<img src="https://media.eaglewebservices.com/public/2019/12/1575406519723.jpeg"> By JACKIE MUNDTPratt County farmer and rancher About a decade ago, I moved to the small town where I plan to spend the rest of my life. Excitement filled me, and I rushed to join the community and put down some roots. My excitement quickly deflated. Places to live were scarce, especially because I did not know the right people who had the nice, unadvertised rentals. Attending community events alone earned me a critical stare that seemed to question my motives and character. My only human interaction came from the wonderfully sweet women who attended my church or worked at the extension office because they were hardwired to be excellent, welcoming hosts. For the first time in my life, I was an outsider. It was lonely and miserable. I went a whole year without making any connections with people who were my age or life stage. Then I met Jennifer. She was an outsider, too, but she had been at it longer. She had amassed connections and wheedled her way into many social and community circles by demonstrating her character, willingness to volunteer and her commitment to service. As my first friend in town, she empathized with my isolation and gladly opened doors for me. Almost a decade later, I am happy in the town. It has been a long slow process but I have worked to build a reputation and found a place in the community. My drive to build the type of community in which I want to live and raise my family is respected and appreciated. I will never completely drop the outsider title but I have made peace with that. I have met dozens of people who have encountered the same struggles when moving to rural communities across the country. Outsiders are rarely welcomed with open arms. This cynicism and distrust, which requires a person to prove themselves before they can be part of the community, is detrimental to growing your community. Rural America should be opening its arms to welcome new families instead of excluding them. When you see new people in the community, be like my friend Jennifer. Welcome and encourage new arrivals. Share what you like about your community and provide examples of how you are involved so they can learn about available activities. Make introductions to people who may be helpful or good for them to get to know. Invite them to join you for young professional groups, community organizations or church activities that may interest them. Explain your community’s traditions. New people but will likely want to join in the fun. Keep in mind that they will not be blindly tied to what a community has always done. As their understanding of traditions grow, they may have suggestions for improvements. Listen to their ideas. They are not trying to destroy traditions; they want to be a part of them. Also, new people don’t mind if you don’t take our suggestions, but we do get discouraged when you don’t even consider them. Not everyone will be a great addition to your community, but if you start from the mindset of distrust, you may discourage or drive away the good people who will help your community to thrive and grow in the future. People who make the choice to live in your town should be commended and welcomed. Because today’s outsiders are tomorrow’s neighbors. Insight: The outsiders

Salina Post photo By LESLIE EIKLEBERRYSalina Post Saline County Commissioners Tuesday morning agreed to hold off on sending a letter to the Salina City Commission that would end the county's pursuit of a new lease for Kenwood Park land used for the county's expo center. "First, I want to let you know that commissioners didn't just decide to close the expo center. Deliberations have been ongoing for nearly three years with this commission and even longer if you include past commissions," Commission Chair Robert Vidricksen told the crowd assembled in the commission meeting room. "I don't think there's one person up here who wants to close the facility," he added. During his personal comments, Vidricksen thanked the city for its willingness to negotiate.&nbsp; "I want to thank the city commissioners and city staff for their willingness to negotiate, and I'll respect their decision. They have to do what they see best for the City of Salina. Conversely, it is my responsibility to do what I think is best regarding affairs pertaining to Saline County," he said. Vidricksen noted that Agricultural Hall opened in April 1930 and was an important piece of county history. "I am not against the expo center. I grew up in Salina and Saline County. I recognize the importance of remembering our heritage. I also know what the expo center brings to our youth and their development. I also recognize there is an economic factor to consider," he said. Vidricksen continued, "Media accounts did not reveal the whole story last week. The length of the lease is only part of the proposal. Also tied to the lease proposal is a request for Saline County to invest $5.7 million for upgrades and renovations. That was to be invested in the first five years of the lease agreement. That equals $1,140,000 annually, coupled with the present budget of $354,000, which totals $1,490,000 annually for the expo center. The expo center received rent in 2018 of $80,000, and they're on a pace to do about $95,000 this year. End result: operating deficit of $1.4 million. The bottom line would be about a 2.63 mill levy increase continuing for five years which would only take care of the expo center. We had a 2.43 mill levy increase for 2020 and we're still hearing about it. These projects are proposed to be finished within the first five years of the lease. Being asked to spend that amount of money does not make sense to me for a 25-year lease. At the end of the day, it simply does not make economic sense to me to spend this amount of money for something that has an uncertain future. I don't think that this is what the taxpayer wants us to do." Commissioner Monte Shadwick said that his "stance is not set in stone." Shadwick said he was looking forward to hearing outside-the-box ideas and thoughts on how to proceed on the expo center issue. "Rest assured that this issue is important to all the commission," he said. Shadwick said he has been appoached by many people this week concerning the expo center. "There's one option being discussed that I'm not interest in being a part of, and