Barbara E. Wallace, 80, of McPherson, KS, passed away on Friday, July 7, 2023, at her vacation home in Dubois, WY.&nbsp;&nbsp;

Barbara was born on February 14, 1943, at the Menorah Hospital in Kansas City, MO, the daughter of James and Ruth (Gordon) Benson.&nbsp; She spent her earlier years in Russellville, MO, attending school and enjoying summers with her grandparents, aunts, and uncles.&nbsp; She either attended the &nbsp;Church of Christ there in Russellville or in Kansas City, KS.&nbsp; Following graduation from Wyandotte High School (Kansas City, KS) in 1961, she began working as a secretary for a local business.&nbsp;

On July 26, 1968, Barbara married Larry Roland Wallace in Kansas City, MO.&nbsp; Larry had a daughter, Kimberly, and Barbara welcomed her with open arms.&nbsp; At this time, Larry was the general manager for Gene Cable Chevrolet.&nbsp; On March 3, 1974, Larry and Barbara were blessed with the birth of their son, Chris.&nbsp; The family lived in the Kansas City area until April 1978, when they moved to McPherson, KS and purchased Turner Chevrolet, which would later become Wallace Chevrolet-Oldsmobile, Inc.&nbsp;&nbsp;

Larry and Barbara enjoyed traveling together.&nbsp; They visited many places in the United States including Alaska and Hawaii.&nbsp; They also traveled to Canada, Asia, Europe, Africa, and the Caribbean.&nbsp; They also made many trips to Kansas City, Nevada, Missouri, and Colorado Springs to visit family.&nbsp;&nbsp;

Barbara enjoyed fishing with Larry, working puzzles, and bird watching, having marked many pages in her bird book.&nbsp; Barbara and Larry purchased their vacation home in Dubois, WY, and soon, the mountains became her favorite place to be.&nbsp; She had numerous hummingbird feeders out and enjoyed watching deer in their yard.

Her pride and joy were her six grandchildren, Megan, Eric, Tiffany, Trisha, Alayna, and Hayden.&nbsp; She loved spending time with them and attending their many activities.&nbsp; She even had a separate grandchildren calendar just to record all their activities, never wanting to miss an event.&nbsp; She enjoyed playing games with them. Some of the favorite games were Pitch, Stinko, and Solitaire.&nbsp; As the grandchildren got older, she would wait by the phone for their calls.

Barbara especially enjoyed Christmas eve, breaking out the Christmas carol books and singing with the family.&nbsp; Watching the grandchildren perform and open presents was a special highlight of hers.&nbsp; Her family would insist on Thanksgiving and Christmas be at her house every year as she was known for her “silver trays” full of various sides to go with the turkey and ham.

Attending her P.E.O. Chapter HI meetings, swimming with the neighbors, attending McPherson Opera House shows, and getting her hair done were some of her other favorites.&nbsp; A memorable evening at the McPherson Opera House was meeting and visiting with Larry Gatlin and The Gatlin Brothers.&nbsp; She even had her picture taken with them.&nbsp;

Barbara loved God and was a member of McPherson Church of Christ.&nbsp;&nbsp;

Survivors include: children, Kimberly (Evan) McHugh of Knoxville, TN and Chris (Catrina) Wallace of Moundridge, KS; and six grandchildren, Megan McHugh of the Netherlands, Eric McHugh of Knoxville, TN, Tiffany McChesney of Fort Lauderdale, FL, Trisha McHugh of Indianapolis, IN, Alayna Wallace of Kansas City, MO, and Hayden Wallace of Moundridge, KS.

She was preceded in death by her parents, husband, and siblings, Linda Maurer and Gordon Benson.

The family will receive friends&nbsp;from 5:00 PM until 8:00 PM, Friday, July 28, 2023, at Stockham Family Funeral Home.&nbsp; A private graveside service will be held at McPherson Cemetery.

SEDGWICK COUNTY —Law enforcement authorities investigating the July 2, mass shooting at the City Nightz club in Wichita's Old Town are asking the public for help to locate&nbsp;23-year-old Jaylen Thomas of Wichita for questioning in connection to the incident.

On Friday police arrested 19-year-old Ameir King-Ingram and booked him into the Sedgwick County jail for his role in the shooting.

Just before noon Monday police booked 27-year-old John D. Houze on requested charges of of aggravated battery and criminal possession of a firearm by a felon, as well as a Kansas Department of Corrections warrant stemming from the shooting.

Just before 1a.m. July 2, police responded to the club in the 200 Block of North Washington, according to Police Lt. Aaron Moses.

There were nine people with gunshot wounds and two people were trampled during the mass exodus out of the club.&nbsp;&nbsp;No one was killed but one person was critically injured.&nbsp; Police originally arrested a Missouri man as a suspect.&nbsp;He was released from jail after the Sedgwick County District Attorney determined he was acting in self defense.

