River renewal update, public hearings, ordinances on city agenda

A Smoky Hill River Renewal update, two public hearings, appointments, and second readings of three proposed ordinances are among the Salina City Commission agenda items for Monday.

About the meeting

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

The meeting also can be accessed by phone at 1-346-248-7799. Enter Meeting ID:892 7598 4587 when prompted.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.

Study session

Commissioners are scheduled to meet in a study session at 2 p.m. Monday. The topic of the study session is an update about the Smoky Hill River Renewal Project. To see the information packet for the study session (39 pages), click here.

Regular meeting

The regular meeting is scheduled to begin at 4 p.m. A time for public comment is scheduled near the beginning of the meeting.

Commissioners are scheduled to conduct a public hearing for the conclusion of the Community Development Block Grant - Coronavirus grant process.

Additionally, they are scheduled to conduct a public hearing regarding the issuance of taxable industrial revenue bonds for SFC Global Supply Chain, Inc., (Schwan's) in the principal amount not to exceed $600,000,000. Following the hearing, commissioners are scheduled to determine whether to issue the industrial revenue bonds and enter into a performance agreement with SFC Global Supply Chain, Inc.

Commissiners also are scheduled to consider appointing Michael Durall to the Arts and Humanities Commission until Oct. 25, 2024, and reappointing Connie Nily to the Community Art & Design Advisory Committee until Oct. 25, 2024.

Other items on the city commission agenda for Monday include the following.

●Hear the second reading of a proposed ordinance authorizing the city to issue industrial revenue bonds (Great Plains Project) in the aggregate principal amount not to exceed $20,000,000 for the purpose of acquisition, renovation, and equipping of a commercial facility, and authorizing certain other related documents and actions.

●Hear the second reading of a proposed ordinance authorizing the city to issue industrial revenue bonds (Superior Contracting and Manufacturing Services Co. Project) in the aggregate principal amount not to exceed $8,308,145.55 for the purpose of acquisition, renovation, and equipping of a commercial facility, and authorizing certain other related documents and actions.

●Hear the second reading of a proposed ordinance establishing specific reserve funds as recommended during the 2022 strategic planning and budget sessions.
