Diane E. (Dowling) Arning, 76, of Bleiblerville, Texas, passed away Saturday, March 6, 2021, at home with family by her side.&nbsp;

She was born October 17, 1944, in Salina, Kansas. Diane grew up in 
Pittsburgh before moving to Houston, graduating from Spring Branch High 
School in 1962. She continued her education at the University of 
Houston. Diane married her high school sweetheart, Ben Arning, on August
 13, 1966, at Christ Church Cathedral. She was employed with Spring 
Branch ISD from 1966 until 1982 as a government and economics teacher. 
Diane then returned to the University of Houston to study law. She 
received her Doctor of Jurisprudence in 1985 and practiced family law 
until 2005. Diane and Ben moved to Bleiblerville after retirement.&nbsp; &nbsp;&nbsp;

Diane was a woman of faith, serving as Sunday School Education 
director at St Christopher’s Episcopal Church. She was also enthusiastic
 about government/politics and was a voting delegate at the National 
Republican Conventions. In her spare time, Diane (affectionately known 
as ‘Honey’), enjoyed volunteering at the nursing home calling bingo. She
 loved musicals, classic movies, music and cutting loose on a dance 
floor. She was an avid reader often saving books or articles to share 
with others. ‘Honey’ loved watching game shows and solving the 
newspaper’s daily puzzle pack, which the grandkids loved doing with her.

She is survived by her husband: Ben Arning, Jr of Bleiblerville; 
daughters: Kim Bond and husband, Randy, and Kris Harden and husband, 
Curtis, all of Bleiblerville; brother: Bill Dowling and wife, Lynn, of 
Hays, Kansas; grandchildren: Tyler Bond, Kyle Jones, Chase Harden, 
Rachel Bond and Peyton Bond; sister-in-law: June Dowling of San Marcos; 
brother-in-law: Craig Arning and wife, Debbie, of Cypress; nine nieces 
and nephews and their precious families, as well as other extended 
family and dear friends.

Diane was preceded in death by her parents and brother, Edgar Dowling Jr.

More than 1,600 four-year colleges and universities have dropped their requirement of either the SAT or ACT tests for admission due to the pandemic. While this trend began before the pandemic, the difficulty of administering these tests on-site has driven more to drop test requirement for now and perhaps forever.

Arguments widely given for not returning to using these tests center on equity. Test-prep services are more available to affluent families and supposedly disadvantage the economically poor students.&nbsp; But these tests are mainly aptitude tests that measure ability to solve new problems, and not achievement tests where a teacher can teach-to-the-test and students can memorize answers. The small advantage of SAT or ACT test-prep is mostly related to getting used to the format of aptitude tests and using test-taking strategies. Both the cost of test-prep and the resulting increase in score are not great. &nbsp;

Test opponents also argue the tests are unfair to historically disadvantaged minorities who generally average lower scores due to cultural factors. One remaining option is to rely on state assessment tests which are all achievement tests. Teachers have now become proficient at using last year’s questions to test-prep students for this year’s assessments, so while state assessment scores have gone up, the critical thinking and problem-solving skills measured on ACT, SAT and NAEP have continued to go down.

The other option is no testing. Basing admissions on high school GPA has always been the best predictor of college success. However, with states under pressure to raise graduation rates, many schools are dramatically inflating grades—often against their teachers’ professional judgement—in order to show (fraudulent) success.

What is missing in this movement to provide inclusion in academia is that, when implemented on a large scale, it penalizes the most studious set of students, threatens to pull down academic rigor and will ultimately result in lower national performance in science and other fields.

In the last “normal year” of 2019, SAT math scores nationwide continued a 20-year decline for all groups, except Asian-American students whose scores continued to rise. Education reformers keep pressing for an increase in college completion from 40 percent of high school graduates, but Asian-American students long ago surpassed 60 percent college completion.

Confucian-based countries, including South Korea, Japan, China, Singapore, Taiwan, etc., value education more highly. Individual students vary in academic performance, but it is distributed in a bell curve, and the Asian-American curve is substantially higher. They outperform all other groups, both minorities and our white majority of students. Eight of the top ten students in this years Regeneron Science Talent Search (formerly Westinghouse and then Intel Science Talent Search) have Asian names.