The investigation indicates there were at least four firearms discharged inside the club. Police&nbsp; also seized an additional four firearms as part of the investigation.

The shooting victims included a 21-year-old man, 26-year-old man, 24-year-old woman, 34-year-old man, 21-year-old woman, 30-year-old man, 24-year-old man. The traumatic injury victims were a 31-year-old woman and a 30-year-old man, according to Moses. Two additional gunshot victims checked into the hospital later Sunday.

King-Ingram is being held on requested charges that include two counts of aggravated battery and one count of criminal possession of a firearm by a felon, according to Officer Juan Rebolledo.

Kansas mass shooting suspect still hiding from police

Law enforcement authorities are investigating a suspect on drug allegations after a traffic stop on Interstate 135.

Just after 1:38 a.m. Friday, a Salina Police Officer conducted a traffic stop on a vehicle for following too closely and making and unsafe lane change,&nbsp;according to SPD Sergeant Kyle Tonniges.

When conducting the traffic stop the officers smelled the odor of marijuana coming from the vehicle. They searched the vehicle and located 36.4 pounds of THC oil.

The passenger of the vehicle confessed to purchasing the drugs.&nbsp; Lance Fane, 21, Ind., was&nbsp;arrested for distribution of marijuana, possession of drug paraphernalia.&nbsp;

 </figure>SEDGWICK COUNTY —Law enforcement authorities investigating the July 2, mass shooting at the City Nightz club in Wichita's Old Town are asking the public for help to locate&nbsp;23-year-old Jaylen Thomas of Wichita for questioning in connection to the incident.On Friday police arrested 19-year-old Ameir King-Ingram and booked him into the Sedgwick County jail for his role in the shooting.<figure>

 </figure>Just before 1a.m. July 2, police responded to the club in the 200 Block of North Washington, according to Police Lt. Aaron Moses.There were nine people with gunshot wounds and two people were trampled during the mass exodus out of the club.&nbsp;&nbsp;No one was killed but one person was critically injured.&nbsp; Police originally arrested a Missouri man as a suspect.&nbsp;He was released from jail after the Sedgwick County District Attorney determined he was acting in self defense.The investigation indicates there were at least four firearms discharged inside the club. Police&nbsp; also seized an additional four firearms as part of the investigation.The shooting victims included a 21-year-old man, 26-year-old man, 24-year-old woman, 34-year-old man, 21-year-old woman, 30-year-old man, 24-year-old man. The traumatic injury victims were a 31-year-old woman and a 30-year-old man, according to Moses. Two additional gunshot victims checked into the hospital later Sunday.King-Ingram is being held on requested charges that include two counts of aggravated battery and one count of criminal possession of a firearm by a felon, according to Officer Juan Rebolledo.

New laws that went into effect this month in Kansas could have a significant impact on the lives of residents. But some may still face the scrutiny of a court challenge.

New laws that range from the definition of male and female to testing for a lethal drug to abortion pill regulations took effect in Kansas this month.

It’s unclear how many of them will survive likely court challenges.

The fresh statutes reflect the Legislature’s increasingly aggressive approach to America’s culture wars — with a particular focus to restrict, rather than recognize, transgender rights — over Democratic Gov. Laura Kelly’s sometimes toothless objections.

But lawmakers also found some ways to find bipartisan bargains, like one change in law that legalized fentanyl test strips as a way to reduce overdose deaths.

Here are some of the most consequential new laws in Kansas:

Men and women are now defined by their sex assigned at birth.

But it appears the true ramifications of the law will need to be resolved in court.

Republican Attorney General Kris Kobach said he plans to sue Kelly’s administration after the governor announced the law would not change how Kansas Department of Health and Environment and the Kansas Department or Revenue issue identification.

The state agencies will continue to allow residents&nbsp;<a href="https://www.kcur.org/2023-06-29/kelly-kobach-split-over-what-a-new-law-means-for-transgender-kansans-ids" target="_blank">to change the gender on their birth certificates and IDs</a>. Kobach had previously said the new law meant the state must reverse gender changes on both.

However, the new law appears to contradict a 2019 federal ruling. In that case, the court ordered Kansas to allow transgender residents to change their IDs.

Transgender girls will no longer be allowed to participate in girls sports for schools and colleges.

Republican lawmakers argued the law was needed because student athletes assigned male at birth have a biological advantage in sports over girls. (Experts say that physical advantage&nbsp;<a href="https://www.npr.org/2021/05/24/999897243/this-researcher-is-trying-to-settle-the-transgender-athlete-debate-using-science" target="_blank">subsides with hormone therapy</a>, particularly if it begins before puberty.)

