The Salina City Commission will meet at 4 p.m. on Monday, November 18. The meeting will begin at 4:00 p.m. in Room 107 of the City-County Building, 300 West Ash Street. As with previous meetings, this one will be available for viewing via the City of Salina’s YouTube channel at https://www.youtube.com/cityofSalinaKansas.

The meeting agenda includes the following key items:
Public Hearings
Demolition Request: A public hearing will be conducted to consider approval of Resolution No. 24-8251, directing the demolition of the structure located at 254 North Penn Avenue.
Utility Easement Vacation: Consider approval of Ordinance No. 24-11226 to vacate an 8-foot-wide utility easement located between Lots 12 and 14 in Block 6 of the Plat of Country Club Heights Addition.
Consent Agenda
Approval of minutes from the October 28, 2024, meeting
Consider approval of Resolution No. 24-8254, adopting Financial Policies for the City of Salina
Agreement with Evergy for automatic transfer equipment at the Wastewater Treatment Plant
Authorization for the mayor to execute an agreement with the Kansas Department of Health and Environment for a loan amendment for the water main replacement project
Awarding of a bid for Water Main Replacement Project No. 2 to Smoky Hill, LLC, in an amount not to exceed $2,476,500
Approval of Resolution No. 24-8258, endorsing fees for special event permits
Approval of Resolution No. 24-8253, authorizing an application for a Community Development Block Grant
Authorizing the mayor to execute a license agreement with Great Plains Manufacturing, Inc., for a fiber optic cable in the Idlewild Place right-of-way
Administration
Awarding the bid for the construction of Fire Station No. 4 to MCP Build, Inc., in an amount not to exceed $7,254,450
Awarding the bid for painting and maintenance of the Markley, Schilling, and Wyatt water towers to Cunningham Sandblasting and Painting Co., in an amount not to exceed $1,196,750. This includes options for painted baseball icons on the Markley water tower at additional costs of $27,000 for one color or $40,000 for two colors.
Development Business
Consider approval of Resolution No. 24-8256 to apply for a Kansas Moderate Income Housing Grant and a grant agreement with TAB 2022, LLC
Consider approval of Resolution No. 24-8257 to submit a Kansas Housing Investor Tax Credit application for the Island Apartments project at 101 N. Santa Fe Avenue
Approval of the final plat for the Windy Creek Addition and a site development plan for a proposed Maverik convenience store
Executive Sessions
Discussion of legal considerations related to the Cozy Inn property in attorney-client privileged executive session
Discussion of personnel matters in an executive session related to non-elected employees' performance and status
The meeting will conclude with a public session following any executive sessions.
