SHAWNEE COUNTY—Law enforcement authorities investigating a shooting during an attempted carjacking ten days ago have made an arrest.

Just before 8p.m. January 22, police were dispatched to 1510 SW Wanamaker on a report of a possible shooting, according to Lt. Kelvin Johnson. 

Officers located an individual with an apparent gunshot wound that was found to be non-life threatening. The victim had been approached by an individual who attempted to rob him of his vehicle. 

During the robbery attempt, the suspect later identified as Lasharra Riley, 30, Topeka, shot the victim and ran from the area.

On February 1, police with the assistance of U.S. Marshals located Riley and took him into custody.

He booked into the Shawnee County Department of Corrections on the following charges of Attempted Aggravated Robbery, Aggravated Battery, Felon in Possession of a Firearm and a Registration Violation, according to Johnson.

Julia Weber, age 59, of Hays, Kansas died Monday, February 1, 2021, at her home.

She was born June 7, 1961, at Houston, Texas, to Dr. Joseph Balthaser OD and Margaret Ann (Burton) Brungardt.&nbsp; She married Mitchell Weber on April 17, 1982, in Victoria, Kansas.&nbsp; Her and Mitch recently celebrated their 38th wedding anniversary with their family surrounding them.

She managed her husband’s Weber Photography business he started in 1980 for 20 plus years as well as sub teaching for USD 489 and surrounding towns.&nbsp; She attended Fort Hays State University and graduated with a Bachelor’s of Science in Education in May of 1984.&nbsp; She grew up in Victoria, and was 1979 graduate of Victoria High School.&nbsp;

She enjoyed the flexibility of being able to be home as much as possible while her children were young and take on extra jobs when she could. After her older children were grown and out of the house, she accepted a teaching position at St. Mary’s Catholic grade school in Ellis, KS in 2005. Shortly after she started working, she was diagnosed with an incurable autoimmune disease that primarily affected her lungs (CREST syndrome). Julie finished out that year teaching, and quickly became homebound as she needed oxygen 24/7.

Her prognosis was not good and agreed to have chemotherapy treatments which she finished in 2007.&nbsp; She found joy watching her four oldest children marry and babysitting her three grandsons. When her second grandson, Kayden, was diagnosed with liver cancer as a toddler, she begged for God’s mercy to save him, and he received a miracle beating the cancer. She was the biggest prayer warrior and prayed for many people close and distant. She was a member of Christian Mothers and Perpetual Adoration for 28 years. Julie was an enduring advocate for the Pro-Life movement, and attending many marches and rallies.&nbsp; She was a member of St. Joseph’s Church for 39 years. The last few years of her home-bound life, she enjoyed visits from her family, baking, praying, and watching old westerns.

Survivors include her husband. Mitch Weber, of the home; two sons, Aaron Weber and wife, Karen Aviles-Weber, Pensacola, FL; Bryan Weber, Hays, KS; four daughters, Rebecca Winkelman and husband, Dace, Victoria, KS; April Tiernan and husband, Kerry, Hays, KS; &nbsp; Rachel Ruder, and husband, Blake, Hays, KS; Bethany Weber and boyfriend, Jeremy Pasek, Hays, KS; three grandchildren, Michael, Kayden and Colton Tiernan; her mother, Margaret Ann Brungardt, Victoria, KS; three brothers, Charles Brungardt, Victoria, KS; Dan Brungardt and wife, Janet, Benton, KS; Al Brungardt and wife, Brenda, Augusta, KS; two sisters, Laurie Fajardo and husband, John, Augusta, KS; Sister Mary Elizabeth Brungardt C.P., Ellisville, MO.

She was preceded in death by her father; one brother, Joseph A. Brungardt; and an infant sister, Catherine Mary Brungardt.

Services will be 11:00 A.M. Friday, February, 5, 2021, at The Basilica of St. Fidelis, Victoria, Kansas.&nbsp; Burial in St. Fidelis Cemetery, Victoria, Kansas.

A visitation will be from 6:00 to 9:00 P.M. Thursday, and from 9:00 to 10:45 A.M. Friday. all at The Basilica of St. Fidelis.&nbsp; A vigil service and a Daughters of Isabella rosary will be at 7:00 P.M. Thursday, at the church. In lieu of flowers the family suggests memorials to Divine Vine Mercy Radio in care of the mortuary.

JACKSON COUNTY —Law enforcement authorities are investigating three suspects on multiple charges after a traffic stop.