that is going to the voters for a bond issue to build on the land out south. We're already planning on going to the voters this spring to potentially raise tens of millions to build and renovate a jail. Going to the taxpayers for two votes will not be successful," he said. Shadwick continued, "I'm holding out hope that something can be worked out with the city, but if not, and we want to continue to host the ag events there is a successful model that may work." That model includes a public-private partnership in which individuals interested in the expo center would raise private funds to be used for the facility, Shadwick explained. "I feel that the county has stood up tall in its offer to expend nearly $6 million to upgrade the expo grounds," Commissioner Jim Weese said. "With that amount of expenditure a minimum lease of 40 years is needed to justify the expense of public dollars. We seem to be at an empasse with the city and there comes a time when you just need to agree to disagree." Weese also brought up a local media interview with Dr. Trent Davis in which the Salina mayor said that the expo grounds might be better served by being under one government entity and that, perhaps, that entity should be the city.&nbsp; "We haven't looked at that type of government for the expo center, but maybe that needs to be explored," Weese said. Commissioner Mike White said he was anxious to hear what the persons in the audience had to say about the expo center. Commissioner Roger Sparks said he had received lots of phone calls and emails about the expo center issue in the last week. Sparks, who has served on the fair board, talked about how participation in 4-H was cyclical, with some time periods having more 4-H membership than others. "I would hate to see Ag Hall destroyed," Sparks continued. "Being a tall person, though, Ag Hall isn't conducive to everyone, though. I mean, when you're walking around in the top area, it's dangerous. It's not a&nbsp;really nice place just to walk around." Because of that, Sparks said, he sometimes thinks it would be a good idea to build a new expo center on county-owned land. However, he also wonders why the city can't just sign over the seven acres of land to the county. "If we're going to spend x amount of millions of dollars somewhere, why not start somewhere today and look at the future generations having a nicer place to keep things going," Sparks said. "All said, it's hard for me to believe that the city, working with everything involved, that the city just can't sit back and said 'here. This seven acres in land is here. You guys fit it.'" Sparks said he believed that making improvements to the facility to make it more attractive to horse shows and other activities would benefit the city more than it would the county because of the number of people such shows would bring to town. Vidricksen then allowed members of the audience to make comments. Joint city-county meeting in the evening favoredJoan Ratzlaff, of Salina, said she had attended the city commission meeting on Monday and agreed with City Commissioner Melissa Hodges' suggestion of a joint city-county meeting being conducted in the evening.&nbsp; "Additionally, I'd like to see negotiations being public. It seems odd to me that we have two governing bodies that go into executive session to discuss negotiations with one another when it's the public's business, as sensitive as it might be. So I would just like to see all opportunities afforded to the public to observe and to be involved," she said. More than 10,000 expected for EquiFestJustine Staten, EquiFest event manager, told the commissioners that her organization is bringing its three-day equine expo event to Salina on March 6-8, 2020.&nbsp; "We're very excited about that. We expect an average of at least 10,000, probably more, and we typically have about 2,000 other participants between vendors, exhibitors, volunteers, and staff who come from out of town contributing positively to the economy of Salina," Staten said. "I'm addressing you today both professionally and as a 4-H family participant of the Saline County Expo Center. I understand that negotiations with the city are at an empasse, as we've heard and that you may be considering no further negotiations, which is a sad thought," she added. Staten said she believed there were groups and organizations with vested interests in the continuation of the expo center and that would be willing to help out in some way. She also suggested that perhaps, because of Ag Hall's age that there might be historic preservation funds available to help with funding efforts. "I know that's a huge burden for the county, but when you look at what what that facility does, not just from an economic perspective but what it contributes for the citizens," Staten said. "So there's a lot of wonderful uses of having a community building that's affordable, accessable, and also does bring in outsiders to the community that are an economic impact even though you don't directly see that income. There's a definite appreciation for a facility like the Saline County Expo Center." A blow to prideStacie Lundquist, of Brookville, who serves as a national director of the National Paint Horse Association, told commissioners that she felt like she was preaching to the choir. Lundquist said that when the Kansas Coliseum closed, people in horse associations thought they could just move events to other locations in the state, however, they are seeing shows move to out-of-state locations.&nbsp; "We don't want to see that to continue to happen. We want to host shows in our state. It's been a blow to our pride to watch those shows leave. I'm just going to urge the county and city to get back together and start renegotiating this lease or start renegotiating what we're going to do with the expo," she said.&nbsp; "I know that there's a lot of groups that are willing to help with fundraiser, we just need a direction to start or we need a little bit of guidance from you guys on what we need to do as citizens," Lundquist added. Long history at the expo centerYvonne McCarthy, manager of the Salina Charity Horse Show, noted that while the show is but one event, it has been held at the expo center since 1941.