Despite living in America for many generations, this value for education continues to be passed down in Asian-American families as a “success frame.” This is the belief that “an A-minus is an Asian F.” To gain entrance to Harvard or UC-Berkeley is success. To have to attend a state university is unfortunate. Professors Jennifer Lee and Min Zhou describe this educational mindset in their book: “The Asian American Achievement Paradox.”

This is not a new dilemma. Over 70 percent of New York’s elite Stuyvesant High School were Asian-American students, as were 60 percent of Bronx High School of Science students. Admission is based upon a rigorous test that Asian-American students passed in far higher numbers. Mayor DeBlasio proposed to discard their race-blind, test-by-merit system and substitute a quota system to “integrate” schools. It would be terribly unfair to students who studied hard; nine-out-of-ten of the best scoring Asian-American students would be derailed from the best education possible.

And by eliminating merit testing, America would likewise lose many of its best future experts. &nbsp;

The use of civil service testing came to the West from its use for over two millennia in China. You rose to public office based on your tested skills, not on your family connections. Now, in a strange contradiction in logic, the measurement of academic skill as merit by the ACT or SAT is being discarded in the name of inclusion, but will result in exclusion of many of our best students.&nbsp;&nbsp;

EDUCATION FRONTLINES: Inclusion...or exclusion?

Today is Monday, March 29, the 88th day of 2021. There are 277 days left in the year.

On March 29, 1974, eight Ohio National Guardsmen were indicted on federal charges stemming from the shooting deaths of four students at Kent State University. (The charges were later dismissed.) 

In 1638, Swedish colonists settled in present-day Delaware. 

In 1812, the first White House wedding took place as Lucy Payne Washington, the sister of first lady Dolley Madison, married Supreme Court Justice Thomas Todd. 

In 1861, President Abraham Lincoln ordered plans for a relief expedition to sail to South Carolina's Fort Sumter, which was still in the hands of Union forces despite repeated demands by the Confederacy that it be turned over. 

In 1867, Britain's Parliament passed, and Queen Victoria signed, the British North America Act creating the Dominion of Canada, which came into being the following July. 

In 1912, British explorer Robert Falcon Scott, with his doomed expedition stranded in an Antarctic blizzard after failing to be the first to reach the South Pole, wrote the last words of his journal: "For Gods sake look after our people."

A seriously ill 73-year-old British woman was accidentally dropped into the bitterly cold Norwegian Sea as rescue workers took her off the cruise ship Ocean Countess (Janet Richardson later died at a hospital).

Five years ago: Oscar-winning actor Patty Duke, 69, died in Coeur D'Alene, Idaho.

One year ago: President Donald Trump extended restrictive social distancing guidelines through April, bracing the nation for a coronavirus death toll that he acknowledged could exceed 100,000 people; Trump just days earlier had spoken about the country reopening in a few weeks. Dr. Anthony Fauci warned that the coronavirus could kill 100,000 to 200,000 Americans and that millions of Americans could become infected. Country singer Joe Diffie, who had a string of hits in the 1990s, died at 61 from what a spokesman said were complications from COVID-19. Josef Neumann, 72, died three months after he and four others were stabbed during a Hanukkah celebration north of New York City. Krzysztof Penderecki, an award-winning conductor and one of the world's most popular contemporary classical music composers, died at his home in Poland; he was 86.

Today in History -- March 29

SHAWNEE COUNTY—Law enforcement authorities are investigating a fatal shooting and after asking the public for help to locate two suspects have made arrests.

On Sunday, police in Manhattan followed up on a tip given to Topeka police and found 28-year-old Devonta B. Miller of Topeka and 21-year-old Harlee E. Borders of Marysville in an apartment in Manhattan, according to Topeka Police Lt. Shane Hilton.

They were taken into custody without incident in connection with the death of&nbsp;39-year-old Kristi A. Rodriguez of Chanute.

Just before 10:30 p.m. Friday the Shawnee County Emergency Communications Center started receiving calls about a possible shooting in the 3100 block of SE Bryant in Topeka, according Lt. Matt Danielson.