Just after 1p.m. Jan. 26, sheriff's&nbsp;deputies stopped a northbound Ford F-150 truck bearing a Texas license plate pulling a trailer in the City of Holton, according to Sheriff Tim Morse.

The driver allegedly committed a traffic infraction. Deputies discovered that the South Dakota license plate on the trailer had been reported stolen. Deputies also located a piece of tape on the trailer tongue that had been spray painted to match the trailer. The piece of tape was covering the VIN number. The trailer had been reported stolen out of Cherry County, Nebraska in October of 2020. 

Jackson County deputies made contact with the Cherry County Nebraska Sheriff’s Office and was advised that an additional trailer had been stolen near the same time in Nebraska. Further investigation led deputies to contact the Orange County, Texas Sheriff’s Office who then was able to recover the second stolen trailer.

The pickup driver identified as Michael A. Hall, 35, of Mauriceville, Texas, was arrested on requested charges of possession of a hallucinogenic drug, driving while suspended, transporting an open container and for an outstanding felony warrant.

Deputies arrested a two passengers. Brian Michael Miller, 29, of Sulphur, Louisiana, was jailed on requested charges of possession of a hallucinogenic drug, possession of drug paraphernalia, possession of a firearm by a person addicted to a controlled substance, criminal possession of a weapon by felon; convicted in last 5 years.

Shane E. Sanger, 46, of Vidor, Texas, was arrested on requested charges of transporting an open container and possession of stolen property; felony. All three men were booked into the Jackson County Jail.

SHAWNEE COUNTY—Law enforcement authorities are investigating a robbery and have a suspect in custody.

Just before 1:30p.m. Saturday, police were dispatched to a robbery and theft of a vehicle at the Kwik Shop, 1414 SW 17th Street in Topeka, according to Lt. Ron Ekis.

Officers quickly located the victim’s vehicle in the 1300 block of SW Western. Officers observed a subject matching the description of the suspect leaving the vehicle and walking into a nearby apartment. 

Officers made contact with the apartment resident, the suspect later identified as 25-year-old Devante Reed-McElroy was located inside the apartment was taken into custody without

Reed-McElroy was booked into Shawnee County Department of Corrections on requested charges including Aggravated Robbery, and Theft of a Motor Vehicle. He was also had a warrant through Shawnee County, according to Ekis.

Virtual museum program to look at Cold War, including Salina's role

RENO COUNTY — Law enforcement authorities are investigating a burglary at the Atrium Hotel in Hutchinson and have four people in custody.

Just after 11 a.m. Police responded to the hotel at 1400 North Lorraine in Hutchinson after the keyholder for the property went to check on the building and heard voices inside, according to Hutchinson Police Lt. Jake Graber.

No one had permission to be inside. Arriving officers went inside to search and located four.

Police arrested&nbsp;40-year-old Travis Christian on requested charges of Burglary, Theft, a warrant for Possession of Stolen Property and Possession of Methamphetamine,&nbsp;40-year-old Angela Cole on requested charges of Burglary, Theft and Possession of Methamphetamine

Jesse Villa, 39, is being held on requested charges for Burglary, Theft Possession of Methamphetamine and Felony Interference

Christopher Villela was booked on requested charges for Burglary, Theft, Posession of Methamphetamine and Felony interference.

Police also recovered two vehicles and two firearms as part of the investigation.

Police: 4 jailed for Kansas hotel burglary

SHAWNEE COUNTY—Law enforcement authorities are investigating a shooting and have a suspect in custody.

Just after 11p.m. Friday, police were dispatched to meet with an individual who was driving to a Topeka hospital after being shot, according to Lt. Kelvin Johnson.

Once treated at the hospital, the victim was considered to have non-life threatening injuries. Investigators learned that the victim had been shot after an altercation with a known person and officers were able to locate a crime scene in the 1100 block of SW Clay in TOpeka.

Police also located the suspect identified as 45-year-old Jaryl Wilson of Topeka.&nbsp; Officers brought him to the law enforcement center to be interviewed. At the conclusion of the interview, police booked Wilson into the Shawnee County Department of Corrections on a requested charge of Aggravated Battery, according to Johnson.

MONTGOMERY COUNTY—Law enforcement authorities are investigating a accident that landed a driver in jail.

Just after 10a.m. Friday sheriff's deputies responded to U.S. 169 and U.S. 160 Junction for a report of a two-vehicle motor vehicle accident, according Sheriff Ron Wade.

&nbsp;Jeffery Dean Davison Jr, 33, Ottawa&nbsp; lost control of a Chevy Cruze while driving onto the on ramp of U.S. 160.

