Yesterday evening, a Salina resident attempted to run into a burning house and threatened firefighters at the scene who were combatting the flames.

At about 8:30 p.m. on Tuesday, Feb. 27, Salina Police Department officers reported to 254 N. Penn Ave. to assist Salina Fire Department staff with scene security, according to SPD Capt. James Feldman, once officers arrived, firefighters called for their help immediately.

While firefighters attempted to suppress an active fire in the residence, a man, later identified as 33-year-old James Dylan Coffman, tried to enter the home regardless of firefighter's warning him.

"The firefighters refused Coffman entry into the residence as they fought the fire," Feldman said. "Coffman removed his shirt and began telling the firefighters he would beat them up."

Officers then located Coffman in the residence's backyard in a recreational vehicle described by Feldman as a camper.&nbsp;

When officers instructed Coffman to exit the camper, Coffman allegedly threatened to shoot officers while inside the trailer.&nbsp;

"He continued to not comply with orders and was advised he was under arrest," Feldman said. "As officers went to enter the camper, Coffman approached them, and a Taser was deployed and was effective."

Feldman said as officers attempted to restrain Coffman, he continued to resist arrest. During the altercation, Coffman received a minor injury to his head, but medical staff later treated him at Salina Regional Health Center.

Coffman continued threatening officers while at the hospital. After treatment, officers transported him to the Saline County Jail and requested charges for unlawful interference with firefighters while in the performance of their duty and interference with law enforcement.

SPD officers arrest allegedly violent man at residential fire

K-State veterinarians say weight and reproductive maturity are two factors to assess

Walk through the halls of a high school and it is easy to see that not all kids develop at the same pace – some look like mature adults while others appear younger than their age.

Similarly, individual animals in a cattle herd also reach maturity at different times, say the experts at Kansas State University’s Beef Cattle Institute.

Speaking on a recent&nbsp;<a href="https://ksre-learn.com/42RTP6n">Cattle Chat</a>&nbsp;podcast, the experts addressed factors that influence the pace at which heifers reach their maturity.

“Most heifers reach puberty at 12-13 months of age; there are some Brahman-influenced breeds that are a little older when they begin cycling,” said K-State veterinarian Bob Larson.

To help producers identify the heifers that are most likely to get bred early in the breeding season, Larson advises that producers complete a pre-breeding evaluation of the heifers.

“The two things that drive maturity are their age and their body weight,” Larson said.

When Larson conducts the pre-breeding evaluation, he assesses their reproductive tract.

“As they get closer to puberty, their reproductive tract starts to feel more like an adult tract with a thicker, larger uterus and some follicle structures on the ovaries,” Larson said.

He said there are two main times these evaluations are done.

“Six weeks before the breeding season, I can get an idea of the likelihood they’ll be cycling at breeding, and I still have time to help that along with nutrition. The other time is when we are getting ready for a synchronization protocol and I can separate the ones that are not likely to get bred,” Larson said.

Another factor affecting development is the amount of body fat heifers are carrying, which can be controlled by the heifer’s diet. The experts agree that the easiest way to measure that is through weighing the heifers.

“As heifers grow, they start to deposit more fat in each pound of gain and less muscle. So when they get to about 60-65% of their mature weight, the hormones will signal to the body that it is time to ovulate,” said K-State beef cattle nutritionist Philip Lancaster.

If these are retained heifers, Larson said, often producers will know a target weight that their females in the herd start to cycle. While it varies among herds, for many he said that is about 850 pounds.

Six weeks before breeding, Lancaster said producers can evaluate the heifer’s body condition and adjust accordingly.

“We can safely increase their nutrition to get more energy in their diet to push them to gain 2-2.5 pounds per day. As long as we start 70-90 days before the breeding season, many of those heifers will reach puberty on time,” Lancaster said.

Saline County Jail Bookings, Feb. 28

Did you know that seven states in the U.S. do not have a state income tax? &nbsp;In Kansas we have a graduated income tax system with a top marginal rate of 5.70%. Neighboring states have top marginal rates much lower than Kansas including Missouri at 4.80%, Oklahoma at 4.75%, and Colorado is even lower at 4.40%. &nbsp;To be regionally competitive, it is imperative that we reevaluate tax policies that may hinder investment in Kansas.