&nbsp; "I also want to point out that because of our show, Salina and Saline County has national exposure. We publish in national magazines. We draw people from the five-state area to our show. Just the one event," she said. McCarthy said her association is happy to help out the county as the county sees fit. "Our biggest concern is, like Stacie said, we don't have any place else to go," she added. A 'horrible location'Abner Perney told the commissioners he was not in favor of moving the expo center to the county's land on South Ohio Street. "I think that's a horrible location, a really bad idea, and a total waste of taxpayers' money. And speaking of taxpayers, one of the things that always seems to be forgotten is that 80 percent of the money, 80 percent of the people in Saline County are in Salina. The citizens of Salina pay to support the county much more than the few thousand people that live in the rural part of the county," he said. Perney said he supported having a public open forum with both commissions present. He also suggest that since there was a Saline County-Ottawa County extension district that perhaps the two counties could go together on an expo center and that a location for such could be the old race track outside Minneapolis. More than just economic impactLinda Lilly, a longtime member of the Tri-Rivers Fair Board, said those involved with the fair take great pride in the impact the fair has on children. A professed horse lover, Lilly also spoke about how horses can change the lives of kids who have suffered losses or have had horrible lives in other ways. Lilly said that having a place such as the expo center was more than the economic impact, it's also about the personal impact events at the expo center have on kids. Minimum upkeep and jailsCarl Garten, Central Kansas Extension director, told the commissioners that only the minimum required had been done as far as the upkeep of the property was concerned. "If we could come to some agreement that this thing is going to be a 40-year lease or what with some check points in there that yeah, we are keeping the maintenance up. We're doing projects on this facility and those types of things, maybe everybody could come to an agreement," Garten said. He continued, "I guess the other concern I have is the fact that in this society today, what are we going to spend? How many millions of dollars for this damn jail? Why can't we take those horse barns that the guys want to get rid of over there and move 'em over here by your jail, and make each one of those horse stalls a little jail room for those who need it and save some money on that facility. I am sorry, but we have spent a lot of money on jails and those types of things where we don't spend the money that we need to on keeping people out of there and keep kids active, and those types of things with whatever project's going on." Ag not going awayEric Brown, president of the Salina Area Chamber of Commerce, said, "the concept that agriculture is going away in the state of Kansas, in Saline County is a fallacy in my opinion. It may look different. It may feel different, but it's not something that's going to go away in the state of Kansas." Brown said that in the last year, "there's been an estimated $1.8 million in economic impact that has either happend at the expo center or at the TPEC or jointly, and then there's a potential next year for another five different conventions to come to town and take up residency at TPEC and the expo center or a combination." According to Brown, there are some ideas that could help reduce the $5.7 million figure. He also noted that the expo center issue had been going on for decades. "We definitely hope that you all will get together again with the city and work through this process and come to an amenable decision that can keep the expo center open that makes financial sense as well," Brown said. The bottom lineCarol Ann Bachofer, rural Brookville, told commissioners that they needed to look at the bottom line.&nbsp; "I think one of the most important things is to look at the bottom line. We need to be self-sufficient. $270,000 in the hole plus the debt incurred from the changes to the expo center, I really have a hard time swallowing that as a taxpayer. If I lived in the City of Salina, I would probably be even more upset," she said. Bachofer said she understands what 4-H does for children, having been involved in 4-H herself. However, she said, "We cannot be emotional about this. We have to look at the bottom line of what's it costing our county and our city. I think both boards have an opportunity to work toward figuring that out." Another measure of successSilvia Rice, Visit Salina director, said the $1.8 million economic impact that Brown mentioned is "a very specific number measuring data that we have, good data that we have, on a very finite number of events. There are many other events that are happening over there that are not included in that number. And most certainly, as Visit Salina, we're looking very specifically at events that are generating visitation and overnight travelers coming in." Rice said that "while I understand, certainly, the concept of the bottom line, I think that what is important to remember is is that when we're talking about economic impact, I know it's a struggle operationally as an organization, as a facility, but despite what we'd like to think, facilities of this type generate dollars for other businesses. They don't necessarily generate numbers for themselves. So, while we're trying to decide whether or not it's a success, we need to take a look at and speak to people who are selling food to the visitors, who are renting hotel rooms to the visitors, who are entertaining folks on their car lots looking at new trucks and trailers. That is a measure of success that is difficult for us to get our hands on and to get our heads wrapped around." At the conclusion of the public comments, the commissioners decided to delay sending the letter to the city. In other business, the commissioners:<ul><li>Awarded a contract to Ponton Construction, Inc., for $92,598.22 (less fixtures) for two bathroom remodels and one new handicap bathroom on the first floor of the Department of Senior Services building.</li></ul> <ul><li>Voted to delay for a week a decision on a construction manager at risk for the jail project.</li></ul>

County delays sending expo center letter to city

Holiday happenings in Abilene this weekend