The Chevy rear-ended a 2015 Dodge Durango driven by Mandy Ann Smith, 45,&nbsp; Cherryvale,&nbsp; while she was stopped at the stop sign. 

After further investigation, it was determined Davison was driving under the influence of alcohol.

Deputies transported Davison to the Montgomery County Department of Corrections and booked into jail on requested charges of; Felony DUI, Criminal use of weapon; Device attachment used to silence firearm and Operating a car without a required ignition interlock devise, according to Sheriff Wade.

Kansas man jailed for alleged DUI after rear-end crash

SHAWNEE COUNTY–Law enforcement authorities are investigating a Kansas woman on multiple charges after traffic accident in northeast Kansas.

Just after 3a.m. Friday,&nbsp;deputies were dispatched to the 8000 block of SW Topeka Boulevard on a report of an accident involving one vehicle, according to Deputy Abigail Christian.

Deputies located a maroon 2002 Hyundai Elantra in the west ditch. 

Following an investigation, deputies arrested the driver identified as Elise N. Shea, 30, of Prairie Village, and booked her into the Shawnee County Department of Corrections on requested charges of possession of methamphetamine, possession of drug paraphernalia, driving under the influence, interference with law enforcement, trafficking in contraband in a correctional institution, improper driving on laned roadway and transporting an open container, according to Christian.

Deputies arrest Kan. woman after car lands in ditch

WICHITA – Even small speed increases can have huge impacts on crash outcomes and cancel the effectiveness of vehicle safety features, according to new crash tests by the AAA Foundation for Traffic Safety, the Insurance Institute for Highway Safety (IIHS) and Humanetics. 

The organizations partnered to study the damage from crashes at three different impact speeds (40, 50 and 56 mph). The results showed slightly higher speeds were enough to increase the driver's risk of severe injury or death.

“Motorists often travel faster than posted speed limits. But, when officials raise limits to match those travel speeds, motorists drive even faster,” said Shawn Steward, AAA Kansas spokesman. “When speed limits increase, the protection provided by vehicle safety features is in doubt.”

Today, 41 states allow 70 mph or higher speeds on some roadways, including eight states that have maximum speeds of 80 mph or more. A&nbsp;<a href="http://aaacluballiance.pr-optout.com/Tracking.aspx?Data=HHL%3d83%3b%2f96-%3eLCE59.%3c5%3a%26SDG%3c90%3a.&amp;RE=MC&amp;RI=5430239&amp;Preview=False&amp;DistributionActionID=362214&amp;Action=Follow+Link" target="_blank">2019 IIHS study</a>&nbsp;found that rising speed limits over the past 25 years have cost nearly 37,000 lives. AAA and IIHS urge policymakers to factor in this danger from higher speeds when considering speed limit changes.&nbsp;&nbsp;

"We conducted these crash tests to assess the effect of speeds on drivers and learned that a small increase could make a big difference on the harm to a human body," said Dr. David Yang, executive director of the AAA Foundation for Traffic Safety. "A speeding driver may arrive at their destination a few minutes faster, but is the tradeoff of getting severely injured or even losing one's life worth it, if a crash occurs?

"The AAA Foundation collaborated with IIHS and Humanetics to examine how speed affects the likelihood and severity of occupant injury in a crash. Three 2010 Honda CR-V EX crossovers were used because they represented the average age (11.8 years) of a typical vehicle on U.S. roadways and earned the top rating in the IIHS moderate overlap front test.

As the crash speed increased in the tests, researchers found more structural damage and greater forces on the crash dummy's entire body.

Vehicle safety improvements diminished "Higher speed limits cancel out the benefits of vehicle safety improvements like airbags and improved structural designs," said Dr. David Harkey, IIHS president. "The faster a driver is going before a crash, the less likely it is that they'll be able to get down to a survivable speed even if they have a chance to brake before impact."

The study found that at the 40 mph impact speed, there was minimal intrusion into the driver's space. But at the 50 mph impact speed, there was noticeable deformation of the driver side door opening, dashboard and foot area. At 56 mph, the vehicle interior was significantly compromised, with the crash dummy's sensors registering severe neck injuries and a likelihood of fractures to the long bones in the lower leg.&nbsp;

“Our crash test dummies are equipped with hundreds of sensors to measure the injury risk so that we understand the scientific limits of safety and injury prevention. Understanding that the risk of serious and permanent injury becomes significantly higher in crashes beyond statutory speed limits, clearly demonstrates why there are limits in the first place,” said Jack Jensen, vice president of engineering at Humanetics.