Kelly initially vetoed the bill — the third time she’d rejected similar legislation in three years. But Republicans rallied enough votes — including one from&nbsp;<a href="https://www.kcur.org/news/2023-05-25/this-kansas-democrat-helped-pass-transgender-restrictions-he-still-enjoys-support-in-his-district" target="_blank">Democratic Rep. Marvin Robinson</a>&nbsp;— to enact the law. But the law may also be challenged in court.

Meanwhile, the change is&nbsp;<a href="https://www.kcur.org/news/2023-04-05/kansas-lawmakers-override-democratic-governors-veto-enacting-ban-on-transgender-athletes" target="_blank">not expected to have a widespread impact</a>&nbsp;on Kansas student athletes.

Jeremy Holaday, a spokesperson for the Kansas State High School Activities Association, said of the 106,000 students participating in the organization’s sports and activities during the 2022-23 school year, only one of the students would still be when it went into effect.

&nbsp;Fentanyl test strips are no longer considered drug paraphernalia. That allows them to be used to&nbsp;<a href="https://www.kcur.org/news/2023-05-28/fentanyl-test-strips-will-finally-be-legal-in-kansas-helping-protect-people-from-a-deadly-poison" target="_blank">detect whether other drugs are laced with deadly fentanyl</a>.

Several attempts to legalize the test strips failed in recent years. But this year, lawmakers heard gut-wrenching testimony from Kansas parents who lost children to drug overdoses.

The change received broad bipartisan support. When the bill was signed into law, Republican Rep. Stephen Owens said the test strips can help save lives.

“These issues that are so critical,” Owens said, “can be bipartisan issues that we can move forward together to make Kansas a better place.”

Statute of limitations for child sex crimes

Prosecutions of child sex crimes no longer have a statute of limitations. Similar to murder and rape cases, prosecutors can now bring cases to trial decades after the crime.

Additionally, victims of child sex abuse have until they are 31 years old to pursue civil lawsuits against abusers. Previously, the state required those lawsuits to be filed before the victim turned 21 years old.

Lawmakers considered the change after a Kansas Bureau of Investigation report<a href="https://www.kcur.org/news/2023-01-06/report-finds-catholic-church-in-kansas-covered-up-sexual-abuse-of-children-by-priests-for-decades" target="_blank">&nbsp;documented decades of sexual abuse</a>&nbsp;by Catholic priests in the state. The agency also concluded that the state’s statute of limitations hindered criminal prosecutions.

The new law received unanimous support in the Legislature.

Doctors are now required to provide abortion patients with information about the reversibility of the abortion pill mifepristone. The information is medically unsubstantiated and medical groups argue studies supporting the idea are flawed.

Although the law is on the books, the state won’t enforce it until a court weighs in.

Kobcah reached an agreement with abortion providers to&nbsp;<a href="https://www.kcur.org/news/2023-06-20/kobach-and-kansas-clinics-agree-to-delay-enforcement-of-abortion-pill-reversal-law" target="_blank">wait until the court rules on a request for a temporary injunction</a>. Abortion providers are challenging the law and several others for violating the state constitutional right to an abortion.

New abortion, gender and drug laws are now in effect in Kansas

SHAWNEE COUNTY — Law enforcement authorities are investigating a Kansas man for alleged drug distribution.&nbsp;

Just after 1p.m. Thursday, a deputy with the Shawnee County Sheriff’s Office conducted a traffic stop on a black Lexus&nbsp;near&nbsp;SW 29th&nbsp;Street&nbsp;and SW Wanamaker Road for an improper turn, according to Deputy Abigail Christian. The driver had a suspended driver’s license.

During the investigation, the deputy found illegal narcotics.

Shortly before 2 pm, a subsequent narcotics related search warrant was executed in the 6100 block of SW 26th&nbsp;Court. Additional illegal narcotics and paraphernalia were located.

Deputies arrested Julian L. Williams, 55, of Topeka and booked him into the Shawnee County Department of Corrections on requested charges of&nbsp; possession of cocaine with intent to distribute, possession of drug paraphernalia with intent to distribute, possession of marijuana with intent to distribute, driving while license suspended and improperly making a left turn.

JACKSON COUNTY —Law enforcement authorities are investigating a suspect on drug allegations.

Just after 9:30a.m.&nbsp; July 5, a Sheriff’s Deputy conducted a traffic stop near 178th and U.S. Highway 75 on a 2013 Ford Focus for an alleged traffic infraction, according to Sheriff Tim Morse.

 During the course of the traffic stop, a deputy discovered items believed to be illegal drug contraband.  The driver, Heather Ann Stebbins, 36, of Lincoln, Nebraska was arrested by deputies and. her booked into the Jackson County Jail on requested charges of possession of methamphetamine, possession of drug paraphernalia and endangering a child.