That is why I was glad this legislative session to join the majority of lawmakers in supporting tax relief for all Kansans through the passage of HB 2284. &nbsp;Unfortunately, the Governor vetoed this measure, and the votes to secure the override came up three votes short last week in the Kansas House. &nbsp;Proponents of the veto, including the Governor, claim the bill is “reckless,” “does next to nothing for the middle class,” claims it would “overwhelmingly benefit the super-wealthy,” and the Governor proclaimed, “I’m not going to put our public schools, roads, and stable economy at risk just to give a break to those at the very top.” &nbsp;

Unlike the days under former Governor Brownback, we now have a Budget Stabilization Fund (also known as the “Rainy Day” fund) with a balance of $1.6 billion dollars. &nbsp;We also have another surplus of $2.4 billion dollars in the State Treasury – that’s $4 billion dollars folks! &nbsp;Furthermore, HB 2284 considers the most conservative modeling to forecast future declines in revenue to measure long-term budget stability. &nbsp;HB 2284 passed these stress tests. &nbsp;

While each of us is entitled to our own opinions, we are not entitled to our own facts. I want to share with my constituents what HB 2284 would have accomplished. &nbsp;In short, this tax relief bill is comprehensive and would not only make changes to the state income tax, but also to sales tax and property tax – the three-legged stool of Kansas’ tax structure.

First, the state income tax. &nbsp;As mentioned earlier, Kansas has a graduated income tax system with three tax brackets. &nbsp;If your household income is $5,000 or more (up to $30,000), your tax rate is 3.10%. &nbsp;If your household income is $30,000 or more (up to$60,000), your tax rate is 5.25%. &nbsp;If your household income is $60,000 or more, your tax rate is 5.70%. &nbsp;HB 2284 would have created a single income tax rate at 5.25%. &nbsp;It is true that those making over $60,000 in household income will see an income tax reduction with the simplified single rate. But more importantly, it’s also true that ALL Kansas income tax filers will see a reduction in their income tax.

● The point of taxation is raised to $6,150 for single filers and $12,300 for married couples filing jointly.

For example, under the current rate, if you make $5,000 – you’ll pay 3.10% in income tax. However, under HB 2284, you would pay zero income tax.

● Standard deductions would remain the same at $3,500 for single filers and $8,000 for joint filers — PLUS a cost-of-living adjustment to automatically adjust for inflation.

● Personal exemptions would increase to $2,300 (up $50/person) -- PLUS a cost-of-living adjustment to automatically adjust for inflation.

Let’s review how the combined effect would benefit Kansas joint filers under HB 2284: Add the standard deduction ($8,000) Plus, the personal exemption ($4,600) Plus, an additional $12,300 (point of taxation)

This equals a total of $24,900 which is tax free -- ZERO income tax under HB 2284. That’s a benefit to every single Kansan, especially those on the lower income scale.

What about the disproportional benefit to the rich that you may have read about on social media or from other media sources? &nbsp;Did you know that in Kansas, 20.6% of tax filers making $100,000 or more currently account for paying 74% of all income tax? &nbsp;Under HB 2284, this group would continue to pay the largest piece of the income tax pie – over 70%. The “rich” or “super wealthy” do not receive a greater proportion of income tax reductions compared to low-income earners. &nbsp;However, those on the lowest end of the tax bracket will have no tax liability (if earning less than $24,900).

HB 2284 would have also finally erased an injustice to those who receive Social Security income. &nbsp;It would have fully repealed the state income tax on Social Security! &nbsp;That’s right – your Social Security would no longer be taxed in Kansas. &nbsp;Additionally, HB 2284 would have fast-tracked the state income tax on food to 0% on April 1, 2024, instead of waiting for it to occur on January 1, 2025. Lastly, the bill would have increased the amount of residential property exempt from the statewide uniform 20 mill levy from $40,000 to $100,000 of appraised value.

