Today in History -- July 12

TOPEKA, Kan. –Law enforcement authorities are investigating a burglary and have two suspect in custody.

Just after 10:30p.m. Thursday, police were dispatched to 915 NW Western in Topeka for a report of a burglary in progress, according to Lt. Kelvin Johnson.

Officers arrived and set up a perimeter around the building and were able to take Cynthia Wood, 54, and Stacy Stinnett, 44, both of Topeka, into custody. 

Both women were booked into the Shawnee County Department of Corrections under suspicion of burglary, criminal damage, and theft. 

The stolen items were recovered at the scene and returned to the property owner, according to Johnson.

Police catch two Kansas women during burglary

KANSAS CITY, Kan. (AP) — The father of a missing 3-year-old Kansas girl was arrested late Friday after police said they believe they found her body.&nbsp; Howard Jansen III, 29, of Kansas City, Kansas, has not been formally charged in the death of Olivia Ann Jansen. 

Jansen was booked into the Wyandotte County jail on suspicion of first-degree murder and child abuse. 

Saturday morning, Jacqulyn Kirkpatrick, 33, was also  held on suspicion of first-degree murder and child abuse. The body was found about 5:45 p.m. Friday about nine blocks from her home, from which her father had reported her missing.

KANSAS CITY, Kan. (AP) — Authorities believe they found the body of a 3-year-old girl who was reported missing Friday morning from her Kansas City, Kansas, home. Her father is in jail on murder charges.

Investigators are “pretty sure” the body found Friday afternoon is Olivia Jansen’s, said Officer Tom Tomasic, a police spokesman. The body was found about 5:45 p.m. Friday about nine blocks from her home, from which her father had reported her missing.

Police had said that, because of Olivia’s age and the distance from home where her body was found, she had been taken from her home. Tomasic said they have had “several stories throughout the day” and “none of them made sense.”

The child’s father 29-year-old Howard Jansen told investigators he saw her around 11 p.m. Thursday when he went to sleep, Officer Dustin Dierenfeldt said. He said he awoke Friday morning to find her gone and a door opened to the outside.

An&nbsp;<a href="https://kbi.kansas.gov/ksamber/alert/3804" target="_blank">Amber Alert</a>&nbsp;was issued that said that although there was no known suspect of suspect vehicle, “Due to her age and a search of the area, investigators believe that she was taken from the location.”

Investigators had searched the area around the child’s home all day Friday with all-terrain vehicles, drones, and K-9 teams.

Although Jansen, was cooperating with the investigation, police booked him into jail on requested charges of first-degree murder and child abuse, according to online booking records.

The KBI cancelled the Amber Alert for missing 3-year-old&nbsp; Olivia Jansen just after 6p.m. Friday.

Authorities located the body of deceased child believed to be her. Police released no additional details.&nbsp;

The Kansas Bureau of Investigation issued an Amber Alert Friday morning for 3-year-old Olivia A. Jansen. At 6:30 a.m. Friday, the father of Olivia woke up and discovered that she was not in the residence, 4444 Gibbs Road, Kansas City, Kansas and the back door of the location was standing open.

Due to her age and a search of the area, investigators believe that she was taken from the location. There is no known suspect at this time and no known suspect vehicle.&nbsp;&nbsp;

Olivia is described as 3-feet tall, 50 pounds with brown hair and blue-green eyes. She had been dressed in pajamas - pink top and purple or teal bottom. Her hair was in a ponytail.&nbsp;

Update: 2 arrested in case of missing Kansas girl after body found

WICHITA – Temperatures above 90 degrees and into the triple digits are forecast through next week, and if you think it’s hot outside, it’s even hotter in your car. 