Dick was born September 17, 1944, in Manhattan, KS to Fran and Vivian Schneiders.&nbsp; He graduated in 1962 from Lucky High School in Manhattan, KS, and in 1973 from KSU with degrees in accounting and computer science.&nbsp; From 1965 to 1969 he served in the USAF special services as a Chinese linguist. + During his career as an accountant, he worked for Kennedy &amp; Co, and Wilson &amp; Co, both of Salina, KS. Dick pursued many passions during his life.&nbsp;He was a member of the Salina Table Tennis Club, the Salina Wheelmen bicycling club, and had competed at nationals with a Salina tennis team and at K-State in straight pool competitions.&nbsp; He loved sports cars, chess, and playing finger-style jazz guitar and ukulele, but most of all he loved listening to music of all forms. Richard (Dick) Schneiders

There's no denying that Valerie Linenberger has a big heart. Now the downtown merchant is directing her energies to helping those less fortunate and bringing joy to others at Christmastime. Linenberger, who owns True Betty Boutique at 108 North Santa Fe Avenue, is organizing a non-denominational Caroling Festival for downtown Salina. The festival is scheduled for 4-6 p.m. on Dec. 21. "I'm doing this because I always loved listening to Christmas carolers as a kid. There aren't many places people can carol anymore and have a lot of people enjoy. Downtown Salina is a perfect place to do just that! The acoustics are phenomenal and I really want to bring the community together. Politics have been so disheartening this year and I want people to feel a sense of community and joy," Linenberger told Salina Post. "Churches, individuals, friends, co-workers and classmates can gather together for a 20-minute performance!" Linenberger wrote in a Facebook post.&nbsp; Groups will be staged throughout downtown. Instead of singing for tips, carolers will each have a box set up to receive canned goods, personal hygiene items, toys, etc., for their parishioners or to donate to other nonprofits. For the closing song of the festival, everyone downtown will join hands to sing the final song together, according to a flier about the festival. "My New Year's resolution this year was to choose joy in all that I do. I've tried to do that all year and this event will be a great event to celebrate joy!" Linenberger told Salina Post. "Plus, gathering food and supplies for those less fortunate will provide joy to so many more!" Singers sought for downtown Caroling Festival

CONCORDIA -- Cloud County Community College’s theatre department will present a live radio play, “Night of the Chicken – Episode one: Origin of the Subspecies.” The play is scheduled for 7 p.m. Dec. 7, in Cook Theatre.&nbsp;The play will be recorded live and replayed on the college radio station, KVCO (88.3) on Feb. 3. &nbsp;Admission is by donation, with proceeds going to help send theatre students to the Kennedy Center American College Theatre Festival in January.&nbsp;“Night of the Chicken” is a coming of age story for the whole family. Andi thought her only worry was winning the next track meet, until she is bitten by a chicken. When she comes into contact with mysterious goo in the chemistry lab, strange things begin to happen.&nbsp;A live radio play is reminiscent of the days before television when stories were produced over the radio. Families would gather around the radio to listen to the weekly installment of the play. Kennell made 6 of 8 3-pointers for the Braves (5-2) and Darrell Brown, who made 4 of 8 behind the arc, added 15 points. Kansas State didn't score for the first 6:09 of the second half to fall behind 44-37. The Wildcats never could catch up. Xavier Sneed led the Wildcats (4-2) with 15 points and Cartier Diarra and Shaun Williams both added 10 points. After strongly criticizing his team's play in a 78-51 loss to Northwestern on Monday, Brian Wardle saw his Braves get off to a great start by going up 14-6 early. "That was out of character," forward Elijah Childs said. "We didn't go out and do what we were told in the game plan. Tonight, we listened to each other instead of bickering." When Kansas State made a 19-9 run to go up 25-23, Bradley didn't back down and led 38-37 at halftime. Wardle liked his team's competitive spirit. Following are his comments. OPENING STATEMENT:&nbsp;"Welcome back. I really don't have much on the injury front. Although, I can tell you that LeSean (McCoy) was not in the concussion protocol. There was a question of that after the game, but that's not where he is at. We didn't talk much after the Chargers game, but it was a good team win. I was proud of the guys for that, the way we ended up finishing the game on the defensive side was very good. Other than that, we've moved on to the Raiders here. We look forward to that challenge of playing the Raiders. We don't really care what happened yesterday, it doesn't matter in the National Football League. You have to be ready every week, in particular when you have an opportunity to play an AFC West opponent. It's really about us getting ourselves ready. That's what we're going to focus on this week. The guys will be back in here tomorrow. That's where all of our energy will go, and in making sure that we clean up and get better at some of the things that we need to take care of. With that, time's yours."&nbsp;Q:&nbsp;Is there any advantage to having a bye week this late in the regular season?&nbsp;REID:&nbsp;"I think it was good to get a little break in there. I got the guys out. We're far enough along in the year to where I felt comfortable doing that. Just let them decompress there a little bit and get healthy. These are long seasons, and one coming this late isn't a bad thing with where we were sitting."&nbsp;Q:&nbsp;Is a break this late in the season any different than what a normal bye week would be?&nbsp;REID:&nbsp;"Not really. With the Monday night game, we came back and met that night – or, morning is what I guess it would be. Tuesday morning, that's when their bye began."&nbsp;Q:&nbsp;How does your bye week change, in terms of work load, dependent upon where the bye week falls in the season?