According to the Kansas Department of Revenue, if HB 2284 was enacted, over 400,000 Kansans would no longer have an income tax liability – currently it is just over 30,000 Kansans without an income tax liability. &nbsp;It is unfortunate that the opponents of this bill use election year rhetoric to scare you into believing the worst in things. It’s not a perfect bill, but it did enjoy the support of over 84% of Kansas lawmakers. &nbsp;It’s unfortunate that 16% of lawmakers and the single-stroke of the Governor’s veto pen stood in the way of getting Kansans much needed tax relief.

Today, the Legislature will begin day #48 out of our allotted 90-day session. &nbsp;All hope is not lost. It is back to the drawing board. &nbsp;I will continue to work with my colleagues to provide much-needed tax relief for all Kansans.

Neighboring states have top marginal rates much lower than Kansas including Missouri at 4.80%, Oklahoma at 4.75%, and Colorado is even lower at 4.40%. &nbsp;To be regionally competitive, it is imperative that we reevaluate tax policies that may hinder investment in Kansas.That is why I was glad this legislative session to join the majority of lawmakers in supporting tax relief for all Kansans through the passage of HB 2284. &nbsp;Unfortunately, the Governor vetoed this measure, and the votes to secure the override came up three votes short last week in the Kansas House. &nbsp;Proponents of the veto, including the Governor, claim the bill is “reckless,” “does next to nothing for the middle class,” claims it would “overwhelmingly benefit the super-wealthy,” and the Governor proclaimed, “I’m not going to put our public schools, roads, and stable economy at risk just to give a break to those at the very top.” &nbsp;<figure>

 </figure>Unlike the days under former Governor Brownback, we now have a Budget Stabilization Fund (also known as the “Rainy Day” fund) with a balance of $1.6 billion dollars. &nbsp;We also have another surplus of $2.4 billion dollars in the State Treasury – that’s $4 billion dollars folks! &nbsp;Furthermore, HB 2284 considers the most conservative modeling to forecast future declines in revenue to measure long-term budget stability. &nbsp;HB 2284 passed these stress tests. &nbsp;While each of us is entitled to our own opinions, we are not entitled to our own facts. I want to share with my constituents what HB 2284 would have accomplished. &nbsp;In short, this tax relief bill is comprehensive and would not only make changes to the state income tax, but also to sales tax and property tax – the three-legged stool of Kansas’ tax structure.First, the state income tax. &nbsp;As mentioned earlier, Kansas has a graduated income tax system with three tax brackets. &nbsp;If your household income is $5,000 or more (up to $30,000), your tax rate is 3.10%. &nbsp;If your household income is $30,000 or more (up to$60,000), your tax rate is 5.25%. &nbsp;If your household income is $60,000 or more, your tax rate is 5.70%. &nbsp;HB 2284 would have created a single income tax rate at 5.25%. &nbsp;It is true that those making over $60,000 in household income will see an income tax reduction with the simplified single rate. But more importantly, it’s also true that ALL Kansas income tax filers will see a reduction in their income tax.Here’s how…● The point of taxation is raised to $6,150 for single filers and $12,300 for married couples filing jointly.For example, under the current rate, if you make $5,000 – you’ll pay 3.10% in income tax. However, under HB 2284, you would pay zero income tax.● Standard deductions would remain the same at $3,500 for single filers and $8,000 for joint filers — PLUS a cost-of-living adjustment to automatically adjust for inflation.● Personal exemptions would increase to $2,300 (up $50/person) -- PLUS a cost-of-living adjustment to automatically adjust for inflation.Let’s review how the combined effect would benefit Kansas joint filers under HB 2284: Add the standard deduction ($8,000) Plus, the personal exemption ($4,600) Plus, an additional $12,300 (point of taxation)This equals a total of $24,900 which is tax free -- ZERO income tax under HB 2284. That’s a benefit to every single Kansan, especially those on the lower income scale.What about the disproportional benefit to the rich that you may have read about on social media or from other media sources? &nbsp;Did you know that in Kansas, 20.6% of tax filers making $100,000 or more currently account for paying 74% of all income tax? &nbsp;Under HB 2284, this group would continue to pay the largest piece of the income tax pie – over 70%. The “rich” or “super wealthy” do not receive a greater proportion of income tax reductions compared to low-income earners. &nbsp;However, those on the lowest end of the tax bracket will have no tax liability (if earning less than $24,900).HB 2284 would have also finally erased an injustice to those who receive Social Security income. &nbsp;It would have fully repealed the state income tax on Social Security! &nbsp;That’s right – your Social Security would no longer be taxed in Kansas. &nbsp;Additionally, HB 2284 would have fast-tracked the state income tax on food to 0% on April 1, 2024, instead of waiting for it to occur on January 1, 2025. Lastly, the bill would have increased the amount of residential property exempt from the statewide uniform 20 mill levy from $40,000 to $100,000 of appraised value.According to the Kansas Department of Revenue, if HB 2284 was enacted, over 400,000 Kansans would no longer have an income tax liability – currently it is just over 30,000 Kansans without an income tax liability. &nbsp;It is unfortunate that the opponents of this bill use election year rhetoric to scare you into believing the worst in things. It’s not a perfect bill, but it did enjoy the support of over 84% of Kansas lawmakers. &nbsp;It’s unfortunate that 16% of lawmakers and the single-stroke of the Governor’s veto pen stood in the way of getting Kansans much needed tax relief.Today, the Legislature will begin day #48 out of our allotted 90-day session. &nbsp;All hope is not lost. Rep. Steven Howe offers remarks on income tax legislation