Every nine days, across the United States, a child dies while unattended in a hot car. It only takes a few minutes for a car to heat up and become deadly to a child or pet inside. As summer temperatures rise,&nbsp;more kids are at risk –&nbsp;<a href="http://aaacluballiance.pr-optout.com/Tracking.aspx?Data=HHL%3d829%2f%409-%3eLCE59.%3c5%3a%26SDG%3c90%3a.&amp;RE=MC&amp;RI=5430239&amp;Preview=False&amp;DistributionActionID=313499&amp;Action=Follow+Link" target="_blank">seven children in the U.S. under the age of five have died in hot cars since the beginning of the year.&nbsp;</a>

<a href="http://aaacluballiance.pr-optout.com/Tracking.aspx?Data=HHL%3d829%2f%409-%3eLCE59.%3c5%3a%26SDG%3c90%3a.&amp;RE=MC&amp;RI=5430239&amp;Preview=False&amp;DistributionActionID=313499&amp;Action=Follow+Link" target="_blank"></a>Heat stroke is the leading cause of non-crash, vehicle related deaths for children under the age of 14, with an average of 39 fatalities per year.&nbsp;AAA has joined with the National Highway Traffic Safety Administration (NHTSA) to remind parents and caregivers about the deadly consequences of leaving children in hot cars and to urge them to “look before you lock.” Heatstroke can cause death or permanent disability if emergency treatment is not provided.

“In the summer heat in a vehicle’s interior can reach lethal temperatures very quickly, essentially creating an oven, causing a child’s internal organs to shut down if left unattended inside,” said Shawn Steward, spokesman for AAA Kansas.&nbsp;“Young children or pets should never be left alone in a vehicle under any circumstances. Make it a routine to look twice and check the back seat for children before you leave and lock the car. If you have to put a reminder post-it note on your dashboard, an alarm on your phone or a stuffed animal in the front seat to remember to take a child out of the car, do it.”

In the past three decades,&nbsp;<a href="http://aaacluballiance.pr-optout.com/Tracking.aspx?Data=HHL%3d829%2f%409-%3eLCE59.%3c5%3a%26SDG%3c90%3a.&amp;RE=MC&amp;RI=5430239&amp;Preview=False&amp;DistributionActionID=313498&amp;Action=Follow+Link" target="_blank">949 children left in vehicles have died</a>of heatstroke, hyperthermia, or other complications.&nbsp;Studies have shown about 56% of child hot car deaths in vehicles were caused by adults forgetting the children, and 26% of victims were playing in an unattended vehicle.

Vehicle heatstroke claimed the lives of&nbsp;53 children in 2019. 

To date, seven have died from vehicular heatstroke in 2020. 

A child’s body heats up three to five times faster than an adult’s body. 

A child can die of heat stroke on a 72-degree day. 

On a 95-degree day a car can heat up to over 180-degrees. 

The steering wheel can reach 159 degrees (temperature for cooking medium rare meat). 

The seats can reach 162 degrees (temperature for cooking ground beef). 

The dash can reach 181 degrees (temperature for cooking poultry). 

At 104-degrees internal organs start to shut down

A—Avoid heatstroke by never leaving a child in the car alone, not even for a minute.&nbsp;

C—Create electronic reminders or put something in the backseat you need when exiting the car - for example, a cell phone, purse, wallet, briefcase or shoes.&nbsp;Always lock your car and never leave car keys or car remote where children can get to them.

T—Take action and immediately call 9-1-1- if you notice a child unattended in a car.When it comes to heatstroke, your animals are also at risk. Leaving them in a vehicle while you run into a store, take a break at a rest stop during a family road trip or for any other reason, can have deadly consequences. Make no mistake – just because your pet can’t tell you they are in distress, doesn’t mean they aren’t. Animals left in hot cars can face irreversible organ damage, heat stroke, brain damage and, in extreme cases, death.