&nbsp;REID:&nbsp;"(Statistical Analysis Coordinator) Mike Frazier does a great job of keeping us up on all of the stats and tendencies and so on throughout the year. It's not like it used to be. I talked to the coaches about this, it's not quite like how it used to be when you didn't have that person to do that. You had to go back and kind of crunch all of the numbers yourself. The bye was quite a little bit of work time for you. Now, you can get a couple of days off and get out and decompress as a coach, and get yourself ready to go for the final few games here. That's what we did, as a staff. It's different in the fact that you have a Monday night game, and then you played in Mexico City, so like you guys, we didn't get back until the morning of Tuesday. You are short a day there, but that's OK, too. There was plenty of time."&nbsp;Q:&nbsp;Was there anything in particular that you saw out of the Raiders yesterday that might indicate a potential weakness that you could expose?&nbsp;REID:&nbsp;"We go through that. They'll go through ours. I think both teams know each other. This is the fourth time that we've played that staff, so they have a pretty good idea of what we do and we have a pretty good idea of what they do. We just have to get ourselves ready. The way that the National Football League is right now, and it really has been, there is a strive for parity and that's kind of where we're at in this league. You better be prepared every week."&nbsp;Q:&nbsp;When you look back to that second quarter against the Raiders a couple of weeks ago, do you feel like whatever you called at that particular point, that you guys were going to make it work?&nbsp;REID:&nbsp;"I mean that was a long time ago. That was Week 2. It seems like a couple of weeks ago, but that was a while back. The guys did a nice job with that in the second quarter there. They executed well and we had the right things up for those particular coverages. But, they have a very experienced defensive coordinator who rolls his coverages quite a bit. There are going to be some good snaps, and then there might be some that might not be so good. You just power through that and keep rolling."&nbsp;Q:&nbsp;What do you think about what you've gotten out of your secondary this year, particularly as of late?&nbsp;REID:&nbsp;"Really, statistically, we're pretty good in the pass game part of it. I've seen gradual improvement as we've gone on. Better communication and a better feeling for the defense. They're really playing well together. We've got plenty of room to get better, so we'll keep working at it. But, we've got some young guys in there playing that are getting better. That's kind of the bottom line."&nbsp;Q:&nbsp;With the amount of turnover in personnel on the defensive side, did you think that it wouldn't be immediate that these guys were going to gel together?&nbsp;REID:&nbsp;"I did feel that. I mentioned it to you guys, I thought that if you could just strive to get a little bit better every week, that would be a good goal. You're not going to have every concept down against every concept that these offensive guys are throwing at you. That takes a little bit of time and reps, and just going through the league here a little bit. The guys have done that. They've done a nice job of getting better every week."&nbsp;Q:&nbsp;Did you feel Charvarius Ward would have advanced to this level so early in his career? REID:&nbsp;“Yeah, well he is a big physical kid for a corner. He’s got good size. He’s a good tackler and he’s long. I just think it’s a matter of, even to this point, just continuing to play. It’s good to see him power through some things. In his short career he’s had some games that weren’t so good. He’s powered through those and gotten himself better which is the primary focus for a young guy as opposed to just going to the tank and collapsing on it, not trusting yourself. At that position, there’s no position that you have to do that more than those corners. You’re on an island out there and you have to have the right mindset. I think he’s done a good job at that.” Q:&nbsp;What do you think are some areas that the offense could improve upon? REID:&nbsp;“Penalties. We need to take care of those. They’ve affected us in the field. It’s affected us in the red zone. We need to make sure we clean that up and that’s something we can do. That’s obvious, I think. The other things are smaller and I’m not going to get into those, but if we take care of that we will be better off all the way around. If you get a penalty in this league on a drive then it cuts your percentages of opportunities to score way down. You need to get rid of those.” Q:&nbsp;With the fact Tyreek Hill didn’t stay in the locker room during the Chargers game, how optimistic are you that his hamstring injury isn’t going to be a lingering issue? REID:&nbsp;“I think he’ll be alright. We’ll see how it goes, but listen, I’m optimistic. I know he loves to play the game and I think he’s been with Rick (Burkholder) a bit this past week. He’s had some things he had to also take care of. I’ll see tomorrow how he’s handled things. He’ll get out and move around a little bit tomorrow.” Q:&nbsp;It’s been a while since the Chiefs and Raiders have played this late in the season where it has been important on postseason play, what does that mean to the NFL to have rivals like this to play a game this meaningful at this point in the season? REID:&nbsp;“You just know when you play the Raiders it’s going to be a battle. They are very well coached. I have a lot of respect for Jon Gruden as a football coach and a friend, obviously. He’s got that group going. They were coming off a three-game win streak there, or four, but they were on a roll. Now you put things on the line here and you get to this part of the season and things count for both teams. It should be a great game and I know Arrowhead will be rocking here on this Thanksgiving weekend. They’ll be ready to go and it should be a great environment for a game with decent weather. All in all it should be good football weather.” Q:&nbsp;In the last couple of games the offense hasn’t been moving at the speed you would like it to, is there anything happening there late in the game and what do you do to improve that going forward? REID:&nbsp;“So, we’ve got to do a better job collectively whether it’s the calls I make or execution. When we run the ball we have to do a better job there and be a little bit more productive. With that, that would be the primary thing when you have a lead, that helps keep the clock rolling and you don’t have to use your short passing game quite as much. You’re able to keep a blend, a productive blend I would say.”