SEDGWICK COUNTY —Law enforcement authorities investigating the July 2, mass shooting at the City Nightz club in Wichita's Old Town arrested 19-year-old Ameir King-Ingram and booked him into the Sedgwick County jail just after noon Friday, according to online jail records.&nbsp;

Just before 1a.m. last Sunday, police responded to the club in the 200 Block of North Washington, according to Police Lt. Aaron Moses.

 </figure>Just before 1a.m. last Sunday, police responded to the club in the 200 Block of North Washington, according to Police Lt. Aaron Moses.There were nine people with gunshot wounds and two people were trampled during the mass exodus out of the club.&nbsp;&nbsp;No one was killed but one person was critically injured.&nbsp; Police originally arrested a Missouri man as a suspect.&nbsp;He was released from jail after the Sedgwick County District Attorney determined he was acting in self defense.The investigation indicates there were at least four firearms discharged inside the club. Police&nbsp; also seized an additional four firearms as part of the investigation.The shooting victims included a 21-year-old man, 26-year-old man, 24-year-old woman, 34-year-old man, 21-year-old woman, 30-year-old man, 24-year-old man. The traumatic injury victims were a 31-year-old woman and a 30-year-old man, according to Moses. Two additional gunshot victims checked into the hospital later Sunday.King-Ingram is being held on requested charges that include two counts of aggravated battery and one count of criminal possession of a firearm by a felon, according to Officer Juan Rebolledo.

Police make arrest for mass shooting at Wichita night club

DES MOINES, Iowa (AP) — The first of two Iowa teenagers who&nbsp;<a href="https://apnews.com/article/iowa-teens-teacher-beating-death-f3acd07dff116cb2c7311b3ad2b44d9b" target="_blank">pleaded guilty to beating</a>&nbsp;their high school Spanish teacher to death&nbsp;<a href="https://apnews.com/article/sports-baseball-media-social-media-homicide-8d2536fb9668f3767b832c4d88b3f041" target="_blank">with a baseball bat</a>&nbsp;was sentenced Thursday to life with a possibility of parole after 35 years in prison.

A judge sentenced Willard Miller after a sentencing hearing that lasted more than seven hours.

Miller and another teen, Jeremy Goodale, had pleaded guilty in April to the 2021 attack on Nohema Graber. The 66-year-old teacher was fatally beaten while taking her regular afternoon walk in a park in Fairfield.

In sentencing Miller, District Court Judge Shawn Showers acknowledged Miller’s young age but also noted he had “cut Nohema Graber’s precious life short,” devastating her family and the community.

“I find that your intent and actions were sinister and evil. Those acts resulted in the intentional loss of human life in a brutal fashion,” Showers said. “There is no excuse.”

As part of the plea agreement, prosecutors had recommended Miller receive a term of between 30 years and life in prison, with the possibility of parole. Goodale is to be sentenced later.

Before being sentenced, Miller said in court Thursday that he accepted responsibility for the killing and apologized to the Graber family.

“I would like to apologize for my actions, first and foremost to the family,” he said. “I am sincerely sorry for the distress I have caused you and the devastation I have caused your family.”

Miller also apologized to the Fairfield community, his own family, Goodale’s family and the police.

“I’m realizing just the magnitude of my actions, and I know it’s wrong and I knew it was wrong and yet I still carried through,” he said. “I still did what I did, and I accept responsibility for that.”

Ten of Graber’s relatives either read or submitted victim impact statements that described the woman as kind, caring and devoted to her family, students and church. Several also blamed Miller and Goodale for the recent death of Graber’s husband, who suffered from cancer but delayed treatment amid his depression over the murder.

“I hope you open your soul to the lord and maybe ask for forgiveness there first because you’re on a spiral straight to hell,” Graber’s brother-in-law, Jim Graber said while staring at Miller.

Miller and Goodale killed Graber on Nov. 2, 2021, in a park where the teacher routinely walked after school. Prosecutors said the teens, who were 16 at the time, were angry at Graber because of a&nbsp;<a href="https://apnews.com/article/crime-homicide-iowa-des-moines-fairfield-42eba22bc42bf9e52a165478916072c4" target="_blank">bad grade she had given</a>&nbsp;Miller.

Under Goodale’s agreement to plead guilty, prosecutors had recommended a sentence of between 25 years and life with the possibility of parole. Goodale’s sentencing is scheduled for August, but his lawyers have sought a delay in the hearing.

Thursday’s sentencing hearing at the Jefferson County Courthouse in Fairfield initially focused on investigators who described how officers found Graber’s body. They also talked about social media postings that led them to question and then arrest Miller and Goodale. Prosecutors also played recordings of police interviews with both teens and displayed photographs of the crime scene, including graphic images of Graber’s body.