 </figure>WICHITA – Temperatures above 90 degrees and into the triple digits are forecast through next week, and if you think it’s hot outside, it’s even hotter in your car. Every nine days, across the United States, a child dies while unattended in a hot car. It only takes a few minutes for a car to heat up and become deadly to a child or pet inside. As summer temperatures rise,&nbsp;more kids are at risk –&nbsp;<a href="http://aaacluballiance.pr-optout.com/Tracking.aspx?Data=HHL%3d829%2f%409-%3eLCE59.%3c5%3a%26SDG%3c90%3a.&amp;RE=MC&amp;RI=5430239&amp;Preview=False&amp;DistributionActionID=313499&amp;Action=Follow+Link" target="_blank">seven children in the U.S. under the age of five have died in hot cars since the beginning of the year.&nbsp;</a><a href="http://aaacluballiance.pr-optout.com/Tracking.aspx?Data=HHL%3d829%2f%409-%3eLCE59.%3c5%3a%26SDG%3c90%3a.&amp;RE=MC&amp;RI=5430239&amp;Preview=False&amp;DistributionActionID=313499&amp;Action=Follow+Link" target="_blank"></a>Heat stroke is the leading cause of non-crash, vehicle related deaths for children under the age of 14, with an average of 39 fatalities per year.&nbsp;AAA has joined with the National Highway Traffic Safety Administration (NHTSA) to remind parents and caregivers about the deadly consequences of leaving children in hot cars and to urge them to “look before you lock.” Heatstroke can cause death or permanent disability if emergency treatment is not provided.“In the summer heat in a vehicle’s interior can reach lethal temperatures very quickly, essentially creating an oven, causing a child’s internal organs to shut down if left unattended inside,” said Shawn Steward, spokesman for AAA Kansas.&nbsp;“Young children or pets should never be left alone in a vehicle under any circumstances. Make it a routine to look twice and check the back seat for children before you leave and lock the car. If you have to put a reminder post-it note on your dashboard, an alarm on your phone or a stuffed animal in the front seat to remember to take a child out of the car, do it.”In the past three decades,&nbsp;<a href="http://aaacluballiance.pr-optout.com/Tracking.aspx?Data=HHL%3d829%2f%409-%3eLCE59.%3c5%3a%26SDG%3c90%3a.&amp;RE=MC&amp;RI=5430239&amp;Preview=False&amp;DistributionActionID=313498&amp;Action=Follow+Link" target="_blank">949 children left in vehicles have died</a>of heatstroke, hyperthermia, or other complications.&nbsp;Studies have shown about 56% of child hot car deaths in vehicles were caused by adults forgetting the children, and 26% of victims were playing in an unattended vehicle.Scary statisticsVehicle heatstroke claimed the lives of&nbsp;53 children in 2019. To date, seven have died from vehicular heatstroke in 2020. A child’s body heats up three to five times faster than an adult’s body. A child can die of heat stroke on a 72-degree day. On a 95-degree day a car can heat up to over 180-degrees. The steering wheel can reach 159 degrees (temperature for cooking medium rare meat). The seats can reach 162 degrees (temperature for cooking ground beef). The dash can reach 181 degrees (temperature for cooking poultry). Today in History -- July 11

SEDGWICK COUNTY —Law enforcement authorities investigating the drowning death of a 2-year-old boy have arrested&nbsp;44-year-old William Kabutu of Wichita.

Just after 10 p.m., Tuesday, police responded to a neighborhood pool in the 1900 block of E. 54th Street South for a drowning call, according to officer Paul Cruz. 

Upon arrival, officers contacted the calling-party, who reported observing a boy floating in the neighborhood pool. Wichita Fire Department (WFD) personnel pulled the child from the pool and attempted life-saving measures. However, the child was pronounced dead at the scene.

Through a thorough investigation of evidence and interviewing multiple individuals, the investigation revealed the boy and his 4-year-old brother were taken to the pool by their father William Kabutu who was intoxicated, according to officer Charley Davidson.

At the pool, Kabutu allowed the kids to by-pass the pool fence. &nbsp;The 2-year-old entered the pool, was not able to stay above the water, and drowned.&nbsp; 

Kabutu was not able to access the pool due to the fence and locked gate.&nbsp; Emergency personnel were called after a passerby arrived and called 911.

Police booked Kabutu into the Sedgwick County Jail Friday afternoon&nbsp;&nbsp;<a href="https://ssc.sedgwickcounty.org/sheriffinmates/SheriffInmateDetail.aspx?nameId=20042730">on a requested charge </a>of felony murder and two counts of aggravated child endangerment, according to Davidson.

Salina USD 305 is participating in Lunch Across Kansas Month,&nbsp;dedicated to celebrating summer meal programs and the incredible work of those serving kids across the state.

Each summer&nbsp;food service workers, volunteers, school districts, and nonprofits work tirelessly to feed Kansas kids through the Summer Food Service program.&nbsp;As COVID-19 school closures impacted families across the state, programs provided 6,435,962 meals to Kansas kids in March, April, and May alone. These programs are still working to ensure Kansas kids are happy and healthy all summer long.&nbsp;&nbsp;

The Salina Area United Way is getting books to young readers as a part of its Raising Active Wild Readers (RAWR) program. 