LSU slipped to second Tuesday night and Clemson remained third while Georgia held on at four. If playoff history holds form, three of those top four teams will reach the semifinals. Alabama remained No. 5 in the selection committee's third rankings, with Utah moving up a spot to No. 6. The Utes are the only Pac-12 team in the top 10 after Oregon dropped eight spots to 14th. Oklahoma is seventh followed by Minnesota, Baylor, and Penn State.In each of the first five years of the playoff, three of the top four teams in the rankings heading into rivalry weekend reached the semifinals, including the No. 1 team every time. Now that spot belongs to the Buckeyes. Ohio State beat Penn State last week 28-17, its third victory of the season against team currently ranked along with No. 12 Wisconsin and No. 18 Cincinnati. LSU has beaten No. 5 Alabama, No. 11 Florida and No. 15 Auburn. Memphis is 17th, remaining the highest ranked team from the Group of Five conferences. The highest ranked conference champion from outside the Power Five is guaranteed a spot in the New Year's Six bowls. This year that would be the Cotton Bowl. Shawnee Mission Unitarian Universalist Church says the denial infringes on its exercise of religion, violating the Constitution, state law and federal law.&nbsp;The church, at 9400 Pflumm Road in Lenexa occupies a former elementary school building adjoining commercial and office properties, although the building is zoned residential single family.The church recently partnered with Project 1020, a nonprofit that provides temporary housing to homeless people, to provide overnight shelter for up to 40 homeless individuals per night from December through March. Although the city’s fire marshal approved the plan, Lenexa City Manager Beccy Yocham denied the church’s request, saying it did not conform with the city’s zoning code.&nbsp;&nbsp;Lenexa has no zoning for homeless shelters.&nbsp;<a href="https://www.kansascity.com/news/local/article237359614.html" rel="noopener noreferrer" target="_blank" style="color: rgb(22, 141, 217);">Johnson County itself has just one homeless shelter</a>, with four beds for single adult women.Last winter, Project 1020 served 240 homeless individuals in Johnson County, according to the church’s lawsuit. Under the homeless policy adopted by the church, adult individuals would arrive at the church at 7 p.m. for dinner, sleep on cots in the building’s former classrooms and depart the premises every day at 7 a.m. Church members and Project 1020 volunteers would provide them with support services while they were on the premises.City officials initially had no problem with the plan. But on Oct. 24, the city advised the church that the proposed shelter was “inconsistent” with a residentially zoned area. At a second meeting on Nov. 5, Yocham told church members that it was within her discretion to deny their request, according to the lawsuit. A week earlier,&nbsp;<a href="https://www.flatlandkc.org/news-issues/homeless-in-johnson-county/" rel="noopener noreferrer" target="_blank" style="color: rgb(22, 141, 217);">she was quoted in Flatland</a>, KCPT’s digital magazine, as saying, “I absolutely know there is a need. But we have to think whether it is appropriate, and we don’t think it is here.”Yocham was not available for comment. A spokeswoman for the city said it does not comment on pending litigation. Shawnee Mission Unitarian Universalist Church is represented in the lawsuit by&nbsp;<a href="https://www.shb.com/" rel="noopener noreferrer" target="_blank" style="color: rgb(22, 141, 217);">Shook Hardy &amp; Bacon</a>&nbsp;and the Detroit firm of&nbsp;<a href="https://www.daltontomich.com/" rel="noopener noreferrer" target="_blank" style="color: rgb(22, 141, 217);">Dalton &amp; Tomich</a>, which specializes in religious land use law.Daniel Dalton, one of Dalton &amp; Tomich’s partners, said the city’s action constituted a “substantial burden” on the religious exercise of the church “and there’s no compelling governmental reason why this denial occurred.” “There are other things the city could have done other than an outright denial,” Dalton said. “It wasn’t the least restrictive means.”Among other things, the church alleges the city violated the Religious Land Use and Institutionalized Persons Act, or RLUIPA, which was enacted by Congress in 2000. The law prohibits zoning laws that “substantially burden” the religious exercise of churches. Courts have generally sided with churches that seek to use their buildings to house homeless people. Most recently, after&nbsp;<a href="http://www.startribune.com/first-lutheran-church-sues-st-paul-in-federal-court-over-conditions-placed-on-homeless-shelter/479102353/" rel="noopener noreferrer" target="_blank" style="color: rgb(22, 141, 217);">First Lutheran Church sued the city of St. Paul, Minnesota</a>, a federal judge granted the church’s request to block the city’s imposition of strict conditions on its application to operate a homeless shelter in its basement. Earlier this year,&nbsp;<a href="https://www.twincities.com/2019/02/06/st-paul-approves-legal-settlement-with-daytons-bluff-church-over-homeless-outreach/" rel="noopener noreferrer" target="_blank" style="color: rgb(22, 141, 217);">St. Paul reached a settlement with the church</a>&nbsp;and