Salina City Commission to consider naming proposal for downtown stage

A bullying prevention proclamation, naming the downtown stage, synthetic turf, and an executive session are among the items on the Salina City Commission agenda for Monday.

About the meeting

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.

Study session

Commissioners are scheduled to meet in a study session at 3 p.m. The topics of the study session are as follows.

3:15 p.m. - Financial update

Regular meeting

The regular meeting is scheduled to begin at 4 p.m.

Commissioners are to consider proclaiming October 2022 as Bullying Prevention Month in the City of Salina. Raelyn Blackburn, Jaana Cordero, Nateah Love, and Michael Perdue, fifth-grade students at Cottonwood Elementary School, are scheduled to read the proclamation.

Commissioners also are scheduled to consider naming the stage at the corner of N. Santa Fe Avenue and W. Ash Street. Salina Arts & Humanities forwarded to the commissioners a proposal to name the stage "City Lights Stage."

According to Arts & Humanities, the word "city" refers to the stage being a project of the City of Salina rather than an organization or business. The word "lights" is a "literal translation of the LED lighting on the street-facing elements of the stage and the predominance of lighting as a defining element in the downtown redesign. It can also be figurative for the stage highlighting community. The daytime elements of light and shadow created by the stage roof skylights also create interesting patterns when the LEDs are not in use. Finally, the recently completed mural has visual elements that reference day and night perspectives of people interacting with a city map," Arts & Humanities noted in the naming request.

The proposed name also has the blessing of Salina Downtown, Inc. In her letter of support, Leslie Bishop, Salina Downtown, Inc. executive director, wrote "Salina Downtown Inc. also likes this proposed name for the stage because of how nicely it ties with the 'Love Salina' campaign tag line 'Small Town Love ~ Big City Lights.'"

Other items on the Salina City Commission agenda for Monday include the following.

●Consider authorizing the purchase a rover and field controller from Laser Specialists, Inc., of Olathe in the amount of $35,559.45.

●Consider approving a proposed ordinance on second reading that would clarify an amendment to the text of Section 42-508(d) governing the placement of temporary signs during election season.

●Consider approving a proposed ordinance on first reading that would amend Chapter 38, Article III of Salina City Code pertaining to contracts for vehicle towing and storage services.

●Consider awarding the bid for synthetic turf improvement at Bill Burke Memorial Park to Nemaha Sports Construction in the amount of $1,726,000 and authorize the city manager to execute a contract with the company.

●Discuss the Community Forum format.

Additionally, commissioners are scheduled to meet in executive session to discuss with legal counsel legal considerations relating to the Drever Partners, LLC development proposal.
