In 1927, a huge F5 tornado nearly two miles wide raced 95 miles from extreme south-central Kansas to central Kansas. The tornado killed 10, injured 300, and caused approximately $1.3 million in damage. Most of the approximately 100 farmsteads that were hit vanished. The twister began in extreme southeast Comanche County. The vortex quickly intensified, reaching nearly one mile wide. The tornado tore through Barber, Kingman, eastern Reno, and southwest McPherson counties before lifting seven miles south-southwest of McPherson. Four fatalities occurred one mile southeast of Medicine Lodge, one was two miles west of Kingman, three were in East Hutchinson and two were in McPherson County. Damage in East Hutchinson totaled $750,000.

In 1840, the Great Natchez, Mississippi Tornado roared into the record books. The huge vortex formed just southwest of Natchez just before 1 p.m. and moved northeast along the Mississippi River. The tornado killed 317 and injured 109. It was the deadliest tornado in United States history until the Tri-State Tornado of March 18, 1925, that killed 695 and injured 2,027. It is still the second deadliest United States tornado on record. It is also the only massive tornado in United States history to have killed more people than it injured, at almost a 3 to 1 margin.&nbsp;&nbsp;

SEDGWICK COUNTY —Three men accused in a murder last weekend in Wichita made their first appearances in court this week.

Adonis&nbsp;Andrews, 47; Jorge Romero, 48 and and Shaun O’Brien, 41, all of Wichita were each charged with 1st degree murder, according to the Sedgwick County District Attorney's office.

Just before 4am on April 30, police were dispatched to a shooting that took place in the 2800 block of East Stadium Drive in Wichita, according to Officer Juan Rebolledo.

Once on the scene officers located a victim identified as 36-year-old Christian Santiago of Wichita in the front passenger seat of a white SUV deceased.

Later that day, police booked 47-year-old Adonis C. Andrews into the Sedgwick County Jail in connection with Santiago's murder.

Investigators also identified Jorge Romero, Jr., as a suspect. Police located him Tuesday in the 1200 block of W Casado Street and made an arrest. Police booked Obrien in connection with the crime on Tuesday afternoon.&nbsp;Bond for each of the men is $250,000. 

It is believed the suspects and the victim are known to each other and this was not a random incident.&nbsp;

Salina USD 305 announced today the schedule for its Summer Food Program for children.

The program is set to begin May 30, and both breakfast and lunch is scheduled to be served Monday through Friday. The program will run through June 30, but will be closed June 19.

The free meals are for all children ages one through 18. No signup, eligibility or paperwork is required. 

Adults may eat breakfast for $3 per person and lunch for $5 per person.

Lunchtime activities from 12:30-1 p.m., will be provided by the Salina educators. Additionally, there will be book giveaways by the Salina Area United Way.

NASA launched the Mars InSight lander from California on a flight of more than six months to the red planet, where the robot geologist would dig deeper in to the Martian surface than ever before. Justify, on his way to a Triple Crown sweep, splashed through the slop at Churchill Downs to win the Kentucky Derby by 2½ lengths, becoming the first horse since Apollo in 1882 to win the Derby without having raced as a 2-year-old.

One year ago: Ukrainian fighters in the tunnels underneath Mariupol's pulverized steel plant held out against Russian troops in an increasingly desperate effort to deny Moscow what would be its biggest success of the war yet: the full capture of the strategic port city. (The siege would end with Russia capturing the city May 20.) Hong Kong reopened beaches and pools in a relaxation of COVID-19 restrictions, while China's capital Beijing began easing quarantine rules for arrivals from overseas. Sam Cusick and Kieran Boeger, Salina, are the recipients of the 2022-2023 Cash&nbsp;Hollistah&nbsp;Scholarship.

An anonymous community donor matched the scholarship, paving the way for two scholarships to be given this year.&nbsp;

Cusick, a senior at Salina Central High School, has a 4.0 GPA, and has been involved with Theatre Salina, Salina Central Jazz Combo, and Salina Central Drumline. 

Boeger, a senior at Sacred Heart High School, has a 4.0 GPA, and has been a member of the National Honor Society for the past two years. Cash Hollistah Scholarship recipients announced

SEDGWICK COUNTY —A man accused in a 16-year-old sexual assault case has made a first appearance in court.

Ted Foy, 52 of Augusta, is charged with aggravated criminal sodomy, rape, aggravated sexual battery, and attempted rape, according to the Sedgwick County District Attorney's office.

In November of 2007, police were dispatched to a reported sex assault case at 1900 S Tara Falls in Wichita, according to Officer Kris Gupilan.

Investigators learned that a suspect had broken into a home and sexually assaulted a female victim. Investigators worked to identify a suspect but were unable to despite exhausting all available resources at the time.

Recently, in collaboration with the Air Force Office of Special Investigations Cold Case Team and the Sedgwick County Regional Forensic Science Center, Wichita Police Investigators were able to utilize genealogical investigative techniques to assist them in identifying a potential suspect. 