the operator of the homeless shelter, The Listening House, agreeing to “establish a better process for land-use applications for religious organizations.” Similarly,&nbsp;<a href="https://casetext.com/case/harbor-missionary-church-corp-v-city-of-san-buenaventura" rel="noopener noreferrer" target="_blank" style="color: rgb(22, 141, 217);">a federal appeals court in 2016 found</a>&nbsp;that a California church’s religious exercise was substantially burdened by the city of San Buenaventura’s denial of its request to continue its homeless ministry in the church. Shawnee Mission Unitarian Universalist Church was established in 1967 and has more than 300 members, according to its lawsuit. The church is a member of the Unitarian Universalist Association, which promotes the inherent dignity of every person.The church says charity and service are integral parts of its mission, and in the lawsuit it cites biblical passages that decree providing for the needy. The church “perceives its physical location to be a gift that has allowed the congregation to accomplish their sacred mission to create their beloved community; that is, to build a company of people to act as Jesus would; to serve and shelter the people who are homeless,” the lawsuit states. His route brought him through Salina. At that time, Gmur said he started the walk at Portland, Maine, on June 8, because being an actor in Los Angeles was no longer fulfilling. He explained that he had become an actor to make a lot of money that he could use to help homeless people and people in need of food. While he was able to make a living as an actor, the big money eluded him. “I decided I needed to do something more and I decided to start with homeless veterans,” Gmur said. On Friday night, Gmur posted a YouTube video on his <a href="https://www.facebook.com/MichaelPGmur/" rel="noopener noreferrer" target="_blank">Facebook page</a> of his final mile to the Pacific Ocean on Wednesday.&nbsp; "It has been absolutely amazing. I've met so many wonderful people. I've been helped by complete strangers," Gmur said in the video. On Saturday, Gmur plans to officially end the his cross-continential journey when he jumps into the Pacific Ocean at noon Pacific Time. "The trip was an absolute success," Gmur told Salina Post on Saturday. "I raised money and awareness for homeless veterans. I met amazing people, my soul found peace and healing that I didn't realize I needed so much. I'm a changed man and feel amazing!" Gmur said the lesson he learned was "follow your gut, listen to your heart and don't ask for the help you think someone can offer, ask for the help you need and don't be afraid to do it." He continued, "Life is not necessarily short, but it could be over tomorrow. If you want to do something do it and don't worry about what other people think. If you die tomorrow do you want it to be having lived a life to make someone else happy while you live in misery or make yourself happy? Salina Post photos Union Pacific's Big Boy steam locomotive rolled into Salina Wednesday afternoon to the delight of more than 1,000 people gathered near the old depot. The Big Boy steam locomotive No. 4014 is touring the Union Pacific (UP) system throughout 2019 to commemorate the transcontinental railroad’s 150th anniversary, according to the <a href="https://www.up.com/index.htm" rel="noopener noreferrer" target="_blank" style="color: rgb(45, 55, 72);">UP website</a>. "The Big Boy’s return to the rails is the product of more than two years of meticulous restoration work by the Union Pacific Steam Team. No. 4014 is the world's only operating Big Boy locomotive," the UP website noted.<img src="https://media.eaglewebservices.com/public/2019/11/1574290348289.jpeg">Cellphones were busy as Big Boy rolled up to the old depot area. The huge crowd included school children, parents and grandparents with children, retired railroad workers, veterans, and seemingly persons from all walks of life. One railroader looked around at the crowd and laughed as he told of his boss saying that only 10 people would show up to see Big Boy. Likewise, family played a part in why Salinan Nancy Boden showed up to see Big Boy. "I'm kind of representing my dad. Big Boy's next destination is Ellsworth, where it is scheduled to stop from 9:30-10:15 a.m. at the Lincoln Avenue crossing. From there, it is scheduled to meander through western Kansas and eastern Colorado before concluding its trip Tuesday in Cheyenne, Wyo., where it started its journey on Sept. 27. WASHINGTON (AP) — Two top national security aides who listened to President Donald Trump’s July call with Ukraine’s president are testifying Tuesday at&nbsp;<a href="https://apnews.com/Trumpimpeachmentinquiry" rel="noopener noreferrer" target="_blank" style="color: rgb(28, 167, 218);">House impeachment hearings</a>&nbsp;as the inquiry reaches deeper into the White House. <a href="https://www.c-span.org/video/?466376-1/impeachment-hearing-lt-col-vindman-vice-president-pence-aide&amp;live">Watch the hearing </a> Lt. Col. Alexander Vindman, an Army officer at the National Security Council, and Jennifer Williams, his counterpart at Vice President Mike Pence’s office, say they had concerns as Trump spoke on July 25 with the newly elected Ukraine president about