Starting on Wednesday, February 28, and continuing through Friday, March 1, Circle C Paving &amp; Construction of Goddard, Kansas will begin work on the City of Salina’s annual pavement crack sealing project by sealing cracks on the following streets, weather permitting.

The work will take place generally between the hours of 8 a.m. and 5 p.m. Access to properties within work zones will be maintained at all times. “Road Work Ahead” signs will be placed in advance of work zones, and temporary single-lane closures are to be expected. 

Motorists are asked to proceed with caution when approaching work zones for the safety of the crews performing the work.

The annual crack and joint sealing program is an important and costeffective preventive maintenance component of the City of Salina’s annual street repair program. 

Crack sealing the pavement helps prevent water from penetrating into the pavement structure or sub-base material and aids in reducing a number of pavement problems which include: crack spreading; formation of voids under pavement; swelling and shrinking of sub-base materials; freeze-thaw action; alligator cracking; potholing; and complete failure. 

Because of its importance and costeffectiveness, the Department of Public Works strives to seal each asphalt street in Salina no less often than every seven years.

This $498,000 project is part of the City's $5.9 million 2024 street maintenance program.

City of Salina strategic planning workshop, today at Tony's Pizza Event Center

Cities across the state face an elevated risk of wildfires today due to extreme temperatures and high winds for this early in the year.

For Salina, yesterday's temperatures broke the 1896 record of 78 degrees by 2:34 p.m., and by 2:53 p.m., Salina Municipal Airport reported 81 degrees for the city.

"We were nearly 30 degrees above that yesterday, and we will be below that tomorrow," said Wichita National Weather Service Meteorologist Kelly Butler. "We have a high right now for 46 [on Wednesday]."

According to Butler, the record-high temperatures mixed with the winds of a cold front coming through north central Kansas made a recipe for dangerous wildfire conditions.

In town, forecasts show the temperature dropping to the mid-40s by this evening, with possible windchills in the single digits tomorrow morning.

"We're going to have rapidly dropping dew points likely as well, so we're still expecting a fire threat up there in Salina," Butler said. "You want to definitely be really careful with any open flames or anything that might cause a spark — cigarette butts, chains hanging down from a vehicle, anything like that."

Many performed prescribed burns yesterday due to the favorable weather conditions, light winds and warm air temperatures. 

With today's high winds and 20- to 30-degree temperature departures from usual, Butler said some prescribed burns may rekindle into uncontrolled wildfires.

"In Kansas, people need to burn parts of their land for good reason, and there's only a certain number of days a year where that's a good time to do it," Butler said. "They know they won't be able to do it the next day."

Butler said forecasts show that after the dip in temperature tomorrow, the warming trend will start on Thursday and go into the weekend for high temperatures on Saturday and Sunday, hovering in the mid to upper 70s.

