Variety of items on Saline County Commission agenda

Bridge funding, a grant modification, and multiple budget appropriation requests are among the items on the Saline County Commission agenda for Tuesday.

About the meeting

The meeting is scheduled to begin at 9 a.m. Tuesday in room 107 of the City-County Building, 300 West Ash Street. A time for public comment is scheduled near the beginning of the meeting.

County Commission meetings are now available by several options. The Board of County Commissioners encourage citizen participation in local governance processes. Making every effort to be in compliance with the Kansas Open Meetings Act (KSA 75-4317). Everyone is invited to participate in meetings. Speakers are requested to state their full name and address before delivering remarks. Please approach the podium and use the microphone. Comments are limited to three minutes.

Agenda items

Commissioners are being asked to sign an agreement to accept $200,000 in Kansas Local Bridge Improvement Program funding to be used toward replacement of the Mentor Road bridge just east of S. Gypsum Valley Road. The total cost of the bridge replacement project is $556,656, according to information from the county. The county is responsible for the remaining cost of the project.

Additionally, the Saline County Local Emergency Planning Committee is asking commissioners to approve a modification for the 2020 Hazardous Material Emergency Preparedness Grant. Originally, the funding was intended to be used to send six technical level operators to the International Hazardous Materials Conference, however, the conference was switched to a virtual meeting with no registration fees because of the COVID-19 pandemic. The committee now wants to use the funding for "training props that simulate chemical leaks and gas monitor simulators that would be likely to occur during a water treatment facility leak," according to information in the commission meeting packet.

Other items on the Saline County Commission agenda for Tuesday include the following.

●Consider approving a telemedicine services agreement for community corrections.

●Consider a revision to the county's Personnel Policies and Procedures Manual and internal operations manuals concerning the time frame that policy revisions are provided to department heads and elected officials. The revision also would allow department heads and elected officials to comment immediately on draft revisions.

●Consider a resolution authorizing American Rescue Plan Fund acceptance.

●Consider a contract for disaster recovery consulting services.

●Hear a 2022 budget appropriation request from the Salina Community Economic Development Corp.

●Hear a 2022 budget appropriation request from the Saline County Fair Association.

●Hear a 2022 budget appropriation request from OCCK.

●Hear a 2022 budget appropriation request from the North Central-Flint Hills Area Agency on Aging.

●Hear a 2022 budget appropriation request from Salina Media Connection

Additionally, at the conclusion of the meeting, commissioners are scheduled to meet in a study session with Rosie Walter, senior services director, to review expression of interest forms from persons interested in filling an unexpired term on the Department of Senior Services Advisory council. Persons submitting expression of interest forms include Rita Deister, Edward Semer, Christopher Dancy, and Shannon Anaya.

Commissioners also are scheduled to meet in executive session for employer/employee negotiations.