The suspect’s identity was confirmed through DNA as Ted Foy.

On Monday, police arrested Foy and booked him into the Sedgwick County Jail.&nbsp;&nbsp;Attorneys are scheduled to discuss the case on May 15. Foy remains in jail on a $500,000 bond.

According to Topeka Police spokesperson Rosie Nichols, just after 2a.m. December 30, a passenger car driven by Justice R. Cox, 23, Topeka was westbound in the 100 Block of SE 37th Street in Topeka.

The car left the road, struck a utility pole and came to rest in a nearby front yard.&nbsp; One occupant identified as Brett M. Joynt, 23, of Topeka died from his injuries.&nbsp; Two others were injured.

WASHINGTON — The U.S. Senate on Wednesday passed on a 50-48 vote a resolution overturning a Biden administration rule that listed a popular Southwestern game bird under a federal endangered species designation.

The White House has vowed President Joe Biden would veto the resolution if it clears Congress. Similar legislation has been introduced in the Republican-controlled House.

The point of contention between the rule protecting the bird, known for its complex mating dance, and Republican opponents boils down to land.

Lesser prairie chickens thrive in native grasses, and conservation groups’ efforts to preserve habitat for the birds have undergone pushback from Republican lawmakers who argue the Biden policy is a&nbsp;<a target="_blank" href="https://kansasreflector.com/briefs/trio-of-kansas-gop-lawmakers-seek-more-time-to-critique-prairie-chicken-listing/">threat to farmers, ranchers and energy producers.</a>

The Congressional Review Act&nbsp;<a target="_blank" href="https://www.congress.gov/bill/118th-congress/senate-joint-resolution/9/text?s=1&amp;r=1&amp;q=%7B%22search%22%3A%5B%22S.J.Res.9%22%5D%7D">resolution</a>, brought by Republican Sen. Roger Marshall of Kansas, overturned a&nbsp;<a target="_blank" href="https://www.fws.gov/press-release/2022-11/lesser-prairie-chicken-listed-under-endangered-species-act">rule</a>&nbsp;by the Fish and Wildlife Service to list two Distinct Population Segments, or DPS, of the lesser prairie-chicken under the Endangered Species Act.

Congress can use a CRA to block rules recently promulgated by federal agencies, and in specific other circumstances, by submitting a joint resolution of disapproval.

West Virginia Sen. Joe Manchin III was the sole Democrat to vote with Republicans to repeal the rule.

On the Senate floor, Republican Sen. Jerry Moran of Kansas said the rule threatens ranchers and farmers.

“I am confident there are ways to conserve the species without hindering economic opportunity in rural communities,” he said.

He said what Kansas needs is “more rainfall not more regulations.”

“Farmers and ranchers have always been and will always be the original conservationists,” Moran said. “Their livelihood depends upon the continued conservation efforts of the soil and the water they use to produce crops and raise livestock.”

Senate Environment and Public Works Chairman Tom Carper defended the bird and the rule.

“Native to the southern Great Plains, the lesser prairie chicken has long been considered an indicator for healthy grasslands and prairies upon which hundreds of species depend,” Carper, a Delaware Democrat, said on the floor.&nbsp; “So, if the lesser prairie chicken is in peril — in time, other species could be in peril as well.”

The Southern DPS of the lesser prairie-chicken is being listed as “endangered” and the Northern DPS of the lesser prairie chicken is being listed as “threatened”&nbsp;<a target="_blank" href="https://kansasreflector.com/2022/11/17/federal-wildlife-officials-list-lesser-prairie-chicken-as-threatened-in-kansas/">under the Endangered Species Act.</a>

The bird can be found in Kansas, Oklahoma, Texas and New Mexico. The rule has been a long-standing point of contention in Kansas.

Kansas Attorney General Kris Kobach in April announced plans to sue the Biden administration&nbsp;<a target="_blank" href="https://kansasreflector.com/briefs/kansas-ag-announces-plan-to-sue-biden-administration-over-lesser-prairie-chicken-protections/">over the designation</a>&nbsp;for the lesser prairie chicken, arguing that federal protections for the bird are illegal, and it could be devastating to landowners and businesses in the state.

The White House defended its policy in its announcement of a veto if the resolution is passed by Congress.

“The lesser prairie chicken serves as an indicator for healthy grasslands and prairies, making them an important measure of the overall health of America’s grasslands, a treasured and storied landscape,” the White House said.

“Overturning common-sense protections for the lesser prairie chicken would undermine America’s proud wildlife conservation traditions, risk the extinction of a once-abundant American bird, and create uncertainty for landowners and industries who have been working for years to forge the durable, locally led conservation strategies that this rule supports,” the White House continued.

Senate Minority Leader Mitch McConnell, a Kentucky Republican, said on the Senate floor that the designation of the bird’s status under the Endangered Species Act “is holding American farms, ranches, and other small businesses hostage to an animal called the lesser prairie-chicken.”

He argued that local landowners and officials already set aside millions of acres of potential habitat for the bird.

