Ballfields and bathrooms, public camping ordinance on city agenda

Ballfields and bathrooms, proclamations, and several proposed ordinances, including one that would prohibit public camping, are among the items on the Salina City Commission agenda for Monday.

About the meeting

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

The meeting also can be accessed by phone at 1-346-248-7799. Enter Meeting ID:892 7598 4587 when prompted.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.

Citizens also can send written comments or questions to city commissioners via email at [email protected].

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.

Study session

Commissioners are scheduled to meet in a study session at 3 p.m. The topic of the study session is a continuation of last week's Parks and Recreation presentation concerning ballfields and bathrooms. To access a copy of the study session presentation, click here.

Regular meeting

The regular meeting is scheduled to begin at 4 p.m. A time for public comment is scheduled near the beginning of the meeting.

During the meeting, commissioners are scheduled to consider the following two proclamation requests.

●Consider proclaiming the week of Sept. 17-23, 2021, as Constitution Week in the City of Salina. Melissa Stuchlik is scheduled to read the proclamation.

●Consider recognizing Rod Franz for his contributions to the City of Salina. Mayor Melissa Rose Hodges is scheduled to read the proclamation.

Commissioners also are scheduled to hear the second reading of a proposed ordinance that would prohibit camping on public property. Recently, some citizens have complained about people perceived to be homeless sleeping downtown. Commissioners approved the first reading of the proposed ordinance during the Sept. 13 meeting.

Other items on the city agenda for Monday include the following.

●Consider authorizing the purchase and installation of four HVAC units for the Great Plains Manufacturing Convention Hall at Tony's Pizza Events Center, as well as the installation of the necessary HVAC controls to make operation of the system efficient and manageable.

●Consider acceptance of a utility and drainage easement for the northbound N. Ninth Street bridge.

●Consider acceptance of a permanent trail easement for the Markley Road Trail project.

●Hear the second reading of a proposed ordinance that would change the zoning district classification from A-1 to R-1 on a 9.82 tract of land located on the north side of Cedar Ridge Drive beween the Grand Prairie Addition and the Briargate Addition south of the Salina Municipal Golf Course.

●Consider accepting the offered right-of-way, easement, and restricted access dedications from Cedar Ridge Development, LLC, to serve the proposed Cedar Point Addition, a 22-lot subdivision of 9.82 acre tract of land located on the north side of Cedar Ridge Drive beween the Grand Prairie Addition and the Briargate Addition.

●Consider acceptance of the offered public utility easement dedication on the Elliott Electric property at 700 York Street.

●Consider the following two proposed ordinances concerning F&W Tractor Co., Inc., doing business as Agri-Center.

-A proposed ordinance that would provide an amendment to the S. Ninth Street Corridor Plan portion of the Salina Comprehensive Plan and the boundaries of the service commercial portion of the CO District.

-A proposed ordinance that would, per F&W Tractor's request, annex a 24-acre tract of land on the west side of S. Ninth Street south of W. Water Well Road.