NWS meteorologist warns about extreme fire danger after Salina breaks 1896 high-temp record

Grammy award-winning group, Punch Brothers, is coming to Salina in June.&nbsp;

The group, comprised of mandolinist Chris Thile, guitarist Chris Eldridge, bassist Paul Kowert, banjoist Noam Pikelny, and violinist Brittany Haasis will perform at the historic Stiefel Theatre on June 17 at 7:30 p.m.&nbsp;

Pikelny adds, "It made me think of how many times Punch Brothers closed doors for ourselves as far as covering other people's material beyond one or two songs here and there. But I can't imagine making a more personal record, solely through the power of interpretation and delivery. It felt right and proper."

This band of virtuosi had spent more than a decade changing the face of acoustic music, stretching the limitations of instruments, and influencing a generation of young musicians — but life has a way of keeping a band from getting in the same room. Thile elaborates that "these sessions were a reminder for me of what's really important. I felt silly having this band take up so little of my creative year; it reminded me that us five together is critical to my happiness."

Church Street Blues&nbsp;was Tony Rice's great statement. Rice had already made his name as a member of the legendary bluegrass band JD Crowe and The New South. He also pushed the boundaries of string music as a founding member of the David Grisman Quartet, but this album was him on his own, stripped back to just his guitar, his voice, and an inspired collection of songs. Performing songs by heavyweights like Gordon Lightfoot and bluegrass founder Bill Monroe, Rice's interpretations of these songs and tunes have since become the standard.

Punch Brothers formed in 2006. Their first Nonesuch record,&nbsp;Punch, was released in 2008 and combined elements of the band's many musical interests. In 2009, they began a residency at New York City's intimate Lower East Side club The Living Room, trying out new songs and ultimately spawning&nbsp;Antifogmatic&nbsp;(2010). In 2012, the band released&nbsp;Who's Feeling Young Now?, which&nbsp;Q&nbsp;magazine praised for its "astonishing, envelope-pushing vision," while&nbsp;Rolling Stone&nbsp;said, "The acoustic framework dazzles — wild virtuosity used for more than just virtuosity." Punch Brothers to perform at Stiefel Theatre in June

&nbsp;Mahbub Rashid sees cities differently than most people. And you might say the dean of the University of Kansas School of Architecture &amp; Design ought to do that.

But Rashid has taken&nbsp;<a href="https://news.ku.edu/news/article/2017/03/13/new-book-analyzes-cities-geometry">spatial analysis</a>&nbsp;of urban development to the cutting edge of technology — and this view of small-town Kansas suggests to him that much more can be done to promote the health of people who live there.

Rashid’s new book,&nbsp;<a href="https://www.press.jhu.edu/books/title/12573/built-environment-and-population-health-small-town-america">“Built Environment and Population Health in Small-Town America: Learning from Small Cities of Kansas”</a>&nbsp;(Johns Hopkins University Press), looks at how lifestyle behaviors and health indicators are associated with spatial planning and design factors in 36 small Kansas cities with populations between 2,500 and 49,999.

Rashid measured the&nbsp;size and density of each city, its distance from a large city, its daytime population change and the average commuting time of its residents – and he found that all these factors seem to affect how population health is associated with the built environment there.

“A daily two-hour commute is not only a long time in the&nbsp;car, but it also decreases the time one has available to spend with family and friends by that amount,” Rashid said.

Increasing distance from large cities increases isolation — something that has become a reality in small towns with the loss of 20th&nbsp;century transportation options like bus and train service.

“In essence, the&nbsp;relationship&nbsp;between population health and built environment seems to depend on how rural you are,” Rashid said. “And we should develop our design and planning guidelines for small cities with that in mind.

“Having more grocery stores, a better food network or more sidewalks are all desirable to improve population health in small towns, but there may be other ways to accomplish the same ends. For instance, if we are able to reduce&nbsp;commute time to the nearby big city&nbsp;through better public transportation systems, then probably lifestyle will change for the better. People might use parks more, and, as a result, their health and relationships with others might improve.”

Rashid said he sympathized with the various headwinds confronting small-city planners and designers.

“These people are in a bind,” he said. “For reasons beyond their control, they can do very little to keep critical-access-care hospitals, which are often the economic engine of these small cities, from closing down. They can also do very little to get the transportation services these cities need. There is even a resistance, in some cases, to the external government funding that they need to accomplish anything at all. So you see a vicious cycle of decline in the built environment and population health here in these small cities.”