“But the Biden administration wants to plow ahead anyway, throw the book at these Americans, and threaten nearly $14 billion in agricultural production,” McConnell said.

A handful of Senate Republicans co-sponsored the bill including Sens. Moran, Shelley Moore Capito of West Virginia, Katie Boyd Britt of Alabama, and James Lankford and Markwayne Mullin of Oklahoma.

Mike Leahy, the senior director of wildlife policy for the National Wildlife Federation, said in a statement that the population of the lesser prairie chicken has continued to dwindle for decades.

Joe Manchin III was the sole Democrat to vote with Republicans to repeal the rule.<h2>Kansans mount opposition</h2>On the Senate floor, Republican Sen. Jerry Moran of Kansas said the rule threatens ranchers and farmers.“I am confident there are ways to conserve the species without hindering economic opportunity in rural communities,” he said.He said what Kansas needs is “more rainfall not more regulations.”“Farmers and ranchers have always been and will always be the original conservationists,” Moran said. “Their livelihood depends upon the continued conservation efforts of the soil and the water they use to produce crops and raise livestock.”Senate Environment and Public Works Chairman Tom Carper defended the bird and the rule.“Native to the southern Great Plains, the lesser prairie chicken has long been considered an indicator for healthy grasslands and prairies upon which hundreds of species depend,” Carper, a Delaware Democrat, said on the floor.&nbsp; “So, if the lesser prairie chicken is in peril — in time, other species could be in peril as well.”The Southern DPS of the lesser prairie-chicken is being listed as “endangered” and the Northern DPS of the lesser prairie chicken is being listed as “threatened”&nbsp;<a target="_blank" href="https://kansasreflector.com/2022/11/17/federal-wildlife-officials-list-lesser-prairie-chicken-as-threatened-in-kansas/">under the Endangered Species Act.</a>The bird can be found in Kansas, Oklahoma, Texas and New Mexico. The rule has been a long-standing point of contention in Kansas.Kansas Attorney General Kris Kobach in April announced plans to sue the Biden administration&nbsp;<a target="_blank" href="https://kansasreflector.com/briefs/kansas-ag-announces-plan-to-sue-biden-administration-over-lesser-prairie-chicken-protections/">over the designation</a>&nbsp;for the lesser prairie chicken, arguing that federal protections for the bird are illegal, and it could be devastating to landowners and businesses in the state.The White House defended its policy in its announcement of a veto if the resolution is passed by Congress.“The lesser prairie chicken serves as an indicator for healthy grasslands and prairies, making them an important measure of the overall health of America’s grasslands, a treasured and storied landscape,” the White House said.“Overturning common-sense protections for the lesser prairie chicken would undermine America’s proud wildlife conservation traditions, risk the extinction of a once-abundant American bird, and create uncertainty for landowners and industries who have been working for years to forge the durable, locally led conservation strategies that this rule supports,” the White House continued.Senate Minority Leader Mitch McConnell, a Kentucky Republican, said on the Senate floor that the designation of the bird’s status under the Endangered Species Act “is holding American farms, ranches, and other small businesses hostage to an animal called the lesser prairie-chicken.”He argued that local landowners and officials already set aside millions of acres of potential habitat for the bird.“But the Biden administration wants to plow ahead anyway, throw the book at these Americans, and threaten nearly $14 billion in agricultural production,” McConnell said.A handful of Senate Republicans co-sponsored the bill including Sens. SEDGWICK COUNTY—A southwest Kansas man accused in the death of a man in Wichita has made a first court appearance.

Micky Owens, 34 of Johnson City, Kansas is charged with 1st degree murder and criminal discharge of a firearm, according to the Sedgwick County District Attorney's office.

 </figure>SEDGWICK COUNTY—A southwest Kansas man accused in the death of a man in Wichita has made a first court appearance.Micky Owens, 34 of Johnson City, Kansas is charged with 1st degree murder and criminal discharge of a firearm, according to the Sedgwick County District Attorney's office.Just before 11:30 pm, April 24, police were dispatched to the 1300 block of South Edwards in Wichita. They arrived on the scene and located 44-year-old Sean Lahman in the front seat of a passenger van with a gunshot wound to the upper torso, according to Officer Juan Rebolledo.&nbsp;Lahman was deceased on the scene.The investigation revealed that a suspect identified as Owens drove to Wichita on May 24, saw Lahman on South Edwards, and shot him. Investigators quickly learned that Owen’s fled to Stanton County, Kansas and coordinated with Stanton County Sheriff’s Office and the Kansas Highway Patrol to be on the lookout for him.On May 27, Owens was taken into custody&nbsp; by Stanton County Sheriff’s Office in Johnson City for an unrelated warrant in Sedgwick County. On Friday, he was booked into the Sedgwick County Adult Detention Facility.Owens and Lahman knew each other and had an ongoing dispute, according to Rebolledo.On May 15, attorneys in the case are scheduled to discuss future dates . He remains in jail on a $750,000 bond, according to the district attorney's office.