 Officers arrived and located a crime scene. Two people were located inside of a home suffering from apparent gunshot wounds. Rodriguez was pronounced dead at the scene, while the other was transported by officers to a local hospital with life threatening injuries.&nbsp;

A third individual received injuries as a result of the incident, and was transported by AMR to a local hospital with non-life threatening injuries.&nbsp;Officers also located a two-vehicle accident at the intersection of SE 31st and SE Adams. Homicide detectives were investigating both scenes to determine if they are connected.

Authorities brought Miller and Borders&nbsp; back to Topeka and they were booked into the Shawnee County Department of Corrections on charges that include Murder in the First Degree, Aggravated Kidnapping, Aggravated Burglary, Aggravated Battery, Aggravated Endangering of A Child, Criminal Possession of a Firearm by a Felon and Failure to stop at an Accident, according to Hilton.

Police are also asking for help to locate two suspect in connection with the shooting. Anyone with information on 28-year-old Devonta B. Miller of Topeka, or 21-year-old Harlee E. Borders of Marysville should contact police.

During the investigation, deputies located narcotics and arrested the passenger, Stacy N. Minton, 35, of Topeka for a misdemeanor warrant out of the City of Topeka.&nbsp; She was also booked into the Shawnee County Department of Corrections on requested charges of possession of methamphetamine and possession of drug paraphernalia, according to Christian.

Weekend in jail for Kan. woman after sheriff's K-9 finds drugs

TOPEKA — Senate Majority 
Leader Gene Suellentrop was charged Friday with drunk driving and felony
 fleeing from police while traveling 90 mph in the wrong direction on 
Interstate 70 in Topeka.

The complaint filed in 
district court by the Shawnee County District Attorney’s Office 
indicates the early morning escapade on March 16 ended after Suellentrop
 “willfully failed or refused” to stop for police.

The Wichita Republican was
 stopped by Kansas Highway Patrol officers after several 911 callers 
reported he was driving on the wrong side of the interstate. He was 
released from jail after a judge determined there was a problem with the
 arrest report.

The next day, Suellentrop announced he was <a href="https://kansasreflector.com/2021/03/17/kansas-senate-majority-leader-hands-off-duties-a-day-after-drunk-driving-arrest/">transferring leadership duties</a> to an assistant while resolving his legal matters.

He now faces a level nine 
felony for fleeing or attempting to elude a police officer, misdemeanor 
charges of driving under the influence and reckless driving, and traffic
 infractions for driving the wrong way on a divided highway and 
speeding.

The complaint says he was 
driving 90 mph in a 65 mph zone. His blood alcohol level was over the 
legal limit of .08, but the complaint doesn’t specify the exact reading.

The felony charge 
indicates he “failed to stop for a police roadblock, drove around a tire
 deflating device placed by a police officer, engaged in reckless 
driving, was involved in a motor vehicle accident, intentionally caused 
damage to property” and eluded capture. District Attorney Mike Kagay 
said Saturday the complaint uses standard language that reflects 
different ways the prosecutor can prove the charge and is not a comment 
on the evidence in the case.

Suellentrop was booked Friday into Shawnee County Jail and released after posting $5,000 bond.

Senate President Ty 
Masterson and Vice President Rick Wilborn issued a joint statement 
saying they have reached out to the GOP Senate caucus about “how to 
proceed most effectively” after learning of Suellentrop’s charges.

“The complaint’s 
allegations are very serious, and we trust the legal process will ensure
 due process and a just resolution,” Masterson and Wilborn said. “We are
 thankful that no one was injured, and we continue to pray for Gene and 
his family.”

Record: Kan. Senate majority leader drove 90 mph in wrong direction

I was born Feb. 5, 1943, in Salina, Kansas. From 1948-54, I attended the segregated&nbsp;<a href="http://salina57.com/SHS57/Dunbar.htm">Dunbar School</a>&nbsp;even though I lived across the street from Hawthorne School. I attended summer recreational activities with all the kids on North Eighth, Black and white. We played together all day, had slumber parties and shared meals. It was a confusing time for a young Black child like me. It was hard to comprehend why. I often thought maybe we Black folks were not “human” and this was why we were separated.