And leaders of Montezuma, he said, “found the balance between the development of wind turbines and their economic interest.”

Rashid is a pioneer in studying population health in relation to the built environments of small cities. He said he hoped the book would offer support to those who care about the health of residents in small cities nationwide.

Rashid said that leaders of small cities should partner regionally to achieve critical mass and take public health into account in all their development decisions.

“Small towns studied in the book are not big enough to have a planner’s office,” Rashid said. “They may have one person who works as a liaison between the city government and the regional bodies. ... So they will need to be a jack of all trades. They need a good understanding of the politics of the place and how to do public relations while applying appropriate planning tools for improving population health.

“A traditional urban-planning mindset may not work for small-town planning and design. And for this, we will need a planning education relevant to small towns.”

And you might say the dean of the University of Kansas School of Architecture &amp; Design ought to do that.But Rashid has taken&nbsp;<a href="https://news.ku.edu/news/article/2017/03/13/new-book-analyzes-cities-geometry">spatial analysis</a>&nbsp;of urban development to the cutting edge of technology — and this view of small-town Kansas suggests to him that much more can be done to promote the health of people who live there.Rashid’s new book,&nbsp;<a href="https://www.press.jhu.edu/books/title/12573/built-environment-and-population-health-small-town-america">“Built Environment and Population Health in Small-Town America: Learning from Small Cities of Kansas”</a>&nbsp;(Johns Hopkins University Press), looks at how lifestyle behaviors and health indicators are associated with spatial planning and design factors in 36 small Kansas cities with populations between 2,500 and 49,999.Rashid measured the&nbsp;size and density of each city, its distance from a large city, its daytime population change and the average commuting time of its residents – and he found that all these factors seem to affect how population health is associated with the built environment there.“A daily two-hour commute is not only a long time in the&nbsp;car, but it also decreases the time one has available to spend with family and friends by that amount,” Rashid said.Increasing distance from large cities increases isolation — something that has become a reality in small towns with the loss of 20th&nbsp;century transportation options like bus and train service.“In essence, the&nbsp;relationship&nbsp;between population health and built environment seems to depend on how rural you are,” Rashid said. “And we should develop our design and planning guidelines for small cities with that in mind.“Having more grocery stores, a better food network or more sidewalks are all desirable to improve population health in small towns, but there may be other ways to accomplish the same ends. For instance, if we are able to reduce&nbsp;commute time to the nearby big city&nbsp;through better public transportation systems, then probably lifestyle will change for the better. People might use parks more, and, as a result, their health and relationships with others might improve.”Rashid said he sympathized with the various headwinds confronting small-city planners and designers.“These people are in a bind,” he said. “For reasons beyond their control, they can do very little to keep critical-access-care hospitals, which are often the economic engine of these small cities, from closing down. They can also do very little to get the transportation services these cities need. There is even a resistance, in some cases, to the external government funding that they need to accomplish anything at all. Saline County Jail Bookings, Feb. 27

A domestic situation turned into a robbery Saturday evening that eventually led Salina Police Department officers to conduct a high-risk traffic stop on a resident.

On Saturday, Feb. 24, in the 1200 block of Crescent Drive, a woman reported to SPD officers that her boyfriend, 40-year-old Jerome Terrance Citizen, robbed the keys to her 2021 Jeep Wrangler from a lanyard around her neck and took the vehicle.

"Through our flock system, we were able to locate the vehicle much later, did a high-risk stop on it, and took him into custody," said SPD Capt. Mike Miller.

A high-risk traffic stop includes multiple patrol vehicles arriving on the scene with guns drawn, where officers will order suspects out of their cars with their backs facing toward law enforcement officers.

Officers will then instruct suspects to walk backward toward the patrol vehicles and have them kneel with their hands placed on or above their heads.

Miller said SPD officers located Citizen on Sunday afternoon around 1:45 p.m. at the Casey's on South Ninth Street and Magnolia Road. After arresting Citizen, officers requested charges for robbery and felony theft.

SPD officers conduct high-risk stop after resident steals his girlfriend's Jeep

Early Saturday morning, Salina Police Department officers reported to the Pilot Travel Center on North Ninth Street for an Abilene resident lying unconscious outside the business.

