City of Salina gives update on Homelessness Strategic Plan

The City of Salina provided an update on the Homelessness Strategic Plan, per Monday's city commission agenda.

On December 22, 2025 the commissioners approved a consultant agreement with SHG Advisors from Colorado to develop a Homelessness Strategic Plan for Salina.

Since then, SHG Advisors have been working with city staff and community partners to collect data, evaluate existing services, and identify opportunities to improve the community’s homelessness response system.

According to the city, SHG Advisors has conducted 55 stakeholder interviews, including housing providers, behavioral health providers, homeless service organizations, criminal justice partners, healthcare providers and individuals with lived experience.

Moreover, they conducted an analysis focusing on understanding the size and characteristics of the homeless population and outcomes within the local homelessness response system.

SHG Advisors is currently preparing a draft of the strategic plan, which is anticipated to be completed later this year and will be reviewed with the city commission and stakeholders.