Iowa Division of Criminal Investigation agent Trent Vileta recalled police finding Graber’s body under a tarp in Chautauqua Park. A wheelbarrow and railroad tie had been placed over the tarp, making it hard to see the body, with only a shoe and a hand visible.

After pulling back part of the tarp, Vileta said the only significant injury to Graber appeared to be a severe head wound.

In the interview, Miller initially said he knew nothing about Graber’s disappearance but later said he saw other people carrying her body in the park.

Goodale testified earlier that he and Miller had planned the killing for about two weeks and that both of them struck the victim and then hid her body. Goodale said Miller had initiated the plan. Miller admitted helping but denied hitting Graber.

The two were&nbsp;<a href="https://apnews.com/article/crime-homicide-iowa-fairfield-f4d1329baedb35bfe41f7a7b5a15173c" target="_blank">charged as adults</a>, but because of their age they were not subject to a mandatory sentence of life without parole for first-degree murder. Miller is now 17 and Goodale is 18.

Fairfield, a city of 9,400 people, is about 100 miles (160 kilometers) southeast of Des Moines.

Teen sentenced for killing Spanish teacher over bad grade

WASHINGTON (AP) — Seeking a valid U.S. passport for that 2023 trip? Buckle up, wishful traveler, for a very different journey before you step anywhere near an airport.

A much-feared backup of U.S passport applications has smashed into a wall of government bureaucracy as worldwide travel rebounds&nbsp;<a href="https://apnews.com/video/transportation-security-administration-pandemics-travel-and-tourism-us-department-of-28113d77ccab463d88bcf97c7744b8e0">toward</a>&nbsp;record pre-pandemic&nbsp;<a href="https://apnews.com/article/hajj-hospitality-mecca-construction-ce3c894d6f464aa70069be1a20f8ef5e">levels</a>&nbsp;— with too few humans to handle the load. The result, say aspiring travelers in the U.S. and around the world, is a maddening pre-travel purgatory defined, at best, by costly uncertainty.

With family dreams and big money on the line, passport seekers describe a slow-motion agony of waiting, worrying, holding the line, refreshing the screen, complaining to Congress, paying extra fees and following incorrect directions. Some applicants are buying additional plane tickets to snag in-process passports where they sit — in other cities — in time to make the flights they booked in the first place.

So grim is the outlook that U.S. officials aren't even denying the problem or predicting when it will ease. They're blaming the epic wait times on&nbsp;<a href="https://apnews.com/article/who-declares-covid-emergency-over-pandemic-8b6445735df5218b5d9d6ec32fa047ca">lingering pandemic</a>&nbsp;-related staffing shortages and a pause of online processing this year. That’s left the passport agency flooded with a record-busting 500,000 applications a week. The deluge is on-track to top last year’s 22 million passports issued, the State Department says.

Stories from applicants and interviews by The Associated Press depict a system of crisis management, in which the agencies are prioritizing urgent cases such as applicants traveling for reasons of “life or death” and those whose travel is only a few days off. For everyone else, the options are few and expensive.

So, 2023 traveler, if you still need a valid U.S. passport, prepare for an unplanned excursion into the nightmare zone.

‘PLENTY OF TIME’ TO ‘WE’LL STILL BE OK' TO BIG PROBLEMS

It was early March when Dallas-area florist Ginger Collier applied for four passports ahead of a family vacation at the end of June. The clerk, she said, estimated wait times at eight to 11 weeks. They'd have their passports a month before they needed them. "Plenty of time," Collier recalled thinking.

Then the State Department upped the wait time for a regular passport to as much as 13 weeks. “We'll still be okay,” she thought.

At T-minus two weeks to travel, this was her assessment: “I can’t sleep." This after months of calling, holding, pressing refresh on a website, trying her member of Congress — and stressing as the departure date loomed. Failure to obtain the family’s passports would mean losing $4,000, she said, as well as the chance to meet one of her sons in Italy after a study-abroad semester.

“My nerves are shot, because I may not be able to get to him,” she said. She calls the toll-free number every day, holds for as much as 90 minutes to be told — at best — that she might be able to get a required appointment at passport offices in other states.

“I can’t afford four more plane tickets anywhere in the United States to get a passport when I applied in plenty of time,” she said. “How about they just process my passports?”

THE AMERICAN GOVERNMENT HAS A CULPRIT: COVID

By March, concerned travelers began asking for answers and then demanding help, including from their representatives in the House and Senate, who widely reported at&nbsp;<a href="https://www.youtube.com/watch?v=QOJSPjuQFp0">hearings</a>&nbsp;this year that they were receiving more complaints from constituents on passport delays than any other issue.

