Last night, Thursday, May 23, at about 9:59 p.m., a Salina Police Department (SPD) officer in the 800 block of North Broadway Boulevard saw a pair of passengers on a moped without a tail light.

According to SPD Capt. David Villanueva, the officer then attempted a traffic stop with the moped, but instead, the driver continued, leading to a low-speed pursuit.

"It traveled various places all over the north end of the city," Villanueva said. "Our top speed was around 25 mph during this pursuit."

Villanueva said the passenger sitting with the driver attempted to get off the moped multiple times during the pursuit.

After driving through seven stop signs, failing to stop when entering roadways from alleyways and a myriad of driving violations, the driver finally stopped the moped at about 10:04 p.m. in the 700 block of North Broadway Boulevard.

SPD officers identified the driver as 51-year-old William Zugg and allegedly found narcotics, drug paraphernalia and a handgun.

"He was arrested for those things as well as having previous felony convictions, so we had an issue with that," Villanueva said. "So also a felon in possession of a firearm."

Officers arrested Zugg and requested charges for multiple driving violations, possession of drug paraphernalia, felony flee and elude, improper driving on a laned roadway, possession of narcotics and possession of a depressant.
