Public improvement projects, placing names for several locations on agenda for Apr. 13 meeting

About the meeting

The Salina City Commission will hold its regular meeting on Monday April 13, 2026. The meeting will begin at 4:00 pm inside Room 107 of the City-County Building, 300 West Ash Street.

Public hearings and items scheduled for a certain time:

1. Conduct a Public Hearing and consider approval of Resolution No. 26-8343 naming the parking lot at Santa Fe Avenue and Ash Street the "City Lights Pavilion."

2. Conduct a Public Hearing and consider approval of Resolution No. 26-8344 naming a plaza at 4th Street the "Kubota Plaza" in conjunction with the Smoky Hill River Renewal Project.

3. Conduct a Public Hearing and consider approval of Resolution No. 26-8345 to name the area adjacent to the lake at Lakewood Park the "Quintin and Florence Applequist Memorial Natural Area" in conjunction with the Smoky Hill River Renewal Project.

4. Conduct a Public Hearing and consider approval of Resolution No. 26-8346 naming a trail at Founders Park the "Earl Bane Foundation Founders Park Trail" in conjunction with the Smoky Hill River Renewal Project.

Consent Agenda:

1. Consider approval of the March 23, 2026, regular meeting minutes.

2. Consider approval of Resolution No. 26-8341 adding three omitted lots to the Stone Lake Phase 3b Special Assessment Improvement District.

3. Consider awarding the bid for the 2026 Mill and Inlay project to APAC Kansas Shears Division of Salina in an amount not to exceed $2,443,455.21.

4. Consider authorizing the Mayor to execute a Transferee Agreement with Lighthouse Properties III, Inc. and Salina2020, Inc. for outdoor dining improvements at Starbucks and Ya Ya's Euro Bistro.

5. Consider approval of Resolution No. 26-8342 amending the project authorization and providing for paving and reconstruction improvements of West Magnolia Road from Centennial Road to I-135.

Administration:

1. Consider approval of art and design projects for Fire Station No. 4 in an amount not to exceed $75,302.01.

2. Consider authorizing the City Manager to enter into an agreement for time and attendance software and equipment with TimeClock Plus, LLC in the amount of $253,398.83.

3. Consider certification of final costs for the 2026 Special Assessment Projects and set April 27, 2026, for a public hearing.

Development Business:

1. Consider approval of Ordinance No. 26-11278 rezoning a tract of land at the northwest corner of Ohio Street and Edison Place to allow for the construction of a medical clinic for Salina Family Health Center.

2. Consider acceptance of offered public utility easement dedications and drainage easement dedications from the Salina Health Education Foundation on a portion of Lot 2 at the northwest corner of Ohio Street and Edison Place.

3. Consider approval of Ordinance No. 26-11279 providing for a 105-foot break in access control along the west side of Ohio Street for the Salina Family Healthcare Center.
