Variety of items on Salina City Commission agenda for Monday

The Salina City Commission faces a busy agenda Monday.

About the meeting

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

To participate via Zoom, citizens will need to use the following link: https://us02web.zoom.us/j/89275984587.

The meeting also can be accessed by phone at 1-346-248-7799. Enter Meeting ID:892 7598 4587 when prompted.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.

Citizens can also send written comments or questions to City Commissioners by visiting the City of Salina’s website at www.salina-ks.gov and using the “Email City Commission” icon on the home page.

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.

Study session

Commissioners are scheduled to begin with a study session at 2 p.m. The study session is being split into the two following topics.

2 p.m.: Lower Smoky Hill Water Supply Access District meeting

Regular meeting

The regular meeting is scheduled to begin at 4 p.m.

Commissioners are scheduled to consider the following two proclamation requests.

●Proclaim January 2023 as National Slavery and Human Trafficking Prevention month in the City of Salina. Angie White, DVACK, is scheduled to read the proclamation.

●Proclaim January 2023 as National Stalking Awareness Month in the City of Salina. White also is scheduled to read this proclamation.

Commissioners also are scheduled to consider approving a proposed ordinance on second reading that would change the zoning district classification of property located at the southwest corner of Highland Avenue and Claflin Avenue from R-2 (multiple–family residential) to PDD (R-2) (multiple–Family Residential) and would approve a preliminary/final development plan for Phase I and Phase IA of the proposed Coyote Row (tiny home student housing village).

Additionally, commissioners are to consider approving a proposed resolution that would appoint members to the following commission and organization.

Arts and Humanities Commission
Patricia Ault-Duell, appointed until Aug. 21, 2024 (filling the unexpired term of Dorian Alston)

Salina Community Economic Development Organization
Tom Dill, appointed until Feb. 1, 2026

Other items on the Salina City Commission agenda for Monday include the following.

●Consider concurrence with a grant application to the State of Kansas Waste Tire Grant Program and authorize the expenditure of matching funds if the grant is awarded for the purchase of recycled rubber tire mulch for the replenishing of rubber mulch surfacing at certain city park playgrounds.

●Consider awarding a bid for 2023 pavement sealing to Circle C Paving & Construction, LLC of Goddard, in the amount of $490,871.23 with a 5% ($24,543.56) construction contingency for a total project authorization not to exceed $515,414.79 and authorize the city manager to execute a contract with Circle C Paving & Construction, LLC upon fulfillment of all prerequisites under the bid documents.

●Consider authorizing staff to collaborate with Saline County for the submission of BASE 2.0 grant applications for Magnolia Road and Holmes Road upgrade projects and commit $1.5 million as cash match for each application.

●Consider the cost-sharing and purchase of a Lenco Bearcat G3 Armored Rescue Vehicle (ARV) from Lenco Industries, Inc., for the police department.

●Hear the announcement of the Mayor’s appointment of city commissioners to various boards, commissions, and committees.

●Consider awarding a bid for Project Rise Centennial Road Channel Improvements for $1,354,499.25, with a 5% ($67,724.96) construction contingency for a total project authorization not to exceed $1,422,224.21 and authorizing the city manager to execute a contract with T&R Construction, Inc. of Salina upon fulfillment of all prerequisites under the bid documents.

●Consider authorizing the city manager to execute a contract for professional services - engineering and architectural design and inspection - with M2 (M Squared) Architects for design and inspection services for a new sanitation and equipment storage building.

●Consider authorizing the city manager to execute an agreement between the City of Salina and FORVIS, LLP, Certified Public Accountant for an audit of city records for the years ending December 31, 2022, 2023, and 2024, with two one-year possible extensions.

●Consider authorizing the city manager to execute an agreement with Overland Contracting, Inc. for Phase 2 of the Wastewater Treatment Plant Improvement Project.

●Consider authorizing the city manager to approve a change order for Bill Burke Turf Improvements to Nemaha Sports Construction for certain fencing improvements in the amount of $52,791.

●Consider authorizing the city manager to execute a License (Right-of-Way User’s) Agreement with Delta Communications, LLC dba Clearwave Fiber to allow the installation of fiber optic and related facilities within the public rights-of-way in the City of Salina for both commercial and residential services.