The U.S. secretary of state had an answer, of a sort.

“With COVID, the bottom basically dropped out of the system,” Antony Blinken&nbsp;<a href="https://www.youtube.com/watch?v=Qcras2-XhdE">told a House subcommittee March 23</a>. When demand for travel all but disappeared during the pandemic, he said, the government let contractors go and reassigned staff that had been dedicated to handling passports.

Around the same time, the government also halted an online renewal system "to make sure that we can fine tune it and improve it," Blinken said. He said the department is hiring agents as quickly as possible, opening more appointments and trying to address the crisis in other ways.

Passport applicants lit up social media groups, toll-free numbers and lawmakers' phone lines with questions, appeals for advice and cries for help. Facebook and WhatsApp groups bristled with reports of bewilderment and fury. Reddit published eye-watering diaries, some more than 1,000 words long, of application dates, deposits submitted, contacts made, time on hold, money spent and appeals for advice.

It was 1952 when a law required, for the first time, passports for every U.S. traveler abroad, even in peacetime. Now, passports are processed at centers around the country and printed at secure facilities in Washington, D.C. and Mississippi, according to the Government Printing Office.

But the number of Americans holding valid U.S. passports has grown at roughly 10% faster than the population over the past three decades, according to Jay Zagorsky, an economist at Boston University's Questrom School of Business.

After passport delays derailed his own plans to travel to London earlier this year, Zagorsky found that the number of U.S. passports per American has soared from about three per 100 people in 1989 to nearly 46 per 100 people in 2022. Americans, it turns out, are on the move.

“As a society gets richer," says Zagorsky, "the people in that society say, ‘I want to visit the rest of the world.'”

FOR AMERICANS AND OTHERS ABROAD, IT'S NO PICNIC EITHER

At U.S. consulates overseas, the quest for U.S. visas and passports isn't much brighter.

On a day in June, people in New Delhi could expect to wait 451 days for a visa interview, according to the website. Those in Sao Paulo could plan on waiting more than 600 days. Aspiring travelers in Mexico City were waiting about 750 days; in Bogota, Colombia, it was 801 days.

In Israel, the need is especially acute. More than 200,000 people with citizenship in both countries live in Israel. It's one appointment per person, even for newborns, who must have both parents involved in the process, before traveling to the United States.

Batsheva Gutterman started looking for three appointments immediately after she had a baby in December, with an eye toward attending a family celebration in July, in Raleigh, N.C.

Her quest for three passports stretched from January to June, days before travel. And it only resolved after Gutterman payed a small fee to join a WhatsApp group that alerted her to new appointments, which stay available for only a few seconds. She ultimately got three appointments on three consecutive days — bureaucracy embodied.

“We had to drive the entire family with three small children, an hour-and-a-half to Tel Aviv three days in a row, taking off work and school,” she said. “This makes me incredibly uneasy having a baby in Israel as an American citizen, knowing there is no way I can fly with that baby until we get lucky with an appointment.”

Recently, there appeared to be some progress. The wait for an appointment for a renewed U.S. passport stood at 360 days on June 8. On July 2, the wait was down to 90 days, according to the web site.

FRUSTRATING TALES EMERGE FROM THE TRENCHES

Back in the U.S., Marni Larsen of Holladay, Utah, stood in line in Los Angeles, California, on June 14, in hopes of snagging her son's passport. That way, she hoped, the pair could meet the rest of their family, who had already left as scheduled for Europe, for a long-planned vacation.

She'd applied for her son's passport two months earlier and spent weeks checking for updates online or through a frustrating call system. As the mid-June vacation loomed, Larsen reached out to&nbsp;<a href="https://www.youtube.com/watch?v=QOJSPjuQFp0">Sen. Mitt Romney</a>&nbsp;’s office, where one of four people he says is assigned full-time to passport issues were able to track down the document in New Orleans.

It was supposed to be shipped to Los Angeles, where she got an appointment to retrieve it. That meant Larsen had to buy new tickets for herself and her son to Los Angeles and reroute their trip from there to Rome. All on a bet that her son's passport was indeed shipped as promised.

“We are just waiting in this massive line of tons of people,” Larsen said. “It’s just been a nightmare.”

They succeeded. But not everyone has been so lucky.

Miranda Richter applied in person to renew passports for herself and her husband, as well as apply a new one on Feb. 9 for a trip with their neighbors to Croatia on June 6. She ended up canceling, losing more than $1,000.

Her timeline went like this: Passports for her husband and daughter arrived in 11 weeks, while Richter's photo was rejected. On May 4, she sent in a new one via priority mail. Then she paid a rush fee of $79, which was never charged to her credit card. Between May 30 and June 2, four days before travel, Richter and her husband spent more than 12 hours on the national passport line while also calling their congressman, senators and third-party couriers.