Around 8:30 a.m., Saturday, Feb. 24, SPD officers found 24-year-old Dylan Wade Woodcox asleep outside the travel center. 

Officers transported Woodcox to Salina Regional Health Center for treatment. SPD Capt. Mike Miller said as officers were attempting to determine the subject's identity, they allegedly found evidence of drug use.

"Officers located a baggie of methamphetamine and another baggie of some unknown substance," Miller said. "At the hospital, the subject was going to be released, so officers went to take him into custody — they put a handcuff on him, a fight broke out, and he ended up running from the hospital in possession of a set of police department handcuffs."

After a short four-block chase, officers arrested Woodcox in the 600 block of South 10th Street. Miller said the handcuffs stolen from officers were also damaged, adding to Woodcox's requested charges.

SPD took Woodcox into custody and requested charges for possession of a narcotic, interference with a law enforcement officer, robbery, possession of drug paraphernalia and criminal property damage.

Saline County Board of Commissioners Feb. 27 meeting agenda

During a regular traffic stop on Sunday, Feb. 25, Salina Police Department officers found almost 250 undocumented oxycodone pills.

According to SPD Capt. Mike Miller, at about 3:30 p.m. Sunday, officers made a traffic stop after witnessing a 2011 gold Dodge Ram 3500 pickup truck failing to yield at a stop sign near the 1200 block of West Crawford Street.

Once SPD officers stopped the vehicle in a parking lot, a K-9 officer alerted on the truck, indicating the presence of narcotics.

"Officers did a search on the vehicle and located two pill bottles," Miller said. "One of them had 208 oxycodone pills, and the other bottle had an additional 33 oxycodone pills."

Miller said during past arrests, some officers recovered pills that looked near-identical with oxycodone but turned out to be fentanyl or oxycodone dupes laced with fentanyl. 

Since the pills lacked a drug tax stamp or any other documentation, officers arrested 34-year-old Jacob Wayne Thompson. Miller said due to the pills' unknown maker or distributor, SPD sent the tablets to a lab to test for fentanyl.

Thompson also allegedly had a 9-year-old child traveling in the truck with him when officers conducted the traffic stop. SPD requested charges for aggravated endangerment of a child, distribution of a stimulant, lack of drug tax stamp and drug paraphernalia.

Miller said Thompson also required an interlock device to drive legally, which Thompson had in the truck, but it was not correctly connected.

SPD officers recover more than 200 oxycodone pills during traffic stop

A local Kansas electrical company found almost $5,000 in spools of copper wires stolen from a company truck last week.

According to the Saline County Sheriff's Office, while <a href="https://www.parelectric.com/">PAR Electric</a>&nbsp;worked at the substation at 2150 E. North Street, an unknown suspect broke into a storage bin on one of their 2018 Freight bucket truck and stole large spools of wire.

Saline County Sheriff Roger Soldan said the spools of wire included eight spools of 12-foot grounding copper wires, three spools of 20-foot cables and an additional three spools of 12-foot copper wires.

PAR Electric left the company truck at the substation overnight from Friday to Saturday. Once the vehicle arrived back at the company lot in Grantville, staff realized the theft.

"They went back and played their video cameras to see if somebody got into their lot to steal the wire," Soldan said. "[The video showed] nobody got into their lot. So it happened when it was there."

Soldan said deputies would continue investigating the theft, but the Sheriff's Office had no suspects. The loss totaled to about $4,560.

 </figure>According to Salina Fire Battalion Chief Chris Stansberry, Salina Fire Engine One arrived on the scene within four minutes of receiving the dispatch. The first arriving engine company started an exterior fire attack to reset the fire. The next arriving engine company worked to put out the flames on the interior of the home. The remaining fire crews performed a primary search and set ladders for second-floor egress. "The fire was contained to the second floor, and the first floor suffered moderate water damage and minor smoke damage," Stansberry said. Primary search was completed on the structure and was reported all clear. Stansberry said no people or firefighters were injured in this fire. The occupant of the home and his dogs were outside when firefighters arrived on scene.&nbsp;The cause of the fire is still under investigation by the SFD prevention department.&nbsp;<figure>
