night, Forrester said. They are as follows.

Sunset Park At approximately 10:59 p.m. Friday, officers and firefighters were sent to the south side of Sunset Park, where someone had set some cardboard on fire under some bushes. The fire was extinguished. Damage was estimated at $500.

Indian Rock Park At approximately 11:25 p.m., officers and firefighters were sent to the upper part of the park for the report of a grass fire.

While they were there, the person who reported this last fire, a 17-year-old Salina boy, told officers that he had put out the blaze with a fire extinguisher he had with him,  Forrester said. A 13-year-old boy was accompanying him.

Damage caused by that fire was estimated at $500.

Forrester said that through the investigation, it was determined that the two boys had allegedly set all of the fires.

Each boy was arrested on six requested counts of arson, Forrester said.

Back-to-back gatherings next month aim to first entertain the public and raise money for military veteran organizations, and then provide vital information and services from the Veterans Administration.

The second annual Salute to Our Veterans begins at 5:30 p.m. May 19 at the Veterans of Foreign Wars Post 1432, 1108 W. Crawford Street.

The evening features acoustic performances by Jared Blake, Bigg Vinny, and Thompson Square.

A VIP Meet ’n Greet is 5:30-6:30 p.m. Those tickets are priced at $100. Veterans' admission is $40 and general admission is $50.

Doors open to general admission ticket holders at 6 p.m. The concert runs from 7 to 10 p.m. Dance music will be played following the concert.

A silent auction opens at 6 and concludes at 8:30, and a live auction is open from 8 until 8:30.

Event proceeds go to the VFW, Kansas Honor Flight, and Northpoint Veteran Care Foundation.

A Veterans Administration Outreach Team will meet with veterans from 10 a.m. to 3 p.m. May 20 in the basement of The Temple, 336 S. Santa Fe Avenue in downtown Salina. Enter through the north door.

The team will provide education on VA health care and the Honoring Our PACT Act of 2022. PACT stands for Promise to Address Comprehensive Toxics. Officials will enroll veterans in VA health care and assist with disability claims and other benefits. Veterans should bring their DD-214s, and most recent tax returns.

VA team members will attend from Junction City, Manhattan and Wichita, said Doug Randolph, president of the Salina Vietnam Veterans of America Chapter 809.

“They will go over the PACT Act and the health care and benefits we deserve,” he said. “If there is something they already have, but there are complications, they can get that resolved. A lot of veterans don’t realize exactly what benefits they have, with Agent Orange, the burn pits (contamination) and things like that.”

An estimated 47 veterans attended the gathering in Salina in 2022, Randolph said.

“It will be a good weekend for veterans,” Randolph said.