Finally, she showed up in person at the federal building in downtown Houston, 30 minutes before the passport office opened. Richter said there were at least 100 people in line.

“The security guard asked when is my appointment, and I burst out in tears,” she recalls. She couldn't get one. “It didn't work."

“I just got my passports!” Ginger Collier texts.

She ended up showing up at the passport office in Dallas with her daughter-in-law at 6:30 a.m. and being sorted into groups and lined up against walls. Finally they were called to a window, where the agent was “super nice” and pulled all four of the family's applications — paperwork that had been sitting in the office since March 17. More than seven hours later, the two left the office with directions to pick up their passports the next day.

“What a ridiculous process,” Collier says. Nevertheless, the reunion with her son in Italy was sweet. She texted last week: “It was the best hug ever!”

They're blaming the epic wait times on&nbsp;<a href="https://apnews.com/article/who-declares-covid-emergency-over-pandemic-8b6445735df5218b5d9d6ec32fa047ca">lingering pandemic</a>&nbsp;-related staffing shortages and a pause of online processing this year. That’s left the passport agency flooded with a record-busting 500,000 applications a week. The deluge is on-track to top last year’s 22 million passports issued, the State Department says.Stories from applicants and interviews by The Associated Press depict a system of crisis management, in which the agencies are prioritizing urgent cases such as applicants traveling for reasons of “life or death” and those whose travel is only a few days off. For everyone else, the options are few and expensive.So, 2023 traveler, if you still need a valid U.S. passport, prepare for an unplanned excursion into the nightmare zone.‘PLENTY OF TIME’ TO ‘WE’LL STILL BE OK' TO BIG PROBLEMSIt was early March when Dallas-area florist Ginger Collier applied for four passports ahead of a family vacation at the end of June. The clerk, she said, estimated wait times at eight to 11 weeks. They'd have their passports a month before they needed them. "Plenty of time," Collier recalled thinking.Then the State Department upped the wait time for a regular passport to as much as 13 weeks. “We'll still be okay,” she thought.At T-minus two weeks to travel, this was her assessment: “I can’t sleep." This after months of calling, holding, pressing refresh on a website, trying her member of Congress — and stressing as the departure date loomed. Failure to obtain the family’s passports would mean losing $4,000, she said, as well as the chance to meet one of her sons in Italy after a study-abroad semester.“My nerves are shot, because I may not be able to get to him,” she said. She calls the toll-free number every day, holds for as much as 90 minutes to be told — at best — that she might be able to get a required appointment at passport offices in other states.“I can’t afford four more plane tickets anywhere in the United States to get a passport when I applied in plenty of time,” she said. “How about they just process my passports?”THE AMERICAN GOVERNMENT HAS A CULPRIT: COVIDBy March, concerned travelers began asking for answers and then demanding help, including from their representatives in the House and Senate, who widely reported at&nbsp;<a href="https://www.youtube.com/watch?v=QOJSPjuQFp0">hearings</a>&nbsp;this year that they were receiving more complaints from constituents on passport delays than any other issue.The U.S. secretary of state had an answer, of a sort.“With COVID, the bottom basically dropped out of the system,” Antony Blinken&nbsp;<a href="https://www.youtube.com/watch?v=Qcras2-XhdE">told a House subcommittee March 23</a>. When demand for travel all but disappeared during the pandemic, he said, the government let contractors go and reassigned staff that had been dedicated to handling passports.Around the same time, the government also halted an online renewal system "to make sure that we can fine tune it and improve it," Blinken said. He said the department is hiring agents as quickly as possible, opening more appointments and trying to address the crisis in other ways.Passport applicants lit up social media groups, toll-free numbers and lawmakers' phone lines with questions, appeals for advice and cries for help. Facebook and WhatsApp groups bristled with reports of bewilderment and fury. Reddit published eye-watering diaries, some more than 1,000 words long, of application dates, deposits submitted, contacts made, time on hold, money spent and appeals for advice.It was 1952 when a law required, for the first time, passports for every U.S. traveler abroad, even in peacetime. Now, passports are processed at centers around the country and printed at secure facilities in Washington, D.C. and Mississippi, according to the Government Printing Office.But the number of Americans holding valid U.S. passports has grown at roughly 10% faster than the population over the past three decades, according to Jay Zagorsky, an economist at Boston University's Questrom School of Business.After passport delays derailed his own plans to travel to London earlier this year, Zagorsky found that the number of U.S. passports per American has soared from about three per 100 people in 1989 to nearly 46 per 100 people in 2022. Americans, it turns out, are on the move.