“Going directly to the children and allowing them personally to select their books encourages learning and inspires imaginations during the summer,” said Brenda Gutierrez, Salina Area United Way program director. “Research shows children learn best when they are engaged and having fun.”&nbsp; 

Through RAWR, kids in our community now have books for their libraries at home. RAWR has distributed over 1600 books, partnering with USD 305 at four of the summer meals sites.

Meals are free for all children 18 years and younger. The drive-thru distribution of meals is offered at seven school sites, Monday-Friday, from 11:30 a.m. – 12:30 p.m. The free meal distribution will end on July 17.

Free books are offered for kids at the summer meals site through Wednesday, 11:30 a.m. to 12:30 p.m. will be:

Monday – Oakdale Elementary, 811 E. Iron, north side of the building. 

Tuesday – Central High School, 650 E. Crawford, south side of the building. 

Wednesday – Schilling Elementary, 3121 Canterbury, north side of the building

Today in History -- July 10

COWLEY COUNTY— Law enforcement authorities are investigating an attempted kidnapping and after asking the public for help in locating a suspect have made an arrest following a Wednesday standoff with police in Nebraska.

Just after 4:30 Monday afternoon, police responded to a report of a disturbance in a vehicle
northbound from the intersection of 15th Street and Radio Lane in Arkansas City, Kansas.

A citizen told police a woman was injured and out of a vehicle in the area south of 252nd Road and 51st Road, according to police spokesperson Andrew Lawson.

An officer arrived and learned a 27-year-old Arkansas City woman had been involved in the
disturbance, after which a suspect identified as&nbsp; Leongrys Castellanos-Mesa, 35, of Grand Island, Nebraska &nbsp;had fled in the woman’s vehicle. 

The female victim was
transported by the Arkansas City Fire-EMS Department to South Central Kansas Medical Center.


Investigators later learned Castellanos-Mesa had entered the woman’s van unlawfully and hid until he reportedly attacked her.


Cowley County District Court issued an arrest warrant Tuesday for Castellanos-Mesa on suspicion
of aggravated battery, aggravated burglary of a motor vehicle, aggravated kidnapping, aggravated
robbery, battery-domestic violence, criminal threat, stalking and theft.


The initial incident took place within the city limits of Arkansas City and then moved north, out of the
city limits, where the woman was able to attempt to flee her attacker. She suffered injuries in the attempt,
but was successful in reaching safety. Castellanos-Mesa then allegedly fled the scene in her vehicle.

Officers were able to identify the suspect quickly and placed notifications to other law enforcement
agencies to be on the lookout for the suspect and the victim’s vehicle, a silver Toyota Sienna minivan.


Shortly after midnight Wednesday, Grand Island police located a vehicle known to be owned by
Castellanos-Mesa, parked in front of his residence.


They applied for a search warrant, which was executed at 1:26 a.m. Wednesday.&nbsp; The Grand Island Police Department’s Tactical Response Team (TRT) assisted at the scene after
Castellanos-Mesa allegedly barricaded himself in his basement.


Just before 5:30a.m. police took him into custody without further incident.

Castellanos-Mesa was transported to and booked into the Hall County (Neb.) Jail in lieu of $250,000
through Cowley County District Court in Arkansas City. He remained in custody at the time of this report.

Bed Bath &amp; Beyond plans to close about 200 stores over the next two years as its sales slid in the first quarter. The chain reported its quarterly sales dropped 49% due to temporary store closures amid the pandemic.

The company has seven locations in Kansas including Manhattan, Wichita, Lawrence, Olathe, Overland Park, Topeka, Shawnee and in St. Joseph.

— The Buckle is seeing improving sales as more of its stores reopen. The fashion retailer said Thursday that sales for the five-week period ended July 4 rose 26.8% from a year ago. Buckle began temporarily closing stores in mid-March. Since then, it's reopened 438 stores. It runs 446 retail stores in 42 states.