I had some great Black teachers at Dunbar, and although we had few resources and only one teacher for two grades, I learned to be the best student I could be. The teachers encouraged me to read almost every book in every room in the school.

I was so influenced by my fourth-grade teacher, Miss Mildred Giles, that I became a teacher like her. She was firm but fair. She cared about me and allowed me to accompany her on a shopping trip to downtown Salina, where she bought me lemon drops and we visited a jewelry store. I will never forget how special that made me feel. I learned to be proud of who I was.

I walked across the street to&nbsp;<a href="https://www.salina.com/article/20150223/News/302239922">Hawthorne School</a>&nbsp;in 1954, after Brown v. Topeka Board of Education was settled.

It was a new adventure with my first white teacher, Mrs. Brockman. She was kind and welcoming to me and the other Black student from Dunbar, Wayne Rodgers. He was loved by all for his outgoing personality and his athleticism. I was the Black child who was academically gifted, testing at a 12th grade status in reading comprehension when I was in the 5th grade. That was a big surprise to all, including me.

I learned a great deal about how to live in an integrated community, and that helped me succeed in life.

I never lived in an environment of overt racism, such as with “colored” and “white” signs on restrooms and water fountains. I knew some restaurants did not welcome us, so we did not eat there. I knew we could not purchase or rent houses in some parts of Salina, although we knew former&nbsp;<a href="https://www.kshs.org/kansapedia/camp-concordia/19932">German prisoners of war</a>&nbsp;lived and ate wherever they liked. That was disturbing. I never heard or saw evidence of the KKK or&nbsp;<a href="https://kansasreflector.com/2020/12/07/salina-lynching-memorial-advocates-want-to-show-this-did-happen-in-kansas/">lynching of Black folks</a>&nbsp;but I heard&nbsp;<a href="https://www.hppr.org/post/what-history-noose-road-tells-us-about-kansas-race-and-lynchings-black-men">Hays had a lynching</a>. I also never ate at cafes on the highways when we traveled from Salina to Parsons or Leavenworth where relatives lived. We always took a lunch with us and only stopped at restrooms we knew we were welcome, like the&nbsp;<a href="https://www.legendsofamerica.com/indian-village-lawrence-kansas/">Indian Teepee on Highway 40</a>&nbsp;between Salina and Leavenworth.

We also had wonderful times dancing, playing sports and eating dinners at Carver Center, which had a pool where&nbsp;<a href="https://www.ksal.com/caldwell-remembered/">Bob Caldwell</a>&nbsp;taught me to swim. He was a teacher at Dunbar and later became Salina’s first Black mayor. I was often one of few African Americans in my Wednesday Bible class, which was stressful but taught me early how to deal with this environment. I also learned early there were good and bad folks in every race.

When I was 16, I got a job at the Salina Public Library working in the children’s department with two lovely ladies who taught me a great deal. Twenty years later, I learned my high school librarian, Martha Mae Marsh, had arranged this job for me. I would go on to complete my master’s degree in library science in 1975.

My history teacher, Hilda Smith, encouraged me to write, research and explore my history. My social studies teacher, Dale Brooks, challenged me to read classical literature and change classes to compete with students who would challenge me intellectually. One of these students was&nbsp;<a href="https://warrenmcelwain.com/obituary/Lance-W-Burr/">Lance Burr</a>, who became attorney general of Kansas. All of these teachers were white, and they cared about me and wanted me to use by intellectual abilities to the fullest.

I went on to become a military wife, living in Germany and Alabama before returning to teach at Hawthorne School in 1975. I worked with exceptional African American teachers at Hawthorne in part because our principal, Eva Velharticky, understood the importance of have a diverse group of teachers teaching a diverse group of students. We stood as role models and taught Black history all year through our curriculum our inclusion in their education. These students were also taught to respect and tolerate differences.

This is what America needs to learn in 2021. Racism and inequality are the root of so many of our problems. I talk with former students on Facebook every day and they say they have many Black friends today because of their Hawthorne experience. That is a tribute to all of us who educated them.