At both 50 and 56 mph, the steering wheel's upward movement caused the crash dummy's head to go through the deployed airbag. This caused the face to smash into the steering wheel. Measurements taken from the dummy showed a high risk of facial fractures and severe brain injury.

Four states―North Dakota, Maryland, Indiana and South Carolina―are currently considering measures that would increase speed limits under specific situations.

Drivers want to save time, and local transportation agencies want to improve traffic flow, but increasing speed limits to address those concerns can come at a deadly cost. When correctly set and enforced, speed limits improve traffic flow and maximize all public road users' safety.&nbsp;

"Cars are safer than they've ever been, but nobody's figured out how to make them defy the laws of physics," said Harkey of IIHS. "Rather than raising speed limits, states should vigorously enforce the limits they have. This includes using proven countermeasures like high-visibility enforcement and carefully implemented speed-camera programs to consistently and equitably enforce speed limits 24/7."

Currently, only 14 states and the District of Columbia have maximum speed limits lower than 65 mph on urban Interstate highways, according to IIHS. Only one state―Hawaii―has speed limits less than 65 mph on rural interstate highways.

Rather than raising and lowering speed limits to manipulate traffic volume on particular roadways, states are urged to use engineering and traffic surveys when setting maximum speed limits.

"Policymakers also need to think beyond enforcement to control speeds and should consider infrastructure changes based on road type to calm traffic flow appropriately so that posted speed limits are followed,” said Jake Nelson, AAA director of traffic safety advocacy and research.

This study is the second part of the AAA Foundation for Traffic Safety research examining the effect of posted speed limit changes on safety. In the Foundation's&nbsp;<a href="http://aaacluballiance.pr-optout.com/Tracking.aspx?Data=HHL%3d83%3b%2f96-%3eLCE59.%3c5%3a%26SDG%3c90%3a.&amp;RE=MC&amp;RI=5430239&amp;Preview=False&amp;DistributionActionID=362213&amp;Action=Follow+Link" target="_blank">first study</a>, traffic engineers were asked how posted speed limits are set and what factors they consider in changing them.

The research tests were conducted following the same protocol that is used for the IIHS moderate overlap evaluation; only the speed was varied. With a test dummy representing an average-sized male in the driver's seat, the cars were crashed with 40 percent of the vehicle's front on the driver side overlapping the barrier.

IIHS has been conducting this type of test, which simulates a head-on, partial-overlap impact between two vehicles of the same weight and size traveling at the same speed, since 1995. Since 2013, 100&nbsp;percent of new vehicles have earned a good rating when tested at the 40 mph impact speed.

AAA: Slight speed increases still have large impact on crash severity

The Greater Salina Community Foundation recently awarded more than $29,000 to eight charitable projects and organizations in Saline County. 

The following organizations received funding:

• Salina Public Library, $3,000 to create several summer youth book clubs to help reduce reading loss over the summer break. The clubs will be led by a certified teacher and will include additional literacy and educational activities.

• City of Gypsum-Gypsum Summer Youth Program $5,000 to launch a summer youth program to ensure at-risk children of the communities have opportunities to learn and stay safe in the summer months.

• Saline County Community Corrections, $2,500 to purchase 10 bikes, helmets/locks, and bike trailers to provide accessible transportation for clients and families to get to employment, educational facilities and to pick up food/essentials.

• Saline County Sheriff’s Mounted Patrol &amp; Rescue Squad, $2,500 to purchase required swift water rescue safety equipment to be used in the event of flooding.

• St. John’s Missionary Baptist Church, $5,000 to provide required fencing around the playground for Kid Kare childcare programs new services.

• Salina Art Center, $5,000 to assist in the art-in-residency of Tonika Johnson and collaborator Paola Aguirre this summer.

• Salina Innovation Foundation, $1,691.43 to purchase a new ice machine for use of public and private events at The Temple.

• Salina Shares, $5,000 to help fund the Laundry Love program to assist in the washing and drying of people’s clothes in the three laundromats in Salina.

This round of grants was made possible by four funds at the community foundation: the Dane G. Hansen Community Grant Fund, which supports projects and programs that improve the community’s quality of life; the Kansas Health Foundation Fund, which supports preventative programs that support healthy living across Saline County; the Fund for Greater Salina which supports funds used for a variety of charitable causes that positively impact the community; and the YW Legacy Fund, which supports initiatives that align with the mission of the former YWCA in Salina.