political investigations into Joe Biden. “I found the July 25th phone call unusual because, in contrast to other presidential calls I had observed, it involved discussion of what appeared to be a domestic political matter,” Williams says, in opening remarks. Vindman, who arrived at Capitol Hill in military blue with a chest full of service medals, has said he alerted the NSC’s lead counsel to his concerns.In all, nine current and former U.S. officials are testifying as the House’s impeachment inquiry accelerates. "There was no ambiguity." On both occasions, Vindman said, he took his concerns about the shifting Ukraine policy to the lead counsel at the NSC, John Eisenberg. Williams, a career State Department official who has worked for three presidential administrations and counts former Secretary of State Condoleezza Rice a “personal hero,” said she too had concerns during the phone call, which the aides monitored as is standard practice. When the White House produced a rough transcript later that day, she put it in the vice president’s briefing materials. “I just don’t know if he read it,” Williams testified in a closed-door House interview. Pence’s role throughout the impeachment inquiry has been unclear, and the vice president’s aide is sure to be questioned by lawmakers looking for answers. Trump has already attacked Williams, associating her with “Never Trumpers,” even though there is no indication the career State Department official has shown any partisanship.The president wants to see a robust defense by his GOP allies on Capitol Hill, but so far so far Republicans have offered a changing strategy as the fast-moving probe spills into public view. They’re expected to mount a more aggressive attack on the witnesses as they try to protect Trump. In particular, Republicans are expected to try to undercut Vindman, suggesting he reported his concerns outside his chain of command, which would have been Morrison, not the NSC lawyer. Under earlier questioning, Republicans wanted Vindman to disclose who else he may have spoken to about his concerns, as the GOP inch closer to publicly naming the still anonymous whistleblower whose report sparked the inquiry. GOP Sen. Ron Johnson, who was deeply involved in other White House meetings about Ukraine, offered a sneak preview of this strategy late Monday when he compared Vindman, a Purple Heart veteran, to the “bureaucrats” who “never accepted Trump as legitimate.” “They react by leaking to the press and participating in the ongoing effort to sabotage his policies and, if possible, remove him from office.” It is entirely possible that Vindman fits this profile, said Johnson, R-Wis. The White House has instructed officials not to appear, and most have received congressional subpoenas to compel their testimony.Later Tuesday afternoon, the House will hear in the afternoon from former NSC official Timothy Morrison and Kurt Volker, the former Ukraine special envoy. The witnesses are testifying under penalty of perjury, and Sondland already has had to amend his earlier account amid contradicting testimony from other current and former U.S. officials. Sondland, the wealthy donor whose routine boasting about his proximity to Trump has brought the investigation to the president’s doorstep, is set to testify Wednesday. Others have testified that he was part of a shadow diplomatic effort with the president’s personal lawyer, Rudy Giuliani, outside of official channels that raised alarms.Morrison has referred to Burisma as a “bucket of issues” — the Bidens, Democrats, investigations — he had tried to “stay away” from. Sondland met with a Zelenskiy aide on the sidelines of a Sept. 1 gathering in Warsaw, and Morrison, who was watching the encounter from across the room, testified that the ambassador told him moments later he pushed the Ukrainian for the Burisma investigation as a way for Ukraine to gain access to the military funds. Volker provided investigators with a package of text messages with Sondland and another diplomat, William Taylor, the charge d’affaires in Ukraine, who grew alarmed at the linkage of the investigations to the aid. Cell Drawings, an exhibition by artist Benjamin Todd Wills is at Salina Art Center, 242 S. Santa Fe, Wednesday through Jan. 5, 2020.&nbsp; Wills has been corresponding with inmates for years. When he began, many of the first responses came from people who had been housed in solitary confinement. Over the years, Wills has collected a large number of cell drawings. The drawings all depict essentially identical spaces, but they come on different colored papers, some with 3D shading, some as birds’ eye views with everything labeled. “Bed mat is about 1½ inches thick,” one reads.&nbsp; Wills took one of these drawings and built it to its real-life dimensions. Stepping inside feels like entering a strange, cartoon world, where one is immediately aware of the confines of the space—eight feet long, six feet wide and ten feet high.&nbsp; Gallery admission is always free. While visiting Cell Drawings, guests can also see AVAP, a scientific inquiry and Grey Area, works by Chris Pahls. The Art Center strives to enrich, inspire, educate, engage, and foster creativity. It’s all done by creating exchanges among art, artists, and audiences that reveal life.