I believe I had a unique educational experience as an African American growing up in Kansas. I wish all those outstanding Black teachers had been hired to continue teaching all kids, but it did not happen. I believe this was a mistake that harmed all kids and is the root of educational problems we see in schools today.

OPINION: Lessons from attending segregated school, then integrated school in Kansas

Today is Sunday, March 28, the 87th day of 2021. There are 278 days left in the year. 

On March 28, 1979, America's worst commercial nuclear accident occurred with a partial meltdown inside the Unit 2 reactor at the Three Mile Island plant near Middletown, Pennsylvania. 

In 1797, Nathaniel Briggs of New Hampshire received a patent for a washing machine.

SEDGWICK COUNTY—Law enforcement authorities are investigating a Kansas woman in connection with a fatal shooting.

Just before 4:30 p.m. Friday, police were dispatched to 13th&nbsp;Street North and Oliver Avenue for a shooting call, according to officer Paul Cruz. Upon arriving, they located&nbsp;54-year-old Merrill Rabus of Wichita unconscious and receiving life-saving measures.

Rabus had undetermined injuries, including what appeared to be a single gunshot wound. He was transported to an area hospital, where he later died from his injuries.

The investigation revealed Rabus was on his bicycle at the intersection of 13th&nbsp;Street North and Oliver Avenue when he was struck by a white Plymouth van driven by 31-year-old Charity Blackmon. 

Blackmon then got out of her vehicle and fired a shot from a handgun, striking Rabus. Blackmon fled the scene and was followed by witnesses who provided her location. She was located and arrested at 14th&nbsp;Street North and Green Street by a Wichita State University police officer, according to Cruz.

 Blackmon and Rabus were not known to each other. Officers also recovered a handgun through this investigation.&nbsp;

WICHITA, Kan. (AP) — Authorities say a bicyclist is dead after a woman struck him with her van as he crossed a Wichita street and then apparently shot him. 

&nbsp;Charity Charmon Blackmon, 31,&nbsp; was booked into jail Friday night on suspicion of first-degree murder, driving with a suspended license, unsafe turning or stopping and failure to give proper signal. 

Wichita police chief Gordon Ramsay said the victim was either riding or walking his bicycle when he was hit Friday afternoon. Ramsay said the initial reports were that the suspect got out to shoot the man after the crash. 

Ramsay said police would know definitively if he was shot after an autopsy. The man’s name wasn’t immediately released.

TOPEKA, Kan. (AP) — The Kansas Highway Patrol does not have a document it can make public on last week’s arrest of a legislative leader on suspicion of driving under the influence and attempting to flee law enforcement, a patrol official said Thursday.

The patrol’s&nbsp;<a href="https://apnews.com/article/kansas-wichita-arrests-topeka-driving-under-the-influence-7380a7e3e4fbe335536f78e0a5bf719d">Capitol Police division arrested</a>&nbsp;state Senate Majority Leader Gene Suellentrop early March 16 on Interstate 70 near downtown Topeka after his SUV was reported traveling east in the highway’s westbound lanes. The Wichita Republican was booked into jail, but a judge released him hours later, saying there was not sufficient evidence to support his arrest.

Suellentrop has not been charged with a crime and has temporarily stepped away from most of the majority leader’s duties.

Luther Ganieany, the patrol’s general counsel,&nbsp;<a href="https://apnews.com/article/topeka-arrests-kansas-wichita-77b7d24b93ac30c51c8192eb4f7eb100">initially said</a>&nbsp;the front page of an offense report with basic information might be available by the end of this week. But he said in an email Thursday that the patrol is not required to file such a report for alleged DUI incidents and didn’t.

Ganieany said other documents are investigation records that don’t have to be released under the Kansas Open Records Act and the patrol is legally barred from releasing criminal history information.

Dorothy Louise (Walters) Goetz, age 92 of Victoria, Kansas, died Tuesday, March 23, 2021, at Hays Homestead Assisted Living.

She was born October 5, 1928, on the farm at Severin, Kansas to Adam J. and Anna (Polifka) Walters. &nbsp;She married Paul L. Goetz on October 14, 1947, at Severin. &nbsp;He preceded her in death on July 27, 1980.

