The Salina City Commission will hold its regular meeting on Oct. 14, 2024. The meeting will begin at 4:00 p.m. and will take place in Room 107 of the City-County Building, 300 West Ash Street. Regular Meeting

CALL TO ORDER

a. Mayor request staff confirmation that the Kansas Open Meeting Act required notice has been properly provided.

b. Roll call.

PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE

PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME

(3.1) Conduct a public hearing and approve Resolution No. 24-8240 declaring 122 East Jewell Avenue a dangerous structure and establishing a timeline for its repair or removal.

(3.2) Conduct a public hearing and approve Resolution No. 24-8244 directing the City to demolish the structure located at 1616 West Crawford Street, The Ambassador Hotel. 

CONSENT AGENDA

(4.1) Approve the minutes of the meeting of September 23, 2024.

(4.2) Approve Resolution No. 24-8238 appointing members to citizen boards, commissions, and committees.

(4.3) Award the bid for Liberty Addition No. 3 Improvements to Prairie Landworks, Inc. of McPherson, Kansas, in an amount not to exceed $1,437,980.20.

(4.4) Approve a License Agreement with Emmanuel Foursquare Church for Cloud Street right-of-way.

(4.5) Approve Resolution No. 24-8249 permitting VFW volunteers to solicit in the City’s rights-of-way.

ADMINISTRATION

(5.1) Approve Resolution No. 24-8245 accepting a commemorative sculpture of Brian Richardson into the City’s public collection for placement at the Salina Fieldhouse.

(5.2) Reconsider passage of Ordinance 24-11221 on September 23, 2024, approve amended Ordinance No. 24-11221, and approve Ordinance 24-11223 amending City of Salina code to add a section pertaining to animal care requirements and prohibition of animal neglect.

(5.3) Authorize funding for public art for Fire Station No. 4 in an amount not to exceed $100,000.

(5.4) Review design concepts for Jerry Ivey Memorial Park improvements and authorize solicitation of bids.

(5.5) Authorize funding for the Salina Liberty indoor football team in the amount of $35,000.

DEVELOPMENT BUSINESS

(6.1) Approve Ordinance No. 24-11218 annexing a section of Water Well Road between West Dry Creek and Centennial Road into the City limits.

(6.2) Accept the offered right-of-way, easements, and restricted access dedications from the Salina Airport Authority to serve the proposed Airport Industrial Addition No. 3 subdivision.

(6.3) Approve Resolution No. 24-8242, a Resolution of Advisability for special assessments for Phase I of the Airport Industrial Center No. 3 subdivision and authorize the City Manager to execute an Improvement District Development Agreement.

(6.4) Approve Ordinance No. 24-11222 unconditionally approving the issuance of General Obligation Bonds by the Salina Airport Authority for financing the cost of certain capital improvements located at the Salina Regional Airport.

EXECUTIVE SESSION

(9.1) Request for Executive Session – Attorney/Client Privileged

(9.1a) I move the City Commission recess into executive session for __ minutes to discuss with legal counsel confidential legal considerations relating to points of negotiation with Salina Destination Development, LLC, regarding Phase II of the City’s multi-family housing project, based upon the need for consultation with an attorney for the public body which would be deemed privileged in the attorney-client relationship pursuant to K.S.A. 75-4319(b)(2).
