Hearing for proposed assisted living facility bonds among city agenda items

Bonds, a public hearing, tennis courts, road improvements, and an executive session are among the items on the Salina City Commission agenda for Monday.

About the meeting

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.

Study session

Regular meeting

The regular meeting is scheduled to begin at 4 p.m. A time for public comment is scheduled near the beginning of the meeting.

Commissioners are scheduled to conduct a public hearing concerning the issuance of Taxable Multi-Family Housing Revenue Bonds in the principal amount not to exceed $15,000,000 and in regard to an exemption from ad valorem taxation of property constructed or purchased with the proceeds of such bonds. Following the hearing, the commission is scheduled to consider a resolution that would authorize proceeding with the project and the issuance of the bonds.

Dover Development of St. Louis has entered into an agreement to purchase a portion of the land west of the Knox Sandpit on which it would develop an assisted living center/memory care facility. The development being proposed is a 70,000 square foot facility with 58 assisted living and 22 memory care apartment units. It would be a one-story facility facing S. Ohio Street.

The project would begin construction by May 1, 2022, according to information in the city commission meeting packet. Completion of the project and the beginning of tenant leasing is anticipated to begin Nov. 1, 2021.

Other items on the city commission agenda for Monday include the following.

●Consider authorizing the mayor to execute a limited warranty deed with reversionary and limited warrany covenants and retained easement with Salina USD 305 regarding the conveyance of real estate associated with the Jerry Ivey Park tennis courts.

●Consider authorizing the city manager to execute a contract for engineering design services with H.W. Lochner, Inc., in the amount of $196,905.05 for engineering services for the Centennial Road Improvements project.

●Consider approving an ordinance authorizing the city to issue industrial revenue bonds (Great Plains project) in the aggregate principal amount not to exceed $20,000,000 for the purpose of the acquisition, renovation, and equipping of a commercial facility and authorizing certain other related documents and actions.

●Consider approving an ordinance authorizing the city to issue industrial revenue bonds (Superior Contracting and Manufacturing Services Co. project) in the aggregate principal amount not to exceed $8,308,145.55 for the purpose of the acquisition, renovation, and equipping of a manufacturing and commercial facility and authorizing certain other related documents and actions.

●Consider approving an ordinance establishing specific reserve funds as recommended during the 2022 strategic planning and budget sessions.

●Consider approving a resolution adopting financial recommendations presented during the 2022 strategic planning and budget sessions.

●Consider approving a resolution for a license agreement with Blue Beacon International to allow construction of a second-floor balcony that would extend over the public sidewalk at the front of the building located at 135 N. Santa Fe Avenue.

Additionally, commissioners are scheduled to meet in executive session to discuss with legal counsel legal matters relating to the pending suit regarding the ordinance proposed by initiative petition.