— Big 5 Sporting Goods is also seeing a resurgence in its business since reopening stores. The sporting goods retailer's same-store sales dropped 28.2% in the first half of the second quarter with stores shuttered, according to preliminary data. However, the metric climbed 15.5% in the second half of the quarter as stores began reopening. For the entire fiscal second quarter, same-store sales declined 4.2% compared with a year earlier.

— The CEO of Delta Air Lines said Thursday that the surge of coronavirus cases in the Sun Belt and quarantine restrictions in northern states make the airline more cautious about adding flights. Ed Bastian told employees the recovery in air travel “is likely to be lengthy and slow,” and he encouraged them to take buyouts and early retirement to limit the need for furloughs as the airline shrinks. This month, Delta is operating about 30% of the flights it flew last July.

— Carnival Corp.'s AIDA Cruises will restart sailings next month. The German cruise line will have three ships making trips: the AIDAperla will be the first to set sail on Aug. 5 from Hamburg; the AIDAmar will depart from Rostock-Warnemünde on Aug. 12 and AIDAblu will leave from Kiel on Aug. 16. Bookings are now available for interested travelers.

The first cruises will take place with an adjusted passenger capacity and without calling at another port.

— American Airlines and United Airlines are delaying service to Hong Kong over a new requirement to test all crew members for the coronavirus upon arrival. American Airlines planned to resume three flights a week from Dallas-Fort Worth to Hong Kong on Thursday, but has pushed flights back until Aug. 5 citing factors including travel restrictions and entry requirements. A spokesman for United Airlines said it suspended Hong Kong flights through Friday “due to recent changes in testing protocol” and is assessing future service.

— Motorcycle maker Harley Davidson will eliminate 700 jobs worldwide as part of a major restructuring plan. The job losses include 500 current employees and 200 unfilled positions. The restructuring will cost about $50 million, including $42 million this quarter.

— A shortage of parts from one Mexican state could force Ford to cut production at some U.S. factories, the company said. Several Ford parts-supply companies have factories in the state of Chihuahua, where the government has limited employee attendance to 50% of normal to stem the spread of coronavirus. “With our U.S. plants running at 100%, that is not sustainable,” the company said in a statement. Ford says it doesn’t expect production cuts next week, and it’s continuing to work with government officials.

— Treasury Secretary Steven Mnuchin held out the possibility Thursday of more help for industries hit hard by the pandemic. “Restaurants, hotels, airlines are clearly going to be areas where they’re going to need more help,” Mnuchin said on CNBC, without providing any details. “We need to keep these airlines when the economy continues to rebound, we need to have air travel.”

Congress earmarked $25 billion to help airlines cover their payroll costs through September, but massive layoffs are expected after that. United Airlines sent notices to 36,000 workers this week warning that they could be furloughed in October.

Washington set aside another $25 billion for loans to the airlines, and Treasury has reached tentative agreements with 10 carriers for loans, although Mnuchin said many of the airlines won’t need those loans because they will find money on the private capital markets.

— Belgium government’s health advisers are recommending making the wearing of face masks in shops mandatory to keep the spread of the coronavirus at its current low level.

— Greek authorities say they are ready to reimpose public and travel restrictions next week, warning that safety guidance for COVID-19 is being frequently ignored. Cases in Greece have crept up since restrictions were lifted and international travel resumed in recent weeks.

— Wells Fargo is rolling out a new fund that will help provide capital, technical support, and long-term resiliency programs to small businesses, with an emphasis on those that are minority-owned businesses.

Wells Fargo will donate about $400 million in processing fees to assist small businesses in need through the Open for Business Fund.

Just before 3:30 p.m. Wednesday, police responded to a bomb threat call involving a robbery at a business in the 1500 block of South Oliver in Wichita, according to officer Charley Davidson.

Officers were already nearby the business, saw the 13-year-old run from the business followed by a customer.&nbsp; 

Police arrested the 13-year-old after a short foot pursuit/

The investigation revealed, the boy entered the business and handed a note to an employee demanding money and that he had an explosive.&nbsp; 

The employee called 911, and the juvenile ran from the business after seeing police arriving.&nbsp; 

As the boy fled from the store, he struck a customer as he pushed open the door to leave.&nbsp; There was no loss from the business, and no one was injured.

The boy was booked into the Juvenile Detention Facility on requested charges of aggravated robbery and battery.
