TOPEKA, Kan. (AP) — A Kansas legislator accused of kicking a high school student in the testicles has surrendered his state substitute teacher’s license. Republican state Rep. Mark Samsel of Wellsville also said Wednesday that extreme stress caused what he called an isolated episode of mania with psychotic features. 

Samsel disclosed in a Facebook post that he has seen mental health professionals over the past three months and surrendered his substitute teacher’s license Tuesday. 

 He faces three misdemeanor criminal charges of battery following what the local prosecutor described as rude, insulting or angry” interactions with two Wellsville High School students during an April 28 art class. His next court hearing is Aug. 16.

SHAWNEE COUNTY —Law enforcement authorities are investigating three suspects found after a traffic stop that also led to the recovery of a stolen vehicle.

On Tuesday night, police conducted a traffic stop in the 600 Block of SW Clay in Topeka, according to Lt. Jerry Monasmith.

The traffic stop revealed information directing officers to a narcotics search warrant service in the 1100 Block of SW Clay. During the investigation, officers located methamphetamine, drug paraphernalia and a firearm.

As a result officers arrested Charles Goodman, 48; Jennifer Rietbrock, 44; and&nbsp; Michael Perry, 49, all from Topeka.

Goodman is being held on requested charges of&nbsp;Possession of methamphetamine with the intent of distribution within 1000 feet of a school, Possession of drug paraphernalia with the intent of distribution within 1000 feet of a school and Possession of stolen property. Rietbrock was jailed on requested charges of&nbsp;Possession of methamphetamine with the intent of distribution within 1000 feet of a school, Possession of drug paraphernalia with the intent of distribution within 1000 feet of a school and&nbsp;Possession of stolen property.

Police: Discovery of stolen car leads to Kan. drug bust

HUTCHINSON, Kan. — A Hutchinson Community College wide receiver was booked into jail Monday afternoon on marijuana possession with intent to distribute charges.

Police also say 21-year-old Cameron Cordell Henderson had the pot within 1000 feet of a school. His name was briefly dropped by Coach Drew Dallas as among the strong returners to his 2021 football squad at HutchCC at the conference's media day in July.

Henderson was the fourth-leading receiver on the national championship team last year and played in all eight games with 20 receptions for 267 yards and two touchdowns. Given his experience, it's likely Henderson would get even more playing time this fall. The school has not commented on Henderson's arrest.

SHAWNEE COUNTY—Law enforcement authorities are investigating a Kansas man on federal charges after a traffic stop.

Just before 4a.m. August 1,&nbsp;&nbsp;a deputy conducted a traffic stop on a&nbsp; 2009 Hyundai Sonata in the 800 block of SE Adams Street. During the investigation, a Topeka Police Department K9 Unit assisted and illegal narcotics were located.

The driver, 36-year-old&nbsp; Clayton M. Becker of Topeka, was arrested and booked into the Shawnee County Department of Corrections on requested charges of possession of methamphetamine, possession of drug paraphernalia, interference with law enforcement and operating a vehicle without an interlock device.

The 34-year-old female passenger was released from the scene.

Kansas man jailed on federal charges after traffic stop

Not all coffees are created equal. Today we’ll meet a couple of artisan coffee roasters who have learned the truth of this statement and applied it to their remarkable coffee business.&nbsp;

Ray Ford and Joel Heath are the makers of this remarkable coffee. They are co-owners of Burr Roasters &amp; Cafe in Leavenworth.&nbsp;

Ray Ford grew up in Kentucky and joined the Army. “I grew up with bad coffee,” Ray said. “Everybody drinks coffee in the field,” he said. “(The coffee is) warm and you’re cold.” Soldiers drank whatever coffee was provided.&nbsp;

Ray took a job in retail which included working in a coffee shop. “I got a knack for it,” Ray said.&nbsp;

He finished his Army career at Fort Leavenworth. An Army friend named Johnny Kasper was also in his church. They talked about opening a coffee shop in Leavenworth after they retired. Together, they opened Burr Roasters, a veteran-owned, small-batch roastery and coffee shop located in historic downtown Leavenworth.&nbsp;

Ray learned that there is a distinct science related to making really good coffee. It became clear that not all coffee is created equal. Part of the key to quality is producing it in small batches, rather than mass production. Another factor is insisting on beans that are fresh. A third is sourcing the right kind of coffee beans. Ray works closely with his suppliers to ensure they acquire the best possible blends. Burr Roasters carefully sources its coffee from selected locations in Brazil, Colombia and Ethiopia. &nbsp;

“Different elevations and different soil contents produce different flavors,” Ray said.&nbsp;&nbsp;“There’s a whole science behind it.” Ray and Johnny experimented with various blends, gave them away to friends, and developed their favorites.&nbsp;

Then they made a fascinating historic discovery which connected them to their Army roots. They learned that, from 1916 to 1956, the U. S. Army employed its own team of master coffee roasters to meet the massive coffee demand from soldiers around the world. There were several Army coffee production facilities across the nation, including the largest at a location called Warehouse 310 in Atlanta. Then, in the interest of efficiency and economy, the Army switched to commercial mass-produced sources of coffee in the 1950s.&nbsp;