“As a society gets richer," says Zagorsky, "the people in that society say, ‘I want to visit the rest of the world.'”FOR AMERICANS AND OTHERS ABROAD, IT'S NO PICNIC EITHERAt U.S. consulates overseas, the quest for U.S. visas and passports isn't much brighter.On a day in June, people in New Delhi could expect to wait 451 days for a visa interview, according to the website. Those in Sao Paulo could plan on waiting more than 600 days. Aspiring travelers in Mexico City were waiting about 750 days; in Bogota, Colombia, it was 801 days.In Israel, the need is especially acute. More than 200,000 people with citizenship in both countries live in Israel. It's one appointment per person, even for newborns, who must have both parents involved in the process, before traveling to the United States.Batsheva Gutterman started looking for three appointments immediately after she had a baby in December, with an eye toward attending a family celebration in July, in Raleigh, N.C.Her quest for three passports stretched from January to June, days before travel. And it only resolved after Gutterman payed a small fee to join a WhatsApp group that alerted her to new appointments, which stay available for only a few seconds. She ultimately got three appointments on three consecutive days — bureaucracy embodied.“We had to drive the entire family with three small children, an hour-and-a-half to Tel Aviv three days in a row, taking off work and school,” she said. “This makes me incredibly uneasy having a baby in Israel as an American citizen, knowing there is no way I can fly with that baby until we get lucky with an appointment.”Recently, there appeared to be some progress. The wait for an appointment for a renewed U.S. passport stood at 360 days on June 8. On July 2, the wait was down to 90 days, according to the web site.FRUSTRATING TALES EMERGE FROM THE TRENCHESBack in the U.S., Marni Larsen of Holladay, Utah, stood in line in Los Angeles, California, on June 14, in hopes of snagging her son's passport. That way, she hoped, the pair could meet the rest of their family, who had already left as scheduled for Europe, for a long-planned vacation.She'd applied for her son's passport two months earlier and spent weeks checking for updates online or through a frustrating call system. As the mid-June vacation loomed, Larsen reached out to&nbsp;<a href="https://www.youtube.com/watch?v=QOJSPjuQFp0">Sen. Mitt Romney</a>&nbsp;’s office, where one of four people he says is assigned full-time to passport issues were able to track down the document in New Orleans.It was supposed to be shipped to Los Angeles, where she got an appointment to retrieve it. That meant Larsen had to buy new tickets for herself and her son to Los Angeles and reroute their trip from there to Rome. All on a bet that her son's passport was indeed shipped as promised.“We are just waiting in this massive line of tons of people,” Larsen said. “It’s just been a nightmare.”They succeeded. But not everyone has been so lucky.Miranda Richter applied in person to renew passports for herself and her husband, as well as apply a new one on Feb. 9 for a trip with their neighbors to Croatia on June 6. She ended up canceling, losing more than $1,000.Her timeline went like this: Passports for her husband and daughter arrived in 11 weeks, while Richter's photo was rejected. On May 4, she sent in a new one via priority mail. Then she paid a rush fee of $79, which was never charged to her credit card. Between May 30 and June 2, four days before travel, Richter and her husband spent more than 12 hours on the national passport line while also calling their congressman, senators and third-party couriers.Finally, she showed up in person at the federal building in downtown Houston, 30 minutes before the passport office opened. Richter said there were at least 100 people in line.“The security guard asked when is my appointment, and I burst out in tears,” she recalls. She couldn't get one. “It didn't work."FINALLY: A HAPPY ENDING“I just got my passports!” Ginger Collier texts.She ended up showing up at the passport office in Dallas with her daughter-in-law at 6:30 a.m. and being sorted into groups and lined up against walls. Finally they were called to a window, where the agent was “super nice” and pulled all four of the family's applications — paperwork that had been sitting in the office since March 17. More than seven hours later, the two left the office with directions to pick up their passports the next day.They did — with four days to spare.“What a ridiculous process,” Collier says. Nevertheless, the reunion with her son in Italy was sweet. She texted last week: “It was the best hug ever!”___

The wait for US passports is creating travel purgatory, snarling plans

DICKINSON COUNTY —Law enforcement authorities investigating a burglary have made an arrest.

On Thursday, Solomon High School, 400 North Pine Street in Solomon, reported the burglary and theft of&nbsp; power tools, according to Dickinson County Undersheriff Jeff Vaughan.

A deputy responded to the school and learned approximately $1393 worth of tools were missing.

Deputies applied for a search warrant for a residence in Salina. During the search, deputies recovered the tools taken in the burglary.&nbsp;

Later on Thursday, the deputy who responded to the school made contact with the suspect in the case. The deputy arrested 51-year-old Troy Dean Holcom of Salina and booked him into the Dickinson County Jail on requested charges of burglary and theft.