She retired in 1999 from Developmental Services of Northwest Kansas as a bookkeeper and office worker. &nbsp;She was a bookkeeper at Hartman Oil Company in Hays for many years, and a cook at Victoria High School. &nbsp;She grew up on the farm at Severin, was a graduate of Hays High School and has lived in Victoria since the 1950’s. &nbsp;Dorothy was a member of The Basilica of St. Fidelis, St. Fidelis Christian Mothers, St. Fidelis Daughters of Isabella, Victoria V.F.W. Auxiliary and was a former Eucharistic Minister for the church. &nbsp;She was an office worker volunteer at the St. Fidelis Parish Activity Center for 14 years and worked on the St. Fidelis Funeral Committee.

Survivors include three sons, Tom Goetz and wife, Jeanette, Salina, KS; Jerry Goetz and wife, Jeanie, Ponte Vedra Beach, FL; Ron Goetz and wife, Donna, Hoisington, KS; seven grandchildren, Jodi (Luke) Sarsfield; Natosha (Jeff) Walsh; Sara (Joe) Westerhaus; Nathan (Stephanie) Goetz; Emily Goetz; Matt (Kaitlin) Goetz; Lee (Bre) Goetz;&nbsp; eight great grandchildren, Olivia Walsh and Addison Walsh; Luke Sarsfield IV and Victoria Sarsfield; Carter Westerhaus, Grant Westerhaus and Bennett Westerhaus; Kennedy Jane Goetz; one brother, Kenneth Walters, Bend, OR; one sister, Eileen Leiker and husband, Wilfred, Hays, KS.

She was preceded in death by her parents; husband; four brothers and five sisters-in-law, Ernest and Leona Walters; Harold and Ida Walters; Irvin and Clara Walters; William “Bill” and Barbara Walters; Linda Walters; two sisters and two brothers-in-law, Mary Frances and Elmer Dreiling; Rose Ann and Marvin Augustine.&nbsp;

Mass of Christian Burial will be 10:00 A.M. Wednesday, April 7, 2021, at The Basilica of St. Fidelis Victoria, Kansas. &nbsp;Burial will be in St. Fidelis Cemetery Victoria, Kansas.

A vigil service will be at 6:30 P.M. Tuesday with a V.F.W. Auxiliary Memorial Service/Daughters of Isabella and Christian Mothers rosary all at the church. &nbsp;

Visitation is from 6:00 to 9:00 P.M. Tuesday, and from 9:00 to 10:00 A.M. Wednesday, all at the church.

FORD COUNTY—Law enforcement authorities are investigating the death of a teen in Ford County and have identified two suspects in custody as 19-year-old Tyree Jackson and 31-year-old Lakendria Lewis, according to Police Chief Drew Francis.

On Sunday police responded to the 1200 block of West Elm Street in Dodge City where they located the body later identified as 18-year-old Zacarias Giannino of Dodge City, according to a Francis. He had been dead for several weeks.

Jackson and Lewis are being held in the Ford County Jail on the requested charge of Murder in the 1st degree.

Police have also made two additional arrests in connection with the case including a 17-year-old boy from Dodge City on requested charges of Interference with Law Enforcement and Criminal Desecration and a&nbsp; 16-year-old girl from Dodge City for an active warrant

Charges will be filed with the Ford County Attorney's Office.

At this time, it is believed that Giannino was killed by a single gunshot to the head during the early morning hours of January 28, in VFW Park at 12th Ave and Cedar St. in Dodge City.

Giannino's body was hidden outdoors in a nearby but secluded area, according to Francis. The extremely low temperatures that followed helped to preserve the condition of the remains.&nbsp;

Police.With the information from this individual, officers responded to the 1200 block of West Elm Street in Dodge City where they located the body later identified as&nbsp;18-year-old Zacarias Giannino of Dodge City.After processing the scene, the body of the teen was turned over to the Ford County Coroner for further examination. The condition of the body indicated he had been deceased for a few weeks.On Tuesday an autopsy was performed to determine the cause of death. This is an active and ongoing homicide investigation.