Ray and Johnny found a 1956 book titled “Coffee in the Armed Forces” which included various blends and coffee-making tips. After some experimenting, they found the coffee was terrific and they adapted it into their business. Eventually, Johnny’s interest in the business was purchased by fellow Army veteran Joel Heath, who is now the chief roaster.&nbsp;

Today, Burr Roasters &amp; Café serves fresh coffee at their coffee shop, delivers locally and produces roasted coffee blends for sale and shipment. One popular variety is based on the classic Army recipes. It is named Warehouse 310, in honor of what had been the Army’s leading coffee facility. “It’s a fantastic bag of coffee,” Johnny said.&nbsp;&nbsp;“It’s smooth, mild, warm and hazelnutty.”&nbsp;

Burr Roasters &amp; Cafe offers another blend called IV Drip, a highly caffeinated coffee which is popular with first responders and night-shift hospital workers. They also offer an Ethiopian blend called Lion of Judah, plus blends named 0 Dark Thirty, Texas Pecan, Choconut and an espresso called Pony Espresso. Ray’s daughter bakes cookies and scones for the business.&nbsp;

In addition to the local retail trade, Burr Roasters &amp; Cafe serves wholesale customers.&nbsp;&nbsp;One is a coffeehouse in the&nbsp;rural&nbsp;community of Haviland, population 701 people. Now, that’s&nbsp;rural. Burr Roasters also ships its coffee blends coast to coast and as far away as England and Afghanistan.&nbsp;

“We always use fresh beans. People have told us how much of a difference it makes,” Ray said. “My most rewarding element is how happy people can get from having a cup of coffee. We take care of our customers, and they come back.” &nbsp;

NOW THAT'S RURAL: Ray Ford and Joel Heath, Burr Roasters

CLOUD COUNTY –&nbsp;Another subject was arrested, and an additional arrest warrant was issued following a Kansas Bureau of Investigation (KBI) investigation into former employees of the Cloud County Jail.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

Nicholas Clanin, 33, of Concordia, was arrested at approximately 11 a.m. on Friday in Belleville. He was arrested for theft, misuse of public funds, official misconduct, and destroying a written instrument. Clanin was a Cloud County jail lieutenant at the time the alleged crimes took place. He was booked into the Republic County Jail.

An arrest warrant was also secured for Alexandra Wilcox, 22, of Shawnee, Okla., for misdemeanor theft related to the case. She was formerly a corrections officer at the Jail.

The Lincoln County Attorney was appointed as special prosecutor and is expected to prosecute the case.

On Wednesday, a former north-central Kansas jail employee and her mother were arrested, accused by Kansas Bureau of Investigation officials of theft of public money.

Agents arrested Amber Lindberg, 40, of Concordia, in Minneapolis on suspicion of theft, misuse of public funds, official misconduct and several other counts, the KBI said in a news release.

Also arrested was Lindberg’s mother, Joyce Jasper, 62, of Concordia, on suspicion of theft.

It was unclear early Friday whether the women yet had an attorney representing them.

Lindberg was the Cloud County Jail administrator in June 2019, when the KBI began its investigation.

The KBI did not give other details about the alleged theft, including how much was reportedly stolen.

SHAWNEE COUNTY—Law enforcement authorities are investigating a Kansas man for alleged burglary.

Just before 10p.m. Wednesday, police&nbsp;&nbsp;were dispatched to a burglary in progress to a vehicle near SW 4th Street and SW Van Buren Street in downtown Topeka, according to police spokesperson Gretchen Spiker.

While officers were responding to the scene, witnesses provided detailed suspect information. Police located a man matching the description walking near SW 3rd Street and SW Van Buren Street and took him into custody.

Officers located stolen items in the suspect’s possession. The stolen items were returned to the victim.

As a result of the investigation, Ezkekiel P. Rhoten, 59 of Topeka booked into the Shawnee County Department of Corrections on requested charges of Burglary; Vehicle to commit felony, theft or sexually motivated crime, Theft &lt; $1,500 Pocket-Picking, Interference with LEO; obstruct/resist/oppose felony warrant service or execution Use/possess w/intent to use drug paraphernalia into human body.

Police: Kan. man found with items taken in burglary

CLOUD COUNTY –&nbsp;The Kansas Bureau of Investigation (KBI) has arrested two individuals after an investigation into former employees of the Cloud County Jail.

Just after 8:35 a.m., Thursday Amber Lindberg, 40, of Concordia, was arrested at 212 N. Concord in Minneapolis, according to a media release from the KBI.

 She was arrested on a requested charge of theft, misuse of public funds, official misconduct, making false information, conspiracy to commit theft, conspiracy to commit official misconduct, conspiracy to commit misuse of public funds, and conspiracy to commit destroying a written instrument. 

Lindberg was the Cloud County jail administrator in June 2019 when the KBI initiated the investigation. Following her arrest, Lindberg was booked into the Saline County Jail.

Joyce Jasper, 62, of Concordia, was arrested for theft at 11th&nbsp;and State Street in Concordia. The arrest occurred at 8:40 a.m. on Wednesday. Jasper is Lindberg’s mother. She was booked into the Cloud County Jail.

The Lincoln County Attorney was appointed as the special prosecutor and is expected to prosecute the case.

The investigation is ongoing. Additional arrests are expected.
